With warmer temperatures and strong wind on the way, the National Weather Service in Topeka is warning of elevated fire risk this weekend.

The high temperature Saturday is expected to be in the low-50s, with sustained winds of 20 to 25 mph through the evening. Winds are expected to gust up to 40 mph, leading to a high risk of fire.

The high Sunday is expected to be in the mid-50s, with calmer winds of 10 to 15 mph. On Monday and Tuesday, the projected high temperature is near 60.

A chance of rain returns Tuesday and Wednesday, with a 20 percent to 30 percent chance of precipitation.

Warm, windy weekend heightens risk of wildfires in Flint Hills

RILEY COUNTY —Law enforcement are investigating an alleged rape at Kansas State University.

Just after 3p.m. Thursday, 18-year-old Elgin Bennett of Fayetteville, Georgia turned himself into police for his Riley County District Court warrant for rape and aggravated sexual battery, according to the Riley County Police Department activity report.

The original incident is a Kansas State University Police Department case, according to the RCPD.&nbsp; Bennett was issued a total bond of $10,000 and is no longer in custody.

Suspect in alleged rape at K-State turns himself in to police

Nathan Downs has been named assistant superintendent of Manhattan-Ogden USD 383.

Downs will begin his new role on July 1 and replaces Eric Reid. Reid will become the USD 383 superintendent on July 1.

Downs currently serves as the executive director of special education for Geary County USD 475 in Junction City. He has served in that position since 2018. Prior to that, he was the special education coordinator for Geary County USD 475. Downs began his career as a school psychologist in Wamego. He has also served as a school psychologist for Manhattan-Ogden USD 383. He received a B.A. and M.S. in psychology from Pittsburg State University. He also has a M.S. in educational leadership from Kansas State University.

“Over the last two decades I have devoted my life to serving the needs of our students, staff and families within the Flint Hills in public education,” Downs said. “I am humbled and excited to be blessed with the opportunity to continue doing so as the Assistant Superintendent for Manhattan-Ogden School District.”

“We are pleased to announce the appointment of Nathan Downs as Assistant Superintendent of USD 383,” Superintendent Dr. Marvin Wade said. “Mr. Downs impressed the interview committee with his understanding of what it takes to improve a complex educational system, as well as his record of success in areas important to USD 383 and the Manhattan-Ogden community.”

 Geary County Clerk Rebecca Nordyke announces&nbsp; all County Offices will be closed on Monday, February 20, 2023 in observance of the Presidents’ Day Holiday.

Regular hours for all offices will resume Tuesday, February 21, 2023.

GREAT BEND — Twenty-plus 
years have passed since two women were murdered inside the Dolly Madison
 Bakery at one of the busiest intersections in Great Bend. Last 
September, just two days after the 20-year anniversary of the homicide, 
the Kansas Bureau of Investigation announced new DNA had been found in 
the case. Beyond that, the case has remained cold. That has long 
troubled Great Bend High School graduate Aaron Mull, who recently 
completed his documentary about the case. Mull is ready to share that 
story at a special question-and-answer screening of his documentary on 
March 2 at the Crest Theater.

"I started this, basically, to just try and shed light on this case 
I'd always known growing up," Mull said. "I remember seeing the 
composite sketch all over town. As I've gotten older, I questioned why 
this story hasn't really reached a larger audience. I thought maybe I 
could do that and set off to make it on my own."

The standard 
full-time work week consists of 2,080 hours. Mull estimates he spent 
some 600 hours on editing the documentary alone. Now living on the east 
coast, Mull estimates he spent just shy of $13,000 on the project. At 
one point, he pondered his efforts and how he could have nearly doubled 
the $17,000 reward offered for information leading to an arrest in the 
case.

"I knew it was going to cost quite a bit of money," he said. "I don't
 live in Great Bend anymore, and just flying back five times throughout 
the year was pretty costly, and the gear rentals, licensing music and 
footage and things like that. It was definitely something I knew was 
going to be a cost going into it. I was willing to eat that cost for a 
project I knew would mean something."

Mull made small videos as a 
student at GBHS, gaining national attention from one early project. 
After graduating, he worked for professional soccer team Sporting KC, 
then worked with the likes of famous chef Gordon Ramsay and Chiefs 
quarterback Patrick Mahomes. Mull has built an audience of 31,000 
subscribers on his YouTube channel.

Approaching the 20thth anniversary of the Dolly Madison case in 
September 2021, Mull realized he had time to tackle a much larger, more 
meaningful project. He met with key players in the case, including 
friends and family members of the victims, past and present members of 
law enforcement, and local media members.

"There's only so much to
 go off of with this story because there's so little out there and 
that's known to the public," he said. "My biggest goal was to talk to 
the people closest to the story, friends of the victims, family members 
of the victims. Giving them a voice was important after all these years 
of feeling like they weren’t being heard."

Mull wrapped up filming
 in June 2022, but did make a special trip back to Great Bend for the 
KBI's press conference regarding the case on Sept. 6, 2022. He wrapped 
up editing in December and secured a distributor of the documentary, 
which features the interviews, as well as reenactments from locations 
pertinent to the case. The case may not have a conclusion, but Mull's 
documentary does.

Great Bend Community Coordinator Christina Hayes helped Mull secure 
the Crest Theater for his screening on Thursday, March 2 at 7 p.m. He 
plans to sell approximately 200 tickets for the first screening, and if 
interest dictates, opening the screening for a second showing the 
following evening. Following the documentary, Mull and other parties 
from the documentary will take questions from the crowd.

GEARY COUNTY - On Thursday, February 16, Geary County Sheriff's Deputies were working a crash scene at mile marker 310 on eastbound Interstate 70, at 11:18 a.m. when a white SUV almost struck a patrol unit.

The Deputy was inside the vehicle at the time of the incident, and pulled out behind the vehicle, attempting to conduct a traffic stop for failure to move over for an emergency vehicle.

The vehicle initially slowed down, but quickly returned to the speed limit, failing to stop and/or yield for an emergency vehicle.

Wabaunsee County Sheriff's Deputies and Kansas Highway Patrol troopers assisted in stopping the vehicle at mile marker 324 on&nbsp; eastbound Interstate 70.

Twenty-seven-year old, Destynee L. Thomas, of Topeka, was taken into custody and charged with Fleeing and Eluding and Failure to Move over for Emergency Vehicles.

27-year-old arrested after short pursuit

MANHATTAN—Law enforcement authorities are investigating a suspect in connection with an incident involving schools in USD 383 Manhattan.

Just after 7:30a.m. Thursday, police were called to Susan B. Anthony Middle School, 2501 Browning Ave. in Manhattan, for the report of a suspicious man in the building during the arrival time of students, according to a media release from the Riley County Police Department.

This person was stopped by school staff, directed to the office, was asked to leave the school and refused. 

Ultimately, the school staff did the right thing and called police to come and investigate this person.  During this time, students were held in their classrooms until the situation was resolved. 

Before officers arrived at the school, the man ended up leaving the building and driving away. 

He was found a short time later in the parking lot of University Christian Church, 2800 Claflin Road in Manhattan, which also operates as a preschool. 

The man made comments to officers that he was searching for his father. During this time, the man was respectful and cordial. At the request of the USD 383 Superintendent, the man was prohibited from going into all USD 383 property and or attending activities. 



Around 9:30 a.m., police were called to Amanda Arnold Elementary School, 1435 Hudson Avenue in Manhattan. The school staff reported the man was at the school. Officers quickly arrived and arrested Samuel Osenga, 22, of Manhattan without incident for criminal trespass. 

Osenga was not in possession of any weapons at the time of his arrest and police have no reason to believe he had any intention of harming students at any school.


The RCPD said they want to emphasize that if officers believe there is a threat at any of the schools, "we will respond as quickly as possible and parents will be notified."&nbsp; 

"We continue to have a strong working relationship with all of our schools and their staff, and appreciate their cooperation in any investigations or incidents that occur. The safety of our community's children is and will remain a top priority at RCPD."

Police: Man arrested after incidents at schools in Manhattan

GEARY COUNTY - Geary County Fire Chief Garry Berges announces six promotions within the Geary County Rural Fire Department (GCRFD).

GCRFD promoted the following to the rank of Lieutenant:

-Adam Shamburg has been with the Geary County Fire Department since March 2016.

-Caleb Rubash has been with the Geary County Fire Department since March 2014.

-Travis Barclay has been with the Geary County Fire Department since August 2019.

-Chris George has been with the Geary County Fire Department since April 2019.

-Tim Dokken had been with the Geary County Fire Department for 15 years previous before returning in May of 2018.

-Brandon Kehoe has been with the Geary County Fire Department since March 2016.

MANHATTAN—Law enforcement authorities are investigating alleged criminal damage to property in the 400 block of Knox Lane in Manhattan.

According to the Riley County Police Department activity report, the City of Manhattan reported an unknown suspect drove on the grass at the Northeast Community Park causing around $750 worth of damage.&nbsp;

RILEY COUNTY—Law enforcement authorities are investigating a Kansas teen in connection with an incident involving a weapon.

On Wednesday, officers filed a report for aggravated assault of law enforcement officer in the 200 block of William Drive in Ogden, according to the Riley County Police Department activity report.

Just a9:15 a.m., officers were dispatched because of a sighting of a 16-year-old runaway driving in Ogden and made a traffic stop on his car in the 400 block of Riley Avenue.

As contact was made with the driver, he made a threat against the officer with what appeared to be a handgun in the vehicle, which was later identified as an air pistol. 

The officer was able to prevent the 16-year-old from grabbing the weapon while another officer safely secured the weapon. The 16-year-old was then processed for juvenile runaway and later transported for a mental health evaluation.

RCPD: Teen in custody after incident with a weapon

HUTCHINSON, Kan. — The Kansas Chamber on Monday <a href="https://files.constantcontact.com/a5e2b90b001/07f1435c-88be-459e-a0be-32978d82ca22.pdf">released its energy study, State of Electricity in Kansas</a>. Chamber President and CEO Alan Cobb said the reason they had this studied is that it is a key issue when businesses make choices between states.

"It is an economic competitiveness issue," Cobb said. "We're higher than most of our competing, if not all of our competing states, certainly in the region and other states that have a similar demographic and business mix. Kansas, Indiana, North Carolina, South Carolina, etc. There's certainly a bottom line issue here."

One of the solutions is changing some of the framework at the Kansas Corporation Commission. There are several ways to get that done.

"Admittedly, it's a theory, but there's other states that elect commissioners," Cobb said. "We have 50 states, and you don't have exactly 50 ways to elect utility commissions, but there's a difference across the country. Does it make them more accountable to ratepayers? I think there's a good thought that, yes, it would. If you're on the corporation commission, you definitely want to be paying attention to reliability and cost. Would it make them more accountable, as opposed to, there's been a little bit of an issue of, KCC's gotten better, but hey, whatever the utilities want, the KCC approves, that's an overstatement, but there's some truth to that."

Also, there could be a change in staffing at the KCC, as well.

"One interesting proposal to consider was adding staff to the KCC," Cobb said. "Are there too many rate cases that are simply settled because there's not enough intellectual resources there at the KCC to be able to dig in and try to figure out how to make the rate cases have a better negotiated end, instead of just settling them. All of those things should be at the table."

Cobb said this is the first time that he knows of that the structure of the KCC has even been looked at for changes. Much like the county commissions in many Kansas counties, there are only three KCC commissioners, which means there can't be discussions between commissioners outside of their public meetings without running afoul of open meetings law. This also complicates the negotiation process.

“Buffalo soldiers” is a term to describe the African-American members of the Army who served with distinction in the 1800s. Their service eventually paved the way for an integrated military and society – and it all began in rural Kansas.&nbsp;&nbsp;&nbsp;

In 1827, U.S. Army Colonel (later Brigadier General) Henry Leavenworth received orders to survey sites along the Missouri River for a military post. After study, he recommended a site on the west bluffs above the Missouri River. This became Fort Leavenworth.&nbsp;

A civilian settlement grew around the fort. In 1854, the City of Leavenworth became the first city in Kansas territory to be officially organized. Today, Leavenworth proudly claims the title of First City of Kansas.&nbsp;

The first Town Association was formed on June 9, 1854. Town lots were sold on October 9.&nbsp;&nbsp;By New Year's Day, 1855, Leavenworth was a rural community of about 200 inhabitants. Now, that’s rural.&nbsp;

The population boomed. By autumn 1856, there were 1,200 citizens. By 1861, the population was 10,000. By 1870, it was the 82nd largest city in the nation.&nbsp;&nbsp;Leavenworth’s current population is 37,176.&nbsp;

According to Kansapedia, Fort Leavenworth’s primary role was to protect settlers and merchants traveling westward and to maintain peace with the Native American Indian tribes, and then to keep the peace among the factions of Bleeding Kansas.&nbsp;

During the Civil War, so-called colored troops served in the Union Army. In 1866 the United States government specifically authorized the formation of four African American regiments. The first of these included the 10th Cavalry Regiment, formed at Fort Leavenworth on September 21, 1866.&nbsp;

These and other African-American soldiers would become known as Buffalo Soldiers.&nbsp;&nbsp;The term was given to them by the Native American Indians, perhaps because the soldiers’ dark, curly hair resembled the hair of the buffalo; or the buffalo coats worn by the soldiers in winter; or the strength and tenacity demonstrated by these soldiers.&nbsp;

Eventually, the image of a buffalo became part of the 10th Cavalry's regimental crest.&nbsp;&nbsp;According to the Smithsonian’s National Museum of African-American History and Culture, 18 buffalo soldiers were awarded the Medal of Honor.&nbsp;

In 1881 at Fort Leavenworth, General William T. Sherman established the School of Application for Cavalry and Infantry - later known as the Infantry and Cavalry School.&nbsp;&nbsp;This developed into what is essentially a high-level military officers graduate school, now known as the Command and General Staff College.&nbsp;

Along with other components, this makes up the Combined Arms Center, which is the primary reason that Fort Leavenworth is considered to be the intellectual center of the Army today.&nbsp;

Who has attended the Command and General Staff College? Such military leaders as Dwight D. Eisenhower, George C. Marshall, Omar Bradley, Douglas MacArthur, George Patton, and many more.&nbsp;&nbsp;very modern five-star general has attended the Command and General Staff College at Fort Leavenworth.&nbsp;

Another of those who attended the Command and General Staff College was a young officer named Colin Powell. This was the same Colin Powell who would become Chairman of the Joint Chiefs of Staff and who was appointed by President Bush as Secretary of State - the first African-American to serve in that capacity.&nbsp;

As Chairman of the Joint Chiefs, Colin Powell wanted to honor the legacy of the buffalo soldiers at Fort Leavenworth. Black sculptor Eddie Dixon, an Army veteran, was commissioned to develop a statue. He created a 17-foot-tall sculpture of a mounted buffalo soldier on a native limestone base. In 1992, the sculpture was unveiled on post at Fort Leavenworth by Powell.&nbsp;&nbsp;

Junction City also has a Buffalo Soldier Memorial sculpture. It stands at 18th Street and Buffalo Soldier Drive and depicts a buffalo soldier standing by his horse. According to the Geary County Convention and Visitors Bureau, the artist took composite pictures of the five remaining Buffalo Soldiers who were living in the area at the time and included their features in the soldier sculpture.&nbsp;

Buffalo soldiers played a key role, in the Army and in society. For their service and their legacy, we salute them.&nbsp;

Now That’s Rural: Buffalo Soldiers, Fort Leavenworth 

Kansas first state to join coalition that helps spouses obtain occupational licenses

WASHINGTON — At the National Governors Association conference in Washington, D.C., this past weekend, Gov. Laura Kelly announced that Kansas is the first state in the nation to join the Alliance for States Providing Interoperable Reciprocity (ASPIRE). Governor Kelly called on other states to join the coalition, which advocates for the acceleration of military reciprocity by and between states, easing the process of obtaining a license in a state to which military personnel and their families are deployed.

“As the daughter of a Purple Heart recipient, I know military personnel and their spouses are exactly the type of people we need in Kansas to fill the jobs we’ve created in recent years,” Kelly said.&nbsp;“That’s why Kansas has become the first state in the nation to join this coalition to continue knocking down the barriers military families face to getting and keeping a job.”

Right now, one in three spouses of service members works in an industry that requires an occupational license. -Child Development Centers will open at 8 a.m.

-Fitness centers will open at 9 a.m. The 24-hour fitness centers, Whitside and Craig, will remain open.

-Irwin Army Community Hospital will operate on a normal schedule. Patients who need to cancel or reschedule appointments, can call 785-239-DOCS (3627).

-Dental clinics will be on a two-hour delay.

-Fort Riley Commissary and Post Exchange facilities will open at 10 a.m.

-The monthly post retirement ceremony is now scheduled for 2 p.m. at King Field House.

The JC Breakfast Optimist Club Student of the Month from Junction City High School recognizes a student whose words and actions reflect The Optimist Creed.&nbsp; One line of the creed that fits Armani best is “To wear a cheerful countenance at all times and give every living creature you meet a smile.” ‘Her smile radiates throughout JCHS and brightens the day for those around her’, JC Breakfast Optimist Club Student of the Month Committee Chair, Dana Wiegand stated.&nbsp; Armani is a junior at JCHS and is the Fine Arts and Human Services Academy. She is active in volleyball, soccer, National Honor Society, AVID, Class Committees, Blue Jay Nation, Kansas Association of Youth (KAYS) and FCCLA. One of the most recent projects of the KAY organization was last December when the KAYs had an Adopt-A- Senior 4 Christmas.

Some of her teachers shared that Armani is a true pleasure to have in class. She always walks into class excited and ready to learn. She demonstrates leadership daily, is on task and engaged, and provides help to her classmates when needed.

Armani plans to study child psychology and minor in education. She may attend Emporia University, Kansas University or Langston in Oklahoma.

Guests at the February 15 meeting included Armani’s mother, Cherelle, new members Lynn and Steven Green. Next week’s guest speaker will be Ginger Kopfer, Geary County K-State Research and Extension Agent, who will share information about 4-H Clubs in Geary County.

USD 475 Geary County Schools delayed 2 hours

TOPEKA&nbsp;– Due to safety concerns regarding the winter storm projected to hit north-central and northeast Kansas this evening into tomorrow morning, Governor Laura Kelly has issued a Declaration of Inclement Weather for Shawnee County, ordering state office buildings in Shawnee County to delay opening until 10:00 a.m. on Thursday, February 16.

"Due to the potential for hazardous road conditions, we are delaying the opening of state office buildings in Shawnee County on Thursday morning,"&nbsp;Governor Laura Kelly said.&nbsp;"Please exercise extreme caution if driving this evening or tomorrow morning, give road crews enough space to do their jobs safely, and stay safe and warm."

The declaration takes effect at 11:59 p.m. Wednesday, February 15, and lasts through 9:59 a.m. on Thursday, February 16. Several inches of snow combined with strong, 30-40 miles per hour winds are expected, making travel hazardous.&nbsp;

This declaration applies to all non-essential state employees in Executive Branch agencies under the Governor's jurisdiction who work in offices located in Shawnee County. During the period of Inclement Weather, essential employees are required to report to work as normal. Benefits-eligible non-essential employees should record Inclement Weather Leave during the period of Inclement Weather.&nbsp;

This declaration does not include employees in the Board of Regents, Regents Institutions, the Judicial Branch, nor the Legislative Branch of government. Their designated representative will make a separate declaration for those employees if appropriate.
