COLLEVILLE-SUR-MER, France - U.S. Army Soldiers serving in the 1st Infantry Division led ceremonies at the 80th Annual D-Day Commemoration in Colleville-sur-Mer, France, on Tuesday June 4.

The day’s events took place at the 1st Inf. Div. monument on the bluff overlooking the Easy Red sector of Omaha Beach where Soldiers of the Big Red One assaulted German defenses during the opening stages of the Invasion of Normandy and at the Charles Shay Memorial, located nearby in Saint-Laurent-sur-Mer. Shay.

“If you’ll allow me, I’d like to read something Gen. Eisenhower was given as his directive,” said Maj. Gen. John V. Meyer III, commander of the 1st Inf. Div. “‘You’ll enter the continent of Europe and in conjunction with other united nations undertake operations aimed at the heart of Germany and the destruction of her armed forces.’ That was the mission of the Allied forces. The mission of the 1st Inf. Div. was to be the vanguard of the invasion up these bluffs.”

Members of the 1st Inf. Div. color guard participated in the ceremonies alongside Porte-drapeau (French flag bearers) and Native American service members to remember all those who lost their lives on the sands of Normandy.

Charles Norman Shay, who served as a combat medic in the 1st Inf. Div. earned the Silver Star for his heroic actions on June 6, 1944. Before the day was done, Shay saved the lives of 20 fellow Soldiers.“Those Soldiers fulfilled their duty,” said Meyer. “By doing so they brought victory. They liberated a continent and they gave people hope that tomorrow will be better than today.”

Of the 4,414 Allied troops killed on D-Day, 2,501 were Americans. Between June 6 and July 24, 1944, the 1st Inf. Div. had lost 657 Soldiers. Their names are etched in the stone on the monument erected on the bluff overlooking the beach taken by the Big Red One in the conjoined effort to liberate France and the rest of Europe. By the end of the Second World War the 1st Inf. Div. had lost 5,516 Soldiers.

ABILENE&nbsp;— Governor Laura Kelly on Thursday joined veterans of World War II, the Eisenhower Foundation, and local, state, and federal leaders at the Eisenhower Presidential Library and Museum to observe the 80th&nbsp;anniversary of D-Day, according to a media release from her office.

“As we commemorate the 80 years since D-Day, we pay tribute to the men and women who bravely fought in World War II,”&nbsp;Governor Laura Kelly said.&nbsp;“General Eisenhower's leadership and expertise were invaluable in carrying out this successful operation, which laid the foundation for the peace he championed throughout his lifetime. May we never forget the sacrifices and stories of those who served.”&nbsp;

The D-Day operation brought together land, air, and sea armed forces on the beaches of Normandy in World War II. Under the leadership of Kansan and then-General Dwight D. Eisenhower, the operation resulted in France's liberation and the Allied forces' subsequent victory.&nbsp;

“Today, we honor those who served and those who gave their all to end the last World War,”&nbsp;said Meredith Sleichter, Executive Director of the Eisenhower Foundation.&nbsp;“As one of the first organizations formed to honor World War II veterans, the Eisenhower Foundation is honored to hold this event alongside the global commemoration of D-Day. We do this to ensure we do not forget the sacrifices made to ensure the freedoms we still hold dear today.”&nbsp;

Gov. commemorates 80th anniversary of D-Day at Eisenhower Library

June 23rd is the first day campaign signs are allowed in Junction City ahead of the August primary election.

There were a few signs put up early in recent days, but that is not allowed. Signs can go up 45 days before an election and must be picked up by two days after the election.

City Manager Allen Dinkel noted that city code on this issue follows state law.

Campaign signs reminder

On May 31st the Kansas Supreme Court ruled on a case challenging the state’s 2021 election laws that made it more difficult for Kansas citizens to vote.

In its majority decision, the Court states that there is no right to vote enshrined in the Kansas Bill of Rights, but that voting rights are explicitly given in Articles 4 and 5 of the Constitution.

As I was reading the news on the Court’s decision, I found myself recalling a book I recently read (via audiobook), Tyranny of the Minority, by prominent political scientists Steven Levitsky and Daniel Ziblatt.

In the book, Levitsky and Ziblatt state that the whole point of a democratic constitution is to establish a set of rights that are protected from the fleeting whims of present day policymakers. (They were of course discussing the US Constitution, but the same idea applies to state constitutions.)

They also argue that it is imperative we not forget that even the most well-intentioned constitutions are fallible. Even the most brilliant constitutional framers are not perfect, they cannot foresee what undemocratic challenges their document may face in a distant future.

The protection of voting rights is one such example.

Our state constitution was adopted six short years before voting rights were added to the US Constitution via the Thirteenth, Fourteenth, and Fifteenth Amendments, which allowed Kansas to build upon some of the US Constitution’s shortcomings by including voting rights.

As Levitsky and Ziblatt discuss in more detail, the Founders’ ideas regarding democracy were certainly novel and also quite radical for the time, but their goal was not to build what we would today consider to be a modern democracy.

Many Americans revere the Constitution as a virtually infallible document. But this is not reality. The Constitution was not a well-thought-out master plan for democracy. It was built on improvisation and compromise.

We should take care to view our constitutions for exactly what they are, imperfect governing documents that are meant to evolve with the changing societal and political needs of a democracy and its citizenry.

The Kansas Supreme Court’s decision furthers the need for this approach.

The decision can be interpreted in such a way that the state constitution only protects procedural representation — the right of citizens to vote for government representatives. As the Court’s dissenting opinion points out, there is a question of whether the Constitution protects substantive representation — the representation of citizens’ interests in the policymaking process.

The dissenting justices argued that substantive representation is protected by the state’s constitution, but the majority opinion disregarded this interpretation.

In other words, the Court ruled that citizens do indeed have a right to vote, but their elected representatives are not required to act in accordance with citizens’ wishes and interests.

A modern democracy is not simply a system of majority rule; it combines majority rule and minority rights.

To once again borrow from Levitsky and Ziblatt: democracies must create mechanisms that protect the democratic process from forces that would undermine it.

Democracy cannot exist without free and fair elections. But not everything can or should be up for grabs by officials who are elected, or appointed, to represent us, especially voting rights.

It is exceedingly concerning that the state’s highest court would exclude substantive representation as an important aspect of protecting voting rights.

The ruling exposes a significant oversight in the interpretation of voting rights within the state constitution.

It is crucial for citizens to remain vigilant and advocate for policies that protect and expand voting rights for all citizens, ensuring that our state democracy reflects its core values of inclusivity and participation.

KS Supreme Court Ruling Highlights the Fragility of Voting Rights

There is a Freedom Fest Fundraiser this Saturday, June 8. The event, called Mud Bog, will be at the Grant Avenue Mud Field at 1039 Grant Ave. in Junction City.&nbsp;

The gate fee is $10, or for kids ages six-ten is $5. Children ages five and under are free.&nbsp; The gates open at 11:00 a.m., with races beginning at 1:00 p.m. The Mud Bog will be a full-day event with food, beer, a kid's run, prizes, and more.&nbsp;

This is the second year the Mud Bog is a Freedom Fest Fundraiser, and according to event organizer Eric Boland, there will be more bleachers this year, more trucks, and a bigger cash prize for the drivers.&nbsp;&nbsp;

The Mud Bog is sanctioned by the Kansas Mud Racing Organization.&nbsp;

Junction City KS, 06/04/2024 – Junction City Main Street (JCMS) and Live Well Geary County (LWGC) are thrilled to be the recipient of a USDA Local Food Promotion Planning Grant to conduct a comprehensive feasibility study for the development of a community/incubator kitchen. This funding marks a significant step forward in the mission to support local food entrepreneurs, foster economic growth and reduce food insecurity in the community.

The incubator kitchen aims to provide emerging culinary businesses with access to fully equipped commercial kitchen spaces at an affordable cost, alongside business development resources, mentorship, and networking opportunities. By reducing the barriers to entry for aspiring chefs, bakers, and food product developers, the incubator kitchen will serve as a catalyst for innovation and job creation in the local food industry.

1. Assess Community Needs: Conducting surveys and focus groups with local food entrepreneurs, potential users, and community stakeholders to understand their needs and expectations.

2. Economic Impact Analysis: Evaluating the potential economic benefits, including job creation, business growth, and increased local food production.

3. Facility Requirements: Identifying the necessary kitchen equipment, space configurations, and technological needs to support diverse culinary enterprises.

4. Business Model Development: Formulating a sustainable business model and operational plan to ensure the incubator kitchen’s long-term viability and accessibility.

5. Funding and Partnership Opportunities: Exploring additional funding sources, partnerships, and collaborations to support the project’s implementation and growth.

The feasibility study being conducted by New Venture Advisors (NVA) is expected to take approximately 18 months to complete. During this period, NVA, JCMS and LWGC will engage with a wide range of stakeholders, including local government officials, business leaders, and community members, to ensure the project aligns with community needs and goals.

The old saying “an ounce of prevention is worth a pound of cure,” coined by Benjamin Franklin in 1736 still holds true today when talking about men’s health and cancer prevention.

Speaking about three of the most common cancers in men — prostate, testicular and colorectal — K-State Research and Extension ``Family and Consumer Sciences agent Holly Miner said the key to reducing risk is early detection though screening. “Early detection increases the treatment options and may decrease the spread of cancer to other areas of the body,” Miner said.

Of the three common cancers in men, Miner said prostate cancer is the most common in American men, after skin cancer. “If your father or brother had prostate cancer, you are more likely to develop it,” Miner said.

“A diet high in fat also increases the risk.” She said screening is recommended for men ages 55-69 and can be done with a blood test.

“Research has also shown that men over the age of 70 should consult with their healthcare professional for screening recommendations,” Miner said.

A cancer that afflicts men and women alike is colorectal cancer, which Miner said is the third most frequently diagnosed cancer in the U.S. and accounts for 9% of all cancer-related deaths. “If detected early, colorectal cancer can be prevented or treated without death occurring,” Miner said.

Risk factors for colorectal cancer include age, personal or family history of this cancer, being obese, excessive alcohol or tobacco use or being of African American decent, according to Miner. There are several screening options, including an annual fecal occult blood test, coloscopy, virtual colonoscopy via X-Rays, and DNA stool test. “Because there are so many different types of screenings for colon cancer, the best thing to do is consult with your health care professional to figure out which one is the best for you,” Miner said.

With all cancers, a healthy diet is key in risk reduction. Miner offered these tips:

• Consume a variety of vegetables, including those that are dark green, red/orange, beans, peas and lentils.

• Select whole fruits, frozen or canned fruits packed in juice or water (not syrup).

• Make sure grain products are at least half whole grains.

• Choose fat-free or low-fat dairy products and/or lactose-free versions and fortified soy beverages.

• Select lean protein foods and protein alternatives.

• Limit saturated fats by selected unsaturated oils and foods.

• Drink alcohol in moderation and reduce foods with high or added sugars. “Your health is important. Taking steps to prevent, detect and care for yourself now will lead to a healthier and more fulfilling life,”Miner said.

POTTAWATOMIE COUNTY —One person was injured in an accident just after 12:30p.m. Wednesday in Pottawatomie County.

The Kansas Highway Patrol reported a 2015 Chevy City-Express van driven by&nbsp;Odessa E.&nbsp;Richardson-Williams, 24, Manhattan, was attempting to cross the eastbound lanes of U.S. 24 just east of Fort Riley Boulevard.

The driver did not yield in the center crossover and struck a 2005 GMC Sierra driven by Austin L.Cisneros, 36, Manhattan.

EMS transported Richardson-Williams to&nbsp;Ascension Via Christi in Manhattan. Cisneros and a passenger in the pickup were not injured.&nbsp; All three were properly restrained, according to the KHP. There was one juvenile passenger in the van at the time of the accident; Juvenile record is protected data, according to the KHP.&nbsp;

Manhattan woman hospitalized after van, pickup crash

WASHINGTON, D.C.&nbsp;– U.S. Senators Jerry Moran (R-Kan.) and Angus King (I-Maine) – members of the Senate Veterans’ Affairs Committee&nbsp;–&nbsp;today introduced legislation to better coordinate and manage health care for veterans who receive services through Medicare and the Department of Veteran Affairs (VA).

A significant number of veterans over age 65 and veterans who have disabilities are dually enrolled in both Medicare and the VA health care system. Dual enrollment can lead to challenges with navigating between agencies, and a lack of coordination can result in fragmented and more expensive care. The&nbsp;Coordinating Care for Senior Veterans and Wounded Warriors Act&nbsp;would create a three-year pilot program where veterans who are enrolled in both Medicare and VA health care would be assigned a case manager to help develop individualized care plans and manage the delivery of health care services. This would help eliminate gaps in care and duplication of services, improve quality of care and lower expenses for taxpayers.

“I hear frequently from veterans and their caregivers who are frustrated by the bureaucracy and red tape they encounter when accessing health care from both VA and Medicare,”&nbsp;said Sen. Moran. “This bill will help senior veterans and those with disabilities, as well as their caregivers and providers, to better understand and navigate the two ways to receive care. Once all tax credits have been received and sold for the renovated Education Building at 131 West 7th adjacent to the&nbsp; C.L. Hoover Opera House, officials estimate that there could be $120,000 to $150,000 still owed on the project. The plan is to eventually transfer the building, which is part of the Opera House complex, to ownership by the City.

After the sales of the tax credits are completed the City could choose to receive the building and assume the balance owed. The city commission heard the proposal Tuesday night, but City Manager Allen Dinkel confirmed no action was taken. One idea might be to use American Recovery Program Act funds, bur no decision has been made.

City Commission receives presentation on Opera House Education Building

RILEY COUNTY - On Tuesday, officers from the Riley County Police Department received a report of theft at Dick's Sporting Goods, just after 3:00 p.m.

According to the Riley County Police Activity Report, three individuals entered Dick's Sporting Goods, and then left the business without paying for more than $3,000 in merchandise.

Officers with the Riley County Police Department located the trio on Fort Riley Boulevard shortly after the report of the theft.

Officers arrested 18-year-old Jvan Adams-Morgan, 20-year-old Inayjha Ware, and 19-year old Elivia Richards in connection with the theft.

All three are from Wichita and remain confined to the Riley County Jail at the time of the activity report.

Junction City Commissioners have said no to a proposal to allow a country music concert at Rathert Field. Vaughn Sterling wanted to rent&nbsp; the ballpark for a concert on Aug. 3rd.

According to City Manager Allen Dinkel voting in favor of allowing the concert were Richard Pinaire and Pat Landes, while voting no were Jeff Underhill, Ronna Larson and Al Gordon.

Impact of holding the concert on the field was a key objection. Plans called for putting the stage on the outfield, and allowing those attending on the infield and in the stands.

The event will be held at the historic Starcke House, located next to the Museum on 6th&nbsp;and Adams and offer guests the opportunity to tour the historic home for the first time since the 150-year-old building was repainted in late 2023.

The lawn party is a part of the Historical Society’s monthly STEAM Saturday programming, sponsored by United Way, and will also include historic lawn games like croquet and badminton. Guests will be able to make their own Victorian lemonade and try their hand using a hand-crank ice cream machine. Watercolor will be available along the garden’s edge with special assistance by Bella Lind from the Junction City Arts Council.

There was an Earth Day cleanup in Junction City this past Saturday. Organizers confirmed that there were more than 80 participants and they picked up nearly 1,000 pounds of trash!

&nbsp; This year’s city cleanup was the 16th&nbsp;annual event.&nbsp; Over the course of those 16 years, volunteers have removed over 37,228 lbs. or 18.61 tons of trash from our City parks, entryways and public properties.&nbsp; The City of Junction City CLEAN Team would like to take this opportunity to say&nbsp;Thank You&nbsp;to all of those people who volunteered their time.&nbsp; &nbsp;

RILEY COUNTY—Law enforcement authorities in Riley County are investigating a suspect on multiple allegations after a traffic stop.

Just after 2:30a.m. Tuesday, police arrested 23-year-old Thomas Leggio of Manhattan in the 500 block of Rio Hondo Way, according to the Riley County Police Department activity report.

Leggio was arrested on requested charges of aggravated assault of an law enforcement officer, display of a license plate, failure to yield stop or sign, interference with an law enforcement officer, flee or attempt to elude five or more moving violations, flee or attempt to elude law enforcement by engaging in reckless driving, unsafe turning or stopping, and maximum speed limits. 

He met the requirement of a $5,000 bond and is not longer in custody, according to the activity report.

Manhattan man jailed after alleged violent traffic stop

MANHATTAN — A team of Kansas State University researchers has developed an improved treatment for lung cancer, and project collaborators have completed the first procedure in Australia as part of a clinical study.

The improved bronchoscopic microwave ablation treatment could treat small lung tumors in a single-session procedure that would improve patient safety and reduce cost. The clinical study is designed to assess the safety and technical feasibility of the phenoWave microwave ablation system.

Kansas State University, in collaboration with Royal Melbourne Hospital, phenoMapper LLC, and Australian Healthcare Solutions, announced the completion of the first bronchoscopic microwave ablation treatment by Daniel Steinfort, professor of medicine at Royal Melbourne Hospital, and his team.

"The ablation procedure was straightforward and required skills that all interventional pulmonologists would possess," Steinfort said. "Deployment of the ablation catheter to the site of the treatment target was as simple as any diagnostic sampling procedure. This raises the exciting prospect of being able to deliver curative ablation treatment to small lung tumors via a safe and widely available procedure modality in a single treatment session."

The phenoWave microwave ablation system is designed to coagulate soft tissue by applying thermal energy for bronchoscopic lung tissue ablation. This advancement will enable physicians to diagnose and treat any lesions in the lungs in a single session in the future, which improves patient safety and reduces cost.

The phenoWave system's underlying technology was jointly developed by the research team led by K-State engineer&nbsp;<a href="https://ece.k-state.edu/about/people/faculty/prakash/">Punit Prakash</a>&nbsp;and industry partner phenoMapper LLC under a National Cancer Institute academic-industry partnership R01 grant. Prakash is the recipient of the Paul L. Spainhour professorship in electrical engineering and a professor in the&nbsp;<a href="https://ece.k-state.edu/">Mike Wiegers Department of Electrical and Computer Engineering</a>.

"We are excited to announce the first bronchoscopic lung microwave ablation treatment in Australia," Prakash said. "Our project has greatly benefited from close collaboration between investigators in the Carl R. Ice College of Engineering, the College of Veterinary Medicine, and our industry and clinical partners, as well as support from the Johnson Cancer Research Center in the College of Arts and Sciences and K-State Innovation Partners. This is an exciting milestone in the advancement of image-guided flexible microwave ablation technology."
