Geary County Convention &amp; Visitor's Bureau is operating out of the Montgomery Building, 222 West 6th Street, Junction City. The bureau returned to that location on Monday.

Staff had complained of nose, throat and mouth irritation several weeks ago and the bureau was temporarily housed in the conference room at the Geary County Office Building. Tests of the air quality did not turn up any problems so county officials returned the operation to the Montgomery Building.&nbsp;

There is one staff member right now while the search is under way for a CVB director.

The Young People’s Department at the Dorothy Bramlage Public Library is starting our first fall DBPL at DBPL fundraiser today – Genre Penny Wars.&nbsp; Patrons simply put pennies into the jar(s) of their favorite book genre(s) for their favorite(s) to win.  A 52-year-old man reported an unknown suspect drove through his soybean fields in the 5500 and 6400 blocks of Anderson Ave. and 2600 block of W. 62nd St. damaging the crops, according to the Riley County Police Department activity report.

RCPD: Suspect damaged soybean fields

Junction City firefighters responded to a fire at an apartment building at 1521 West Ash Street just after 4 p.m. Saturday. No injuries were reported. The damage estimate was put at $205,000.

Cause of the blaze is under investigation.

According to the Fire Department when firefighters arrived on the scene they found smoke coming from the front of the building, and fire on the deck and back of the building at a third floor apartment. Fire burned into the roof area of apartments five and six, and there was extensive fire, smoke and water damage to both buildings. Water damage was also reported to apartment three, below apartment six, and there was water damage to a stairway.

No one was home at the time of the fire. The residents were offered assistance from the property management and the Red Cross.

Work is progressing on the Junction City High School to open for students on Aug. 25&nbsp; said architect Malcolm Watkins this past week. "Yes, to get students in to start school we are on target." Finishing touches on construction such as doors and interior winds, and getting the last of furniture is in place along with clean up are projects to be completed.

Watkins said the building includes a lot of flexible use spaces for the 21st century learning environment.&nbsp; "To where we can really plan and really try to prepare kids for the modern workforce. "There will be varied sizes and approaches to learning.&nbsp;

There is a lot of glass in the building where you can look from one room to the next. Watkins noted that is somewhat two-fold. "Both for observation to see what's going on and get natural light into the rooms which helps with academic performance. As well as from a safety and security standpoint. There's actually significant reduction in bullying and incidents of school violence if there's more observation abilities."

Teachers are scheduled to report to work on Aug. 12th.

New high school on target to be opened by Aug. 25

Geary County Commissioners will meet with Don Osenbaugh of Osenbaugh Consulting on Monday to discuss a planed financial coordinator position for the county. That session is scheduled about 10:30a.m. at the county office building.

The governing will also receive a program update from representatives of the Food Pantry at 11a.m. Work will also continue on the 2022 county budget.

Through the Double Up program, SNAP participants receive a matching number of Double Up Food Bucks tokens for free, up to $25 per day. Bills could increase by anywhere from $5 to $11 per month depending on which of KGS’ proposed plans is approved

Customers of Kansas’ largest natural gas utility could be paying off costs from<a href="https://kansasreflector.com/2021/02/18/feds-ramp-up-emergency-help-for-kansas-other-states-hit-by-extreme-weather/">&nbsp;February’s deep freeze</a>&nbsp;for the next 10 years, the company revealed Friday.

The Kansas Gas Service, which serves more than 640,000 Kansas customers,<a target="_blank" href="https://estar.kcc.ks.gov/estar/ViewFile.aspx/S202107301358431182.pdf?Id=5d765b67-4e68-4819-bbf2-85f5bc05d3b2">&nbsp;filed plans with regulators</a>&nbsp;to issue securitized bonds for approximately $390 million in extraordinary costs from the cold snap — plus carrying costs — and recoup the sum from customers over five, seven or 10 years, increasing residential bills by anywhere from about $5 to $11 per month. If the Kansas Corporation Commission doesn’t approve the arrangement, KGS said it would request to recover the costs over three years “to minimize the carrying costs” of the debt.

Its plans come after<a target="_blank" href="https://www.kansas.com/news/article252184783.html">&nbsp;Black Hills Energy announced in June that its customers bills would increase by an average of $12.23</a>&nbsp;per month for five years to recover what amounted to a year’s worth of gas charges in one month.

“Compared to traditional regulatory methods over the same period, the company estimates that securitization will save customers from approximately $112 million to $188 million, depending on the recovery time frame approved by the KCC,” KGS spokeswoman Dawn Tripp said in a statement.

February’s deep freeze posed a huge disruption to both gas and electric utilities. In Kansas City, temperatures plunged below 15 degrees for 10 days. At the same time, natural gas prices shot up to record levels. KGS’ filing says, depending on the pipeline, average prices for the company to secure gas in February rose by as much as 10 or 20 times the average over the last five years. A s<a href="https://kansasreflector.com/2021/03/04/mulberry-files-lawsuit-accusing-bp-energy-of-price-gouging-during-extreme-cold/">mall Kansas town suing BP Energy</a>&nbsp;said in its lawsuit the company inflated gas prices from $2.98 per mmbtu on Feb. 9 to $329.615 from Feb. 13 to Feb. 16.

Now utilities are<a target="_blank" href="https://missouriindependent.com/2021/06/16/after-winter-cold-snap-drove-up-natural-gas-prices-utilities-grapple-with-who-should-pay/">&nbsp;grappling with how to recover the huge sums</a>&nbsp;they paid for natural gas in February to keep Kansans’ heat and lights on.

Customers may have already paid high bills for extraordinary usage to keep their homes warm. But natural gas rates are set in advance through the regulatory process, and those high prices weren’t immediately passed on.&nbsp;

The high price of natural gas and lack of supply has been identified as one of the primary reasons electrical utilities were instructed to institute rolling blackouts to avoid the uncontrolled outages affecting millions in Texas. The Southwest Power Pool, a regional transmission organization that coordinates electrical power in Kansas, earlier this week released findings saying that<a href="https://kansasreflector.com/2021/07/26/fuel-shortages-drove-february-blackouts-southwest-power-pool-investigators-find/">&nbsp;natural gas was hard to come by during the deep freeze</a>.

During the storm, the KCC instructed natural gas utilities to keep service on and defer any extraordinary costs to be repaid later. It then opened dockets to investigate each utility and asked them to present a plan to minimize the crush to customers rather than requiring them to pay the exorbitant gas prices immediately.

<a target="_blank" href="https://missouriindependent.com/2021/07/08/after-winter-storm-some-evergy-customers-could-see-savings-while-others-pay-for-years/">Evergy, too, will seek to recover costs</a>&nbsp;from customers. In the Kansas City area, the utility was able to generate more power than it needed and sell the excess to the Southwest Power Pool. But customers outside the metro in Kansas could gradually repay $152.3 million over two years. In parts of Missouri, the company is asking to defer costs from the storm and recover more than $297 million potentially over 15 years.

The figures in KGS’s plan are subject to change, the filing says. The company is disputing $15 million in gas charges from one supplier. Any federal or state relief or findings that the natural gas market was manipulated will be credited to offset the charges to customers, the company said.

David Nickel, executive director of the Citizens’ Utility Ratepayer Board, which advocates for residential customers, said the organization was still looking at the plan, which was filed Friday afternoon. But he said securitization shows promise.

Kansas Gas Service customers could pay cold snap costs for 10 years

Junction City Police Chief John Lamb said the police department will host their annual block party next Friday, Aug. 6th in Heritage Park. Activities will begin at 5 p.m.

Lamb said there will be a lot of booths set up from different services in the community representing their agencies. "We'll have the dunking booth to raise money for the Shop With a Cop at Christmas. The Swat Team is going to be doing an expo, and then we have the nine o'clock Movie in the Park. " There will also be free food. "We're really excited and hoping we're going to have a great turnout."

JCPD will host their annual block party

Students must currently be enrolled in high school and plan to attend K-State in the fall semester following their high school graduation. MANHATTAN–&nbsp;A Manhattan man was arrested late Friday afternoon in connection to a domestic incident that occurred Thursday in Manhattan.

According to the Riley County Police Department, Desie Chatfield, 41, of Manhattan was arrested on requested charges of aggravated kidnapping and aggravated battery&nbsp; stemming from the incident involving a 42-year-old female victim. Chatfield is alleged to have prevented the victim from leaving a residence after an argument and stabbing her in the arm with a fork.

Chatfield is currently confined in the Riley County Jail on a $150,000 bond.

Trish Giordano, Commission Chair, had estimated spending totaling about seven mills of the property tax levy needed to be cut. They reduced about half of that, but she said more needs to be done. "Just have some hard decisions to make but that's what we got elected for."

"We just made suggestions to different departments. Nothing set in stone so I don't want to put anything out there yet and we're going to see what the figures say," said Giordano.&nbsp; More discussion is expected during the county commission Monday and the commission chair indicated another work session would be necessary.

Final approval budget approval occurs later in August.

I-70 about 15 miles east of Junction City was closed for about 15 minutes and the driver of a pickup truck was life flighted to a Topeka hospital Friday afternoon for treatment of non-life threatening injuries.

According to Garry Berges, Geary County Emergency Management Director, there was a pickup truck traveling westbound on the interstate when it was hit from behind by a car. "The trailer came unhooked, wedged up against the truck. The female driver of the pickup had to be extricated. She was life flighted to one of the Topeka hospitals following the accident. " No other injuries requiring transport were reported at the scene.&nbsp;

The Geary County Sheriff's Department identified the driver of the 2005 Chevrolet Colorado pickup as Tiffany Harter, Milford. Again, she was transported for treatment of non-life threatening injuries.&nbsp; The driver of the car, a Kia Sportage, was Christopher Horne, Kansas City, MO. Horne attempted to change lanes causing the Chevrolet Colorado pickup driven by Harter to lose control and overturn several times.

The accident was reported at 4:07 p.m. Friday.

Soldiers will compete in 10 events including a mystery event. They will be evaluated on their physical fitness, ability to conduct land navigation, warrior tasks and battle drills. The best performing junior enlisted Soldier and non-commissioned officer will move on to the Headquarters Department of the Army Best Warrior Competition.

The Best Warrior Competition promotes esprit de corps and recognizes Soldiers who demonstrate commitment to Army Values and embody the Warrior Ethos.

Moran. “This legislation will help lessen the financial burden of student loans on our teachers and bring high-quality teachers to serve in schools on or near our military bases.”

To make certain military spouses are able to utilize this program, teachers do not need to teach for five years at the same school but are required to teach for five consecutive years in a Military Impacted School District to be eligible for the program.

In more rural areas requests include transportation to share staff between school buildings and to transport sick children. Others have opted to use ELC funds for vaccination events including incentives and communications in the community.

“We are thankful for the leadership provided by Governor Kelly and Secretary Norman,"&nbsp;Kansas Commissioner of Education Dr. Randy Watson said. "We want every student to be in the classroom this fall. To ensure this happens, school districts should continue partnering with their local medical teams to implement safety protocols that protect all students and school personnel.”

The Kelly Administration worked to develop guidance that would ensure that districts across Kansas would be equipped with the best possible information as they prepared to bring their students back for full-time, in-person learning in August. Gov. updates COVID-19 guidance for school districts

Two people from Manhattan were slightly injured when a trailer tire disabled a Mercedes Benz on Interstate 70 northeast of Salina.

Just after 11:30p.m.Thursday, a 2013 Chevrolet Traverse driven by Paul Wilson, 47, Collinsville, Ill., was westbound on Interstate 70 just west of Niles Road pulling a flatbed trailer with a utility task vehicle on it, according to Saline County Sheriff Roger Soldan. The left tire came off the trailer, traveled across the median and struck the front of an eastbound 2021 Mercedes-Benz driven by Behrooz Miradzal, 51, of Manhattan.&nbsp;

Miradzal suffered a sore knee and scuffs from the deployed air bags. A front-seat passenger in the vehicle, Fariba Fateh, 47, of Manhattan, also suffered scuffs, Soldan said. A 14-year-old girl in the back seat was not injured.

The impact of the tire caused disabling front-end damage to the Mercedes-Benz, which had to be towed, Soldan said. Wilson's trailer also had to be towed, he added.

RCPD: Suspects stole ATVs in Randolph

MANHATTAN, Kan. — The Flint Hills Regional Leaders Retreat brought together the Manhattan, Wamego, and Junction City Chambers of Commerce, as well as prominent figures from the three local counties to discuss a variety of regional issues.&nbsp;

Junction City Manager Allen Dinkel said the key topic was Fort Riley. "Major General Sims did a great job talking about Fort Riley and things they do with readiness for the soldiers, and it was also very important that he addressed the mental health of the soldiers as well."

Dinkel and several other retreat attendees all agreed on the importance of Fort Riley to the region, and just how much of a key resource it, and the soldiers are to each community.&nbsp;

"I think we can't take it for granted," said Dinkel. "We have to continue to work and push to keep Fort Riley where it's at. Fort Riley is important to all of our communities."&nbsp;

Another important aspect of the day's discussions included Kansas State University, both for student involvement and student retention post graduation.&nbsp;

"We challenge people to come up with big ideas and we will come back tomorrow and pick two or three to really delve into a little deeper," said Manhattan Chamber of Commerce President and CEO Jason Smith. "We were very pleased with the amount of participation and engagement that we had today."

The event spans a day and a half annual; however, it normally takes place in February, but due to the COVID-19 pandemic the event was pushed back later in 2021 to make sure the event could be held in person.&nbsp;

"It doesn't happen often," said Smith about the communities uniting in one room for a brainstorming session. "We don't get a chance to come together very often to talk about big issues, but economies don't have boundaries. So, what happens in one regional city impacts another regional city and we can't make these decisions and have these conversations in a vacuum, so let's try to figure out collectively what we can do increase economic opportunity for all."

"Major General Sims did a great job talking about Fort Riley and things they do with readiness for the soldiers, and it was also very important that he addressed the mental health of the soldiers as well."Dinkel and several other retreat attendees all agreed on the importance of Fort Riley to the region, and just how much of a key resource it, and the soldiers are to each community.&nbsp;"I think we can't take it for granted," said Dinkel. "We have to continue to work and push to keep Fort Riley where it's at. Fort Riley is important to all of our communities."&nbsp;Another important aspect of the day's discussions included Kansas State University, both for student involvement and student retention post graduation.&nbsp;"We challenge people to come up with big ideas and we will come back tomorrow and pick two or three to really delve into a little deeper," said Manhattan Chamber of Commerce President and CEO Jason Smith. "We were very pleased with the amount of participation and engagement that we had today."The event spans a day and a half annual; however, it normally takes place in February, but due to the COVID-19 pandemic the event was pushed back later in 2021 to make sure the event could be held in person.&nbsp;"It doesn't happen often," said Smith about the communities uniting in one room for a brainstorming session. "We don't get a chance to come together very often to talk about big issues, but economies don't have boundaries. So, what happens in one regional city impacts another regional city and we can't make these decisions and have these conversations in a vacuum, so let's try to figure out collectively what we can do increase economic opportunity for all."The Flint Hills Regional Leaders retreat wraps up Friday morning after a half-day session from the Manhattan Hilton Garden Inn.&nbsp;
