RILEY COUNTY — Law enforcement authorities in Riley County are investigating an alleged sex crime and have a suspect arrested in Texas in custody in Kansas.

On November 14, the Riley County Police Department reported deputies in Texas arrested 41-year-old Sean Morgan in New Braunfels, Texas on a Riley County District Court Warrant for rape, aggravated criminal sodomy, attempted rape, aggravated kidnapping and aggravated sexual battery.&nbsp;

Just after 8 a.m. Friday, Morgan was booked into the Riley County jail on a&nbsp;&nbsp;$200,000 bond&nbsp; on requested charges of Rape; Sexual intercourse without consent and use

Rape suspect in Kansas jail after arrest in Texas

DOUGLAS COUNTY—Law enforcement authorities have finished the investigation into the wreck that killed 24-year-old Lawrence resident Elizabeth Ann Allen on August 2o,according to police spokesman Patrick Compton.

Allen suffered fatal injuries after the moped she was riding was hit by a pick-up truck in the 2700 block of Haskell Avenue.

On Friday, Lawrence Police arrested the driver of the pick-up truck, 43-year-old Eric Lee Spaeth of Lawrence on charges of DUI and involuntary manslaughter.

The forensic laboratory report from the Kansas Bureau of Investigation revealed that Spaeth had a blood alcohol level of .205 at the time of the accident.

BARTON COUNTY — Law enforcement authorities are investigating two suspects&nbsp;

Just before 11:30p.m. Thursday, a deputy sheriff stopped a 2012 Ford F 250 for a traffic infraction in the 100 Block of West Cheyenne Street in Hoisington, according to Sheriff Brian Bellendir.

During a search of the vehicle, deputies found a quarter pound of meth and $10,000 cash.

Pfaff remains jailed on a $300,000 bond, according to Bellendir. The sheriff's office was assisted by the KBI, DEA and Great Bend Police.

Suspect held on $300K bond after Barton Co. drug arrest

HARVEY COUNTY —A wanted felon is in custody after a search Friday afternoon in northern Newton. 

Just after 1:30 p.m., Police arrested&nbsp; 25-year-old Tariq Gragg near 13th and Plum after he fled on foot from a pursuit in a stolen vehicle. 

The driver of the car, Selena Martinez, was also arrested. Gragg was wanted on warrants out of Kansas City.

Gragg was believed to be armed but did not have a weapon when he was arrested. Police are continuing to search the area for a weapon or other evidence.

Harvey County Sheriff's Office, North Newton Police, and Kansas Highway Patrol assisted with the investigation. During the search, Newton High School, Northridge Elementary, Santa Fe, and Cooper Early Ed Center were locked as a safety precaution.

(AP) — A federal judge in&nbsp;<a href="https://www.usnews.com/news/best-states/new-hampshire">New Hampshire</a>&nbsp;dismissed a request to vacate the 39-year prison sentence for a traveling medical technician convicted of infecting patients with hepatitis C, agreeing with prosecutors that he waited too long to ask.

David Kwiatkowski, 40, worked at Hays Medical Center, was sentenced in 2013 for stealing syringes filled with painkillers and replacing them with saline-filled ones tainted with his blood. Acting as his own attorney, he filed a motion from a&nbsp;<a href="https://www.usnews.com/news/best-states/florida">Florida</a>&nbsp;prison in January asking to be released. He said his former lawyer was ineffective. The U.S. attorney's office responded in March that such claims must be made within a year of conviction.

Kwiatkowski was given time to file a response, but none was on the record. Judge Joseph Laplante issued his dismissal Wednesday. Kwiatkowski is scheduled to be released in 2046.

“The defendant has not objected to the motion, despite extensions and prompts from the court," Laplante wrote.

Despite being fired numerous times over drug allegations, Kwiatkowski had worked in 18 hospitals in seven states before being hired by Exeter Hospital in New Hampshire in 2011. He was arrested the following year. After that, 46 people in four states were diagnosed with the same strain of the hepatitis C virus he carries, including a woman who died in&nbsp;<a href="https://www.usnews.com/news/best-states/kansas">Kansas</a>.

During his sentencing, Kwiatkowski apologized to his victims, saying his crime was caused by an addiction to painkillers and alcohol. He wrote in January that his lawyer allowed him to plead guilty under extreme emotional distress and that his sentence was calculated incorrectly. He also said the sentence should have been much lower and that his mental state “should have been in question” for agreeing to the deal.

Back in 2013, his lawyers argued that a 30-year sentence would better balance the seriousness of the crimes against his mental and emotional problems and his addiction to drugs and alcohol, which they said clouded his judgment.

Hepatitis C is a viral infection that attacks the liver. For most people, it turns into a chronic disease. In all, 32 patients were infected in New Hampshire, seven in&nbsp;<a href="https://www.usnews.com/news/best-states/maryland">Maryland</a>, six in Kansas and one in&nbsp;<a href="https://www.usnews.com/news/best-states/pennsylvania">Pennsylvania</a>. Judge denies request to vacate sentence in hepatitis C case

Junction City police have reported the arrest of a bank robbery suspect on I-70 Thursday afternoon. According to Police Investigations Captain, Trish Giordano, at about 2:43 p.m. Officer Nick Blake saw a grey Acura during at an excessive speed on the interstate. After conducting a traffic stop, contact was made with Nathaniel Painter, 45, Hot Springs Village, Arkansas.

Police said Painter was wanted on charges of Bank Robbery in Paragould, Arkansas. The robbery allegedly occurred on Tuesday of this week. Painter was still in possession of most of the money that was taken. He is currently being held without bond at the Geary County Detention Center for the City of Paragould.

SALINE COUNTY —Law enforcement authorities are investigating a suspect on drug charges after a traffic stop on Interstate 70 early Thursday.

A Saline County deputy stopped an eastbound 2010 Nissan Cube just west of Niles Road on I-70 after noticing the Cube was unable to maintain its lane, according to Sheriff Roger Soldan.

While the deputy was talking with the two people in the Cube, he noticed drug paraphernalia inside the vehicle. During a search of the vehicle, seven and a half pounds of marijuana, some methamphetamine, and drug paraphernalia were found

Sheriff: 2 jailed after 7 pounds of pot found during Kan. traffic stop

BARTON COUNTY— Law enforcement authorities are investigating a suspect on drug charges and asking the public to help locate a second suspect in the case.

Just after 3:30p.m. Wednesday, deputies executed a search warrant at 7 NE 30th Road just north of Great Bend, according to Sheriff Brian Bellendir. Deputies were looking for controlled substances and drug paraphernalia. 

They entered the home without incident and located two adults along with meth, marijuana, drug paraphernalia and packaging materials, according to Bellendir. They also arrested Kortnie Nowak, 26, Russell,&nbsp; on requested charges that include possession of meth, marijuana and drug paraphernalia. She is being held on a $10,000 bond. She was also wanted for two outstanding warrants in Russell County.

The sheriff office is also asking the public for help locating a second suspect in connection with the case. Dustin Sullivan, 46, Great Bend, is described as a white male, 5-foot-9, 185 pounds with blue eyes and brown hair. Anyone with nformation on Sullivan is asked to call 911.

Search continues for suspect after Barton Co. drug bust

KANSAS CITY, KAN. (AP)&nbsp;— One of two men who is accused of opening fire inside a crowded bar in&nbsp;<a href="https://www.usnews.com/news/best-states/kansas">Kansas</a>&nbsp;City, Kansas, killing four people and wounding five others, has been captured in Mexico, authorities said Thursday.

Villanueva-Morales and Javier Alatorre, 23, are suspects in the Oct. 6 shooting at a Tequila KC bar. Alatorre was arrested shortly after the shooting. Both men are charged with four counts of first-degree murder, with bond set at $1 million each.

Police have said the shooting apparently stemmed from an earlier dispute inside the bar, prompting the two men to return to the bar with handguns and start shooting. Officers had responded to reports of a disturbance at a bar two hours before a shooting.

All four men who died were Hispanic but authorities did not believe the shooting was racially motivated. The bar is in a neighborhood with a largely Hispanic population.

At the time of the shooting, Villanueva-Morales was facing a pending third-degree assault charge in&nbsp;<a href="https://www.usnews.com/news/best-states/missouri">Missouri</a>. Court documents say he fought with a sheriff's deputy in August after another man was ordered to leave a club in Kansas City, Missouri. Alatorre, meanwhile, faced several charges stemming from a police chase. An order of protection also was issued against him in 2017.

Both suspects are convicted felons. Villanueva-Morales had been caught with synthetic marijuana while serving more than four years in a state prison for robbery and was released when he was sentenced for trafficking contraband. The judge could have sent him back to prison for nine years but instead put him on three years' probation.

Villanueva-Morales violated probation by testing positive for marijuana use in September and agreed to serve two days in jail, according to a review of court records by AP. He left the jail in neighboring Leavenworth County on Sept. 29, a week before the bar shooting.

Alatorre also had been released from jail in September in nearby Jackson County, Missouri, where he still faces charges of fleeing from police in a stolen vehicle. A judge released him on his own recognizance.

Villanueva-Morales also was facing charges in an assault case in which prosecutors allege he fought with a sheriff's deputy outside a Kansas City, Missouri, bar in August. Charging documents say the scuffle happened after an unknown man was kicked out of the bar and returned later with Villanueva-Morales.

After 2 months, Kan. bar shooting suspect arrested

LANSING, Kan (AP) —An inmate who escaped from the Lansing Correctional Facility in January has been sentenced to 10 more years in prison. Cal Henry Green was sentenced Wednesday for aggravated escape from custody, theft and burglary of a motor vehicle.

Authorities say Green was on a work assignment when he took a state-owned dump truck and left the prison without permission.

He was arrested three days later in Independence, Missouri. Green is serving a prison sentence for an aggravated battery charge from Wyandotte County.

Sheriff: 2 Kansas men arrested in prostitution investigtion

SEDGWICK COUNTY — Law enforcement authorities are investigating a fatal shooting.

Just before midnight Tuesday, police responded to report of a shooting at a home in the 1800 Block of South Topeka in Wichita, according to Captain Brent Allred. At the scene, officers a 32-year-old suspect with critical injuries and a 35-year-old resident with serious injuries. EMS transported both to a local hospital where the 32-year-old died, according to Allred.

Investigators learned the 32-year-old went to the home armed with a handgun and knocked on the door. The 35-year-old when to the door and refused to let him in. The 32-year-old fired the gun striking the other man and forced his way into the home. As he entered to home, the 35-year-old retrieved another gun and shot the 32-year-old several time, according to Allred.

Police have reported no arrests in the case but believe the incident could be drug related.

32-year-old Kan. man dies after home invasion shooting

A manhunt that lasted more than six hours early Tuesday morning led to an arrest of a Hoxie man in Hays.

At 12:10 a.m. Tuesday Hays Police were dispatched to a report of a beer bottle thrown at a house in the 500 block of east Seventh Street.

Upon arrival officers found a door kicked in what the suspect described as a search for his girlfriend, according to Hays Police Chief Don Scheibler. The house was unrelated to the suspect or the girlfriend.

Officers began a search after the suspect, later identified as Victor E. Beltran-Amaya, 20, Hoxie, fled the scene.

A search was also underway for the girlfriend in an effort to check her welfare, Scheibler said.

During the search a second altercation between Beltran-Amaya, the girlfriend and others occurred in the 1100 block of east 17th Street.

A search perimeter was set up in an effort to locate Beltran-Amaya from 13th Street to 17th Street and from General Custer to Dechant.

At around 6:30 a.m. police located Beltran-Amaya, and he was arrested on suspicion of attempted aggravated kidnapping, aggravated robbery, domestic battery, criminal damage to property, battery, interference with law enforcement, criminal restraint and criminal trespass.

Scheibler said there were many instances that might have led to an escalation of violence in this case, and he was grateful no one was seriously injured.&nbsp;

The suspect should be considered innocent until proven guilty in a court of law, Scheibler said.

Kidnapping suspect arrested after manhunt in Hays

SHAWNEE COUNTY — Law enforcement authorities are investigating a Kansas felon on new charges after barricading himself in a residence following a domestic incident Tuesday.

Just before 6a.m. Tuesday, the Shawnee County Emergency Communications Center began receiving reports of a domestic disturbance in the 4100 block of SW Shenandoah Road, according to police spokesperson Gretchen Koenen.

 The suspect identified as 41-year-old Michael Stringfield of Topeka then drove to a residence in the 6200 block of SW 26th Court.

 The Topeka Police Department Response Team and Crisis Negotiators responded to the scene and began speaking with the suspect. After nearly three hours of negotiations, the suspect surrendered himself peacefully to officers.&nbsp;Stringfield was arrested and booked into the Shawnee County Department of Corrections on requested&nbsp;charges that include Domestic Battery and Interference with Law Enforcement. 

He has previous convictions for burglary, criminal threat, battery, domestic battery and obstruction, according to the Kansas Department of Corrections and had been out of prison since November 2015.

Kansas felon jailed after 3-hour standoff with police

SEDGWICK COUNTY — Law enforcement authorities are investigating a fatal shooting and have identified the suspect.

Just after 11:45 p.m. on Monday, officers responded to a shooting call at the Country Inn in the 800 block of South Broadway, according to Captain Brett Allred.&nbsp; Upon arrival, the 34-year-old male victim was located inside his 2005 gray Ford F250 with a gunshot wound to his body.&nbsp; Officers began lifesaving techniques, but he succumbed to his injuries on the scene.

The investigation and reviewing evidence revealed the victim was from Colorado and was in Wichita working and arrived at the location when he was contacted by the Suspect identified as 40-year-old Tyrone Adams, who fired a handgun at the victim, striking him.&nbsp;

Adams was located shortly after the incident, nearby, and was arrested without further incident.&nbsp; Investigators also have recovered a handgun.

This was not a random incident.&nbsp; Additionally, Adams has previously been arrested and convicted on charges that include aggravated burglary, aggravated robbery, attempted robbery, weapons violations, aggravated battery and possession of drugs.&nbsp; Police have not released the name of the victim.

The Latest: 2nd deadly shooting outside Kan. motel this month

CONCORDIA, Kan. (AP) — Kansas Bureau of Investigation agents are serving several search warrants as part of an investigation into the Cloud County Sheriff's Office.

KBI spokeswoman Melissa Underwood said warrants were being served Tuesday at homes in Concordia and the Cloud County Law Enforcement Center.

The investigation began in June. Underwood said the investigation involves allegations of criminal misconduct against sheriff's office employees but no other details have been released.

No one has been arrested but Underwood said the serving of search warrants is a “significant development” in the case.

Yu Jun Fang, 54, was charged with promoting the sale of sexual relations, maintaining an establishment and promoting the sale of sexual relations. The Hutchinson Police Department’s Repeat Offender Unit and Detective Division served a search warrant in September at The Spring Spa, 1509 N. Lorraine Street after they received numerous reports of sexual acts being offered as part of the service. An undercover operation was conducted and a detective was offered a sexual act, which he declined. The offer confirmed previous reports. During a search of the building, officers located numerous items consistent with prostitution. She is scheduled to be arraigned on the charges on Jan. 6.

Woman accused of Kan. massage parlor prostitution will stand trial

BARTON COUNTY — Law enforcement authorities are investigating a Kansas woman on numerous charges after a drug bust. Just after 3:30p.m. December 6, sheriff’s deputies executed a search warrant at a home in&nbsp;5400 block of 24th Street in Great Bend, according to Sheriff Brian Bellendir. Deputies contacted the occupant of the house, entered without incident and discovered a substantial quantity of methamphetamine and other drug paraphernalia. Deputies arrested Roberta G. Patterson, 67, of Great Bend and she is being held on a $300,000 bond on requested charges of possession of a controlled substance with intent to distribute and aggravated endangerment of a child. The Kansas Bureau of Investigation assisted with the arrest.

67-year-old Kan. woman jailed after drug bust

On Saturday, a 22-year-old woman reported an unwanted sexual encounter occurred at a residence in Salina, according Police Captain Gary Hanus. The suspect identified as 24-year-old Herbey Hernandez-Rodriguez would not cooperate with investigators. Police obtained a search warrant, collected evidence and arrested Hernandez-Rodriguez. He remain jailed on requested charges that include rape and aggravated criminal sodomy, according to Hanus.

Police: Kansas man in custody for alleged rape

Emanuel E. Goines, Jr., 30, Wichita, was convicted on one count of unlawful possession of a firearm by a felon. During, trial prosecutors presented evidence that the investigation began June 22, 2019, following the fatal shooting of Justin Green. Officers learned Goines was present at the homicide, along with Quantezz Butler, another known gang member. On June 25, 2019, Wichita police were looking for Butler to question him when they saw live video clips on social media showing four men in a Trailblazer who were attending the funeral of Freddy Trezvant, another known gang member. Officers tried to stop the Trailblazer, which pulled away. During a pursuit, Goines was seen jumping out of the car and running behind a house at 1528 N. Belmont. He appeared to be carrying a gun. Police lost sight of Goines until they saw him walking hurriedly near 14th and Broadview, where they arrested him. They recovered a handgun from the backyard of 1528 N. Belmont. Sentencing is set for Feb. 24, 2020. Goines could face up to 10 years in federal prison. McAllister commended the Wichita Police Department, the Bureau of Alcohol, Tobacco, Firearms and Explosives, Assistant U.S. Attorney Mona Furst and Special Assistant U.S. Attorney Katie Andrusak for their work on the case.

(AP) — A Kansas City area man has been sentenced to life in prison plus 107 years for killing his girlfriend and is awaiting trial on charges that he strangled a fellow inmate. Marcus Simms, 36, of Lee's Summit, was sentenced Thursday for first-degree murder, armed criminal action and tampering with a vehicle in the 2014 death of 31-year-old Michele Boldridge. Police found her body while responding to reports that a bloody, naked man was running around a northern Kansas City apartment complex. Police say Boldridge died from a snapped neck and had multiple stab wounds, along with a missing eye. Court records say the naked man, later identified by police as Simms, drove to a school bus parking lot, where a driver told him to go away. But Simms yelled: “You don’t understand. Someone just killed my girlfriend!” Simms was arrested after driving a stolen minivan off a road, according to prosecutors. In a car parked in the area, police found Simms’ DNA as well as a human eyeball. Simms is scheduled to be tried in June in the 2017 strangulation death of 26-year-old Brian Parisi, who was killed while jailed in Clay County on a drug charge.

KANSAS CITY (AP) — Police in Kansas City no longer will provide suspects with a written copy of their rights and instead will give them a verbal Miranda warning as part of changes aimed at tackling violent crime. Two Los Angeles murder investigation experts recommended the change, arguing that written warnings could deter suspects from talking to police, public radio station KCUR-FM reported.The experts noted that keeping suspects talking is key because "confessions may occur, but admissions, lies or false alibis, can also be important." At least 134 people have been murdered in Kansas City so far this year, up from about 121 at this time last year, according to police reports. Homicides are also up in St. Louis and Springfield, and the killings of close to two dozen children in St. Louis put intense pressure on officials to act.But it's unclear how much of an impact the change to Miranda warnings will have. "It hasn't made a significant change, but we're hoping to see more of that over time," Kansas City police Deputy Chief Roger Lewis, who commands criminal investigations, told KCUR.City District Public Defender Ruth Petsch warned that “it puts you at risk of eroding your right to remain silent." She said a written waiver, in contrast, clearly shows that the Miranda warning was given. National Association of Police Organizations Executive Director Bill Johnson told The Associated Press that police often read Miranda warnings to suspects while in the field and also provide written copies during more formal interviews. Johnson, a former police officer and prosecutor, said verbal warnings ensure that suspects who struggle reading are still properly informed of their rights. But either way, Johnson said most people are already aware of their right to remain silent because of the phrase's popularity in crime shows and movies. He added that suspects often don’t take time to more deeply reflect on their rights after being arrested or while being interviewed by police, regardless of how they’re informed. The consultant's report also called for Kansas City police to increase staffing. The agency in response plans to end its mounted division and shift eight officers to homicide starting in January.

The victim posted a RING video of the theft onto the RING.com Neighbors Portal, which provided access for officers to view the video. Chaplin and two other individual suspects are seen in the video.&nbsp;On Tuesday, officers were following up on the case and located Chaplin wearing the same clothes and riding the same bicycle as seen in the video of the theft.&nbsp;Officers contacted Chaplin and she was arrested without incident. An increase in package thefts is generally seen during this time of year.&nbsp;Here are some tips you can do to help keep your property safe:&nbsp;·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Have packages delivered to your home only during hours that you are there;·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;If you are not home or out of town, have packages delivered to a trusted neighbor or have that neighbor pick up the package for you;·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Have packages delivered to a store you’ve ordered from, or you can have that package delivered to the carrier facility for pick-up;·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Check with your employer and have packages delivered to your place of work during the day;·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Consider purchasing surveillance cameras and motion sensor lights; and·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;If you are a victim of a theft, call 911 to file a police report, and if you have surveillance video, you can provide that to WPD or send it directly to Sgt. Police return toy allegedly taken by Kan. porch pirates

<img src="https://media.eaglewebservices.com/public/2019/12/1575499053785.png"> Kameron Bynum -photo Wilson County KANSAS CITY (AP) — A North Carolina man who claimed self-defense in a deadly Kansas City shooting has pleaded guilty to illegally possessing more than 50 stolen firearms. Twenty-four-year-old Kameron Bynum, of Wilson, North Carolina, also pleaded guilty Tuesday in federal court to drug trafficking. Prosecutors say he stole 52 handguns valued at more than $19,000 in May 2017 from a Kansas City pawn shop. When he was arrested in North Carolina nearly two weeks later, he was in possession of about 13 grams of marijuana and more than $900. A handgun that had been stolen from the pawn shop was found in his apartment, along with more than 400 Xanax tablets and marijuana. Police say a vehicle used in the burglary also was tied to an August 2016 homicide. Bynum's phone was found at the scene. He told police he was trying to buy Xanax from someone when the person pulled out a gun and attempted to rob him. Prosecutors say another witness backed up Bynum's account that he fired in self-defense.
