Details for each program are listed below. Any parents, guardians, or students interested in the summer educational programs may contact their school for more information and to sign up.

· May 31 to June 24 from 8:00 a.m. to 11:00 a.m. at Eisenhower Elementary School, Grandview Elementary School, Seitz Elementary School, and Washington Elementary School.

· Open to all elementary students. Includes Science, Technology, Engineering, Art, and Math activities and field trips.

· Lunch and transportation will be provided.

Parent University will take place from 9 a.m. to noon on Saturday, April 2, at the H.D. Karns Building, 300 W. 9th&nbsp;St., in Junction City.

According to Marketing and Media Specialist Monica Springer, Parent University is a parent engagement program designed to promote successful partnerships among parents, schools and communities.

Parent University will take place from 9 a.m. to noon at the H.D. Karns Building. Breakfast will be provided and there is no cost to attend.

Childcare will be provided for school-aged children.

Geary County Public Works crews will be making a necessary repair to the water system in the Laurel Canyon housing area on Friday. County Public Works said the water system will be turned off on April 1 at approximately 9:00 am, and repairs are expected to last until noon.

Geary County Emergency Management has issued a reminder that although we currently cannot burn in Geary County due to the winds, this is a friendly reminder that during the month of April only prescribed Agriculture burning will be authorized. Since we are in the Flint Hills, State law does not allow burning of brush piles during April.  Those burning brush piles can be fined for violations. 

As always, you must call to ask permission and return a call when you have completed your burn. Person(s) responsible for the fire shall remain in continuous attendance with the burning operation and have the ability to extinguish the fire.

Thus, hemp may be a natural way to decrease stress and inflammation related to production practices such as transportation and weaning." Kleinhenz, who is in the college's clinical sciences department, worked with a multidisciplinary team. Officials with the C. L. Hoover Opera House are announcing receipt of major donations to assist in renovations of the recently acquired building at 131 West 7th Street which is adjacent to the Opera House.&nbsp; 

One donation from the Sunderland Foundation of Overland Park totals $200,000. Another donation from Michelle Munson and Serban Simu totals $250,000. Michelle and Serban have also offered an additional $250,000 in matching funds. Any donations received toward this goal will be matched dollar for dollar.

The work on the addition is being done to create room for the growing youth education programs. Work on the plans for the addition are proceeding with the architectural firm of Bruce McMillan. Costs of&nbsp; the renovation have been estimated at about two million dollars.

Opera House officials make an announcement on donations

The guest speaker at the JC Breakfast Optimist Club’s Celebration of Optimism on Wednesday was Scott Clark, Director of Emergency Management for USD 475. Scott has been with the Geary County School District for seven years.

Prior to coming to USD 475, Scott worked at the Manhattan Fire Department as the Chief Training Officer. He was responsible for Hazardous Materials Team, health, and safety training for the department. Scott retired from that position after 30 years.

In 2014, he was looking for a job as an assistant soccer coach at a high school. However, upon his search, he discovered the USD 475 job opening for an Emergency Management Officer and was hired.

Scott explained that his “focus early on in his position was about responding to an active shooter. Training of the district’s staff and drills with students was about reaction. Now the focus is more on prevention. The new Security Center at the high school is world class to match the world class building. The center is like a dispatch hub for the district. After attending national training with a presenter from Littleton, Colorado, the concept of a district security center was created for USD 475.”

Mr. Clark also shared that “it is difficult to predict violence. We gather evidence, talk with parents, learn about access to weapons and involve a team” as much as possible to prevent violence in our schools. “Running a school is (in part) about prevention, discipline, and respect.” Teaching the behaviors, we want students to have with each other and the staff. “Consistency from pre-k to high school is a key to a safe environment for learning.

Stop It is a system for students to anonymously report bullying, suicidal tendencies, threats, and other issues that may concern safety in a school. Administrators will do the follow up, which may involve the police, social workers, counselors, parents, and others. There is no guarantee about anonymity if the threat or concern is life threatening.”

Greg Doering, Kansas Farm Bureau Kansas legislators will soon be on spring break, and as they head back to their districts to tout the work they’ve already completed this session. At public forums and town halls across the state, lawmakers are also likely to talk about an unexpected problem: too much money. Certainly, this is much better than crafting a budget with a shortfall where none of the options are appealing. However, dealing with a surplus is kind of like a child in a candy store. While there’s not enough money to buy everything, there’s still enough to fill up on empty calories. Right now, legislators are in that candy store with their eyes darting around a menu of paying off debt, cutting taxes, issuing rebates, shoring up rainy day funds or spending the excess on services. Individually, each one of these has merit. As they return home during the break in the legislative session, it’s a prime opportunity for citizens to speak out about how those budget decisions can make a difference in their communities. Getting it right means not gorging on the excess now, so we don’t have to deal with the stomachache later. Those of us in rural areas need to make a strong case for using some of this money to make real investments in our communities that will have an impact long after the good times have ended. It’s a chance to advocate at home for the future of our communities. In fact, one of the best uses for a portion of the money is in homes, especially in rural areas across the state. A lack of quality housing is repeatedly cited by businesses, workers and community leaders as a substantial barrier to rural economic growth. The influx of federal dollars and Kansas’ robust budget present a rare opportunity to make a lasting investment in rural Kansas with a one-time appropriation to the Kansas Housing Resources Corporation (KHRC). We’re not asking for a handout, rather we want to prime the pump for private investors to build, rehabilitate and finance housing in the 96 Kansas counties with a population of less than 60,000. As a Kansas entity KHRC is not bound by mountains of federal regulatory requirements that rural areas may not meet. As history has shown, spending on KHRC programs offers up to a six to one return for every dollar invested. This multiplier effect means any investment by the legislature likely results in significant spending on rural housing. That’s real money to address a lack of homes for people with moderate incomes, like teachers, police officers and young professionals who struggle to find suitable accommodations in rural Kansas. KHRC has a proven history and ability to be flexible to meet the needs of rural communities. This money would provide real, tangible returns not only by providing homes for current and future residents, but it would also incentivize businesses to expand to meet the needs of growing communities. There’s a real opportunity to use this funding in the short term to create a cycle of growth in areas of need. Now is the time for some hometown advocacy. All of us have concrete examples of what the housing needs in our communities are. Share them with your legislators when you see them over the next few weeks in church, the grocery store or at a townhall. Let them know how important the issue is to you and ask if you can count on their support to make prudent, long-term investments in rural Kansas.

This is&nbsp; the final week of the regular Kansas legislative session. State Representative Lonnie Clark said bills from&nbsp; the different committees are being voted on this week.&nbsp;

Clark noted that his Veterans and Military Committee worked on a number of bills involving automobile tags. "Distinctive tags for disabled veterans. Another bill that came out of Vet and Military was a reduction in the cost of traveling on the turnpike for veterans over 65 years of age and retired."

Clark added that he was working on a bill in his committee to try and bring a veterans retirement home to Junction City. "It made it of our committee but it didn't make it to the ( House ) floor. I'm not sure if that's going to come up again next year or I'll have to reintroduce it."

The state representative said there are a number of things with legislation and trying to move it through the system.&nbsp;

Clark said schools have done well, and&nbsp; the budget for education passed on a near unanimous vote. Overall he called it a really good session.

Tyson said there will be a switch to Summit Foods where the savings are expected to be $44,000 a month. "They're getting the employees, they're also getting a dietician and a nutritionist I believe."

Tyson said he thinks it's a good step for the Sheriff and the Jail to be able to provide good service to people housed in the Detention Center. Tyson noted in the past the Department was contracting with a food company and preparing meals in-house.&nbsp; He noted that current employees will be retained in the switch over to the new operation.

Landfill will accept spring clean up items

GYPSUM - A Gypsum man was arrested Sunday in connection to stolen items cases from Ottawa County, Great Bend and Wichita.

Saline County Sheriff's Lieutenant Jeremiah Hayes said this morning that deputies were asked to assist the Ottawa County Sheriff's Office in a burglary case involving a stolen skid steer and other equipment. The Ottawa County Sheriff's Office, through its investigation, had determined that the missing skid steer was at 419 E. Second Street in Gypsum, in southeastern Saline County.

Once in Gypsum, the Ottawa County deputies could see the skid steer on the property from the street.

Hayes said that when Theodore Meadows, 45, of Gypsum, exited the residence and saw a number of law enforcement personnel outside, he ran, but was apprehended nearby.

The Ottawa County Sheriff's Office obtained a search warrant and was able to recover the skid steer, a number of attachments for it, and a cordless drill.

Hayes said that during the search, a 2000 Ford F250 reported stolen out of Great Bend also was located.

Additionally, a license plate reported stolen out of Wichita was found.

In all, more than $20,000 worth of stolen equipment and items were found on the property, Hayes said.

Meadows was arrested on the following requested charges, according to Hayes.

●Two counts of felony possession of stolen property

●Misdemeanor possession of stolen property

K-State horticulturist shares tips for success in smaller spaces&nbsp;

MANHATTAN, Kan. – Gardeners take notice: Dennis Patton has a suggested alternative to growing flowers and vegetables in Kansas soils high in clay content.&nbsp;

That is, you can build your own ‘mini-garden’ in either a container or – on a slightly bigger scale – in raised beds.&nbsp;

“Container gardening basically means you’re growing your crops – whether it be vegetables or flowers – in some sort of container,” said Patton, a horticultural agent with K-State Research and Extension’s office in Johnson County.&nbsp;

“Containers can make gardening easier because you’re maintaining a small space. You can use a good quality potting soil that makes it easier to maintain. And they can go just about anywhere, from full sun to full shade.”&nbsp;

Patton said some prefer container gardening because – in the right spot – it eliminates the need to stoop over or bend to work the ground. And often, the tool of choice is a trowel, rather than a shovel.&nbsp;

“The only difference between container gardening and a traditional in-ground garden is that you’re doing it in a more confined space where you have more control,” Patton said. “The biggest concern or challenge with container gardening is the watering. I always tell people if you want a lower maintenance container garden, always go with a larger size container, because the smaller the container, the more rapidly it dries out.”&nbsp;

He suggests a five gallon container, “because it gives you enough mass of soil that you can grow a lot of plants and you’re not going to be a slave to watering.”&nbsp;

Some good spring choices for container gardening include lettuce, spinach, radishes and onions. Then follow up with tomatoes and peppers by mid-May.&nbsp;

“A real common vegetable thing to do this time of year is to put radishes, lettuce, spinach into a container – those early spring crops – and then save room in the center of the pot to pop in your tomato or pepper plant come mid-May,” Patton said. “By that time, a lot of the spring crops are on the way out.”&nbsp;

Watering and fertilizing container-grown crops is important, according to Patton.&nbsp;

“Where people fail in containers is they don’t water enough and they maybe don’t fertilize enough,” he said. “Because we’re putting so much water through that container that, it does take a steady feed.”&nbsp;

Another popular trend in recent years is raised bed gardening, which looks like a large container on the ground.&nbsp;

“The classic raised bed is 4 feet wide by 8 feet long,” Patton said. “It can be any size, but we usually try to go 4 feet wide so we can maintain our garden without stepping on the soil.”&nbsp;

Raised beds are typically filled with an amended soil mix made of approximately 50% topsoil and 50% organic matter, such as compost.&nbsp;

“It’s a great way to improve our typical Kansas soils that are heavy in clay and tend to be really wet and hold water when it rains, or hard as a rock when they’re dry,” Patton said.&nbsp;

Patton said raised beds are conducive to intensive planting, or planting crops on “every square inch…which means we’re going to have less problems with weeds.”&nbsp;

Recently Geary County Extension Agent Chuck Otte gave a presentation on the basics of gardening to JAG students ( grades 7-12 ) at the H.D. Karns School along with several adults in the community.

Crystal Malchose is leaving the Geary County Human Resources Director position. She informed County officials Monday that her resignation will be effective April 15th, but she noted that she will be available for help during the transition period until a new director is hired.

"I've been in the public government for 23-plus years and somebody contacted me and said what can we do to get you away from county service. It's for Pawnee Mental Health Services, "said Malchose. "I just admire what they do so much that I basically jumped at the opportunity to be part of that."

Malchose will be the H-R Director and will be based in the Manhattan office of Pawnee Mental Health Services. She noted that she will work in the 10-county region served by the agency.

Malchose has worked in Geary County for about 10 months. Before that she was employed in Pottawatomie County.

Junction City Police Chief John Lamb confirms that the 14 participants in a large melee at Junction City High School last Thursday have all been suspended from school. "Law enforcement is moving forward with ensuring that they're being held accountable for their actions." Lamb noted that moving forward there will be an open line of communication so authorities can address any information that they receive, take the necessary steps to get out in front of it and take preventative action. "If we have another repeat incident we are going to take the necessary enforcement actions."

Lamb&nbsp; confirmed that those students involved in the melee will be issued a citation alleging Disorderly Conduct and they will have to appear in court.

Lamb noted that police will meet regularly with school officials and address any rumors. "Listen for information from the students." He commented that USD 475 is preparing to launch a new software which will let people submit information anonymously that will allow police to take preventative steps. "We're going to identify those individuals who are causing problems in the school and just make sure that they understand our expectations." Lamb said if they misbehave and it's a code of conduct violation the school will address it, and if it's criminal police will be involved.

USD 475 Superintendent Dr. Reginald Eggleston told JC Post.com he thought that there was a good plan of action to have open lines of communication. "That we ensure that within the building if teachers, students or even other administrators hear of anything that may be occurring between groups of students or individuals that we try to be as proactive as we possibly can."

Eggleston said many times where there are student disagreements it stems from something outside of school and finds it's way into the school. "Just trying to make sure that the entire building, whether it's teachers, students, support staff, all know we're in this together. And that is a unified effort in keeping the school safe." The building will be closely monitored. "We are, and ensure again that if we hear anything, see anything that looks unusual or just appears suspicious, that we're going to make sure that the administrators know and can have ample time to investigate and get in front of it or prevent something from occurring."

Eggleston added that he would also like the community to do the same. Often when something is occurring in the community somebody knows about it. "May not be as sensitive to it as should be and if there's something that looks suspicious or doesn't look safe please make sure that they reach out to some authorities, more than likely the District Office or the Police Department and just make someone aware of it." Eggleston also said that they want to be as proactive as possible moving forward.

Junction City Animal Shelter is working with #PetcoLove to vaccinate local pets for preventable diseases. Vaccines distributed through the PetCo Love initiative will be the DAPPy Canine and HCP Feline vaccines. Rabies will not be available at this time.

There may be a way to help deal with a childcare desert in Geary County. That was a sentiment expressed by Commissioner Trish Giordano following a recent child care summit, noting that there may be a way to develop a childcare cast to help with the issue.

Giordano expressed some shock about numbers that she learned. "We are only taking care of 27 percent of the kids that need daycare or childcare. So that's very low. "

Giordano also commented at the weekly commission meeting that Geary County has about 4,200 kids under the age of six and Riley county has 4,500 kids under six. Giordano said that she was shocked at the fact that Geary County had almost as many childcare age youth as Riley County. The overall population in Riley County is larger than in Geary County.

Commissioner reports surprising childcare summit numbers

MANHATTAN—Law enforcement authorities are investigating a shooting in Manhattan and have made an arrest.

Just before 11a.m. Sunday, police responded to the report of a gunshot victim in the 3000 block of Kimball Ave. in Manhattan, according to a media release from the RCPD.

When officers arrived on scene, they found a 23-year-old man with a gunshot wound to the leg and a 21-year-old woman who had been grazed by a bullet following a domestic altercation within an apartment.

Ryan Powell, 37, of Manhattan was immediately identified on scene as the shooter and placed into custody.

 </figure>MANHATTAN—Law enforcement authorities are investigating a shooting in Manhattan and have made an arrest.Just before 11a.m. Sunday, police responded to the report of a gunshot victim in the 3000 block of Kimball Ave. in Manhattan, according to a media release from the RCPD.When officers arrived on scene, they found a 23-year-old man with a gunshot wound to the leg and a 21-year-old woman who had been grazed by a bullet following a domestic altercation within an apartment.Ryan Powell, 37, of Manhattan was immediately identified on scene as the shooter and placed into custody.EMS transported both victims to Via Christi for treatment of their injuries.
