“We know our children belong in the classroom, but it’s critical that we provide Kansas school districts with support and tools they need to keep our kids safe,”&nbsp;Governor Kelly said.&nbsp;“This guidance is in line with what we have made available over the last year, but has been modified to incorporate the best information we have to fight the Delta variant. I encourage school districts to follow the science and use the available funds to keep their kids safe.”

Many Kansas school districts have already made requests for ELC funds. Including for clinical and administrative staff as well as equipment with mobile technology to create and support the most flexible COVID-19 testing plans possible. In more rural areas requests include transportation to share staff between school buildings and to transport sick children. Others have opted to use ELC funds for vaccination events including incentives and communications in the community.

“We are thankful for the leadership provided by Governor Kelly and Secretary Norman,"&nbsp;Kansas Commissioner of Education Dr. Randy Watson said. "We want every student to be in the classroom this fall. To ensure this happens, school districts should continue partnering with their local medical teams to implement safety protocols that protect all students and school personnel.”

The Kelly Administration worked to develop guidance that would ensure that districts across Kansas would be equipped with the best possible information as they prepared to bring their students back for full-time, in-person learning in August. The Kelly Administration will continue to issue new guidance as information is provided from the CDC.

“To ensure everyone remains safe as schools resume in August, it is key for schools and communities to work together,”&nbsp;Dr. Lee Norman, Secretary of the Kansas Department of Health and Environment (KDHE) said. “We urge school districts to use the ELC resources for additional support. And, we encourage communities to continue taking precautions to mitigate the virus, including vaccination and testing. If individuals are not vaccinated, please wear a mask in public. If you’re feeling sick, get tested, practice social distancing and stay home.”

The State of Kansas began a robust, statewide PSA campaign to encourage Kansans to get vaccinated ahead of the July 4th&nbsp;holiday that will continue throughout year.

Gov. updates COVID-19 guidance for school districts

Two people from Manhattan were slightly injured when a trailer tire disabled a Mercedes Benz on Interstate 70 northeast of Salina.

Just after 11:30p.m.Thursday, a 2013 Chevrolet Traverse driven by Paul Wilson, 47, Collinsville, Ill., was westbound on Interstate 70 just west of Niles Road pulling a flatbed trailer with a utility task vehicle on it, according to Saline County Sheriff Roger Soldan. The left tire came off the trailer, traveled across the median and struck the front of an eastbound 2021 Mercedes-Benz driven by Behrooz Miradzal, 51, of Manhattan.&nbsp;

Miradzal suffered a sore knee and scuffs from the deployed air bags. A front-seat passenger in the vehicle, Fariba Fateh, 47, of Manhattan, also suffered scuffs, Soldan said. A 14-year-old girl in the back seat was not injured.

The impact of the tire caused disabling front-end damage to the Mercedes-Benz, which had to be towed, Soldan said. Wilson's trailer also had to be towed, he added.

Junction City Manager Allen Dinkel said the key topic was Fort Riley. "Major General Sims did a great job talking about Fort Riley and things they do with readiness for the soldiers, and it was also very important that he addressed the mental health of the soldiers as well."

Dinkel and several other retreat attendees all agreed on the importance of Fort Riley to the region, and just how much of a key resource it, and the soldiers are to each community.&nbsp;

"I think we can't take it for granted," said Dinkel. "We have to continue to work and push to keep Fort Riley where it's at. Fort Riley is important to all of our communities."&nbsp;

Another important aspect of the day's discussions included Kansas State University, both for student involvement and student retention post graduation.&nbsp;

"We challenge people to come up with big ideas and we will come back tomorrow and pick two or three to really delve into a little deeper," said Manhattan Chamber of Commerce President and CEO Jason Smith. "We were very pleased with the amount of participation and engagement that we had today."

The event spans a day and a half annual; however, it normally takes place in February, but due to the COVID-19 pandemic the event was pushed back later in 2021 to make sure the event could be held in person.&nbsp;

"It doesn't happen often," said Smith about the communities uniting in one room for a brainstorming session. "We don't get a chance to come together very often to talk about big issues, but economies don't have boundaries. So, what happens in one regional city impacts another regional city and we can't make these decisions and have these conversations in a vacuum, so let's try to figure out collectively what we can do increase economic opportunity for all."

Flint Hills Regional Leaders Retreat brings key issues to light

MANHATTAN —Effective Monday, Aug. 2, Kansas State University will require that everyone must wear masks while indoors on university property, unless alone in their own private offices or workspaces, according to a media release from the university.

All three university campuses fall within counties considered to have substantial or high transmission. Gov. Laura Kelly issued a mask requirement for state employees and visitors to state buildings in more than 80 counties meeting the criteria.&nbsp;

JUNCTION CITY, Kan. (WIBW) - A JCPD Officer has been honored for rescuing a child human trafficking victim during a June 2020 traffic stop.

The Junction City Police Department says Officer Nick Blake was recognized at the National Criminal Enforcement Association’s 2019 and 2020 banquet for earning the June 2020 Seizure of the Month for rescuing a human trafficking victim.

According to JCPD, during a traffic stop, Officer Blake was able to stop a human trafficking transport and recover a child, who was placed in protective custody.

Help Stuff the Bus

COUNCIL GROVE, Kan. (WIBW) - Council Grove is mourning the loss of two people killed in a&nbsp;<a href="https://www.wibw.com/2021/07/28/2-dead-after-motorcycle-crash-council-grove-lake-dam/" target="_blank">motorcycle wreck&nbsp;</a>early Wednesday morning.

City leaders said 28-year old Max Byram and 20-year-old Jordan Kelly were known and loved by many residents.

Messages of love and remembrance fill the front of BG’s Bar and Grill, where both victims worked.

“Jordan was just sweet she was always a kind person good to everyone always had a smile for everyone, nice girl,” Council Grove’s Mayor Debi Schwerdtfeger recalled. “Max had a magic about him, he’d come up with an idea and follow it through.”

Byram was running in the city’s mayoral election.

Schwerdtfeger, the incumbent, said their working relationship is a testament to their shared goals of putting the community first.

“When you have a town this size, you have to work together to make things happen and even though sometimes we’ll look at the calendar and see five things have been scheduled at the same time, we’d come together and figure out what’s going to be done and what’s not going to be done,” she said.

“That’s one of the nice things about our town.”

Susan Harris, who works for the Council Grove Chamber of Commerce, knew of Max’s community passion firsthand.

“He didn’t know a stranger and was everyone’s friend, working for the Chamber of Commerce, he saw the needs of this community and was passionate about this community,” she recounted.

“He’s passionate about all these new businesses that they succeed and how to bring people to town and show people what a wonderful town Council Grove is.”

Schwerdtfeger said showing love to one another will keep the victims’ memories alive.

“Remember that life is short be kind to your neighbor hug your loved ones and remember that we all are important to each other.”

Council Grove remembers two victims killed in motorcycle accident

Beginning Friday, Manhattan-Ogden USD 383 will require all teachers, staff, students and visitors to wear masks at any indoor USD 383 facility, regardless of vaccination status, according to a statement from the school district Thursday morning.&nbsp;

"This significant mitigation measure is consistent with new guidance from the Centers for Disease Control in response to rapidly increasing COVID numbers across the country," USD 383 said in their statement.

USD 305 Salina made a similar decision on Tuesday.

More information will be distributed in a Superintendent Letter to Families and Staff by Tuesday, August 3, and a revised USD 383 Pandemic Response Plan will be presented as an informational item during the August 4, 2021 meeting of the USD 383 Board of Education. &nbsp;

We are thankful that schools will soon be open five days per week for all students, and look forward to the future when vaccinations will be available to children under the age of twelve. In the meantime, we want to remind everyone that the two most important things we can do to keep our community safe from COVID is to get vaccinated when you are eligible and to wear a mask indoors.

Geary Community Farmers Market part of program benefiting low-income families, farmers

Just like in the days of yore, Texas longhorn cattle are about to take over the streets of Abilene.

The Sander Ranch Longhorns will be part of Abilene’s Central Kansas Free Fair parade on August 5 at 4 pm, and will be part of the opening of the Wild Bill Hickok Rodeo August 4-7.

The majestic beasts will go down the parade route, and mill around the arena prior to each night of rodeo.

They are owned by Wes Sander of Woodward, Okla., who has had longhorns since 1998. A Woodward, Okla. rodeo committee member, he wanted a way to promote the rodeo. He bought 50 head of longhorn steers, broke to drive. He used them in a cattle drive with great success, garnering publicity from across the state. They “were a huge hit,” he said.

Sander will bring between 25-40 steers to Abilene. He’s in his fourth generation of steers, with the average animal living between twelve and fifteen years. They weigh about 1,200 lbs.at maturity with a horn span from five to eight feet across.

“Driving” cattle means moving them from one place to another, usually with cowboys on horseback. A young steer learns how to be driven, and Sander tries out the young ones each year when he drives the herd from his ranch to Woodward, Okla. The ones that don’t follow along or get out of line have no place in his herd, so he sells them.

The steers have a good life, he said. “All they have to do is behave themselves, look pretty, and don’t act dumb.”

They aren’t as stupid as people might think, he says. They remember the routes at different rodeos, from where their pens are to the rodeo arena. He’s taken the steers to countless rodeos and western events, from Greeley, Colo. to Dallas, Texas; from a Dodge automotive show in Detroit to Omaha, Neb.

There’s always a lead steer, Sander said, one that is the dominant animal and leads the way. In the old days of cattle drives, lead steers would lead the herd from Texas to the railheads in Kansas. The lead steer wasn’t sold with the rest of the herd; he was taken back to Texas, to lead the next herd north. Sander has two lead steers: JB, and 911. The herd is sometimes at two different events on the same days, so the leads split up to go two different ways.

He and his son Cody and wife Jill help out with the herd. Cody will cowboy, driving the herd, or take them to one event while Wes is at another.

The longhorns are easy keepers, he said. “They’re not babied. They take care of themselves.

“They are very tough, very resilient, very smart animals. Smarter than people. I don’t worry about the steers,” he said.

The 75th &nbsp;Wild Bill Hickok Rodeo will be held August 4-7 in conjunction with the Central Kansas Free Fair in Abilene, Kan. Performances start at 7:30 pm each night. MANHATTAN—Law enforcement authorities are investigating a burglary in Manhattan.

Just before 2p.m. Wednesday, officers filed a report for burglary in the 1400 block of Hartman Place in Manhattan, according to the Riley County Police Department activity report.

A 22-year-old woman reported an unknown suspect entered her unlocked apartment and stole a 32" Vizio television, social security cards and birth certificates. The suspect also damaged two doors, two cabinet doors and three socket covers. 

The estimated total loss associated with this case is approximately $500. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

&nbsp;K-State horticulture expert says plants need special care during hot weather&nbsp;

MANHATTAN, Kan. – A Kansas State University horticulture expert is urging Kansas homeowners to pay special attention to trees, shrubs and fruit plants during a stretch that is likely to see several days reach triple digit temperatures.&nbsp;

“Newly planted trees have not established the extensive root system needed to absorb enough water during hot, dry, windy summers,” said K-State’s Ward Upham. “Even trees that are 2-3 years old should receive special care.”&nbsp;

Upham suggests deep, infrequent watering and mulching to help trees become established. Newly planted trees need at least 10 gallons of water per week; twice that amount if they are located on sandy soils.&nbsp;

“The secret is getting that water to soak deeply into the soil so it evaporates more slowly and is available to the tree’s roots longer,” Upham said. “One way to do this is to drill a 1/8 inch hole in the side of a five gallon bucket and fill it with water. The hole should be near the bottom of the bucket. Let the water dribble out slowly next to the tree, then refill the bucket once after moving it to the side of the tree.”&nbsp;

Upham said the method he described assures the tree gets 10 gallons of water. Larger trees, including those transplanted 2-3 years ago, require more water, he said.&nbsp;

Another method suggested by Upham includes using a perforated soaker hose or drip irrigation to water a newly established bed or foundation planting.&nbsp;

“In sunbaked soil, you may need to rough up the surface with a hoe or tiller to get water to infiltrate easily,” he said. “If you are seeing surface runoff, reduce the flow or build a berm with at least a 4-foot diameter around the base of the tree to allow the water to percolate down through the soil, instead of spreading out.”&nbsp;

“Regardless of the method you use,” Upham added, “soil should be wet at least 12 inches deep. Use a metal rod, wooden dowel, electric fence post or something similar to check depth. Dry soil is much harder to push through than wet soil.”&nbsp;

Upham said when temperatures exceed 90 degrees Fahrenheit, fruit plants lose water quickly.&nbsp;

“When this happens, moisture is drawn from the fruit to supply the tree,” he said. “Stress from high temperatures along with a moisture deficit in the roots may cause fruit to drop, or fail to increase in size. The stress may also reduce the development of fruit buds for next year’s crop.”&nbsp;

Upham suggests using a metal rod, wooden dowel or even a long screwdriver to check soil moisture at the roots of such fruit plants as trees, vines or canes. Push the tool into the ground 8-12 inches.&nbsp;

“If you can not reach the recommended depth, the plants should be irrigated to prevent drooping and to promote fruit enlargement,” Upham said. “Water can be added to the soil using sprinklers, soaker hose, drip irrigation or even a small trickle of water running from the garden hose for a few hours.”&nbsp;

Upham suggests checking soil moisture at least once a week during hot periods.&nbsp;

“Strawberries have a shallow root system and may need to be water more often; maybe twice a week during extreme weather,” he said. “Newly planted fruit trees on sandy soils may also need water twice a week.”&nbsp;

Three words for trees and shrubs right now: Water, Water, Water 

RILEY COUNTY—Law enforcement authorities are investigating a suspect for alleged theft.

Just after 11a.m. Wednesday, officers filed a report for theft in the 14,300 block of Hillside Drive in Randolph, according to the Riley County Police Department activity report.

A 65-year-old man reported a 38-year-old male suspect stole his 2001 Dodge Ram 2500 and a yellow 1996 Belshe trailer. 

The estimated total loss associated with this case is approximately $13,000. 

The Marion County Sherrif's Office arrested Eric Pettit, 38, of Galva on requested charges of possession of stolen property. Deputies also recovered the Dodge Ram.

Suspect jailed for alleged pickup, trailer theft

Geary County Sheriff's Department authorities reported a single vehicle injury accident at U.S. 77 mile marker 156 at 3:42 p.m. Wednesday. Bear N. Gooch, Milford, was traveling north on U.S. 77 in a 2009 Toyota Avalon at what he said was a high rate of speed. Gooch stated that he was attempting to pass a vehicle in front of him and moved to the southbound lane of travel but need to quickly move back to the north bound lane due to oncoming traffic. As he moved back to the north bound lane he lost control of his vehicle, causing it to leave the highway to the right, roll over a guard rail and come to rest in the tree line on the passenger side of&nbsp; the vehicle.&nbsp;

Gooch remained trapped in the vehicle until freed with assistance from the Geary County and Junction City Fire Departments. Gooch was checked by EMS, who advised there were no serious obvious injuries other than small cuts and scratches. Bud's Wrecker Service was able to pull the vehicle, which was destroyed, from the tree line.

Proceeds will support the university's&nbsp;<a href="http://cancer.k-state.edu/">Johnson Cancer Research Center</a>. The tournament honors Rob Regier, a 1988 K-State graduate in pre-dentistry who died of cancer at age 26. It is hosted by his mother, Sandy Regier, and his brother and sister-in-law, Randy and Juli Regier, all of&nbsp;Overland Park. The Regier family has raised more than $383,400 for K-State cancer research and education. The four-person scramble will be at&nbsp;<a href="http://www.colberthills.com/">Colbert Hills Golf Course</a>&nbsp;in Manhattan, with registration opening at 11 a.m. and a shotgun start at 1 p.m. A steak dinner and prize disbursements will immediately follow at Colbert's restaurant. Prizes will be awarded to top teams, hole-contest winners and more. The tournament is scheduled for the Friday before K-State football hosts Nevada so that out-of-town guests can enjoy both while in Manhattan. Special-rate hotel rooms are being held for tournament guests until Sept. 2. Tournament registration and payment are requested by Sept. 3. Late and same-day registration will be accepted, but advance registration is strongly encouraged for planning and event flow purposes. Manhattan Chamber of Commerce CEO Jason Smith said the retreat will allow a number of people to gather and discuss priorities and strategies to move the community forward in terms of economic development and prosperity. "Several years ago that was expanded to include the region and so we have partnered with the Junction City Chamber and the Wamego Chamber and now that is a regional summit.

Flint Hills Regional Leaders Retreat opens Thursday

It took an extra inning but the Junction City Brigade defeated the Midwest A's 12-7 in 10 innings Wednesday night in Belton, MO. The win allowed the Brigade to sweep the A's in the Mid Plains League championship series 2-0 to claim the Cowdin Cup that goes to the league champion.

Junction City scored three runs in the top of the 9th inning to take a 7-4 lead but the A's scored three in the bottom of the ninth to force the extra inning where Junction City scored five runs in the top of the 10th to help secure the victory.

Brigade Head Coach Brandon Bochar said the team celebrated with a dog pile on the mound after the game ended. Going to the 10th inning the players were confident they would win. "We all knew in the dugout we weren't going to lose, that we were here to win."

Brigade General Manager Cecil Aska called it a great game. "Showed a lot of heart, took it in extra innings but they kept fighting. They brought the cup back home to us." This is the fifth Cowdin Cup championship in the history of the Brigade.

There will be a gathering hosted by the Brigade at Rathert Field Thursday at 7 p.m. There will be free hot dogs and you can meet the players and see the Cowdin Cup trophy.

(RILEY COUNTY, KS – July 28, 2021) Four individuals who tested positive for COVID-19 have passed away.&nbsp;

A fully vaccinated 98-year-old female tested positive for COVIID-19 on 7/19/2021 at Via Christi Village and passed away on 7/26/2021.&nbsp;

A fully vaccinated 92-year-old female tested positive for COVIID-19 on 7/15/2021 at Via Christi Village and passed away on 7/25/2021.

A fully vaccinated 75-year-old male tested positive for COVIID-19 on 7/12/2021 at Via Christi Village and passed away on 7/24/2021.

An 89-year-old female tested positive for COVID-19 on 01/27/2021, and she passed away on 6/1/2021. COVID was a contributing factor, and records indicate she was unvaccinated.

Their deaths bring the total number of COVID-related deaths in the county to 49.&nbsp;

“It is important to note that while we did have individuals who were fully vaccinated pass away this past week, they are exceptions. The majority of vaccine breakthrough cases have mild symptoms, and have not needed to be hospitalized. The deaths underscore the importance of those who are not vaccinated to get vaccinated. It is the unvaccinated who are putting our vulnerable population at risk,” pointed out Riley County Health Department Director Julie Gibbs.&nbsp;

Riley County has identified 146 new positive Coronavirus cases and 102 additional recoveries since the last report on July 21, 2021.&nbsp;

Eleven COVID-positive patients, including two who are fully vaccinated, are currently under care at Ascension Via Christi Hospital in Manhattan. Five unvaccinated patients are in the Intensive Care Unit (ICU).&nbsp;

In Riley County, since December, there have been a total of 70 positive cases from&nbsp;<a href="https://gmail.us19.list-manage.com/track/click?u=95221c46aac4689e49a7c0bfc&amp;id=7c58b83154&amp;e=fd06d17886" target="_blank">variants of concern</a>. A majority of the cases (56) are the Delta Variant.&nbsp;

The CDC guidance updated Tuesday notes that while current research shows fully vaccinated individuals represent a small amount of transmission and, in most cases, are protected from severe illness due to COVID-19, they could potentially still be asymptomatic and spread the virus.

“We are strongly encouraging everyone in Riley County to follow the CDC guidance&nbsp;<a href="https://gmail.us19.list-manage.com/track/click?u=95221c46aac4689e49a7c0bfc&amp;id=3a9b88905d&amp;e=fd06d17886" target="_blank">updated Tuesday</a>&nbsp;that recommends everyone two and older, even those fully vaccinated, wear masks in indoor public spaces, including K-12 schools, to prevent the spread of COVID-19, especially with the contagious Delta variant in the community,” said Riley County Health Department Director Julie Gibbs.&nbsp; Facebook Live

(RILEY COUNTY, KS – July 28, 2021) Four individuals who tested positive for COVID-19 have passed away.&nbsp;A fully vaccinated 98-year-old female tested positive for COVIID-19 on 7/19/2021 at Via Christi Village and passed away on 7/26/2021.&nbsp;A fully vaccinated 92-year-old female tested positive for COVIID-19 on 7/15/2021 at Via Christi Village and passed away on 7/25/2021.A fully vaccinated 75-year-old male tested positive for COVIID-19 on 7/12/2021 at Via Christi Village and passed away on 7/24/2021.An 89-year-old female tested positive for COVID-19 on 01/27/2021, and she passed away on 6/1/2021. COVID was a contributing factor, and records indicate she was unvaccinated.Their deaths bring the total number of COVID-related deaths in the county to 49.&nbsp;“It is important to note that while we did have individuals who were fully vaccinated pass away this past week, they are exceptions. The majority of vaccine breakthrough cases have mild symptoms, and have not needed to be hospitalized. The deaths underscore the importance of those who are not vaccinated to get vaccinated. It is the unvaccinated who are putting our vulnerable population at risk,” pointed out Riley County Health Department Director Julie Gibbs.&nbsp;Riley County has identified 146 new positive Coronavirus cases and 102 additional recoveries since the last report on July 21, 2021.&nbsp;Eleven COVID-positive patients, including two who are fully vaccinated, are currently under care at Ascension Via Christi Hospital in Manhattan. Five unvaccinated patients are in the Intensive Care Unit (ICU).&nbsp;In Riley County, since December, there have been a total of 70 positive cases from&nbsp;<a href="https://gmail.us19.list-manage.com/track/click?u=95221c46aac4689e49a7c0bfc&amp;id=7c58b83154&amp;e=fd06d17886" target="_blank">variants of concern</a>.
