RILEY COUNTY—Two people were injured in an accident just after 9a.m. Tuesday in Manhattan.

According to the Riley County Police Department activity report, a 2005 Chevy Silverado driven by Vernon Vandahl, 74, Manhattan, traveled the wrong way up the offramp of North Seth Child Road at Anderson Avenue.

The pickup clipped&nbsp;a 2009 Lexus GX driven by Kim Nguyen, 47, of Manhattan.

After impact, the Lexus traveled off the roadway and into the ditch next to the ramp. Nguyen and a passenger of her car Jenni Ngo, 23, of Manhattan were transported to Via Christi for treatment of minor injuries.

MANHATTAN - Two people were transported by Riley County EMS to Ascension Via Christi in Manhattan following a two vehicle crash near the northbound off-ramp of Seth Child Road at Anderson Avenue on Tuesday morning.

Emergency crews were called to the northbound off-ramp on Seth Child Road at Anderson at just after 9:30 am.

When crews arrived they located a Chevy Silverado and a Lexus which were involved in the crash which caused the Lexus to travel off the ramp and into the ditch.

The off-ramp was closed while emergency crews worked the incident, but it has since been reopened to normal travel.

This is a developing story, additional details will be added as they become available.

RCPD IDs two injured in wrong-way, offramp crash 

WASHINGTON&nbsp; COUNTY—One person was injured in an accident just after 8a.m. Tuesday in Washington County.

The Kansas Highway Patrol reported a 2020 Kia Telluride driven by Jenna&nbsp;Tormondson, 30, Hanover, was northbound on Kansas 148 just north of 24th Road. 

The KIA struck the front driver's side of a northbound 2011 Holland T5070 KDOT mower driven by Scott Braddy, 37, Clay Center, who was mowing in the east ditch.&nbsp;

EMS transported&nbsp;Tormondson to the hospital in Hanover. Braddy was not injured. Tormondson was properly restrained, according to the KHP.

Just after 2p.m. Monday, officers filed a report for criminal damage to property in the 900 block of Anneberg Drive in Manhattan. The City of Manhattan reported a door and locks and knobs on three doors to the soccer complex building at Anneberg Park were damaged. 

The estimated total loss associated with this case is approximately $1,175. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using the Crime Stoppers service allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Weekend GCCVB "Float Your Boat"

GEARY COUNTY - On June 1st, officers from the Riley County Police Department, Fort Riley, the Junction City Police Department and Geary County Sheriff's Office carried the 'Flame of Hope' torch for Special Olympics Kansas, as part of the 1,600-mile journey across Kansas for the ceremonial 2023 Law Enforcement Torch Run.

Officers from the Riley County Police Department met with Special Olympics athletes at the Ogden Community Center, where they started their leg of the 2023 Torch Run.

The Riley County group ran to the Ogden Gate at Fort Riley, where they met a group of soldiers from Fort Riley, handing off the torch to them to continue the trek.

"So this is actually a little bit more near and dear to my heart. My older brother, he was a Special Olympics athlete and I grew up watching him compete in bowling and track and baseball and get to do all of these amazing things because of Special Olympics. So it has meant a lot to me to be able to then become a law enforcement officer and support Special Olympics through all these fundraisers, these athletes are amazing. They come out and they run with us and it's just a great event." RCPD Corporal and FOP President, Rachel Pate says.

Officers from Fort Riley carried the torch along Huebner Road across Fort Riley exiting post at the Grant Gate where they were met by officers from Junction City Police Department and the Geary County Sheriff's Office.

Law enforcement officers raise awareness and funds for Special Olympics Kansas throughout the year by participating in fundraisers, including the Torch Run, Tip-A-Cop, Polar Plunge and Cover the Cruiser events.

Special Olympics athletes joined the officers in running from Grant Gate to Heritage Park in Junction City to complete the region's section of the annual Torch Run.

Funds raised are used to support Special Olympics athletes have access to participate in sports events throughout the year.

"It's just a wonderful event to help raise awareness for Special Olympics. And I mean, it's just something I just near dear to my heart. I just enjoy doing it. Just get some good running shoes. No, it's a slow pace. You got to kind of be a little prepared for a little slower paced, but truly, we all out here having a good time and enjoying each other's company and just helping raise awareness." JCPD Lieutenant Matt Paquette says.

"This year is the most Special Olympic Athletes with Junction City Pacesetters that we've had out here in several, several years, and that John Haggerty and his group does a great job with the athletes and so we're just happy to participate with them." State Representative Jeff Underhill says.

The Torch Run is the lead up to the annual summer Special Olympics games held in Wichita in June.

RILEY COUNTY—Law enforcement authorities are investigating a woman for alleged driving under the influence with children in the vehicle.

Just after 1a.m. Saturday, police&nbsp;were called to 1300 block of Wreath Ave. in Manhattan to the report of a car hitting a parked car, according to the Riley County Police Department activity report.

Officers arrested 26-year-old&nbsp;Elizabeth Bennett of Manhattan who also had children in the car she was driving. Officers determined she was also intoxicated, according to the report.&nbsp; She was booked on requested charges of&nbsp;driving under the influence, endangering a child, and two counts of aggravated endangering a child.

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas reminds everyone that the period between Memorial Day and Labor Day is a season of increased risk, especially for teen drivers, on the roadways, making the summer days the 100 Deadliest Days of the year.

"There is a lot of unstructured time for teen drivers," Steward said. "They are not in school. They are out having fun with their friends, maybe going to summer jobs, spending a lot more time driving at night than they do during the school year, which can be a risky element."

The numbers of people killed in crashes involving teens during the summer is significant.

"In Kansas, 105 people were killed in crashes involving teen drivers during the 100 Deadliest Days in a ten-year period from 2012 to 2021," Steward said. "That represents 34% of all vehicle crash fatalities during that time period."&nbsp;

Few addiction treatment centers in Kansas let children come to treatment. That makes it harder for parents to get help

TOPEKA—&nbsp;&nbsp;Keandra Hoskins had a thing for cannabis and MDMA, or ecstasy.

She also had a son. And some denial about her dependence on drugs, how she’d take a hit of something to deal with the stress about her grandmother catching COVID-19, the fact that she was homelessness or that child welfare officials had an open case on whether she was a fit mother.

She ultimately realized she needed to get into a serious, residential drug rehab center.

But what to do with her son while she worked through her problems? She was one of the lucky ones who found treatment that made room for the children of patients.

“It’s just helped me become better at everything,” Hoskins said, “give you the life tools that you need so you can continue living your life.”

Addiction treatment taught her how to budget and to avoid things that could trigger a relapse.

The place she went, CKF Addiction Treatment, allowed her to bring her son to live with her. If she had to pick between treatment and motherhood, well, she would have picked motherhood.

Parents across Kansas struggle to find ways to battle addiction while tending to the 24/7 job of looking after their children.

One Kansas mother, who is now in prison on drug charges, said finding child care while in treatment is one “huge obstacle that a single mother could never possibly overcome.”

Inability to pay or finding housing is also an issue, but treatment providers say they lack enough child-friendly options.

Consequently, those who can’t get child care are less likely to get help for their addictions.

“If everyone who needed care showed up for care, our system would not be able to serve the need,” said Shane Hudson, president and CEO of CKF Addiction Treatment in Salina.

And if those parents don’t tend to their drug problems, they could die from drug use, could face criminal charges or child maltreatment investigations from the foster care system.

Hudson estimates about 10 percent of people who need help seek care. He has seen parents try to go through addiction treatment while finding child care on the side. Some may be a few weeks into treatment with a few weeks left, then life gets in the way.

“We’ve had people (in treatment) say … ‘I just need to get home. There’s things going on with my kid and I need to be with them,’” he said. “Some (come back), but some don’t. And some don’t even come to treatment in the first place.”

Treatment providers say they need more child-friendly rehabilitation programs.

But to create those programs requires mental health services for children, coordinating schooling and finding community partnerships to maintain a range of other services kids might need.

Then come difficulties from running facilities that have both adults and children. That means more space, extra staffing and additional programming. Treatment facilities might not be reimbursed for housing children, even though those children are taking up resources.

“It can be complicated,” Hudson said.

Treatment providers, like CKF, offer programs that do not require overnight stays. That alleviates some child care concerns, but that could still mean five to nine hours of child care a week because children aren’t allowed at those sessions. And some parents need more intensive programming only a residential stay could offer.

Hudson said that children old enough to understand what is going on could end up in rooms listening to people recount sensitive and private moments in their lives — very adult conversations. If the child is too young to understand what is happening, then they could be a distraction.

Telehealth programs, which have expanded since the pandemic, offer one possible solution. Or scheduling appointments while the child is at school. But parents who find themselves with an evening appointment and nowhere to take their children will need to leave them at home.

“Once you bring a child into the same setting as everyone, it’s not as simple as muting your mic when your child has needs going on,” Hudson said. “(The child) could actually disrupt the group process that’s happening.”

Treatment program Mirror Inc. used to have a designated women’s program in Newton. That facility shut down partly because of staffing shortages and the cost of running it, staffers told the Kansas News Service.

Cynthia Breitenbach worked for Mirror. She is retired now but has plenty of experience with women’s programs. She started the first one in Kansas in the 1980s. She said those models of care are expensive and people sometimes shy away from the program because they don’t want to be seen as bad parents.

Using drugs could mean losing your kid to the foster care system and entering treatment means telling people you do use.

“(They think) ‘I’m a female. I’m an addict. So, therefore I am a bad mother,’ which is not the case,” Breitenbach said.

Addressing substance use for one person is complex and involves dealing with past trauma. Programs that take in kids now have another patient to deal with: the child.

Breitenbach said children need as much care as their mothers when entering treatment. That means facilities likely need to call in specialists who help kids. That could be everything from a child therapist to qualified day care workers.

Getting licensed child care at drug treatment is difficult and grants for drug treatment programs typically can’t be used for day care. Centers could try to cut costs by taking those children to a day care center in the community, but those can be hard to find.

Plus, day care is expensive. In Kansas, full-time daycare for a 4-year-old in a child care center is $800 a month. For an infant, that is $1,250 a month. And prices are headed up. For some Kansans, the cost of child care for their family is more than a mortgage payment.

Finding temporary day care can be trickier than a long-term set-up. Day care providers usually prefer taking a child who will stay longer so they don’t need to fill an open slot in a few weeks.

“We did try to access care in the community,” Breitenbach said. “Sometimes we were successful, sometimes we were not.”

Navigating grant funding is yet another barrier to operating these programs.

A $200,000 federal grant given to foster care agency KVC Kansas will help expand an existing program in the state. The previous program was also offering family-based addiction treatment, but the requirements of the grant meant only Native American families could access it. Now the program will take more people.

Without the new grant, KVC Kansas wouldn’t be able to operate the program. Even with the grant, KVC has one year to prove the program is worth funding or it could risk losing the money.

“Sustainability is always a source of anxiety when you have a grant like this and you really believe in the program,” said Megan Hosterman, director of permanency services for Johnson and Douglas Counties for KVC.

The federal money that funds women’s programs doesn’t exist for men. For a facility to create a space for single fathers would mean funding that construction with fewer grants available. That’s financially risky for businesses that might already be struggling with tight budgets.

Despite grant-fueled anxiety, Hosterman is confident she can show the success of treatment.

The money will help hire workers, pay for space and pay for child care. The program is a 14-week long course. It starts with family meals so parents and children can spend time together. Then they break off for separate child and parent therapy sessions.

Hosterman said her agency has always wanted to focus more on the prevention side of substance use treatment. More investment in these systems could prevent kids from entering foster care in the first place.

All told, parent or child substance abuse was the reason a child was put into foster care 13 percent of the time. The most common reasons for removal was physical abuse — 18 percent of the time — and lack of supervision led to 15 percent of foster cases.

Hoskins, the mother who is now in recovery, said she isn’t sure she would still have custody of her child if not for addiction treatment. She not might have her house or even be in school.

The operators of programs that include children say they serve a very specific need and can help families who have few other options. Hoskins didn’t have family in the area. And while she had friends, there wasn’t anyone she trusted enough to care for her child.

Day care could have been an option, but her child had unique medical needs and she was worried that could overwhelm day care staff or friends. That means keeping the child with her was best for the mother and her baby.

“I could see myself not going down the right path. Even with the child, I probably still would have (gone) down the wrong path,” she said. “And now, after treatment, I shocked myself. I’m a completely different person. I never thought that I would be working again. I never thought I would have my own place.”

The city, like other local governmental&nbsp;units, is in the process of developing the budget for 2024. Of course, this is an important process as it sets the amount of money the city will have to operate with for the coming year. Meanwhile it &nbsp;sets the amount of property taxes that will be assessed to property owners. Even though the governing body will now focus on the budget, it is not something that just “happens”.&nbsp;

I often say&nbsp;budgeting&nbsp;is a year-round process. &nbsp;For the past couple of months City staff have work to develop&nbsp;the&nbsp;budget they will need for the upcoming year. Since this is being done, six to nine months before the end of the present year, there is a bit of “guessing” that has to occur. Let’s take the cost of fuel. &nbsp; At this time a year ago, the price of gasoline was quite a bit higher than it is now. &nbsp;Last year we used a $5 a gallon number for fuel, and so far, this year, fortunately the price is lower than a year ago. When we mentioned the $5 a year ago, there was some that felt that was&nbsp;still&nbsp;too low, but we compromised at the $5 mark. &nbsp;Even if something happens in the world and fuel prices rise, we should have enough money budgeted for this expense- and we all&nbsp;know&nbsp;the price of certain items is increasing greatly. We have to look into a “Crystal Ball” to make a prediction.&nbsp;

After each Department Head develops their budget they meet with Lindsay Miller, Finance Director, and me. We sit down and review each of the line items in that Department’s Budget. We focus on the “increases” from the current budget and try to figure out if an increase is warranted. We look at how much has been used in&nbsp;that line for this year, and also how much was spent each year of the past couple of years. Of course, that gives us some indication if there is a trend, and if there is,&nbsp;we try to see if we are meeting that trend. &nbsp;

Now yes, as we go through each line item, we sometimes make cuts in what has been requested because we feel the request was a bit “lofty” and there is room to cut back a bit in a line item. &nbsp;However, there are times, we feel the request is a bit low and we “up” the amount.

Now, I know some will say that the budgeted expenses should be cut, so taxes can be cut. Ok, I understand, but there are some items that can’t be cut. &nbsp; We talked about fuel expenses above. &nbsp;Regardless is the price of gas is at $3, $4 or $5 &nbsp;a gallon, the number of gallons needed for the city each year really does not change. Police Officers still need to patrol streets and we all want fire trucks and ambulances to “roll” when we make the call for them. Vehicles and equipment still has to be purchased or repaired. &nbsp;During the “tougher” financial times the city had to stretch the life of vehicles and equipment because there was no money available to spend.

Yes, it cut the expenses, but there was a “Day of Reckoning” when the city did not have adequate equipment to get the job done. For items such as police cars and ambulances we try to now have a rotation in place and attempt to make purchases on an “every-so-many years or miles” basis. &nbsp;When it is time to “roll” we have to able to do so.&nbsp;Not always a perfect system, but a goal&nbsp;

We all know that since COVID-19, there are some items such as vehicles, they are difficult to get. &nbsp;It used to be that we looked for the lowest cost, but now “how soon can we get it” may be a factor on making a purchase or an expense. &nbsp;We have had trash trucks purchased&nbsp;that took more than a year&nbsp;to arrive&nbsp;so they could be used here. &nbsp;Just a part of the game. We also have to live within “Cash Basis” laws. &nbsp;

If the City Commission approves a purchase this year, but even though it does not arrive for a year or two, it still is a current year expense and there has to be adequate budget authority and cash available. &nbsp;

We have talked about line items in each budget. &nbsp;Even though we try to “get it right” there will be times when a line item does&nbsp;not have enough “dollars”. &nbsp;In that case we are okay as we then look at the total spending authority for the total department.&nbsp;

The city budget includes a number of funds. &nbsp;Funds such as street, police, dispatch, fire, ambulance, and parks are all&nbsp;funded in most part by “tax” dollars as they are “General Fund” expenditures. &nbsp;Even though we want each of those budgets to stand on their own, we do have the ability to look at the total for all of these, just on case something happens and one of those&nbsp;exceedswhat was budgeted. &nbsp;Of course, we don’t want that to occur, but “things happens” &nbsp;and&nbsp;we&nbsp;have to be prepared.

MARION COUNTY—One person was injured in an accident just after 3p.m. Friday in Marion County.

The Kansas Highway Patrol reported a 2005 Nissan Maxima driven by Mallory Anne&nbsp;Seirer, 19, Newton was westbound on U.S. 50. three and one half miles east of the U.S. 77 Junction.

The Nissan was passing a 2004 Freightliner semi driven by David Allen Williams, 52, Cedar Falls, Iowa.

Seirer observed an eastbound vehicle. She swerved, lost control of the Nissan and struck the semi. After impact the Nissan traveled across the eastbound lanes and came to a rest in the south ditch.

EMS transported Seirer to Wesley Medical Center. Williams was not injured. Both drivers were properly restrained, according to the KHP.

JUNCTION CITY - The Konza Prairie Community Health Center hosted Family 'Fun N Fit' Day on Friday, June 2nd at Playground Park.

Community members enjoyed fun family fitness activities, learned about safety awareness and how to make healthy choices.

More than 35 community organizations provided games, crafts and information, a fitness activity area, and local first responders brought out vehicles for families to explore.

Kids had the opportunity to receive a free bike helmet or life jacket while supplies lasted.

Family Fun-n-Fit Day is hosted by Konza Prairie Community Health Center WIC, the Geary Community Healthcare Foundation, and Pawnee Mental Health.

'Fit N Fun' Day at Playground Park

MANHATTAN - The Riley County Police Department is looking for 16-year-old Neveah, who is believed to have run away sometime between midnight and 10:30 a.m. on May 31st.&nbsp;

Neveah was last known to be in the 3000 block of Tuttle Creek Blvd and RCPD says it's believed she may still be in the Manhattan area.

Neveah is approximately 5'8" tall and weighs 150 lbs. She has blue eyes and brown hair with highlights.

RCPD says it is unknown what she was wearing when she went missing.&nbsp;

RCPD also noted that Neveah's top braces have been removed since the picture was taken.

RILEY COUNTY —Law enforcement authorities are investigating a registered Kansas sex offender on new allegations.

Just after 2 p.m. Thursday, police arrested Tavian Garrett, 26, of Junction City on a Riley County District Court warrant for probation violation, according to the Riley County Police Department activity report.

This warrant stems from a violation of probation from an original charge of aggravated indecent solicitation of a child. 

Garrett was issued a total bond of $10,000 and is no longer in custody. He has been listed as a registered offender since August, according to the Kansas Dept. of Corrections.

RILEY COUNTY—Law enforcement authorities are investigating two suspects for an alleged violent crime in Manhattan.

Just before 11p.m. Thursday, police arrested&nbsp;Edwin Gonzalez, 28, of Manhattan on a Riley County District Court warrant for aggravated kidnapping, aggravated battery, and kidnapping, according to the Riley County Police Department activity report.

This warrant stems from a February 18, case where it was reported Gonzalez and Cecilia Chavez, 29, also of Manhattan held two men known to them inside a Manhattan apartment in the 700 block of Allison Avenue. Gonzalez and Chavez were armed with a shotgun.

 It was also reported they hit the men several times. Gonzalaz remains confined in the Riley County Jail with a total bond of $50,000. Chavez was arrested in connection to this case on February 19.
