Members of the NAACP are unhappy about the recent removal and reassignment of Merrier Tartt from the principal's post at Junction City High School. Dr. Crystal Davis spoke to the Board of Education. "The Junction City branch, 4035, of the NAACP, publicly expresses discontent regarding the unfair treatment of Mrs. Merrier Tartt, the African American principal at the Junction City High School who was abruptly removed from her position the week of March 21, 2022."

Davis said they intend to seek answers from the Board on how the matter can be "resolved in the interests of Tartt, the students and Junction City High School. ' Davis added that they will address items listed in a letter to the Board in a formal meeting with Superintendent of Schools Dr. Reginald Eggleston and the Board.

Davis called the information in the letter the beginning of a vital conversation. "The theme of diversity, equity and inclusion threads through every concern brought forward. " She added if the District and community value diversity intentional work has to be at the forefront of all decisions.

Davis said it is the intention of the NAACP to become involved at a greater level in the community in the committees and groups impacting the school district ranging from the community partner and site councils to the JCHS Booster Club, "and hopefully the recruitment and search committees as well as others."&nbsp;

Davis referred to the executive board of the NAACP, members at large from that organization and other community members in noting that there were concerns. A letter containing their concerns was sent to school officials, and Davis also noted that they had received a request from the superintendent for a meeting. She said that meeting will be scheduled immediately.

Local NAACP airs concerns about recent removal of the JCHS principal

WABAUNSEE CO., Kan. (WIBW) - Emergency officials warned people west of K-99 in Wabaunsee Co. late Tuesday afternoon to be prepared to evacuate, as winds to send wildfires racing across grassy fields.

Nelson Casteel of Shawnee Co. Emergency Mgt., which is assisting the response, said the primary area of concern was from K-99 west to Wabaunsee Rd., and from Pretty Creek and Pavillion Rd., north to K-18.

K-99 south of K-18, south of Wamego, was closed due to smoke from the fires.

The&nbsp;<a href="https://wbcso.org/" target="_blank">Wabaunsee County Sheriff’s Office</a>&nbsp;says there are currently several out-of-control fires in the area. At the same time, Riley Co. officials warned of a wildfire burning the southeast corner of their county. It was centered north of I-70, west of Tallgrass Rd. Resident in the area were advised to be alert for potential evacuations.

The Northeast Kansas Regional Notification System has provided information that the Kansas River Bridge on K-99 Highway south of Wamego is now open.&nbsp;

Update on wildfires has been released

First of all, I wish to THANK all of Geary County Firefighters, Ft. Riley Firefighters, Riley County Firefighters, White City Firefighters, and Fragrant Hill Firefighters who assisted at the I-70 fires on Friday. A big THANK YOU also goes out to area farmers: Phillip Goodyear and Brandon Dibben who supported our firefighting efforts with water support at the scene. Except for the Ft. Riley firefighters, all of the others are volunteers who give up their time and family life to help protect you by volunteering.

Since Friday, Geary County Fire has responded on 10 calls for service with 8 of those being fire calls. Many of these fire calls saw the same volunteers show up to protect property and mitigate the problem. They receive $10.00 for each call they respond on. These calls occurred during both the day and night time hours.

Geary County Fire has 17 fire units. We have 5 structure units, 1 tanker with 2,000 gallons of water, 4 small brush/fast attack units, and 7 brush units. At one point when both of the I-70 fires were going on, 5 units were still available to respond on calls in the western part of the county and two units were down. The other 10 units were on the fire scenes. Geary County is lucky to have 73 people who give their time and are proud to be Geary County Volunteer Firefighters.

On Saturday, 12 of the volunteers showed up at the main fire station to clean up the trucks, do maintenance on the trucks, and restock the units for the next call, which unfortunately came while they were still putting units back in shape. Saturday night, one truck had to be towed back to the station after the fuel line got plugged up. Three volunteers then spent several hours on Sunday, working and getting that unit back up and running. They hoped late Sunday afternoon that it was fixed and ready to respond. It was then moved back to it’s station to cover that part of Geary County.

Monday, the decision was made not to allow burning in Geary County. Riley County was also not allowing burning. At first glance, the winds were to be less than 10 mph but were to be variable. However, overnight the winds were to increase and during the day on Tuesday gust to over 45 mph. A front was coming in and the wind drastically changed direction. As we have seen many times before, fires from several days prior, when the winds shift and increase like&nbsp; planned for Tuesday, embers will blow and cause additional uncontrollable fires. In addition, should a fire start, I need to have volunteer firefighters who can respond to pick up a fire unit and fight the fire. 

Monday, the availability of volunteers to respond was low as many were working their regular jobs. We did have a call reference a vehicle fire. The station that was paged for response had no one respond since no one was available. Other counties especially to the southeast allowed burning on Monday, and numerous fire units were out fighting fires that got out of control. Those fires are what caused the smoke over Geary County Monday evening.

In our office, we believe in being professional especially when we talk with the public either in person or on the phone. We expect that also from the public. Even though you might not agree with our decision on allowing burning or not, that is no right to verbally assault our office professional and use a derogatory word repeatedly on the phone when talking to her. The decision on burning is decided by the Fire Chief and the Asst. Fire Chief, taking factors into account including current wind and humidity conditions, anticipated weather for the next 24 hours, and availability of equipment and personnel. County Regulations require those burning to have a valid County Burn Permit which is obtained thru our office prior to any burning taking place.

We hope that this information helps the public understand what took place this past weekend and why we made Monday a No Burn Day. Rural Fire Chief issues letter to the public

Jerry Lonergan has accepted the position of Executive Director for the Flint Hills Regional Council. His first day on the job will be April 25th, and he will also attend the Council's board meeting on April 22nd.&nbsp;

One of the primary focus areas for the Council is to serve as a resource for the smaller populated communities and counties to help them in pursuing grant opportunities, "for infrastructure, for housing, for all kinds of needs that the region has, and also work closely with the larger cities like Manhattan, Junction City, Wamego&nbsp; to see what resources we can be or what value we can be to those communities as well. "

Lonergan spent the past year as the Interim Director for the Junction City Main Street Program. His final day on the job there will be April 15th.

Flint Hills Regional Council will have a new executive director

MANHATTAN —Law enforcement authorities are investigating an alleged altercation between teens in Manhattan.

Just after 4p.m. Monday, officers filed a report for aggravated battery and criminal deprivation of property in the 300 block of Dix Drive in Manhattan, according to the Riley County Police Department activity report.

A 13-year-old girl reported a known 16-year-old suspect struck her with a broomstick and took her vehicle without permission. The vehicle was later recovered.&nbsp; Police reported no additional details.

The honor was announced at the Monday night school board meeting in Junction City by State Board of Education member Deena Horst. Geary USD 475 Board of Education have approved an Interim Facilities Master Plan that included a $2.4 million placeholder set-aside amount in fiscal year 2023 for the replacement of Morris Hill Elementary School on Fort Riley. Chief Operations Officer David Wild explained that a formal letter of invitation has not yet been received from federal officials for that purpose. But the District has been notified by&nbsp; two ( OLDCC )&nbsp; sources that a letter will be forthcoming as soon as they settle on a date for presentation. "It is confirmed that they are going to invite the District to come meet with them about what we will do with Morris Hill Elementary."

The $2.4 million amount is a placeholder for the District's 20% share of the cost what USD 475 might propose to do with that school.

Another new elementary school is currently under construction on the site of the former Jefferson Elementary School on Fort Riley, and in recent years both new Seitz and Fort Riley elementary schools have been built on the military installation.

Geary County Commissioners want to provide up to $3.5 million to support the financially challenged Geary Community Hospital. So far $1 million has been given for that purpose. Now the county needs to make sure American Recovery Program Act funds that are needed can be utilized.&nbsp;

Alex Tyson, Commission Chair, addressed the issue. "With some rumblings of how ARPA funds may be handled at the state level we're trying to make sure that we have the hospital in mind as we're trying to salvage those funds." Tyson added hopefully that money arrives but the Commission is trying to make sure that they have all the numbers that the hospital will need moving forward, "where we can help support in that area."

The matter was tabled by the governing body on Monday until a full commission could be present for planning the future action on the matter.&nbsp; Tyson noted that the verbage on ARPA funds is ever changing, but they do expect to receive a second installment of those funds in June.&nbsp;

Junction City police reported that there were a rash of vehicle burglaries last Friday. On Monday Police Chief John Lamb stated the vehicle burglaries occurred in the same geographical footprint. "One thing we did identify is that the majority of the vehicles were actually left unlocked, so I can't stress this enough, that people need to ensure that they lock their vehicles before they go to bed at night.&nbsp;

At least four vehicle burglaries were reported, and Lamb noted that&nbsp; there may be more that were not reported.&nbsp; He added that it is an active investigation at this time. The burglaries were reported on Friday at 731 Cypress Street, 1011 Skyline Drive, 529 West 5th Street and 1320 Pearl Drive.&nbsp;

Police investigate vehicle burglaries

Junction City police responded to 821 East Chestnut Street early Sunday evening following a report that a person had stolen an item at a convenience store - gas station. Police Chief John Lamb said the suspect displayed a weapon and police were called. "We were able to apprehend an individual a short distance from there and he was actually armed with a firearm.&nbsp;

RILEY COUNTY —The Carlson Road fire in northern Riley is now completely contained, according to Riley Fire District #1.

The county will allow the local disaster declaration to expire as of April 11. Approximately 2000 acres burned. 

The fire district thanked the work of volunteers and partnering agencies as the fire that started March 6 ended without loss of life or homes.&nbsp;

Authorities have not released details on what started the fire.

Two properties were evacuated. Volunteers remained on the scene overnight.

&nbsp;Gusty northwest winds will increase again Thursday as relative humidity decreases, resulting in another afternoon of extreme fire danger, according to the National Weather Service.

It is an extraordinarily complex and difficult issue. This year the legislature proposed a massive water bill and while I will not get into the details of it, it did emphasize that water is an issue we will have to deal with in short order. Water issues in Kansas are many and varied. In general, if you are from western Kansas, it is about quantity and aquifers. If you reside in eastern Kansas you are dealing with sedimentation, harmful algae blooms and flooding. There are many more issues, but you get the idea, water issues are diversified, complex and they are critical to all of us. Will we have enough water? Where will it come from? Will it be safe? Are all questions we need to wrestle with. Kansas Farm Bureau has extensive policy when it comes to water and water rights. We have developed those policies through the years, and they have come from our grassroots. Just like all policy we need to make sure that our water policy reflects our current situation and accurately gives us direction. In short, we need to take a deep look at our policy. It’s no secret that other organizations are getting involved in the debate about water at the state and national levels. Some of these groups have different viewpoints and objectives than we do at Kansas Farm Bureau. We need to have a presence and be at the table when water is discussed. That means we need to have clear, concise and solid water policy. That is where you, Kansas Farm Bureau members, come in. We will be taking a deeper dive into our water policy in the near future to make sure it is relevant and fits your needs. Please watch for announcements of what the process will look like and be ready to do some hard work. This process will require us all to do our homework and learn more about water in Kansas. We need to understand the complexity of the issues and how they affect agriculture and society in general. This is not going to be an easy process, and it will require all of us to come together to help provide possible solutions. Wading Into Water

MANHATTAN—Law enforcement authorities are investigating alleged arson in Manhattan.

Just before 3a.m. Saturday, officers filed a report for arson in the 1000 block of Garden Way in Manhattan, according to the Riley County Police Department activity report.&nbsp;Evergreen Apartments reported an unknown suspect burned part of a fence at the location. 

Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

MANHATTAN, Kan. – The recent increase in prices for many of Americans’ everyday expenses may motivate a return to simpler living, said&nbsp;Kansas State University family resource management specialist Elizabeth Kiss.&nbsp;

“We need to think about all of our (current) expenses,” Kiss said, “and decide whether this is a good opportunity to get back to basics and identify our foundation. What is it that we absolutely have to spend our money on right now?”&nbsp;

Kiss said all of us have fixed monthly costs, such as housing; and variable costs, such as food and fuel.&nbsp;

“The variable costs are the ones in the short run that we can modify,” she said. “You can decrease your expenses, or you can increase your income – or a combination of both.”&nbsp;

For those who choose to increase their income to make ends meet, Kiss said there are jobs available in the current labor market, “so if it’s to the point where you are thinking of taking on a part-time job – even for a short time – you have the opportunity to do that. But you still need to be working toward longer-term goals.”&nbsp;

Kiss shared some ideas for decreasing costs:&nbsp;

With spring and summer approaching, there are greater opportunities to buy from farmer’s markets. “You can get what you want in the quantities you want so that you may have less food waste,” Kiss said. “If you have any wasted food, that’s just money in the garbage can.”&nbsp;

Other opportunities to save include:&nbsp;

Save costs by taking on some home projects yourself. Some jobs may not be feasible – plumbing can be beyond a simple fix – “but there are some things you can do,” Kiss said. “Cook more from scratch, for example. This time of year, people turn to gardening, which can be an opportunity to increase your access to fresh vegetables, herbs and fruits.”&nbsp;

“Having a list is a very good way to avoid impulse buying at the grocery store,” Kiss said. “With prices being what they are right now, many of us may not have much flexibility for impulse purchases. You really do have to focus on what your needs are. That’s not to say we can’t have some things we want, but plan for those.”&nbsp;

Do the research on larger purchases&nbsp;

Kiss said anticipating a larger purchase may work in your favor. “If you’re anticipating you’re going to have to replace an appliance within the next 3-6 months, now’s a good time to start doing the shopping part of it,” she said. “Research the prices, brands and models as they are today, so that if I have to do it in a hurry, you know how much you’re likely to spend.”&nbsp;

Prices may increase or decrease in the time you’re doing the research, Kiss said, “but the longer you have to plan for that expenses, the better off you may be.”&nbsp;

Kiss said some homeowners may also be able to save money by asking their insurance agent for a review of coverage.&nbsp;

Kiss suggests saving on gas by planning ahead to run several errands on the same trip. She also suggests driving the speed limit, using cruise control and reducing the use of air conditioning and other vehicle accessories. Keep the vehicle well-maintained, including keeping tires inflated appropriately. &nbsp;

“We have so much abundance in our country, so maybe this is a time that we can think about what abundance means to each of us and what satisfies you versus going over the top,” Kiss said.&nbsp;

Carson Gido, junior in&nbsp;<a href="https://www.k-state.edu/bmb/">biochemistry and molecular biophysics</a>,&nbsp;Manhattan, gave the poster presentation "Structural Basis for Nanomolar-Affinity Inhibition of Neutrophil Serine Protease Activity by the S. aureus EAP Domain Protein, Eap1" at the American Society for Biochemistry and Molecular Biology Annual Meeting April 2-5 in Philadelphia. Gido also was selected to present his research at Undergraduate Research Days. The virtual event, in early March, showcased some of the best undergraduate research being conducted at four-year public universities in Kansas. "It felt good to be selected," Gido said. "I had been looking for an opportunity to share what we do." Gido works with&nbsp;<a href="https://www.k-state.edu/bmb/department/directory/bgeisbrecht/index.html">Brian Geisbrecht</a>, professor of biochemistry and molecular biophysics, studying a white blood cell enzyme that, when over-activated, can cause lung cancer and other lung diseases. According to Gido, the enzyme, called neutrophil elastase, can be inhibited, or blocked, by a molecule produced by the bacterium Staphylococcus aureus. The bacterial molecule, called Eap1, binds to neutrophil elastase. The research team has solved the structure of the molecules bound to one another. "The molecules are sub-microscopic and therefore difficult to see and study," Gido said. "So, we use a technique called X-ray crystallography, where we isolate them, form them into a crystal and then do experiments that determine their structure and how they interact with each other." Gido said the researchers hope their work will inspire ideas for designing a drug that inhibits neutrophil elastase and reduces tumor proliferation. Gido's research experience and travel to the meeting were supported by the university's&nbsp;<a href="https://www.cancer.k-state.edu/">Johnson Cancer Research Center</a>. Gido is the recipient of an Undergraduate Cancer Research Award from the center. "I'm really grateful for the center's support," Gido said. "The meeting was such a great experience for me. In addition to presenting the research I've worked hard on, I got to network with well-known scientists and see other research presentations and what other students around the country are doing." Gido plans to do a laboratory internship in the fall and graduate from K-State in spring 2023. Beyond that, he wants to earn a doctoral degree, possibly in biochemistry or molecular engineering, and lead a laboratory someday. The Johnson Cancer Research Center supports and advances cancer research at Kansas State University. The center's Undergraduate Cancer Research Award program provides faculty-mentored research training and monetary support. Its award programs are funded through private donations.

Rural Fire Chief Garry Berges confirmed that firefighters responded about 10 p.m. Saturday to the Clarks Creek Road area to put out a fire that had rekindled&nbsp; from the Government Hill blaze. There were no injuries to people and no buildings were lost.&nbsp;

Saturday night Geary, Riley and Wabaunsee County all had personnel helping put out a rekindled blaze north of I-70 near mile post 318.&nbsp;

Sunday morning abou 5:30 Geary County rural firefighters went to Eagle Ridge Road in the Milford Township in the K-57 area where a detached shed was fully engulfed in fire. The structure contained chickens and other fowl that were lost.&nbsp; The cause of the fire was attributed to the use of heat lamps and straw. Berges noted that it was the second straight early Sunday morning where that type of case had occurred. One week earlier a similar fire had occurred in a garage near Old Milford Road where four baby chickens were lost.

Conditions are expected to remain windy this week.

Rural firefighters respond to multiple calls 

Junction City has received a March sales tax increment totaling $1,011,294.67. That's the 20th highest month on record.&nbsp;

According to City Finance Director Lindsay Miller there was a decrease from March 2021 of 11.56% but the City is still ahead of the budget. This was the second highest month for March Use Tax. The revenues are 33% ahead of budget so far this year, and only slightly down behind las year of .31-hundredths of one percent.&nbsp; So far this year is looking strong.

More than 200 people filled the majority of the seats at 25 tables set up for the Freedom Fest JC fundraiser Saturday night in the Municipal Auditorium. There was dinner and dancing to music by Platinum Express featuring JJ Johnson and Motown type music as part of their journey "Keeping the Music Alive."

Freedom Fest JC Committee Co-Chair Nate Butler said their goal was to break even or walk away with a little bit of fundraising money from the event. "This was good, this was more of a PR kind of event. We were hoping that we would break even, we have broke even. We are actually making a little bit more, which is good."&nbsp;

Co-Chair Bob Storey said preparations for the July Fourth celebration are going well and the committee is growing. "Getting volunteers is our biggest thing and just getting it going. " He added it's steamrolling and it is going. As&nbsp; far as the event Saturday evening Storey cited the band and seeing the community turnout as highlights for him.

Marketing and Events Coordinator Travis Godfrey stated that the event was awesome and great for the community to attend. He noted that Freedom Fest JC is getting close to their budget, and checks and pledges are coming in for the celebration, June 30th through July 4th. Future fundraisers will include a street dance and a golf tournament.&nbsp;

Godfrey is excited about the scheduled performance of Casi Joy on July 4th during the celebration. He has seen her perform two times in Kansas City including at Arrowhead Stadium.&nbsp; "She just has a way with captivating an audience and bringing a patriotic feel to everything as well, so I think she'll be great for downtown Junction City on July 4th."

Freedom Fest JC activities begin with the carnival on the evening of June 30th and continue with concerts, vendors and special act performances by Hog Diggity Dogs and Agri Puppets, along with others. There will be a fireworks show Saturday night July 2nd and Monday evening July 4th.&nbsp;

Concert performers will range from Paramount and Rock Gods to Brandon Estelle and Rhett Walker plus headliner Casi Joy on July 4th.

The times on the burglaries ranged from 7:59 a.m. to 1 p.m.

SALINE COUNTY—Two Riley County Police department officers are being recognized for assisting at the scene of a semi accident on Interstate 70.&nbsp;

On Thursday, RCPD Sgt. Brian London and Officer Matthew Pfrang were traveling back to Manhattan with two other civilian employees after visiting another agency, according to a social media report from the agency.

They came across an overturned semi on Interstate 70 in Saline County.&nbsp;Strong winds toppled the 2017 Freightliner. The two from the RCPD immediately stopped since no other first responders had yet arrived on the scene.

&nbsp;Ultimately, the Kansas Highway Patrol and local officers arrived on scene snd took over.&nbsp; The driver of the tractor-trailer rig identified as Curtis L. Musgrove, 62, of Beloit was able to walk away but was transported to Salina Regional Health Center for an examination, according to the Kansas Highway Patrol.

While not in uniform or on-duty in their normal capacities, the two from the RCPD saw a need to help and responded without hesitation.&nbsp;

Geary County Commissioners will meet from 10 a.m. until about noon on Monday at the County Office Building. The meeting agenda includes a weekly report from County Clerk Rebecca Nordyke, and they will meet with Tami Robison, Finance Officer, on the 2022 audit and American Recovery Program Act funds.

Students at 121 schools across Kansas will be heading to their local shotgun ranges this spring to compete as teams in their league Trap, Skeet and 5-stand events. These students in grades 6-12 will shoot targets per week for eight weeks with the scores posted&nbsp; to the Clay Target League website for virtual competition with other schools.

Locally, Geary County Fish &amp; Game Association hosts or coaches three area school teams. Mike Johnson is the head coach for Chapman with 22 team members, BJ Solander is head coach for a Homeschool team with 16 members who travel from as far away as the Lincoln, KS area and White City shoots at Sportsman's Acres with eight team members and provides their own coaches. These teams primarily shoot on Thursday evenings and Saturday afternoons.

Other Association members who assist in coaching, scoring or providing safety supervision are Kay Johnson, Tracy McCamury, Gary Pelcak, Gordon Allen, Keith Fitzgerald, Shane Houle and Larry George.

Drug Enforcement Administration and Kansas law enforcement partners have joined together to find drug traffickers behind overdoses. The One Pill Can Initiative aims to reduce the supply of deadly counterfeit fentanyl pills.

The Drug Enforcement Administration St. Louis Division announced Fridayday an intelligence data-driven operation with local law enforcement partners in northeast Kansas to address the alarming increase in overdose events caused by counterfeit pills with fentanyl.

Statistics collected about overdoses and overdose deaths in the region indicated shortcomings in pursuing counterfeit pills and fentanyl investigations. The Northeast Kansas One Pill Can Kill Initiative aims to gather data from these overdose events to help combat the drug trafficking organizations operating in the area.

“Kansas hasn’t escaped the deadly impact counterfeit pills are having on communities nationwide,” said Special Agent in Charge Michael A. Davis, head of the DEA division that includes the states of Kansas and Missouri. “Unfortunately, rural police departments often don’t have the manpower or resources to investigate overdoses. Working together by sharing intelligence gathered by law enforcement officers, though, will help us target and arrest the people distributing these deadly fake pills.”

Some of the many participating agencies in the initiative include the Junction City Police Department, Geary County Sheriff's Office, Riley County Police Department, Kansas State University, Pottawatomie County Sheriff's Office, Wamego Police Department, Dickinson County Sheriff's Office and the Kansas Highway Patrol.
