RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged child sex crimes.

On Wednesday, police&nbsp;filed a report for sexual exploitation of a child in Manhattan, according to the Riley County Police Department activity report.

 Mitchell Simmons, 38, of Manhattan was arrested on requested charges of of sexual exploitation of a child; possess media of a child &lt; 18 and breach of privacy; install/use concealed camcorder without consent. 

Simmons was issued no bond and was confined in the Riley County Jail at the time of this report. Police released no additional details about the alleged crime.

Just after 11p.m. Wednesday, officers filed a report for disorderly conduct and public nudity in the 1100 block of Moro Street in Manhattan, according to the Riley County Police Department report.

 Officers listed a 41-year-old male as the suspect when it was reported he was acting aggressive, belligerent, and pulled his pants down in public. 

Benjamin Lewis, 41, of Manhattan was arrested in connection on requested charges of nudity in a public place and disorderly conduct. Lewis was issued a total bond of $500 and was still in custody early Thursday, according to the RCPD.

Manhattan man accused of public indecency 

Junction City High School is celebrating homecoming this week. There have been events going on all week at the high school.&nbsp;

Homecoming festivities kicked off last Saturday at the the Paint the Town Blue rally organized by Junction City Main Street, followed by a community bonfire on Monday night and then a pep rally on Wednesday.&nbsp;

RILEY COUNTY —Law enforcement authorities are investigating&nbsp; a suspect in connection with two recent incidents involving attempted robbery involving food delivery drivers in Manhattan.

Just before 10p.m. Tuesday, a 21-year-old man called the Riley County Police Department Communications Center to report he had been tackled by an unknown suspect while the victim was attempting to deliver food in the 1000 block of Quivira Circle, according to a media release from the RCPD.&nbsp;

 Officers immediately arrived in the area and began canvassing the scene and the suspect returned hours later. He fled from officers but was successfully apprehended in the 1800 block of Hunting Avenue without incident after a successful track by RCPD K9 Monster.&nbsp;

Landen Bearce, 21, of Manhattan, was arrested on probable cause offenses of attempted robbery and interference with law enforcement officers.&nbsp;

On Monday, officers filed a report for attempted robbery in the 1800 block of Hunting Avenue when a 21-year-old victim reported an unknown suspect tried to forcefully take items from him while delivering food.&nbsp;

Bearce remains jailed held on a $50,000 bond, according to the RCPD.&nbsp;

Fort Riley’s Fall Apple Day Festival returns this Saturday from 9 a.m. to 4 p.m. The festival, which is free and open to the public, is the largest annual event at Fort Riley and serves as the military installation’s open house.

Community members can get an up-close look at military helicopters, tanks, and other vehicles, watch demonstrations by the Commanding General’s Mounted Color Guard, military working dogs, Explosive Ordnance Disposal Soldiers, and the 1st Infantry Division combatives team, and enjoy musical performances, kid-friendly activities, and apple pie sales. Food and beverages will be available for purchase.

Visitors can park at Riley’s Community Center, 446 Seitz Ave., just off Huebner Road. Signs will direct visitors to the nearby festival grounds at Artillery Parade Field. Attractions and demonstrations will be located throughout Historic Main Post, including Artillery Parade Field, Tuttle Park, Sturgis Field, and Cavalry Parade Field. No pets or outside alcohol are allowed at the festival.

Fort Riley’s Survivor Outreach Services will be honoring the fallen with a song and balloon release in front of the main stage at 10 a.m.

Traffic is reduced to one lane on Henry Drive, near Marshall Army Airfield, due to work on the Kansas River bridge. Drivers can expect delays and may want to consider alternate routes.

Visitors to Fort Riley who do not have a DOD ID card can stop by the Visitor Control Center (Exit 301 off I70) to get a pass or apply online at https://home.army.mil/riley on the “Accessing Fort Riley” link. The visitor’s center is open from 8 a.m. to 4 p.m. on Saturday.

Fort Riley’s Fall Apple Day Festival set for Saturday

MANHATTAN — Delve into the world of artificial intelligence to better understand the rising technology and its use in education at a free symposium Oct. 16-18 presented by Kansas State University and the Manhattan Public Library.

The three-day symposium, "<a href="https://lib.k-state.edu/technology/ai-and-libraries/ai-symposium/">AI and the Future: Exploring the Intersection of Language(s), Science and Ethics</a>," features three keynote presentations and a variety of panels, lightning talks and hands-on workshops.

The event will be held at K-State's&nbsp;<a href="https://lib.k-state.edu/libraries-hours/hale-library/">Hale Library</a>, with two sessions at Manhattan Public Library, 629 Poyntz Ave. Session times, locations and RSVP links are available on the symposium webpage.

The keynote speakers are Alessandro Oltramari, senior research scientist at Bosch Research; Leilani Gilpin, assistant professor in computer science and engineering at the University of California Santa Cruz; Alberto Chimal, writer and professor of creative writing; and Raquel Castro, writer, journalist and cultural promoter.

The hands-on workshops include "Research with AI," "Experience AI Image Generation," "Copyright &amp; AI: Do You Agree to the Terms and Conditions?," "Language Teaching in the Age of AI," "Experience AI Text Generation," and "Technical Writing—Resumes, Cover Letters and More with ChatGPT."

K-State's philosophy department will host a panel about ethics, and the Manhattan Public Library will host a Community Conversation, paneled by scholars in AI, computer science, philosophy and more. K-State's computer science and English departments will also host lightning talks.

Symposium collaborators include K-State's modern languages and computer science departments, the Center for Artificial Intelligence and Data Science in the Carl R. Ice College of Engineering, K-State Libraries and the Manhattan Public Library, with support from the Manhattan Chamber of Commerce.

HUTCHINSON, Kan. — The Kansas State Treasurer's office has partnered with American Century Investment Management, Inc. to offer the Learning Quest 529&nbsp;Education Savings Program.&nbsp;

"If we don't plan, with the increasing costs of college, it starts to take options off the table," said Kansas State Treasurer Steven Johnson. "We want to help Kansas families to prepare, so that whatever the best education route for their student is, it is something they are able to do, that they don't have to rely on debt. Just in Kansas, student debt tops $12 billion. The average student is $32,000 in debt. We don't want that to have to be the central cornerstone, where someone is starting out with that liability. This is just a great way to plan ahead."

Money from a 529 plan can be used for more than just traditional college tuition.

"While it is college savings month and we want to celebrate that, with the 529 plan, it can now be used for K-12 tuition," Johnson said. "It can be used for tuition or tools at vocational school. My nephew worked with diesel mechanic school. You could use that to buy those tools that are required to get through that program and actually be set up for the beginning of your career, all the way through graduate school. Whatever those expenses are, that's what that account is geared to fund."

State Treasurer highlights 529 program during college savings month

Former Junction City Blue Jay running back DJ Giddens picked up national awards following his historic performance on Saturday night for the Kansas State Wildcats.

Giddens, who graduated from Junction City High School, rushed the football for 207 yards and four touchdowns on Saturday night at Bill Snyder Family Stadium. Per K-State Athletics, it was the first time in school history that a player rushed the ball for 200 yards and scored four touchdowns in a single game. He also caught eight passes for 86 yards. Giddens was named the Big 12 Offensive Player of the Week and the Doak Walker National Running Back of the Week.

The Wildcats are currently 3-1 on the season and are off this weekend before traveling to Stillwater next Friday (October 6) to take on the Oklahoma State Cowboys.

 </figure>Former Junction City Blue Jay running back DJ Giddens picked up national awards following his historic performance on Saturday night for the Kansas State Wildcats.Giddens, who graduated from Junction City High School, rushed the football for 207 yards and four touchdowns on Saturday night at Bill Snyder Family Stadium. Per K-State Athletics, it was the first time in school history that a player rushed the ball for 200 yards and scored four touchdowns in a single game. He also caught eight passes for 86 yards. Giddens was named the Big 12 Offensive Player of the Week and the Doak Walker National Running Back of the Week.The Wildcats are currently 3-1 on the season and are off this weekend before traveling to Stillwater next Friday (October 6) to take on the Oklahoma State Cowboys.

The Geary County Historical Society is hosting the annual Acoustic Junction concert at St. Joseph’s Historic Church, Saturday October 7th. This annual night of local music will include performances by The Church Ladies, The Grateful Dudes and the FRMS 4. Food and drink begin at 6:30pm and music starts at 7:00pm. A raffle will also be held. 

This community-led event helps support the restoration of St. Joseph's Church, a stone church in the Flint Hills and an important piece of history in the McDowell Creek community. Past donations have helped replace all windows in the church, repair masonry work to the exterior and install electricity. Donations from this event will go towards the restoration of the interior plaster and flooring.

Carpooling is recommended. Parking is limited.

To get to St. Joseph’s take 1-70 to exit 307 and head south on McDowell Creek Rd for 1.5 miles. The church is on the left.&nbsp;

RILEY COUNTY —Law enforcement authorities are investigating a registered sex offender for alleged sex crimes in Manhattan.

Just after 9:30p.m. Monday, police arrested 24-year-old Nicholas A. Seeman of Lincoln Nebraska&nbsp; on a Riley County District Court warrant&nbsp; for multiple alleged sex crimes, according to the Riley County Police Department activity report.

He is being held on a $300,000 bond on requested charges that include rape; Offender is 18 or older and victim is &lt; 14, aggravated indecent liberties w child; Offender =&gt;18 fondle child &lt;14; aggravated indecent liberties w/ child; Intercourse with child 14 &lt; 16 YOA; sexual exploitation of child; offender&gt;18 employment of child&lt;14; indecent solicitation of a child; Sex act with a child &gt;14&lt;16; aggravated indecent liberties w/ child; Intercourse with child 14 &lt; 16 YOA; criminal sodomy; With a child &gt;14 YOA and &lt;16; sexual exploitation of a child; employment of child&lt;18 and aggravated indecent liberties w/ child; Fondling a child 14&lt;16 YOA

The crimes were reported to RCPD in March 2023.&nbsp; &nbsp;Seeman was convicted of sexual assault and has been listed as a registered sex offender since September of 2022, according to the Nebraska sex offender registry.

Sex offender jailed in Manhattan for multiple alleged sex crimes

FORT RILEY -&nbsp;Geary County Schools USD 475 hosted a ribbon cutting ceremony for its brand-new state-of-the-art Morris Hill Elementary School on Friday.

“Today was a monumental moment as we are opening up this beautiful new building,” said Melisa Burgess, Morris Hill Elementary principal. “It’s wonderful to see this come to light and I’m so excited for our students and staff to be able to have the open collaborative space they need to be able to learn and grow.”

During the ceremony attendees heard remarks from Dr. Reginald Eggleston, USD 475 Superintendent, Colonel Terry R. Tillis, Deputy Commanding Officer – Maneuver of the First Infantry Division, David Jones, OLDCC Project Manager, Kristy Haden, USD 475 Board of Education President, and Morris Hill Elementary principal Melisa Burgess. A special thanks to the Junction City High School JROTC and Morris Hill Elementary choir for the posting of colors and singing of songs, respectively, as well.

Following the ceremony, guests and media members were able to take a tour of the facility.

Morris Hill officially opened this school year and is located at 4722 Normandy Drive on Fort Riley. The new state-of-the-art building, which combines the former Jefferson Elementary and Morris Hill Elementary schools, will eventually accommodate 590 students and be 99,000 square feet. &nbsp;

Students are now able to enjoy collaboration areas in each grade level, as well as a separate gymnasium, cafeteria, library/media center, and specific art/science classrooms.

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann headed to Washington D.C. on Tuesday with a lot of uncertainty about the final resolution of the budget process and the looming end of the federal fiscal year.

"If these four bills that are going to come up, combined with what's already been done, go through, this would account for almost 75% of federal spending," Mann said. "Some cuts have been made, some serious reductions in certain areas, if these bills, as proposed, pass. There will be a slew of amendments. We have a very busy week."

Even if the House passes the bills through it plans to vote on, the Senate would still have to agree to the language, otherwise, it would be quite difficult to get the process completed in just a week's time and some sort of stopgap measure would likely have to be passed to avoid a government shutdown.

"We're $33 trillion in debt," Mann said. "Washington, in my view, spends too much and borrows too much. Get those bills done and then we will see if there is a willingness or the votes are there for some kind of a stopgap spending bill, which I would like to tie to securing our border, or something like that."

Mann doesn't believe that there is any serious threat to House Speaker Kevin McCarthy at this point.

"I don't hear rumblings of any serious notion that he would not continue to be the Speaker," Mann said. "We've got to get back to Washington D.C., have a lot of these votes, have a lot of these conversations and get things figured out with the government spending and let's see where it goes, but I don't see that changing."

The federal fiscal year ends at the end of the day on Sept. 30.

Mann said budget picture is unclear heading into final week

TOPEKA&nbsp;– Governor Laura Kelly, alongside the Kansas Infrastructure Hub, announced the launch of the Build Kansas Fund, which provides state matching dollars to Kansas communities for infrastructure projects approved under the Bipartisan Infrastructure Law.&nbsp;

The Build Kansas Fund will invest $200 million directly into Kansas communities to support projects that include water, transportation, energy, cybersecurity, and broadband through Fiscal Year 2027.&nbsp;

“The Build Kansas Fund&nbsp;makes it possible for communities&nbsp;across the state&nbsp;to seize the tremendous opportunities provided by the Bipartisan Infrastructure Law,” Kelly said. “These matching dollars empower our local leaders to forge ahead with projects that&nbsp;will grow our economy,&nbsp;connect&nbsp;people and businesses to&nbsp;high-speed internet,&nbsp;and&nbsp;build safer infrastructure&nbsp;that&nbsp;improves&nbsp;life for all Kansans.”&nbsp;

Governor Kelly announced the creation of the Kansas Infrastructure Hub in 2022 to ensure Kansas has an effective and efficient distribution of the funds received from Bipartisan Infrastructure Law. 

The Kansas Infrastructure Hub, a coordinating body comprised of representatives from the Kansas Departments of Administration, Agriculture, Commerce, Health and Environment and Transportation, along with the Kansas Corporation Commission and the Kansas Water Office, will manage the Build Kansas Fund, offering technical assistance, tracking funds, and promoting grant opportunities.&nbsp;&nbsp;

“The Kansas Infrastructure Hub has been working diligently to unite cross-sector stakeholders around Kansas’ infrastructure priorities,”&nbsp;said Calvin Reed, secretary of the Kansas Department of Transportation. “We look forward to supporting Build Kansas Fund applicants as they strive to optimize their BIL projects’ potential.”&nbsp;&nbsp;

Eligible entities include Kansas state agencies, counties, municipalities, special districts, community organizations, nonprofits, and federally recognized tribes that have or intend to apply for a federal BIL program requiring a non-federal match.&nbsp;&nbsp;

Build Kansas Fund will accelerate community infrastructure projects

JUNCTION CITY - The Junction City High School and St. Xavier High School Class of 1973 is inviting all class members to a 50th Class Reunion on Friday September 29th and Saturday September 30th.

Junction City Middle School football teams faced off against the Eisenhower Middle School Eagles
out of Manhattan this past Thursday. The seventh grade team lost by a
score of 28-8. The seventh grade B team did earn their first win of
the season by a score of 6-0. 



The
eighth grade team suffered their first loss of the season by a score
of 16-8, making their season record 3-1. The eighth grade B team
improved to 4-0 on the season, winning by a score of 6-0. 



Both
B team games were shortened by lighting in the area. The middle
school teams will be in action again Thursday facing Emporia.

The
sixth grade Jr Jays improved to 3-0 on the season beating Riley County
by a score of 53-6 on Saturday. The fourth&nbsp; and fifth grade teams were off.

Tracy Duran, MSN, BSN, RN, has been named Interim Administrator at the Stormont Vail Health Flint Hills Campus providing leadership to the hospital and rural health care clinic. Tracy is filling the role that was held by Tim Bergeron, who has resigned.

Duran has been a strong leader at the Flint Hills Campus. She served as an integral transition team member to bring the Junction City operations into the Stormont Vail system and has continued to be a leader through her post as Acute Care Director at Flint Hills/Regional Director of Nursing.

Duran has a background in acute care operations, regulatory and compliance work, virtual nursing, and Emergency Department nursing. Duran began at Stormont Vail in 2004 as a patient care technician while she was working toward her nursing degree and joined the organization as a Registered Nurse in 2008. Tracy has a Bachelor of Science in Nursing from Baker University School of Nursing and a Master of Science in Nursing in Healthcare Administration from MidAmerican Nazarene University. She was honored as an Ingram’s Magazine Heroes in Healthcare in Nursing in 2019.

“Our agencies are looking for talented individuals who want to serve Kansas and make it the best place to work, play and raise a family,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said.&nbsp;“These are good-paying jobs with great benefits. Registration is required to participate in the event, regardless of previous participation. The Virtual Job Fair portal features a jobseeker training video, a list of participating employers, and channels for attendees to register and log in. Work done at the institute will include developing and integrating analytical methods and digital technologies — like sensors, automation and robots — that enhance food production and inform decision making for sustainable and resilient systems."

A next-generation land-grant university is an innovative university, and that's exactly what we're doing with our new Institute for Digital Agriculture and Advanced Analytics," said K-State President Richard Linton.

The Kansas Association of Wheat Growers joins U.S. Wheat Associates (USW) and the National Association of Wheat Growers (NAWG) in thanking Senator Mike Braun (R-IN), Senator Jon Tester (D-MT), Senator Roger Marshall (R-KS) and Senator Pete Ricketts (R-NE) for introduction of the American Farmers Feed the World Act of 2023 in the U.S. Senate. The bi-partisan legislation would restore the original intent of the Food for Peace program without spending additional Farm Bill resources, while also safeguarding the interests of hard-working American farmers in providing food to those in need around the world.

USW and NAWG have joined the broader agriculture industry in backing the legislation, seeing it as an effort to use U.S.-grown commodities to fight global hunger rather than spending American taxpayers’ dollars to purchase food from competitors of the U.S. wheat industry.

“The Kansas Association of Wheat Growers applauds the support of Senator Marshall on the American Farmers Feed the World Act of 2023,” said Justin Gilpin, CEO of Kansas Wheat. “The Food for Peace program has a storied history in Kansas, sparked by a Kansas farmer who suggested U.S. farmers could share their harvest with global neighbors. Wheat food aid donations now average around 30 million bushels per year. Keeping the food in food aid remains an important aspect of these programs that are designed to provide humanitarian assistance to those in need around the world.”

“Wheat farmers in Kansas and all across the country have a long history supporting international food aid going back to the origins of Food for Peace,” said Brian Linin, a Goodland, Kansas, wheat farmer who serves on the Kansas Wheat Commission and U.S. Wheat Associates boards and on the USW/NAWG Food Aid Working Group Committee. “Our nation, and those in need, benefit most directly and transparently from receiving American commodities instead of cash and vouchers.”

“It is exciting to see the Senate join the House in supporting the role of U.S. farmers in the Farm Bill’s international food aid programs,” said USW Director of Trade policy Peter Laudeman. “The American Farmers Feed the World Act of 2023 offers an important rebalancing to ensure that Food for Peace remains focused on effectively delivering as much American-grown food to as many people in need as possible. The American Farmers Feed the World Act of 2023 was introduced in the U.S. House on June 22. USW and NAWG have worked with a coalition of other agriculture groups to advance this legislation through the upcoming new Farm Bill.

“As Congress considers reauthorizing the Farm Bill later this year, this legislation provides an opportunity to revitalize the role of American agriculture in addressing global hunger,” said Brent Cheyne, President of the National Association of Wheat Growers and a wheat farmer from Oregon. “It underscores our dedication to providing food assistance to vulnerable populations while prioritizing our farmers ahead of foreign agricultural competitors.”

Wheat Scoop: Wheat industry applauds American Farmers Feed the World Act

On Saturday morning Junction City Main Street kicked off homecoming week with their Paint the Town Blue rally.&nbsp;

At 10:00 a.m. a community parade started at 10th and Washington and then turned west to Jefferson. There were several floats in the parade, including a float carrying the Blue Jay football team. Several other clubs and organizations were featured in the parade, including JROTC and the Junction City High School marching band.&nbsp;

Following the parade, there was a spirit rally and other activities for everyone to enjoy. The Paint the Town Blue event was put on by Junction City Main Street.
