Geary County Sheriff Eric Coffman says it appears his department will have to provide some school resource officer support at Junction City High School with at least one person. Coffman noted that there have been issues with coverage capabilities with the city unable to&nbsp; get them. Cofffman said the high school recently reached out to the Sheriff's Office.

Details are still being worked out but April 1 is a probable start date for the Sheriff's Department to provide the service and it would continue through the end of the school year. The Department would be reimbursed for the service.

There has been an assessment of the current Geary County jail. To make all the recommended improvements would carry a cost of around $29 million, according to a report received Monday by the Geary County Commission. It is possible that number could change in the future.

The assessment of the facility came from a senior associate of HMN of Overland Park, Shawn Harding.&nbsp;

The Detention Center was initially built in 1959 and there have been add-on structures in 1986 and 2006. The 1986 structure was recommended for demolition as was the case with some segments of the 1959 structure. The 2006 addition is still considered relatively new.&nbsp;

Some of the deficiencies mentioned in the structure ranged from damage to walls in the 1986 structure to code issues, ADA issues , water lines and roof issues. Mechanical challenges, electrical and fire protection issues were mentioned.

County officials do plan to look into whether it will be more cost effective to build a new facility.

No final decisions have been made on this possible project. It will be studied.

The canvass of the Presidential Preference Primary votes in Geary County was completed Monday. County Clerk Courtney Gilbert said there were 13 provisional ballots, with 7 recommended to be counted.

Voter turnout was 4.65% for Geary County. For the Republicans Donald Trump had 473 votes while Joe Biden had 244 for the Democrats.

A special board was hired to conduct an audit last Thursday of the Presidential Preference Primary Election. Seven Election Board Workers of different political parties completed an audit of the election and the board found no discrepancies.

MANHATTAN —Authorities are investigating a house fire in Manhattan. Just after 1a.m. Monday, the Manhattan Fire Department responded to a house fire at 714 Pottawatomie Avenue, according to a media release. 

Crews found a single-story home with flames showing from the rear of the home.&nbsp; &nbsp;The home was searched and the fire was extinguished in less than 10 minutes. 

&nbsp;One firefighter suffered a knee injury and was taken to the hospital and released. The building is a one-story, single-family dwelling with a basement. Loss is estimated at $15,000 to contents and $30,000 to the structure.&nbsp;

The occupants escaped before fire crews arrived. They are now displaced and assisted by the American Red Cross. 

The owners are listed as John, Robert, Craig, Guliford, Ruthie, Lucas, and Linda Harper.

TOPEKA – The Kansas Corporation Commission (KCC) reminds utility customers that there are two important dates coming up that they should be aware of.  First, the deadline to apply for the Low Income Energy Assistance Program, known as LIEAP, is Friday, March 29. LIEAP is a federally funded program administered by the Kansas Department of Children and Families. LIEAP applications must be received by the Kansas DCF office by 5 p.m. on Friday.

In addition, the Cold Weather Rule ends on Sunday, March 31. The Cold Weather Rule protects residential customers, served by KCC regulated utilities, from disconnection when temperatures are forecast to drop below 35 degrees.

When the Cold Weather Rule is in effect, regulated utilities are also required to offer a 12-month payment plan upon request, even if a previous payment plan has been broken. When that protection ends on Sunday, failure to make arrangements or failure to adhere to an already established payment plan could result in disconnection. Reconnection after March 31 may require past due balances be paid in full, depending on the utility's policy.&nbsp;

KDOT reports that I-70 Exit 295 has been scheduled to remain open for as long as possible. It will be closed at a later date when construction on the interstate moves west moves west.&nbsp;

 Phase 2 of 3 is underway for the I-70 Pavement Replacement in Junction City- One lane in each direction at a reduced speed.- Median crossovers carry one lane of westbound traffic through construction via the eastbound lanes while deteriorated pavement is replaced.- Westbound I-70 ramps will be closed at times to allow for pavement replacement

&nbsp;A 2014 Chevy Silverado driven by Kenda Jantz, 19, of Abilene, was involved in a crash at the intersection of Welsh Road and Lasita in Leonardville, according to Monday's Riley County Police Department activity report.

First responders found the pickup on its top in the ditch.&nbsp; Jantz was trapped and had to be was extracted from the pickup. She was transported to the hospital for non-life-threatening injuries.&nbsp; Police reported no additional details.&nbsp;

Kan. teen hospitalized after pickup  rollover crash

HUTCHINSON, Kan. — Kansas is exploring how a pay-per-mile road usage charge could potentially replace the current gas tax as a new way to fund roads and bridges.

"We're trying to proactively explore whether an alternative revenue stream could be a sustainable long-term funding source for our state with transportation investments on our roads and highways," said Joel Skelley, Director of Policy with the Kansas Department of Transportation.

Joining the pilot at&nbsp;<a href="https://www.midwestruc.org/">https://www.midwestruc.org/</a>&nbsp;is free and some participants could get $100 if they meet certain data goals.

"We need people to sign up to participate in the pilot, "Skelley said. "They can provide us with the opportunity to work with them, to explote their perceptions of a Road Usage Charge, what they see as a benefit or a con to that type of mechanism to report mileage and invest in the highways in that way."

There are several ways that you can get the data that is needed.

"It varies anywhere from manual entry, which would be, you would basically take at the beginning of the pilot study and enter in your odometer reading. You'd go to a website and just type it in, I'm registered to participate in the pilot, here's the odometer reading that we're starting at," Skelley said. "At the end of the pilot, they would go back in to that same website and enter in the ending mileage. Another option they would have is to, in a similar fashion, take a photo of their odometer each month that they participate in the pilot, starting at the beginning and then at the end of the first month, the end of the second month, at the end of the third month, at the end of the pilot. That would then be inputted through an app on their phone, taking that photo. Another option, again using a phone, would be an application that would record the mileage as they drive, similar to if you enter in a map for a trip in Google Maps or Apple Maps, or any other mapping software that you're using to help give you turn by turn directions, a similar application would then also record the mileage that you drive each day and then report that into the pilot study. Lastly, there's another option people may be able to have. That is actually in board vehicle telematics."

Brands like Volvo, Mercedes, Toyota and Tesla have telematics.&nbsp;A telematics device is an instrument that records information about your driving behavior, including how fast you drive, how hard you brake, and the distance you drive. Sign ups are needed through the end of March.

"They can provide us with the opportunity to work with them, to explote their perceptions of a Road Usage Charge, what they see as a benefit or a con to that type of mechanism to report mileage and invest in the highways in that way."There are several ways that you can get the data that is needed."It varies anywhere from manual entry, which would be, you would basically take at the beginning of the pilot study and enter in your odometer reading. You'd go to a website and just type it in, I'm registered to participate in the pilot, here's the odometer reading that we're starting at," Skelley said. "At the end of the pilot, they would go back in to that same website and enter in the ending mileage. Another option they would have is to, in a similar fashion, take a photo of their odometer each month that they participate in the pilot, starting at the beginning and then at the end of the first month, the end of the second month, at the end of the third month, at the end of the pilot. That would then be inputted through an app on their phone, taking that photo. Another option, again using a phone, would be an application that would record the mileage as they drive, similar to if you enter in a map for a trip in Google Maps or Apple Maps, or any other mapping software that you're using to help give you turn by turn directions, a similar application would then also record the mileage that you drive each day and then report that into the pilot study. Lastly, there's another option people may be able to have. Kansas getting ready to start Road Usage Charge pilot program

(JUNCTION CITY, Kan. March 23, 2024) – Stormont Vail Health has welcomed emergency physician Dr. Rebecca Weller to the Flint Hills Campus Emergency Department, in Junction City. As a board-certified specialist with over 20 years of experience, Dr. Weller provides emergency care for patients requiring immediate medical attention for trauma, sepsis, burns, strokes, and other acute illnesses and injuries.

"The one thing I really want people to know is I have a lot of experience in emergency medicine," Dr. Weller said. "My patients get someone who knows how to do the procedures they need and has the experience. I've seen a lot of things, taken care of a lot of things, and care about the community, the hospital, and the particular patient and their medical problems."

Dr. Weller's decision to become a physician was as practical as her approach to medicine. As a freshman in high school, her advanced placement biology class took a field trip to the anatomy lab at K-State. While this experience piqued her interest, she realized that she was the only student in the class with an appetite for lunch afterward, which solidified her decision to enter the medical field.

With her focus on physicianship, Dr. Weller sought her medical degree at the University of Kansas School of Medicine in Kansas City, Kansas, intending to become a forensic pathologist. However, after several emergency medicine-related rotations sparked her interest, she changed her path. She completed her emergency medicine residency at the University Health Truman Medical Center (UHTMC)/University of Missouri at Kansas City (UMKC) School of Medicine Department of Emergency Medicine.

.Although the patients and conditions she cares for differ daily (or even every hour), Dr. Weller's approach remains the same. We all hear or read about it. Some say we should cut taxes, but then they say the City needs to do more. This may include more street repair or may be make improvements to areas such as Grant Avenue. Or maybe it is to make major improvements on South Spring Valley that were mentioned recently that apparently were promised 17 or so years ago. Soon the City staff will begin working on the 2025 City budget and in early June this budget will be taken to the City Commission for review, adjustments, and ultimately approval.

When we discuss budgets, I often find it best to go with some basics. I have found one of the best ways to discuss budgeting it so bring out the “Budget Box”. May sound funny, but bear with me for a few minutes. For this example, we are going to just deal with the funds that are dependent on property taxes and not the funds that are enterprise funds such as water, waste water, sanitation, and storm water.

So, the size of the box is determined by the amount of revenue the City receives. We will discuss other funds later, but for now let’s just focus on property taxes. In the large box there are 5 smaller boxes that fill the space. All 5 of these funds receive property tax, motor vehicle and other vehicle taxes. For the most part each smaller box stands on its own and can’t be reduced to make room for another except for 1 that we will mention later. The smallest of these is for Economic Development as about 2% of property taxes are needed. The City has an agreement with the County and the Chamber of Commerce to operate the Economic Development Committee. There is some funds in reserve for some projects from time to time.

The next on the list is the Fire Equipment Reserve that needs about 4% of the taxes. Even though the Fire Department is included in the General Fund, State law allows a reserve fund for equipment. For the most part this fund is to build a reserve as bottom-line, the equipment used by Fireman is not cheap, so funds are available when needed. Next is the Library Fund that is used to fund the Dorothy Bramlage Public Library. This takes about 8.4% of your tax dollar.

For 2024, a smidge more than 18% of taxes is needed for debt service of General Obligation Debt. 10 years ago, it was over 50%. The Debt service Fund also receives a 1% City sales tax. The refinancing of bonds over the past few years to lower interest rates allowed less tax dollars for debt and those could be moved to the General Fund.

The General Fund is the largest of the 5 as over 2/3rds of your taxes go here. The General Fund includes Police, Fire and EMS, Streets, Parks, and Municipal Court and Legal. General Fund dollars also are needed for Administration and IT, but the transfer of enterprise funds also contribute. This fund also received revenue from sales tax, franchise fees, fines, and other fees.

So, let’s focus on the large Budget Box. Some may say we need to spend more money on streets for example. We have basically 2 choices, make the box bigger or take something out of a box. Each year we hear of many ideas, but to spend more you have to increase taxes, therefore it boils down to priorities.

Naturally everyone has their individual thoughts but remember what is important to you may not be as important to someone else. One may want more street improvements, but another may want more dollars for Parks and Recreations. Of course, we still have to fund Police, Fire and EMS.

As I mentioned above, lowering the large amount of debt that was accumulated at the time when the City hit Financial “Rock-Bottom” is going to free up more funds. In 3 years when the 2028 Budget is being developed there will be $3 Million less needed for debt service than is needed in 2024. The “debt tunnel” has been long, but the light is shining. This debt path has been tough, and funds spent covering that debt could have been used elsewhere. However, “It Is What It Is.” We can cut many expenditures but that one can never be cut out of the budget until it is retired.

An annual event unfolded in Junction City on Saturday morning. Children descended on the grounds of Valley View Senior Life to scoop up 30,000 Easter Eggs.

Melissa Tyson, Director of Marketing, said there are three age groups for participants including 0-3, 4-7 and 8-11. "We have about 50 prizes, $1,000 in cash throughout all age groups." Valley View partners with Flint Hills Church on the hunt. "They help volunteer every year. Just want&nbsp; to say thank you to our staff here at Valley View, the fraternity and sororities that help stuff all 30,000 eggs.

Tyson noted that she loves seeing the community attend and hunt the eggs. It takes just a few minutes for all of them to be picked up.&nbsp;

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.7% in February. This is an increase from 2.6% in January and a decrease from 2.8% in February 2023, according to a media release from the Kansas Department of Labor.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 3,600 from January. Total nonfarm includes private sector and government employers. Private sector jobs increased by 3,800 over the month, while government decreased by 200.

The unemployment rate in Geary County jumped from 3.5 percent in January to 4.4 percent.&nbsp;&nbsp;The rate in Riley County is up from 1.7 percent in December and 2.6 percent in January to 3 percent. The rate in Pottawatomie and Wabaunsee counties is also up slightly

“Kansas employers added jobs in February, with total nonfarm job estimates increasing by 3,600,” said labor economist, Emilie Doerksen. “The largest gains were in construction and leisure and hospitality.

Both of these industries added more than 1,000 jobs.” Since February 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 13,000. This change is due to an increase of 8,700 private sector jobs and an increase of 4,300 government jobs.

Jobless rate in Geary County up slightly 

RILEY COUNTY —Two people were injured in an accident just after 4:30p.m. Friday in Riley County

The Kansas Highway Patol reported a 1996 GMC SC1 driven by Spencer M. Berry, 22, Manhattan, was westbound on Marlatt Avenue at Seth Child Road.

The driver failed to yield. A northbound 2003 Ford Econoline driven by&nbsp;Pixley, Mark R. Pixley, 63, Manhattan,&nbsp;collided with the pickup.

EMS transported Berry and Pixley to Via Christi in Manhattan. Berry was later transferred to Stormont Vail in Topeka. Both drivers were properly restrained, according to the KHP.

Participants in a childcare crisis summit have set overall goals for an effort to improve the service in Geary County. There is a big shortage in the county, which has one of the highest rates of need in Kansas.&nbsp;Geary County employers and families have 1,800 less child care placements than are needed.

Looking at the issue from a business / industry angle Geary County Family &amp; Consumer Science Extension Agent Deb Andres explained that goals include:

--Coalition leadership capacity needs to be built including goals and vision.

--Establish community partnerships with business / industry partners and small business owners.&nbsp;

--Funding will be a need but a community needs assessment will have to be implemented so data can be obtained from it. "Because that's foundational to acquire any state or national funding, said Family &amp; Consumer Science Extension Agent, Deb Andres.

A total of 61 people participated in the summit which included local residents and representatives from USD 475 and Kansas State University. On accomplishments, Andres noted that there was a lot of information sharing that people were not aware of. "I think that everybody could see where they sit at the table in helping work in building childcare capacity in Geary County.

The next step will involve a debriefing with&nbsp; the planning team. There will be a review of information showing who would like to help with&nbsp; the leadership role. Leaders including a president and vice president need to be put in place.

There were a number of information points presented during the summit. The childcare crisis has one of the highest rates of need for both people and businesses. Sometimes one reason an employee is not productive is due to stress so affordable childcare helps businesses with productivity.

To make a difference in meeting the childcare need a&nbsp; dedicated leader with passion is necessary. The effort needs ongoing visibility and push. Investing in the existing workforce is critical.

One gap for childcare includes both before and after school times. Also, there are not enough slots for children in the area.&nbsp;

An estimated 15 - 20% of annual income is required per child. Providers cannot afford to charge less but parents often cannot pay more.

The summit was a good first step but it was only one step. There has to be a commitment to creating goals and strategies.

USD 475 has a plan for a new early childhood center on the site of the former Junction City High School location. It is expected to open by the&nbsp; fall of 2026. Early childcare classrooms at scattered school locations in Junction City will be moved into the new center.&nbsp;

The cast of this interactive murder mystery show include: Jan Gray, Curtis Gray, Tom Brungardt, Patti Walker, Bill Powers, Heather Strafuss and Andrew Liebau. Along with the interactive murder mystery, a diner dinner will be served with a cash bar and retro ice cream treats. Prizes will be given for the best 1950s costumes. &nbsp;

Prizes will be given for the best 1950s costumes. &nbsp;The Murder Mystery event will be held April 12th and April 13th&nbsp;at 6pm. Tickets are $50 or $270 for a table of six. All proceeds benefit the Historical Society and tickets can be purchased at the Museum or reserved over the phone at 785-238-1666.The event is sponsored by Simply 115 and Twin Valley.
