Jeff Underhill announced via social media that he will seek a second term in the Kansas House. Underhill said that he&nbsp; officially filed for reelection as the State Representative for House District 65. "I look forward to continuing working on the issues that impact and concern my fellow Kansans in District 65 and I would be honored to serve you for another term. "

As a member of the Child Welfare &amp; Foster Care Committee and the Joint Committee for Child Welfare System Oversight,&nbsp; Underhill said that he worked to better the lives of children who are in the care of Kansas. "I feel a strong responsibility that we care well for these children and teens. I will speak for children who need representation and a voice in the great state of Kansas."

Underhill pointed to one of the accomplishments that he is most proud of involved sponsoring and getting a bill passed to protect survivors of sexual abuse by allowing them to press charges against their abuser, no matter how long it takes for victims to understand and be ready to address their abuser. 

Underhill also serves on the Elections, Local Government, Insurance and the Special Committee on Governmental Ethics Reform. "I support responsible tax cuts, and economic growth."&nbsp;

LHEAT and United Way of Junction City / Geary county will help STUFF THE PANTRY. They will be collecting food and baby items. Donations will be shared with the Geary County Food Pantry, JC Pregnancy Center, Konza Cupboard, and other food pantries.

According to United Way Executive Director Nichole Mader donations will go to help those in need in the community. With summer right around the corner, the Geary County Food Pantry and other emergency pantries need help. Each month, the food pantries in the community provide food for over 2,000 people.&nbsp;

In addition to food items, they will be collecting items for the JC Pregnancy Center. Often, when a new or expecting parent comes into the pregnancy center, it is to get help with items for their little one. This could be diapers, wipes, pacifiers, or baby towels.

Volunteers who would like to help can sign up at through a Sign Up Genius link. Volunteers will help collect items and/or deliver them to the intended recipients. In addition to live days, there will be drop off boxes throughout the community.

RILEY COUNTY—Law enforcement authorities are investigating a suspect for alleged criminal damage to property in Manhattan.

Just before 2p.m. Wednesday, officers filed a report of criminal damage to property in the 1800 block of College Avenue, according to the Riley County Police Department activity report.

&nbsp;Via Christi reported a 32-year-old male patient in the Emergency Department damaged a hospital bed, chair, and window. 

 Total loss is estimated to be $5,100. Donovan Nash of Manhattan was arrested in conjunction with this report.  His total bond was set at $4,000 and he was confined at the time of this report.

16-year-old driver and passenger injured in van, pickup crash

MANHATTAN —Eighteen Kansas State University students were recently selected to serve as College of Education Ambassadors, a group of approximately 50 students who promote and serve the college.

College of Education Ambassadors also promote the education field and serve as resources to prospective and newly admitted students.

They are responsible for participating in several programs to recruit students to K-State, including the daily campus visits program, Future Teachers Visit Day and other various recruitment programs.

"The college is fortunate to have a bunch of enthusiastic, innovative and proactive students who are deeply devoted to their institution and the education profession," said Marcus Kidd, College of Education Ambassadors advisor and assistant director for enrollment management and institutional partnerships for the college. "We look forward to working with them to help recruit future education professionals."

The club hosted a basketball watch party earlier and will host a fundraiser golf tournament on June 15. There will also be an effort to look into the possibility of hosting a bus trip to an away Kansas State game in the area.

In the past the club raised money for Ahearn Fund scholarships to support student-athletes, but that has changed. Going forward club member Calvin Pottberg noted that one purpose will be to raise funds to get local youth involved and see what K-State is all about. The idea is for them to become future K-State students.

At the watch party for the K-State - Cincinnati basketball game at Bird Dog Saloon he said there were about 25-30 people in attendance beyond the normal crowd at that establishment. "We just had overall togetherness. Great to see a fan base together again."

Annual memberships are $25 for a single and $40 per&nbsp; family. There are also lifetime options for both categories including $250 for a single and $400 for a family. That membership brings access to a news letter and access to all of the club events.

There is a common joke in Kansas – and many parts of the country – that goes something like this: If you don’t like the weather right now, just wait a few minutes.

Kansas State University meteorologist Chip Redmond agrees that weather in Kansas can change pretty quickly, so it’s important to know what to do in any situation in order to remain safe.

“It starts with preparedness,” said Redmond, who is also manager of the Kansas Mesonet. “We all should have a plan, including such things as just knowing how you get your weather alerts. You may get those from a weather radio or other sources, such as news media. And then, you need to talk with your family.”

“Practicing and having a plan saves lives,” Redmond said. “That is especially true in rural areas where appropriate shelter may be many miles away, a scenario many Kansans may be in.”

Redmond said having a “Go” bag -- something you can quickly grab and take to a shelter -- is important for most weather emergencies. The bag should include such items as medicines, extra clothes, radio, food, water and even something to keep kids entertained.

The best place to wait out severe weather “is always the lowest, central location in the home,” Redmond said. “If you only have a first floor – and not a basement – the ideal spot is a centrally located hallway or bathroom. Stay away from windows.”

If caught outside, “don’t go under trees during thunderstorms and don’t try to out-run tornadoes in your car,” Redmond said.

“A ditch, believe it or not, is a really safe place to go if you’re outside. Get down in the ditch; debris will typically blow over you. If you’re in a place without a ditch, get down on the ground as low as you can so you don’t have things hitting you. Just be aware if water is rising rapidly.”

For specific weather emergencies, Redmond shared additional tips:

● Get inside ● Avoid porches and overhangs.

“You can still get hit by lightning in those areas,” Redmond said.&nbsp; 

● Stay away from windows ● Stay off electronics that are hooked into a wall, including computer and cell phone ● Stay out of the shower, or other water sources.

“You don’t want to be operating anything that can carry electricity, whether it’s water or wire,” Redmond said. “If there’s a lightning strike away from your house, it’s going to travel through that highly conductive source.”

On average, Kansas has 95 tornadoes per year. There has been as few as 17 tornadoes reported in 2020 and 190 in 2008.

“This is tornado alley for a reason,” Redmond said. “We need to be prepared and be knowledgeable about what to do when a tornado warning is issued.”

The peak time for tornadoes in Kansas is April through June, often referred to as tornado season. But Redmond said tornadoes can occur any time of year and are solely dependent on atmospheric conditions – spring provides a classic clash of southern winds with Gulf moisture meeting north winds with colder, drier air from the Arctic areas. That is a recipe for strong storm systems supportive of highly sheared and unstable environments ideal for tornado development.

A basement or lower level of the house – away from windows -- is always the safest spot to wait out a tornado warning.

Redmond said Kansas gets approximately 600 wind damage reports annually. High winds – defined as those over 55 miles per hour – create problems not only by downing trees, but by making driving conditions and visibility more difficult.

As with tornadoes, the safest place during a wind storm is inside in a central location, away from windows.

In an average year, there are more than 1,000 reports of hail in Kansas. Severe hail is defined as 1 inch or more in diameter. “That seems fairly small until they’re coming at you at a high rate of speed from the sky,” Redmond said.

One inch hail can cause injury, damage to cars and even damage house siding and roofs.

“And it can threaten your life,” Redmond said. “If you get hit with multiple hail stones at 1 inch diameter, you’re going to know it. And if you get hit in the wrong place, it can kill you.”

It’s much easier to prepare for flooding while at home, Redmond said. “All you really need to know is your proximity to a flood plain,” he said. “To determine your risk, know the low-lying areas and where water runs.”

Away from home – and especially when driving – the risks due to flooding are much greater. On the road, the best advice is “turn around, don’t drown,” according to Redmond.

“When you see water over the road, and it may look crossable, water can move at high rates of speed,” he said. “Six inches of water can move a car effectively.”

In addition, the road under the water may not be intact and could damage or disable your vehicle, he said.

Severe hail is defined as 1 inch or more in diameter. “That seems fairly small until they’re coming at you at a high rate of speed from the sky,” Redmond said.One inch hail can cause injury, damage to cars and even damage house siding and roofs.“And it can threaten your life,” Redmond said. “If you get hit with multiple hail stones at 1 inch diameter, you’re going to know it. And if you get hit in the wrong place, it can kill you.”<h2>Flooding</h2>It’s much easier to prepare for flooding while at home, Redmond said. “All you really need to know is your proximity to a flood plain,” he said. “To determine your risk, know the low-lying areas and where water runs.”Away from home – and especially when driving – the risks due to flooding are much greater. The VFW Post 1786 and the American Legion Post 17 invite Vietnam-era veterans to an event this Friday, March 29, in Manhattan. The event will celebrate Vietnam Veterans Day. The location for the event is 114 McCall Rd. in Manhattan. 

There will be a social gathering from 5:00-7:00 p.m., and refreshments will be available. After the social hours, there will be karaoke from 7:00-10:00 p.m. provided by a local Vietnam veteran, Kraner Karaoke.

Concrete patching to begin Monday on I-70 in Dickinson County

On March 27 at the Jim Clark’s Chevrolet showroom, JC Breakfast Optimist Club members learned about the adult education program at Cloud County Community College Geary County Campus. The guest speaker was Faith Kloth, who is the Adult Education Coordinator on the campus in Junction City.

Faith stated that “there are many offerings on campus. Classes may be enrolled in by those who are 16 years or older. Some of the offerings include GED-College Prep in the areas of math, science, social studies, and science to help prepare students for the four GED exams, prepare for college readiness or advancement in the workplace; English as a Second Language (ESL) courses in which the student whose first language is not English are taught skills including speaking, writing, listening, and reading.

The cost is a $35.00 for a software fee. If a student cannot pay, the student is still allowed to attend class and there are also other payment options available. Students’ schedules are set to meet their individual needs and work-life.”

Faith also told club members that “there are ‘Three Realms of Aces’ . Adverse childhood and community experiences can occur in the household, the community or in the environment and cause toxic stress. Left unaddressed, toxic stress from the household, environment and/or community (‘The Three Aces’) harms children and families, organizations, systems and communities, and reduces the ability of individuals and entities to respond to stressful events with resiliency.

The Junction City Lady Jay softball team is off to a 3-1 start this season. The Lady Jays are led by head coach Aaron Craig, who is in his eighth year as head coach. 

So far this season, Junction City has a doubleheader sweep over Wichita East and a 1-1 split with Salina Central. The win over Salina Central was a come-from-behind victory, as the Lady Jays trailed 8-1 in the 3rd inning but completed the comeback, winning 13-10. 

This year's varsity roster features seven seniors, including Macie Muto, Sara Rexrode, and Anja Vonspreckelsen, who are all key contributors. Other key contributors to this year's team include juniors Rilynn Hotard and Cassidy Miller.

Junction City Lady Jay Softball off to a 3-1 start this season

The debate over implementing a flat income tax in Kansas appears to have reached its conclusion, at least in this legislative session. Earlier this year, Kansas Republicans proposed a single income tax rate of 5.25% for all Kansans earning more than $6,160 as an individual or $12,300 as a couple.

Republicans argued that a simple tax code with a single tax rate applied uniformly to all income levels could reduce the complexity and administrative burdens of our current system. Governor Kelly and Kansas Democrats countered that the cuts associated with a flat tax would be financially irresponsible and inherently regressive, disproportionately burdening low-income earners compared to high-income earners

As expected, Governor Kelly immediately vetoed the flat tax plan. Having failed to override Kelly’s veto, Republicans recently announced their support for a dual rate plan. This plan would exempt up to $7,000 in income from taxation. The state would then tax annual income up to $30,000 at a rate of 5.2% and annual income over $30,000 at a rate of 5.65%.

This new proposal is a departure from the current income tax policy, which taxes 3.10% on the first $15,000 of taxable income, 5.25% on the next $15,000, and 5.70% on all income above $30,000.

While Kelly has indicated her preference to provide tax relief while keep the current three-tier rate system, the introduction of the dual-rate plan proposal represents a new phase in tax discussions, where both sides have indicated that they want tax relief for Kansans.

All this discussion may lead Kansans to ask how their tax burden compares to residents of other states. Like many states, Kansas has a graduated or progressive income tax rate system. A graduated tax rate simply means that high income earners pay a higher tax rate than lower income works. Most of Kansas’ neighboring states also have a graduated systems with more than two tiers.

For example, Nebraska has four tiers in their state income tax program, with rates that range from 2.46% for Nebraska’s lowest earners to 6.64% for those making more than $35,730 annually. Similarly, Missouri and Oklahoma also have multi-tier graduated systems with rates ranging from 2% to 4.95% and 0% to 4.75%, respectively.

On the other hand, Colorado has a flat income tax rate of 4.55% for all taxable income, regardless of filing status or income level.

While the Kansas income tax plan is in line with neighboring states, Republicans are hoping their new plan will draw in additional legislative supporters, giving them the veto-proof majority needed to pass the plan with or without Kelly’s support.

It is important to remember that although no one particularly likes paying income taxes, they play a crucial role in funding essential government services, including support for public schools.

As Kansas continues to debate over its state income tax system, the path forward remains uncertain in the current political environment. Ultimately, the outcome of these discussions will shape the fiscal health of the state for years to come.

JC Noon Kiwanis has adopted Sertoma Park located at 900 E 6th&nbsp;St, Junction City.

Courtney Gilbert said JC Noon Kiwanis created a Youth T-Ball Organization in 2021, with approximately 75 children signed up each year. Sertoma Park has been the location of for the T-Ball.

When the T-Ball organization was established, the City of Junction City put bleachers at the field and they ensure the field is ready for game days. Before each season members of JC Noon Kiwanis clean up the playground and field so it’s clean and neat for families.

The club wants to keep the history of Sertoma Park and had asked the city if JC Noon Kiwanis could only adopt the field and not change the original name.

RILEY COUNTY —One person was injured in an accident just after 8:30a.m. Tuesday in&nbsp; Riley County.

According to the Riley County Police Department activity report, four vehicles were involved in the accident&nbsp;at the intersection of Blue River Hills Road and Tuttle Creek Boulevard in Manhattan.

Preliminary reports indicate weather conditions heavily factored into the collision. Two vehicles were towed and one driver was transported to the hospital for non-life-threatening injuries. Police released no additional details early Wednesday.

TOPEKA, Kan. — In response to the need to provide more Therapeutic Family Foster Homes (TFFH), the Kansas Department for Children and Families (DCF) announced Tuesday that seven agencies will receive $4,765,355 in grants to build capacity through innovative approaches that will significantly increase the number of homes available and provide needed training and supportive services.

Last year, the Kansas Legislature appropriated $6 million in State General Funds to support the TFFH capacity building program. TFFH receive increased training and supportive services to provide a temporary home for youth with significant emotional, behavioral, or mental health needs. &nbsp;The homes are part of the continuum level of care and support as a resource for children and families.

“Together, the selected agencies will grow the network of Therapeutic Family Foster Homes while providing meaningful services and supports,” said DCF Secretary Laura Howard. “The approaches by the agencies span a number of thoughtful innovations with an ability to have resources customized to meet a child’s or family’s individualized needs.”

The innovative mix of service delivery options will result in specific recruitment strategies and increased wraparound supports to resource families, biological families and youth. Some grants include collaboration with agencies who operate similar programs or support youth requiring a therapeutic level of care.

“DCF is committed to providing supports and services to all agencies sponsoring these types of homes,” Howard continued.

The grants are effective March 1, 2024 to June 30, 2025 with the possibility of three one-year renewals. The remaining $1.2 million of the allocated resources will be available to provide other TFFH supports, training and services.

Two Hutch Post area agencies are part of the grantees.

Eckerd Connects plans to support 5 to 8 TFFH, with an initial award of $131,117 and a total possible award of $332,014.Eckerd Connects will establish five to eight TFFH homes in Sedgwick, Butler, Cowley, Sumner, and Reno counties to provide TFFH services to youth placed in these homes. The approach will include a recruiter/trainer, clinical licensed mental health professional, respite, support groups, mentoring, flex funds and specialized training for TFFH. Eckerd will make their Functional Family Therapy program available to assist with care coordination and rapid response to support TFFH placements. Eckerd is creating a TFFH Peer Respite model to ensure respite support is available to families providing TFFH as well as accessing flex fund supports for TFFH.

Foster Adopt Connect plans to support rapid expansion of their Behavioral Intervention Program, with an initial award of&nbsp;$82,930 and a total possible award of&nbsp;$189,507.&nbsp;Foster Adopt Connect will support a rapid expansion of their Behavioral Intervention (BI) Program into Johnson, Wyandotte, Bourbon, Crawford, Shawnee, Douglas, Leavenworth, Reno and Ellis counties. BI is an in-home support that engages both parents and children with daily management of behaviors to decrease the need for short term hospitalization and assist with crisis de-escalation, re-direction, and the teaching of positive replacement behaviors to the youth. BI services can follow the child and be available to support the transition to either the parents’ home or an adoptive placement.

DCF announces foster home grants

Geary County Commissioners were informed this week that Stormont Vail Health is making progress on upgrades to the Flint Hills Campus structure in Junction City. Some of them include big changes to the boiler room. They range from installation of mixing valves to hot water heaters.

The first new boiler should arrive the second week of May and be operational by about June 11. Eventually by the end of August or the early September time frame all three boilers should be identical with burners and controls.

Other work ranges from air handling for the kitchen area to design work for future tower and Medical Arts Building upgrades. Plans include replacement of heating and air on all three floors of MAB One.

Stormont Vail is making a 3-5-7 year plan on how to use the building.

They range from installation of mixing valves to hot water heaters.The first new boiler should arrive the second week of May and be operational by about June 11. Eventually by the end of August or the early September time frame all three boilers should be identical with burners and controls.Other work ranges from air handling for the kitchen area to design work for future tower and Medical Arts Building upgrades. Plans include replacement of heating and air on all three floors of MAB One.Stormont Vail is making a 3-5-7 year plan on how to use the building.

The Blue Jays FCCLA team, which consists of Armani Coleman, Macie Muto, Rilynn Hotard and captain Gracie Erichsen, recently claimed a Wild Card LifeSmarts competition title to qualify for nationals. By winning the wildcard, Junction City High School became the first team ever from the state of Kansas to be selected as a wildcard to compete at the national competition. In all, there were only five teams selected in the United States for the wildcard bid.

“We are very honored to be one of the five wildcard teams selected nationally to attend the championships and represent the state of Kansas, as well as Junction City High School,” said Joanna Erichsen, JCHS FCCLA coach. “This is such a great program for real life competition that they will use beyond high school and there are so many scholarships available that the team has applied for.” The quartet will now travel to San Diego the week of April 18-21 to compete against 48 other teams, nationally, for the right to be crowned the 2024 

LifeSmarts Varsity Team National Champion. LifeSmarts, a consumer education and life skills competition, challenges teens about personal finance, health &amp; safety, the environment, technology &amp; workforce preparation, as well as consumer rights and responsibilities, is a program of the National Consumers League.

In this program participants can form teams of six people who then over an eight-week period cover a composite distance ranging from 480 to 1,152 miles. Deb Andres, Geary County Family &amp; Consumer Science Agent, said this is the 24th year for the program. "It's designed to be a health initiative where you can make a change in your lifestyle by increasing your walking and exploring your combination of fruits and vegetables, drinking water and getting adequate sleep. "

The cost to participate is $10 per person. One person for each six-member team will serve as the captain. Participants can also choose to purchase shirts.

(JUNCTION CITY, Kan., March 25, 2024) – Stormont Vail Health Flint Hills Campus has continued its commitment to improving infant and maternal health by earning recognition through High 5 for Mom &amp; Baby, a program developed by the United Methodist Health Ministry Fund to increase breastfeeding initiation and duration rates in Kansas.

This program provides resources and a framework to help hospitals and birth facilities implement practices that support successful breastfeeding, leading to better maternal and infant health outcomes and reducing racial and ethnic health disparities.

To obtain High 5 for Mom &amp; Baby recognition, Flint Hills Campus must complete a voluntary, selfreported evaluation and follow at least 5 of the 10 evidence-based practices:

1. Facility will have a written maternity care and infant feeding policy that addresses all 10 High 5 for Mom &amp; Baby practices supporting breastfeeding

2. Facility will maintain staff competency in lactation support

3. All pregnant women will receive information and instruction on breastfeeding

4. Assure immediate and sustained skin-to-skin contact between mother and baby after birth

5. All families will receive individualized infant feeding counseling

6. Give newborn infants no food or drink other than breastmilk unless medically indicated

7. Practice “rooming in” - allow mothers and infants to remain together 24 hours a day

8. Families will be encouraged to feed their babies when the baby exhibits feeding cues, regardless of feeding methods

9. Give no pacifiers or artificial nipples to breastfeeding infants

10. Provide mothers options for breastfeeding support in the community (such as a telephone number, walk-in clinic information, support groups, etc.) upon discharge

MANHATTAN, Kan. – Sometimes, developing positive lifestyle habits takes just a little nudge. Take, for instance, a daily walk.

Sharolyn Jackson explains it like this: “Perhaps a barrier to getting a couple of short walks in during your work days is that the shoes you wear for work are not comfortable for walking. So, keep a pair of walking shoes in your office or workplace.”

Jackson, a K-State Research and Extension family and consumer sciences specialist in northeast Kansas, is the state leader of the popular Walk Kansas program that routinely draws more than 4,000 participants in the state and across the country.

<a href="https://www.walkkansas.org/" target="_blank">Signup is currently underway online for Walk Kansas</a>, which encourages participants to form teams of six that collectively and virtually walk across the state of Kansas – or approximately 423 miles – in eight weeks.

Walk Kansas is also open to those who want to take on the eight-week challenge by themselves.

Jackson said this year’s program includes many features familiar to past participants, including a weekly activity log, fun facts about sites throughout the state, and a weekly newsletter.

But she’s also excited about three webinars that will help spur participants’ motivation, including:

“Many of the positive habits that we can shift don’t require a lot of effort or willpower,” Jackson said. “These are things we can weave into our day and link to things we already do.”

Jackson said there is “a real science” behind shifting habits.

“Let’s say there’s a habit that you want to change,” she said. “You can break that down into your habit loop and the micro-steps to determine the cue that’s nudging you to make a particular behavior (that you want to change).”

Jackson said environment, resources or support systems can often be shifted to help encourage a healthier habit.

“If we can become accustomed to knowing what is going to help nudge us a little bit further toward the positive habit, then that’s what we’re looking for, because habits are derived from implicit memory, or things we do unconsciously, like tying your shoes or riding a bike.”

“When you get to a point that it becomes that type of habit, you just do it as part of your day, and even a one degree change in your habits can have a profound change in your life.”
