RILEY COUNTY —One person was injured in an accident just after 3p.m. Monday in Riley County.

According to the Riley County Police Department activity report, Parker Pre-Genzer, 21, of Junction City had been riding northbound on Highway 13 with a group of motorcycles when he attempted to turn left on his motorcycle at Tuttle Cove Road.

Pre-Genzer was riding next to Pedro Pedroza, 20, of Wichita and they collided at the intersection. 

EMS transported Pre-Genzer to Via Christi for treatment of minor injuries.

Officers responded to the report of an injury crash near the intersection of Highway 13 and Tuttle Cove Rd. on June 12, 2023, around 3:15 p.m.

MANHATTAN - Just before 3:30 pm, Riley County Police Department posted an alert on social media asking the public to avoid the area of Northbound Highway 13 and Tuttle Creek Boulevard while emergency crews work the scene of a two motorcycle crash.

The intersection will be closed while crews work the scene, travelers should plan to take alternate routes until the roadway is reopened.

Access to Tuttle Cove Road will also be affected while crews work the scene of the crash.

FORT RILEY - On Tuesday, June 13th, Fort Riley will host a ribbon cutting at the U.S. Cavalry Museum, celebrating the grand reopening after the the completion of renovations to the museum.

Updates to the museum include new displays, structural improvements, updated lighting and technology throughout the museum.

The Cavalry Museum tells the story of the U.S. Cavalry from 1775 to present day, highlighting life on the Great Plains prior to the arrival of settlers, the role of Fort Riley and the cavalry, the life of the cavalry Soldier, and traces the history of the cavalry from the days of the horse soldier to the modern era of the air cavalry.

Following the ribbon cutting, the museum will be open to the public year-round, Sundays, 12 p.m. to 4:30 p.m., and Monday through Saturday, 9 a.m. to 4:30 p.m.&nbsp;

SNEAK PEEK: Fort Riley's US Cavalry Museum to reopen Tuesday

JUNCTION CITY - The Junction City Fire Department is asking residents to avoid the area of Spring Valley Road at McFarland Road due to a gas leak in the area.

Just before 12:45pm, JCFD was notified that a gas main line was struck near Spring Valley Road and McFarland Road and that Kansas Gas Service had been contacted.

JCFD crews are evacuating the 100, 200, and 300 blocks of Spring Valley Road and three houses off Glenn Dean Rd.

Barricades have been placed in the area, as crews work to repair the line.

Repairs are expected to take approximately 4 hours to complete.

Just before 7a.m. Friday, officers filed a report for burglary in the 2300 block of Tuttle Creek Blvd. in Manhattan, according to the Riley County Police Department activity report.

An alarm had been activated at Wildcat Pawn and Jewelry. After arriving on scene, officers found the business had been broken into and an Aero Precision M4E1 rifle worth approximately $1,100 had been stolen. 

Around 8:30 a.m. officers were called to the 1400 block of Flint Hills Pl. to investigate a possible stolen car. The suspect was identified to be the same suspect in the burglary from Wildcat Pawn and Jewelry.

Police ultimately arrested 18-year-old Keimon Webster of Manhattan on requested charges of burglary, domestic battery and criminal deprivation of property after further investigation revealed he had taken a car belonging to a 42-year-old woman known to him without her permission and hit a 41-year-old man also known to him in the face. 

Webster remains confined in the Riley County Jail with a total bond of $7,000.

Burglary: Teen accused of taking rifle from pawn shop

RILEY COUNTY —Law enforcement authorities in Manhattan filed a report for battery, disorderly conduct, and interference with law enforcement in the 100 block of Manhattan Town Center in Manhattan on June 9, 2023, around 10:30 p.m. after being called to the AMC Theater for the report of a fight in progress. 

After arriving on scene, officers found a 14-year-old boy and two 15-year-old girls had engaged in a physical fight with a 41-year-old woman and 45-year-old man after a verbal interaction between the two parties in the lobby area of the theater. 

While officers attempted to speak with and detain the three teenagers they resisted and interfered with them. 

Ultimately, Amari Nichols, 14, of Ogden, Niara Norris, 15 of Manhattan, and Alisiana Morgan, 15, of Junction City were all arrested on requested charges of interference with law enforcement. 

Morgan was also accused of battery in connection to the fight. All three were processed through juvenile intake and released to guardians.

Kansas wheat farmers will reap the smallest harvest in more than 60 years. Persistent drought withered much of the crop.

SYLVAN GROVE— Kansas is “the wheat state,” the officially adopted moniker that embraces its place as the country’s breadbasket.

Tall white grain elevators, some decorated with wheat murals, loom over tiny farm towns. For decades, Kansas led the nation in wheat production, and the U.S. led the world in wheat exports.

But this year’s meager wheat harvest turns that proud tradition on its head.

Kansas flour mills will likely buy wheat grown in Eastern Europe. It’s like Texas importing oil, West Virginia hauling in coal, or the Saudis shipping in sand.

Aaron Harries, vice president of research and operations at Kansas Wheat, said it’s never happened before.

“That truly is unfortunate,” he said. “And it’s another hit against our domestic farmers.”

The High Plains is dry in the best of times. For the last two years, a deep drought withered much of this prime wheat-producing region.

This year’s Kansas wheat harvest is shaping up to be the smallest since 1957 when the Eisenhower administration intentionally suppressed wheat production.

It’s much the same in Oklahoma. The crop is so poor, some farmers are dousing their measly crops with herbicide to contain their losses and collect insurance.

That creates searing economic pain radiating through prairie towns where summer wheat sales are the staff of life.

Seen from a highway, the wheat crop doesn’t look horrible. A lot of it’s green. But step into one of the fields that John Thaemert farms near Sylvan Grove and you start to see the damage.

“All of my wheat looks pretty bad, but this is by far the worst. Thin. Short. Dead spots,” Thaemert said. “You could not justify taking this crop to harvest.”

The surviving plants here are less than half as tall as they should be this year and have hardly produced any grain. It isn’t worth the cost of harvesting, let alone all the money Thaemert spent on seed, chemicals and fuel to plant and nurture this wheat.

About a quarter of the wheat fields in Kansas are in the same abysmal state. They’re worth more dead than alive.

Farmer Mike McClellan in Palco said he’ll probably kill his entire 1,500-acre wheat crop with herbicide. That will cost him another $20,000, but it will allow him to collect crop insurance. It will also keep the failed plants from drawing any more water from the parched soil and help check soil erosion.

McClellan said he’s got nothing but bad options.

“You’re seeing a lot of depression out here in farm country because of it,” McClellan said. “It’s a hard decision to destroy your crop.”

Like many farmers, McClellan said he’s never seen a worse wheat crop. That’s a problem for the whole region. The regional economy depends on wheat to bring an influx of money in the summer. When the wheat dries up, so does the local economy.

Most farmers have crop insurance to keep them in business in bad years, but other rural businesses don’t have the same government-subsidized cushion against bad times. Farm cooperatives that make their money buying and selling grain and farm supplies have laid off employees at a time of year when most would be staffing up for harvest, according to a COOP manager.

Clothing shops, restaurants and equipment dealerships are hunkering down. Dave Marmie, who’s been selling Fords in downtown Great Bend for more than half a century, said sales have already slumped.

“It gets felt up and down Main Street,” he said. “When you have no wheat crop, a lot of people suffer. It’s not just the farmer.”

The short wheat crop in Kansas and Oklahoma comes at a terrible time for the global wheat supply. The U.S. Department of Agriculture estimates wheat stocks among major exporting countries will sink to a 16-year<a href="https://www.nass.usda.gov/Newsroom/Executive_Briefings/2023/05-12-2023.pdf" target="_blank">&nbsp;low</a>&nbsp;next year.

Wheat prices spiked last year because of disruptions caused by Russia’s invasion of Ukraine. Those prices dropped, but they still hover above historical averages and the lousy harvest in Kansas helps to sustain higher prices.

Still, Kansas wheat farmers are already making plans for next year. McClellan, who’s harvesting none of his crop this summer, said he’ll probably plant even more wheat for next year’s harvest.

“We’re always optimistic,” he said. “All droughts come to an end. I just hope we’re around to see it when it does.”

For decades, Kansas led the nation in wheat production, and the U.S. led the world in wheat exports.But this year’s meager wheat harvest turns that proud tradition on its head.Kansas flour mills will likely buy wheat grown in Eastern Europe. It’s like Texas importing oil, West Virginia hauling in coal, or the Saudis shipping in sand.Aaron Harries, vice president of research and operations at Kansas Wheat, said it’s never happened before.“That truly is unfortunate,” he said. “And it’s another hit against our domestic farmers.”Thank Mother Nature.The High Plains is dry in the best of times. For the last two years, a deep drought withered much of this prime wheat-producing region.This year’s Kansas wheat harvest is shaping up to be the smallest since 1957 when the Eisenhower administration intentionally suppressed wheat production.It’s much the same in Oklahoma. The crop is so poor, some farmers are dousing their measly crops with herbicide to contain their losses and collect insurance.That creates searing economic pain radiating through prairie towns where summer wheat sales are the staff of life.<h2>Thin Short Dead</h2>Seen from a highway, the wheat crop doesn’t look horrible. A lot of it’s green. But step into one of the fields that John Thaemert farms near Sylvan Grove and you start to see the damage.“All of my wheat looks pretty bad, but this is by far the worst. Thin. Short. Dead spots,” Thaemert said. “You could not justify taking this crop to harvest.”The surviving plants here are less than half as tall as they should be this year and have hardly produced any grain. It isn’t worth the cost of harvesting, let alone all the money Thaemert spent on seed, chemicals and fuel to plant and nurture this wheat.About a quarter of the wheat fields in Kansas are in the same abysmal state. They’re worth more dead than alive.Farmer Mike McClellan in Palco said he’ll probably kill his entire 1,500-acre wheat crop with herbicide. That will cost him another $20,000, but it will allow him to collect crop insurance. It will also keep the failed plants from drawing any more water from the parched soil and help check soil erosion.<figure>

 </figure>McClellan said he’s got nothing but bad options.“You’re seeing a lot of depression out here in farm country because of it,” McClellan said. “It’s a hard decision to destroy your crop.”Like many farmers, McClellan said he’s never seen a worse wheat crop. That’s a problem for the whole region. The regional economy depends on wheat to bring an influx of money in the summer. When the wheat dries up, so does the local economy.Most farmers have crop insurance to keep them in business in bad years, but other rural businesses don’t have the same government-subsidized cushion against bad times. Farm cooperatives that make their money buying and selling grain and farm supplies have laid off employees at a time of year when most would be staffing up for harvest, according to a COOP manager.Clothing shops, restaurants and equipment dealerships are hunkering down. Dave Marmie, who’s been selling Fords in downtown Great Bend for more than half a century, said sales have already slumped.“It gets felt up and down Main Street,” he said. “When you have no wheat crop, a lot of people suffer. It’s not just the farmer.”The short wheat crop in Kansas and Oklahoma comes at a terrible time for the global wheat supply. The U.S. Department of Agriculture estimates wheat stocks among major exporting countries will sink to a 16-year<a href="https://www.nass.usda.gov/Newsroom/Executive_Briefings/2023/05-12-2023.pdf" target="_blank">&nbsp;low</a>&nbsp;next year.Wheat prices spiked last year because of disruptions caused by Russia’s invasion of Ukraine. Those prices dropped, but they still hover above historical averages and the lousy harvest in Kansas helps to sustain higher prices.Still, Kansas wheat farmers are already making plans for next year. McClellan, who’s harvesting none of his crop this summer, said he’ll probably plant even more wheat for next year’s harvest.“We’re always optimistic,” he said. “All droughts come to an end. I just hope we’re around to see it when it does.”

This week I am going to divert a bit from the past few weeks and hit a wide variety of topics. These will vary, but I hope to cover some of what was dealt with recently. &nbsp;

One thing that has never change in my career and never will, is that sometimes, citizens in the community feel that their individual &nbsp;desires, demands, wishes and even views are the most important. &nbsp;A few years ago, at a City Commission meeting. We were discussing what street work was being done in the community. As we have said before the amount of dollars the City has spent in recent years on street repair has greatly increased from the days when the City spent just a fraction of that amount due to the financial crisis. &nbsp;Not saying there was not a desire to do more, but simply not enough funds.&nbsp;

During that discussion about the street work, I made the comment that even though the amount of dollars being spent for street repair &nbsp;has substantially increased, all people feel that the most important streets to them is the ones they use the most and the one in front of their home or business. I get that, but everything can’t be done at the same time. &nbsp;There is not enough money and not enough employees. &nbsp;The other option is to increase taxes by a large percent to deal with everything immediately when there is a request.&nbsp;

Speaking of street improvements, you will soon see work being done on the roundabout on Washington Street and Interstate 70. &nbsp;This week the City Commission approved authority to award the&nbsp;contract for construction &nbsp;and a commitment of City funds to the Kansas Department of Transportation (KDOT). &nbsp;This project was let by KDOT and will be completed under their authority. The total cost, including construction engineering and a few other small costs, will be $891,579. The approved bid for construction only, &nbsp;was $693,222 only &nbsp; &nbsp;This KDOT grant will pay for 90% of the eligible costs up to $700,000 which is the maximum amount for this project. &nbsp;The City is responsible for the remaining amount and in the case of this grant, the City pays those funds to KDOT. If funds remain upon the completion of the project, the City could see a refund and likewise more will be owed by the if the cost exceeds this amount. &nbsp;The City was also responsible to preliminary &nbsp;engineering costs in the amount of &nbsp; %54,795.37 that was not reimbursed as they &nbsp;are not an eligible cost. KDOT funding is not automatic, and the City has to go through an application process. &nbsp;Junction City has received its share of funding from KDOT, but there is a process that takes time. In some KDOT grants they handle the funding and the process, but with one grant that was utilized for the Roundabout on Highway at Blue Jay Way, the cost of the project was handled by the City and now we are still waiting for KDOT to reimburse the City in the amount of $2 million. The grant was wonderful, but the City had to work through the financial issues. &nbsp;Fortunately, it could be done. Remember with grants, we have to follow their rules and procedures. We may complain, but better than not getting any funding.&nbsp;

Recently Geary County notified the City of their desire to remove the County from the Metropolitan Commission (MPC). &nbsp;Most recently the City appointed 3 members to the MPC, and the County also had 3. A few years ago, the City of Milford has also appointed 1 member, but had withdrawn a couple of years ago. &nbsp;The MPC is scheduled to end on October1, so the City will now have to form its own Planning Commission and Board of Zoning Appeals. We are in the process of developing an ordinance that is needed to establish the process. &nbsp;The City Planning Commission, per State Statute, will have 5 to 9 members. &nbsp;Again, that number will be determined shortly. &nbsp;All Planning and Zoning issues will be addressed in the City Office and handled by City staff. &nbsp;The members of the City Planning Commission will be appointed by the City Commission.&nbsp;

Another hot topic continues &nbsp;to be nuisances and tall weeds. We do get a number of calls about properties throughout the community. &nbsp;Codes staff handles more than 100 some weeks, but as I wrote a couple &nbsp;weeks ago there is a process that takes time. &nbsp;After that article some asked about the Call Center on Spring Valley Road. &nbsp;Yes, this has been abated as the owner of the firm is responsible for the mowing. &nbsp;A Codes Department member has been in contact with the firm nearly on a daily basis. &nbsp;It has not been overlooked. &nbsp;

The Call Center building is leased, and lease payments are made on a timely basis per the contract. The City still owes about $1.5 Million on this property. &nbsp;The ownership is a bit complicated as it involves the Sprit of 76 as well. &nbsp;The lease payments are vital to pay the debt.&nbsp;The company also pays property taxes as well since the building is not exempt. Hopefully this will no longer be a financial obligation of the City in about 3 years. But like with other City financial obligations, we continue to move forward. &nbsp;

MANHATTAN - Kansas Boys State attendees have selected two peer representatives as delegates to the 2023 American Legion Boys Nation.

Senior-to-be, Adiel Garcia, of Olathe and senior-to-be, Creytin Sanner, of Junction City, were chosen to represent Kansas Boys State as senators at Boys Nations July 21st -29th.

Boys Nation is held at Marymount University in Arlington, Virginia.

Jasper Kimball of Andover and Max Mitchell of Lawrence were both selected as alternates, should Garcia or Sanner be unable to attend.

Representatives from the 49 Boys State programs across the country(Hawaii does not have a Boys State program) will gather at Boys Nation to learn more about the structure and function of the federal government.&nbsp;

High Schoolers from across Kansas participated in the 2023 session of the American Legion Boys State of Kansas event from June 4th through June 10th, at Kansas State University.

The objective of the ALBSK is to inculcate a sense of individual obligation to community, state and nation. Kansas Boys State provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility. 

Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government and the price paid by members of the military to preserve democracy.

<a href="http://www.gchsweb.org/">The Geary County Historical Society</a> invites all members of the community to its upcoming STEAM Saturday event: Four Winds of the Past on June 17th. This living history camp features Scott and Kelly Jury as Josiah “Moose” Adams and WindDancer.&nbsp;Together they bring history alive as they entertain visitors with stories about the plains of Kansas and tales of the Lakota.

There will be tomahawk throwing, an 1880s tipi to explore, and a display of the hides from Kansas critters, as well as original and museum-quality replicas. This special program allows visitors to learn the skills and knowledge of a plainsman family!

This come-and-go style program will be held at the Spring Valley Historic Site at 816 N. Spring Valley Road 1:00 to 3:30 p.m.&nbsp; and is intended for all ages. No RSVP is required, and admission is free, though donations are appreciated.&nbsp;

MANHATTAN–&nbsp;A registered Kansas drug offender being held in the Riley County Jail has been arrested on child sex crime charges stemming from his involvement with a minor online while incarcerated, according to a media release from the Riley County Police Department.

Just after 2p.m. June 8, police arrested 39-year-old Alvin Mason of Abilene after officers found he abused his inmate privileges with a tablet by engaging in inappropriate acts with a 15-year-old girl online. 

Officers identified the crime while monitoring the device’s activity.

This arrest holds requested charges of electronic solicitation of a child, sexual exploitation of a child, aggravated intimidation of a witness, contributing to a child’s misconduct, and promoting obscenity to a child.

Mason was being held in the Riley County Jail for multiple failure to appear charges with a bond of $201,000 at the time of the crimes.

Mason has been listed as a registered offender since July of 2017 for a drug distribution conviction, according to the Kansas Department of Corrections.

The added requested charges hold a bond of $500,000. Mason remains confined with a total bond of $701,000, according to the RCPD.

MANHATTAN - The Manhattan Town Center has announced Kansas City-based Sinkers Lounge will soon open in the restaurant space located at the corner of 3rd and Poyntz in Manhattan.

<a href="https://www.sinkerslounge.com/">Sinkers Lounge</a>&nbsp;plans to open the Manhattan location in October 2023, and is the newest concept from <a href="https://swellspark.com/">Swell Spark</a>, which owns Kansas City's entertainment experiences, Breakout KC Escape Rooms and Blade &amp; Timber Axe Throwing.

Sinkers Lounge will be the first venue in Manhattan to offer indoor mini golf under the same roof as craft cocktails and food in an upscale experience.

Located just off the Manhattan Town Center Plaza, the concept will have a 9-hole mini golf course, and an 18-hole table top golf course, which is a combination of shuffle board mashed with mini golf.

Inside the 10,000 square foot space, Sinkers Lounge will also include a second-floor terrace party room and have a bar with restaurant seating throughout the space.

“As a Kansas kid, and in my previous work with the Big 12 Conference, it became evidently clear that Manhattan is one of the most underrated cities in America,” said founder Matt Baysinger. “I'm super grateful for the opportunity provided by Manhattan Town Center to be able to open right on the corner of 3rd and Poyntz Ave., and I'm so excited to bring our own flair of mini golf coupled with a social gathering space to Manhappiness!”

Just after 3p.m. Wednesday, officers filed a report for criminal damage to property in the 400 block of Walters Dr. in Manhattan, according to the Riley County Police Department activity report. Key Management Company reported the damage to siding and a door to a sprinkler system shed and swings on a playground at Brookfield Residence Apartments. 

The estimated total loss associated with this case is approximately $5,500. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using the Crime Stoppers service allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Just after 3:30p.m. Wednesday, police attempted to conduct a traffic stop on a vehicle driven by Sarah White, 18, of Manhattan in the 2700 block of Kimball Avenue, according to the Riley County Police Department activity report.

After officers initiated their lights and sirens, White accelerated eastbound passing cars on Kimball Avenue and ran a stop light at the intersection of Kimball and College Avenues.

 As she attempted to turn left at the intersection, the car skidded off the road and hit a concrete and limestone pillar. 

Officers arrested White&nbsp; on requested charges of fleeing and eluding law enforcement and&nbsp; for possession of drug paraphernalia and possession of marijuana after officers found marijuana and paraphernalia in her car. S

he was issued a total bond of $6,000 and is no longer confined at the time of this report. 

A passenger of the car, Alexis Reich, 18, also of Manhattan was issued a notice to appear in court for possession of drug paraphernalia and possession of marijuana.

The organization "Stronghold" is expanding its operations to Fort Riley in partnership with The Society of the First Infantry Division to aid the one in four military families facing food insecurity.&nbsp;

Monica Bassett, Founder and CEO of Stronghold, delivered $50 worth of nonperishable groceries and $75 worth of basic necessities to Fort Riley families in need today.&nbsp; Phyllis Fitzgerald (CW3 (Retired) and Executive Director of The Society of the First Infantry Division and Bassett purchased fresh protein and produce, dairy items, and bread for the community to ensure nutritious foods are available for patrons. Through this partnership, military families will be able to stock their shelves and refrigerators to alleviate food stress during the summer, according to Fitzgerald. 

Basset said, "We are grateful that The Society of the First Infantry Division is linking arms with Stronghold to stand in the gap to ease the burden of this silent crisis within our military community."&nbsp; &nbsp;

Food aid delivered to Fort Riley families today

TOPEKA&nbsp;– Governor Laura Kelly announced Wednesday that the Early Childhood Transition Task Force will embark on a statewide community engagement tour to discuss the challenges communities face in supporting children through their earliest years, according to a media release from her office. The tour will include a stop at the&nbsp;College Hill Early Learning Center.

The task force, created by Governor Kelly’s first executive order of her second term, is charged with reviewing Kansas’ early childhood care and education system and with developing a roadmap for creating a cabinet-level agency dedicated to supporting our youngest Kansans.

“If we want to give our kids the best possible future, then we must give them the strongest possible start. That’s why I started my second term by taking a step to expand access to childcare and early childhood development programs,”&nbsp;said Governor Kelly.&nbsp;“Now, we want to hear from Kansans about what my administration and our partners can do to put Kansas on the path to having the most comprehensive, robust early childhood system in the country.”

The Task Force will visit nine cities across the state to discuss successes and challenges affecting the early childhood sectors in each community. These meetings are open to the public. Families, service and care providers, community leaders, and business representatives are encouraged to attend. Participants will engage in facilitated discussions designed to generate feedback on how the state is administering early childhood programs and how Kansans interact with the state’s governance system. Each meeting will be conducted with the assistance of The Hunt Institute, which has been providing support to the Task Force’s work.
