Today ( Tuesday ) is Halloween and that means Trick Or Treating Tuesday night! Parents, please remember to be vigilant of cars and keep your kids from running in the road while going door to door. Be sure to keep an ear out for the Witch's Wail which will sound at 8:00pm to signal the end of Trick or Treating. 

JCPD officers will also be handing out glow sticks to kids throughout the night. If you see one of our officers be sure to say hello!

Junction City police have issued a Halloween safety reminder

Geary County Rural Water District Four has issued a notice that the 7000 and 7300 block of Rockwood have had a water line break due to a contractor hitting the line. Crews are out now to repair it.

RILEY COUNTY—Law enforcement authorities are investigating alleged criminal damage to property in Manhattan.

Just before 10:30a.m. Monday, officers filed a report for criminal damage to property in the 1300 block of Laramie Street in Manhattan, according to the Riley County Police Department activity report.

The City of Manhattan reported a known male suspect damaged the parking garage elevator. The estimated total loss associated with this case is approximately $5,000

The Junction City Little Theater will present Jersey  Boys, the story of Frankie Valli and the Four Seasons the next two weekends at the C.L. Hoover Opera House.  Curtain for the shows November 3rd, 4th and 5th is 7:30 p.m. this coming Friday and Saturday and 2:00 p.m. for the Sunday matinee. The same schedule will be used for the shows the following weekend November 10th, 11th and 12th.

The storyline begins with the Four Seasons formation in the early 1950s through their induction into the Rock and Roll Hall of Fame in 1990. "Jersey Boys" opens this weekend

There will be a ribbon cutting for Operation Santa Claus at Santa’s Fort Riley workshop, 5306 Reese Street, Thursday, Nov. 2, 4 p.m.

Through Operation Santa Claus, Fort Riley and the surrounding communities assist local active duty junior enlisted service members who have financial needs by providing gifts for their children. Soldiers and their family members apply for the program through their&nbsp; units.

Operation Santa Claus is in its 39th year at Fort Riley and is accepting donations of new, unwrapped toys in the $10 - $20 price range for children ages birth to 18 years. Donation boxes are located on Fort Riley and at businesses throughout Junction City and Manhattan.

United Way is getting a boost Thursday from Tyme Out Lounge in Grandview Plaza. It will be Schnitzel Night.

From 4-8 p.m. a percentage of sales will be donated to Junction City - Geary County United Way. According to United Way, Tyme Out Lounge has been open 31 years this week.

Tyme Out Lounge will help raise funds for United Way

U.S. Senator Roger Marshall, Fort Riley leaders, USD 475 Board of Education members and staff plus Geary County Commissioner Alex Tyson participated in a discussion on mental health and a tour Friday at Morris Hill Elementary School.

During a discussion at the weekly county commission meeting on Monday,Tyson recapped the conversation on mental health and what can be done within schools. He noted that when you're trying to offer more services funding is often a problem.&nbsp;

Trick or treating is a Halloween tradition

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Wednesday, November 1 and remain in effect through March 31.

While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.

The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Wednesday, November 1 and remain in effect through March 31.While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. It’s all downhill from here! While fall harvest continues on our central Kansas farm, the difference from harvesting the corn in August compared to beginning to harvest sorghum now is we can see the finish line ahead of us! In all of my years on the farm, I know that the closer we get to Thanksgiving, the closer we are to wrapping up our fall farming requirements.&nbsp;I also know that we’re getting closer to the end of this season because all the wheat has now been sown.&nbsp;It’s a great feeling to know that things on the farm we’ve put lower on the list of priorities will start getting some attention.&nbsp;Soon, we’ll move equipment into the shop for the winter, spend some quality time deep cleaning the house and office, and I’ll begrudgingly tackle piles of laundry. The cattle will be moved to winter pasture, the ram will be turned out with the ewes, and the migratory birds will present their patterns in the sky above.

In all, for our operation, we’ll have much more flexibility in our days compared to what we’ve had over the last few months. It’s during this relatively flexible season where we often attend more meetings, take trips out of town with the family, RSVP to weddings without hesitation, regularly attend school events and generally feel better about firmly committing to requests instead of taking the “I can do that if it rains” approach. Simply put, once we reach that fall harvest and planting finish line, we can be more available. Available to our family. Available to our friends. Available to our communities.&nbsp;&nbsp;

One of the many areas that would absolutely welcome our availability is within our local schools. Schools are in desperate need of emergency substitutes. Whether it’s filling in for a classroom teacher, para educator, kitchen staff, office staff, or bus driver, schools need help from those who are available.&nbsp;It’s a national issue that I know all too well having multiple family and friends working in public education. I also know the need because of what we are experiencing with our own children. Recently we were notified our school district was again consolidating bus routes because of a lack of regular drivers and substitute drivers available. Our school district communicated to us that it could take up to two and a half to three hours for some of our rural route kids to get home from school on consolidated routes. 

You might not want to fully commit to driving a bus or being called whenever a substitute is needed for an entire school year. But in Kansas, there are allowances for emergency substitutes – both in the school building and transporting school kids.&nbsp;For example, there is an allowance to waive a number of requirements to allow for emergency substitute bus drivers. The major catch is the emergency bus driver can drive no more than five days during a school year.&nbsp;If you have your CDL, a quick trip to your local DMV to pass some written and skills-based tests to receive your “passenger” and “school bus” endorsements will likely make you available for your local school district as an emergency substitute bus driver.&nbsp;If you can be available for five days during your slower season to help drive a bus of FFA students to an event, to get the choir students to a contest, to allow a class of students to experience a field trip, to transport a sports team to their game or to promptly get kiddos to or from school, please consider contacting your local school district or the Kansas State Department of Education’s School Bus Safety Unit to confirm you qualify.

Additionally, if you have your high school diploma, you’re likely eligible to help serve as a substitute within Kansas school buildings per temporary modifications for emergency substitute licensing. RILEY COUNTY —Law enforcement authorities are investigating a Kansas felon on new allegations.

Just after 5p.m. Sunday, police arrested 37-year-old Amy Roth of Manhattan in the 400 block of Leavenworth Street in Manhattan, according to the Riley County Police Department activity report.

Roth was arrested on probable cause offenses of burglary and criminal trespass. Roth was issued a total bond of $12,000 and is no longer in custody

She has previous convictions for theft, forgery, burglary and criminal possession of a weapon, according to the Kansas Department of Corrections.&nbsp;

JC Now Candidate Forum begins this morning, will run through Thursday

Junction City Finance Director Lindsay Miller has announced that the City received their October 2023 sales tax increment, and had another great month. The total received for the month was $1,242,018.46, which ranks as the 6th best on record for the City. They are currently $268,394.70 ahead of 2022 sales tax, which is a 2.37% growth from last year. The significant growth from last October 2022 to October 2023 is mostly due to a KDOR error last year. There is definitely some growth though as the Use Tax continue to raise. 

The City saw a record for the month of October in City Sales Tax (mirrored in Debt savings ), County Sales Tax, and Use Tax. While it is not looking like that growth will be as substantial as last year, it should still be a great year. There are only two increments remaining for the fiscal year.&nbsp;

On Saturday a total of 14 members (youth and young adults) of The New Church Of The Living God, prepared and served breakfast to 32 residents at the Bicentennial Manor. Youth also performed Praise and Flag Dances. 

The intergenerational interaction was organized by Jacky Robinson, Service Coordinator, Sharone Campbell, Youth Director, and Vickie Bobbitt, Executive Director, I.C.A.R.E.

Each week when I take time to write this weekly report, I try to identify a topic I will focus on. This report is part of a larger report that we call the 5/15. This report not only includes what I write but reports from the various Department Heads. If you want to be on the e-mail list for the total report just let me know at allen.dinkel@jcks.com. I clearly understand that when I write something, it does reflect my point of view with that being formed from years of experience and knowledge of the operation of a City along with State laws and local ordinances and codes. Even though I try not to get to opiniated, I do know at times others will have a different point of view.

A couple of weeks ago, I wrote about the development of the City back 15 to 20 years ago. One reader had a different opinion that I had. While we both agree that the City ended up in a desperate financial situation and yes it did change the management of the City, we have varying opinions on how it all occurred. I have always said that no one ever deliberately made adverse decisions, the reader takes the opinion that decisions were deliberately were made to personal gain of some and to damage the City and the taxpayers. Of course, it is easy to look back and play “Monday Morning Quarterback” and frankly we both may be right. Even though he gives examples of those who were opposed to what occurred, I am sure there were others who felt the right things were being done as this City had a desire to grow.

The reader feels with what has occurred in the past, that no future growth should be attempted. I, however, continue to take the attitude that there always is a need for change as other communities will look at opportunities to grow while another community remains stagnant. I will agree that we have to make sure that as a community we do not make the same mistakes as had been made. We always need to be careful that when a decision is made, that it is done with the utmost research and prudence, and we never want to be the one who put the City in a bad position. As my youngest daughter Macey says, we never want to be known as “That Guy”. Yes, mistakes will be made as at some point that is just going to happen. The goal, however, is to keep those to a minimum.

Last week, I wrote about driving to work and how I take different routes to see what is occurring in the City. A reader brought to my attention that I needed to drive down his street. Of course, the next day I did and yes I agree with him about his concern. Now this street is less traveled than others in town, but it is “his” street. I often say that the most important street to anyone is “the one they live on”. I get it. Speaking of street maintenance, we are getting a few calls about the mill and overlay in an area of town. Yes, we you will be inconvenienced, but part of process to get work done.

Another reader last week reached out to me about the Interstate 70 project, and they heard it will take 2 years. Yes, I understand that it will take that long, but it is a major project that is under the auspices of the Kansas Department of Transportation (KDOT).There will be inconveniences, but we all were complaining about how rough the Interstate was east of Junction City near Grandview Plaza. Speaking of KDOT projects, work is still being done on the Bridge on East 6th Street. Hopefully by next spring that project will be completed.

Last week I received a note from a property owner regarding improvements adjacent to the property he owns. While the decision had already been made to add this to a project that is underway, I did remark to this person, that he wants the City to cut taxes, but he wanted this project. Of course, we are often told to cut costs, but add more services and improvements. Really tough to do.

The underground fiber optic project is continuing and yes, we do get calls at the office about the work and when a water line is hit. I have been told by another contractor that what is occurring here was exactly what occurs in any City where a fiber optic system is being installed. It appears that at least one other company will be making underground improvements in their system as well. The City cannot limit a company from having a franchise agreement for this type of service. I did have discussions with Kansas Gas Service as the fiber will be near a major natural gas line here in Junction City. This gas line provides natural gas to eastern Kansas and precautions have to be taken.

So, thanks for reading this report. Yes, we will not always agree, and that is probably good. This keeps us in check and reminds us that there are those that are paying attention and reminds us to think twice.

Junction City Manager Allen Dinkel releases his 515 Report

RILEY COUNTY —Law enforcement authorities are investigating a member of the Kansas State University basketball team for an early morning incident in Manhattan.

Just before 2a.m. Sunday, police arrested 22-year-old Naeqwan Tommy Nicholas Tomlin of Manhattan at Tubby's Sports Bar, 1127 Moro Street in Manhattan, according to the Riley County Police Department arrest report.&nbsp; <a href="https://www.kstatesports.com/sports/mens-basketball/roster/nae-qwan-tomlin/11221">Tomlin is a senior member</a> of the K-State basketball team, according to the school's web site.

Tomlin was held on a $750.00 bond on requested charges of&nbsp;Disorderly conduct; Brawling or fighting.&nbsp; He posted bond and was released just before 5a.m., according to online jail records.

 </figure>RILEY COUNTY —Law enforcement authorities are investigating a member of the Kansas State University basketball team for an early morning incident in Manhattan.Just before 2a.m. Sunday, police arrested 22-year-old Naeqwan Tommy Nicholas Tomlin of Manhattan at Tubby's Sports Bar, 1127 Moro Street in Manhattan, according to the Riley County Police Department arrest report.&nbsp; <a href="https://www.kstatesports.com/sports/mens-basketball/roster/nae-qwan-tomlin/11221">Tomlin is a senior member</a> of the K-State basketball team, according to the school's web site.Tomlin was held on a $750.00 bond on requested charges of&nbsp;Disorderly conduct; Brawling or fighting.&nbsp; He posted bond and was released just before 5a.m., according to online jail records. &nbsp;Police released no additional detail early Sunday.

Just before 3a.m. October 21, the Riley County Police Department Communication Center received several 911 calls reporting gunfire.&nbsp;When officers arrived on scene, they found 2 male victims with gunshot wounds. A 3rd male victim arrived at the hospital with a gunshot wound from the incident.&nbsp;

On Thursday evening police reported the arrest of 21-year-old Cordarius Gowdy; 18-year-old Damerius McGee both of Ogden and Christopher Stowers, 21, of Manhattan on requested charges&nbsp; of attempted first-degree murder, aggravated battery and one count of firing into an occupied dwelling.

The Junction City Blue Jays defeated the Wichita Heights Falcons by a score of 27-18 on Friday night at Blue Jay Stadium in the first round of the playoffs. 

Junction City set the tempo early, scoring on the opening possession of the game on a 10-yard touchdown run from Michael Boganowski. The Blue Jays never looked back and never trailed in the game despite Wichita Heights keeping the game close. 

The Blue Jays defense gave up three touchdowns on the night, two of them rushing and one of them through the air. Junction City stopped Heights on two different two-point conversion attempts. The Falcons also missed a PAT as well. 

The turning point in the game was late in the second quarter when Junction led 7-6, Brock Bazan punted the football away. As the ball was in the air, it hit a Heights player on the helmet. The Blue Jays recovered it and then scored on the next play, on a three yard touchdown run from Griffon Bohanon. 

Two other key plays in the game came on two long punt returns, one from Losiah Autry and the other from Boganowski, which both led to short fields and touchdowns for the Blue Jays. 

Junction City head football coach Randall Zimmerman expressed that his team played well, but there are still things to improve on if the Blue Jays want to make a deep run in the playoffs. "I am very, very pleased with the win," Zimmerman said. "I think our kids played really hard tonight."

Junction City improves to 6-3 on the season and will travel to Topeka next week to take on number one seed Washburn Rural in the second round of the playoffs.
