The Geary County Convention and Visitors Bureau (GCCVB) has announced a new partnership with Chad Hoover, with the world of Kayak Bass Fishing, to host two year-long exclusive to Kansas events on the Milford Lake throughout 2024.

This collaboration marks a significant milestone for both the GCCVB and kayak fishing enthusiasts, as Milford Lake's waters set the stage for an unparalleled angling experience. The Junction City Lady Jays were defeated by the Salina South Cougars on Tuesday night in Salina. The Cougars defeated the Lady Jays 57-21.&nbsp;

Senior Sara Rexrode led Junction City in scoring with eight points, all of them coming in the paint. Fellow senior, Amyah O'neal, finished the night with five points. The two seniors combined for 13 of the teams 21 total points.&nbsp;

The Junction City Blue Jays defeated Salina South by a score of 66-41. Junction City jumped out to a 12 point lead at the end of the first quarter and never looked back.&nbsp;

The Blue Jays had three players score in double-digits. They were led in scoring by junior guard, Jackson Austin, who finished the night with 17 points. Austin has made four three pointers in both games this season. Also in double digits was fellow juniors, Ja'Twaan Williams with 13 points, and Larkin Turner with 12 points.&nbsp;

With the win, the Blue Jays improve to 2-0 on the season.

It remains a busy week for both teams, as games on both Friday and Saturday await. On Friday night, Junction City hosts Hays High School, and on Saturday night, Dodge City travels to Junction City.&nbsp;

Junction City Commissioners received a comprehensive report from staff Tuesday night on the financial numbers associated with the EMS service. County officials have expressed some concern about being overcharged and requested a look at the city's financial numbers but the City provided details last night on the cost of EMS service.&nbsp; City staff will make a similar presentation on those numbers to the county governing body in the near future.

At the conclusion of the report to the City, Mayor Pat Landes stated. "They will not find a better deal than this." The commission opted not to&nbsp; have a second joint meeting with the county on this matter but the city staff will, again,&nbsp; make the presentation.

The county currently pays two-thirds of the EMS cost and the City one-third but it was noted that regardless of who pays the costs will remain the same. It was also observed that the County needs to pay their bill by the end of the year for services rendered.

City Manager Allen Dinkel believes a new flat fee contract should be negotiated for the County to pay for 2025. That type of contract would need an escalator clause to cover cost increases. 2024 budgets are already in place. 

Dinkel added that the numbers outlined for the city commission are honest and up to date. City Finance Director Lindsay Miller and staff are preparing a comprehensive guide on the financial numbers that will then be released to the public.

As she did recently with the county commission, Grandview Plaza City Clerk Janet Young scolded the city for lack of public notice about this issue. She noted that losing EMS service to the county would be unacceptable. Young said Grandview Plaza needed to have a say and understanding of what is going on. "I will not let my citizens go without care."

Junction City Commissioners have approved water and sewer rate increases for 2024.

There will be a water rate increase of approximately $3 per month per household and a sewer rate hike of approximately $6 per month per household.

According to a staff report the increases are necessary to ensure adequate funding for the City's capitol projects and debt service payments.

On Monday night, Dr. Reginald Eggleston, USD 475 Superintendent of Schools, recognized exemplary students with the

3R Award. The award is given to students who demonstrate excellence in the areas of respect, responsibility and building positive relationships. Earning recognition on Monday were Violet French (Grandview Elementary), Cailyn King (Ware Elementary) and Joseph Tabaldo, V (Seitz Elementary).

A Purple Star Certificate of Recognition was awarded to Grandview Elementary, Seitz Elementary and Ware Elementary on Monday for demonstrating a major commitment to supporting students and their families connected to the United States military.

On Monday, the Geary County Schools USD 475 Board of Education approved Resolution 2024-32 for the lease purchase agreement for the new USD 475 Early Childhood Center. This resolution will allow USD 475 to enter into a lease purchase agreement to finance the acquisition, construction and furnishings of the upcoming USD 475 Early Childhood Center.

On Monday, the board approved Resolution 2024-30 to adopt a policy regarding enrollment of nonresident students. Kansas law, K.S.A. 72-3126, requires that the board of education of any school district adopt a policy to determine the number of nonresident students a school district has the capacity to accept in each grade kindergarten through eighth grade, as well as all program grades (9-12) for each school in the school district.

A Geary County employee task force conducted a Youth Fundraiser 4-man golf scramble in October that resulted in a $4,730 contribution to the McKinney-Vento program. The check was presented at the USD 475 Board of Education meeting Monday night.

This is a state program that helps remove barriers from students in schools to allow them to be successful.

The Board learned that the funds will help many students and their families get into homes and it will help with such things as their rent, electric and water bills.

RCPD: Theft reported from Manhattan Public Library

MARION COUNTY —One person died in an accident just before 6:30p.m. Monday in Marion County.

The Kansas Highway Patrol reported a 2001 Ford Mustang driven by Dwayne S.&nbsp;Moenning, 17, Lost Springs, was eastbound on 190th Street at U.S. 77.

The driver failed to stop at a stop sign and struck the trailer of a northbound 2022 Freightliner semi driven by Ahmed M. Jeylani, 31, Plano, Texas.

A passenger in the Ford identified as Brasch, Michelle E Brasch, 18, Hereington, was pronounced dead at the scene and was transported to&nbsp;Yazel-Megli Funeral Home.&nbsp; EMS transported Moenning to Wesley Medical Center. Jeylani was not injured. The occupants of the Ford were not wearing seat belts, according to the KHP.

Kansas teen dead after crash with semi's trailer

 For an eighth consecutive month, the Junction City area recorded above normal temperatures. For a change, however, the area ALMOST received average monthly precipitation. And for some, a nice post Thanksgiving surprise of significant snowfall!

The average daily high during November was 57.6, 3.3 degrees above normal. The average daily low was 35.7 degrees, 3.2 degrees below normal. This gave us a monthly mean temperature of 36.7, 3.3 degrees above normal. The month would have been even warmer if not for the influx of cold weather over the Thanksgiving Holiday. The highest temperature for the month was 73 degrees on the 15th. The lowest temperature was 17 degrees on the morning of the 27th. There were no daily temperature records set during the month. 

While the month was above average in temperature, it was quite a ways from being a record setter. The warmest November on record was in 1999 when the monthly mean temperature was 51.8. The coldest November on record was in 1985 with a chilly monthly mean temperature of 35.2 degrees. November came very close to normal precipitation thanks to a couple of significant precipitation events. A few days before Thanksgiving nearly an inch of rain fell in the area and then the Saturday after Thanksgiving a significant snowfall event occurred. According to reports filed with Community Collaborative Rain, Hail &amp; Snow Network (CoCoRaHS) 5 to 7 inches of snow was recorded in the region. The one Geary County report was 6.2 inches near the town of Milford. The snow arrived with very little wind which allowed it to settle very evenly across the region and then slowly melt, soaking in to the benefit of soil moisture. 

Average November precipitation is 1.42 inches and 1.33 inches was recorded, or 94% of normal. Year to date we have received 24.27 inches of liquid precipitation, only 75% of the year to date average 32.40 inches. The 6.2 inches of snowfall was the first measurable snowfall of the year and 620% of the long term average November snowfall, which is only 1 inch. That snowfall provided more snow than the area had for all of last winter (4.9 inches) and the largest 24 hour snowfall accumulation since we received 7.5 inches on February 5, 2014.

December brings the start of astronomical winter, the end of the year and dreams of snowy holidays. Average daily highs for December start the month at 46 and by New Year’s Eve are down to 39 degrees. Overnight average low on the 1st is 26 and by the 31st, 20. Although daylight starts to increase after December 21st, average temperatures don’t start to warm up until about the middle of January. Average December liquid precipitation is 1.17 inches and average snowfall is 3.7 inches. While many folks dream of a White Christmas, it actually only happens less than 25% of the time.-30-

For an eighth consecutive month, the Junction City area recorded above normal temperatures. For a change, however, the area ALMOST received average monthly precipitation. And for some, a nice post Thanksgiving surprise of significant snowfall!The average daily high during November was 57.6, 3.3 degrees above normal. The average daily low was 35.7 degrees, 3.2 degrees below normal. This gave us a monthly mean temperature of 36.7, 3.3 degrees above normal. The month would have been even warmer if not for the influx of cold weather over the Thanksgiving Holiday. The highest temperature for the month was 73 degrees on the 15th. The lowest temperature was 17 degrees on the morning of the 27th. There were no daily temperature records set during the month. While the month was above average in temperature, it was quite a ways from being a record setter. The warmest November on record was in 1999 when the monthly mean temperature was 51.8. The coldest November on record was in 1985 with a chilly monthly mean temperature of 35.2 degrees. November came very close to normal precipitation thanks to a couple of significant precipitation events. A few days before Thanksgiving nearly an inch of rain fell in the area and then the Saturday after Thanksgiving a significant snowfall event occurred. According to reports filed with Community Collaborative Rain, Hail &amp; Snow Network (CoCoRaHS) 5 to 7 inches of snow was recorded in the region. The one Geary County report was 6.2 inches near the town of Milford. The snow arrived with very little wind which allowed it to settle very evenly across the region and then slowly melt, soaking in to the benefit of soil moisture. Average November precipitation is 1.42 inches and 1.33 inches was recorded, or 94% of normal. Year to date we have received 24.27 inches of liquid precipitation, only 75% of the year to date average 32.40 inches. The 6.2 inches of snowfall was the first measurable snowfall of the year and 620% of the long term average November snowfall, which is only 1 inch. That snowfall provided more snow than the area had for all of last winter (4.9 inches) and the largest 24 hour snowfall accumulation since we received 7.5 inches on February 5, 2014.December brings the start of astronomical winter, the end of the year and dreams of snowy holidays. Average daily highs for December start the month at 46 and by New Year’s Eve are down to 39 degrees. Overnight average low on the 1st is 26 and by the 31st, 20. Although daylight starts to increase after December 21st, average temperatures don’t start to warm up until about the middle of January. Average December liquid precipitation is 1.17 inches and average snowfall is 3.7 inches. She made it clear the County does not want to split the service and noted that the EMS issue has caused undue worry. She noted the way things are structured now is the best way to serve the community and the object of the county commission. She praised the Junction City Fire Department and EMS for building a tremendous organization and for being extremely effective. The County is not trying to make their own EMS.

Nine Days Left to Enroll into IACH

The West Lyons Creek Road bridge replacement project has begun. The structure has already been removed. The entire project was allotted for a 90 day time frame. That was one of the topics reported on to the Geary County Commission Monday.

--The K-177 improvement project is progressing. The highway has been reopened with temporary traffic control in place.&nbsp;

--The Geary County Convention &amp; Visitors Bureau office at 222 West Sixth Street will be closed from 3 p.m. Dec. 22nd until Jan. 2. The building will be locked for the holidays but the staff will work remotely from home during that time period.

Geary County offices will be closed Dec. 25th and 26th, plus Jan. 1st for the holidays. There will not be a county commission meeting on Dec. 27th.

--Geary County Rural Fire&nbsp; reported that they have responded to 120 fires so far this year. That's down from 145 in 2022.

--The annual Rural Fire Appreciation Supper will be held Sunday evening.

--Geary County has received an annual emergency planning grant totaling $29,806. That amount is down slightly from recent years.

As a result, reporting will not be required unless the taxpayer receives over $20,000 and has more than 200 transactions in 2023.Given the complexity of the new provision, the large number of individual taxpayers affected and the need for stakeholders to have certainty with enough lead time, the IRS is planning for a threshold of $5,000 for tax year 2024 as part of a phase-in to implement the $600 reporting threshold enacted under the American Rescue Plan.

Following feedback from the tax community, the IRS is also looking to make updates to the Form 1040 and related schedules for 2024 that would make the reporting process easier for taxpayers. Changes to the Form 1040 series – the core tax form for more than 150 million taxpayers – are complex and take time; delaying changes to tax year 2024 allows for additional feedback.

“We spent many months gathering feedback from third-party groups and others, and it became increasingly clear we need additional time to effectively implement the new reporting requirements,” said IRS Commissioner Danny Werfel. “Taking this phased-in approach is the right thing to do for the purposes of tax administration, and it prevents unnecessary confusion as we continue to look at changes to the Form 1040. It’s clear that an additional delay for tax year 2023 will avoid problems for taxpayers, tax professionals and others in this area.”

The American Rescue Plan required third party settlement organizations, which include popular payment apps and online marketplaces, to report payments of more than $600 for the sale of goods and services on a Form 1099-K starting in 2022. These forms would go to the IRS and to taxpayers and would help taxpayers fill out their tax returns. Previously, the reporting requirement applied only to the sale of goods and services involving more than 200 transactions per year totaling over $20,000.

The IRS temporarily delayed the new requirement last year.

Reporting requirements do not apply to personal transactions such as birthday or holiday gifts, sharing the cost of a car ride or meal, or paying a family member or another for a household bill. These payments are not taxable and should not be reported on Form 1099-K.

However, the casual sale of goods and services, including selling used personal items like clothing, furniture and other household items for a loss, could generate a Form 1099-K for many people, even if the seller has no tax liability from those sales.

This complexity in distinguishing between these types of transactions factored into the IRS decision to delay the reporting requirements an additional year and to plan for a threshold of $5,000 for 2024 in order to phase in implementation. The IRS invites feedback on the threshold of $5,000 for tax year 2024 and other elements of the reporting requirement, including how best to focus reporting on taxable transactions.

“The IRS will use this additional time to continue carefully crafting a way forward to minimize burden,” Werfel said. “We want to make this as easy as possible for taxpayers. We will work to make the new reporting requirements easier for them, and we’ll work closely with third-party groups, tax professionals and others to find the smoothest path to ensure compliance with the law. This is consistent with our Strategic Operating Plan. The IRS is focused on meeting taxpayers where they are and helping them get it right the first time.”

IRS announces delay in income reporting for platform such as Facebook

The annual Hometown Christmas drew community members to downtown Junction City Saturday night for Main Street holiday activities. They ranged from free carriage rides and a wine and wassail event to a performance by 1st Infantry Division Band members and a Gingerbread House contest.

Local residents enjoy a festive time downtown

Maybe you could consider me a bit “old-fashioned” but I still enjoy reading a newspaper. I know I can read many of them online, but there is still something “magical” about that physical paper in my hands or laying on the table as I read it. Each week I stop by a newspaper stand and pick up the latest copy of the local paper. On Sundays, I buy a paper or two from neighboring communities. When I was growing up on the farm, we did not get the paper delivered by the house, but the next day it arrived in the mail on the rural route that we live on. (Ours was RR 2, McCracken, KS.)

This past week I took a trip to the southwest portion of the State to attend the annual meeting of the Kansas Association of City Management that was held this year in Dodge City. Since I have been in City management the event has moved around the state each year and over 125 County and City Management and Administrators gather together. Even though I have been in this “game” for a number of years I always learn more about topics that I deal with on a daily basis. And there is a strong value in getting to know my colleagues as we have the same issues and we do reach out to each other when we are facing a concern to learn and consider other opinions. I stopped in a couple of smaller cities for a break and yes I picked up the current copy of the local weekly paper. Even though I am not in tune with everything happening in those communities I do enjoy reading about “What’s Happening” there.

At this year’s conference we had discussions about a number of topics, but one that “Hit Home” for me was the discussion of

technology and how it is changing the way we “do business”. Naturally some of us remember when there was only a computer in the office, and it was to manage the City’s records and handle pay roll and finance. Of course, we moved quickly to a machine in everyone’s office and technology continues to involve. Now it is Artificial Intelligence (AI). I know that we will be moving to that, and I know many who are using an AI product to create memos and job descriptions. It’s going to happen.

Even though all of us managers would never want to go back to not having the internet or a computer. None of us would. Of course, with that we also have to deal with social media. No doubt has this made public relations much different than we dealt with in the past. It is easy for everyone to form an opinion or give their point of view quickly and we often do not know how much research had been done. Naturally everyone has their ideas and thoughts, but mass media allows it to be done in a much different manner.

I often tell the story about the first City I served in. One morning after a City Council meeting I stopped by a local convenience store and joined a group who were having a cup of coffee. One person asked me what had all happened at the meeting. I looked at this person, who I knew well, and said how about you tell me. He looked at me and I said, what the community often talks about the day after a meeting is nothing close to what occurred and your version is often more colorful. Oh yes, I knew this person very well.

We often hear that local governments keep secrets. Yes there are some subjects that are confidential, but before any action is taken by a governing body, it becomes public. Confidentiality has a purpose at times in areas such as economic development. No secrets are being kept, but there are many levels of issues to wade through. When Camso, now Michelin, came to town there were discussions for nearly 2 years. Most importantly, the companies demand the discussions be confidential.

On many items, if you want information, all you have to do is request it. However, it has to be a public record. The City Commission always meets in public meeting. The agendas go out in advance and very seldom is there a change and if there is, it is a very minor matter and there are some timing issues. Yes,

the Commission may meet in Executive Sessions if all owed by law, but it is not done that often and the motion meet all legal requirements. All Executive Sessions were on the agenda before the meeting as well. Yes, there is transparency.

There is no doubt that technology will move forward. We all have cell phones with a camera and computer and these phones have changed from the old bag phone. The City spends considerable dollars each year on technology and the budget for Cyber security increases annually.

The world is different than it was. I am good with that and will go along with it, but nothing is better than a newspaper and a cup of coffee. Make that black please, with no sugar or cream.

City Manager Allen Dinkel authors his weekly 515 report

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann wants work to continue on a long-term solution for farmers, even though a stopgap measure has been passed.

"We've got to remember why we do farm bills in the first place and why they are five years," Mann said. "They are five years to provide some certainty for producers. Long enough to be certain, but short enough that it can be opened up and looked at to reflect the times. If you look at farming conditions, specifically input costs today versus 2018, when the current farm bill was passed, you know things are dramatically different. That's why five years is the appropriate length."

What Mann wants to make sure doesn't happen is a constant line of stopgap measures, as has happened often with the federal budget as a whole.

"I've been very frustrated with how slow this process has been," Mann said. "It has been extended for one year. The current farm bill now expires Sept. 30 of next year. Just because it got extended a couple weeks ago, doesn't mean that we shouldn't be working on and pushing hard for a five year bill. That's exactly what I've been doing."

Further, it is important that the farm bill, which has traditionally been a bipartisan piece of legislation, doesn't get bogged down in even year electoral politics.

"If you delay too far, then we get into the election, then into the lame duck period," Mann said. "There's no reason we just don't get this thing done right now. That's what we've been jumping up and down, telling everybody who will listen why that's the case and it's full steam ahead."

Agricultural groups across the political spectrum are urging that a new five-year bill be worked on in early 2024.

Mann continuing to advocate for five-year farm bill

The Geary USD 475 Board will receive a proposal Monday evening for a new district inclusion specialist position to help support and advance diversity, equity, and inclusion initiatives within the school community.&nbsp;&nbsp;

The specialist will work collaboratively with administrators, educators, students, families, and community stakeholders to create a school environment that fosters respect, understanding, and equal opportunities for all.

Significant disproportionality funds within Special Education would be used to fund this position.

The school board meets at 6 p.m. Monday at the Devin Center.
