Monday in the Geary County Sheriff’s Office training room there was a retirement reception for Deputy Ronnie Frandin. 

Operations Captain Reyan Rikoric said Frandin began his career at the Junction City Police Department in 1996 and moved to the Sheriff’s Office in 2004. Frandin served a total of 20 years with the Geary County Sheriff’s Office and 8 years with the Junction City Police Department.

Geary County Commissioners received both bad and good news about sales tax revenues on Monday.&nbsp;

Sales tax revenues for the January through March time frame this year were down for the general fund just under $30,000 compared to 2023 and for the hospital dedicated tax down $4,700. For the good news County Finance Director Tami Robison noted 25% into the year that for the hospital dedicated tax 25.41% of the amount budgeted was received. On the general fund the county has received 31.35% of their budget, which is above the 25% mark in the year. "While we have collected less than 2023 we're still okay budgetarily for what we budgeted."

Commissioner Trish Giordano noted, "Shows how important it is to shop local." Commissioner Alex Tyson pointed to Fort Riley deployments, saying "We don't have everybody here so that should change in a few months I believe."

Fire Chief Jason Lankas has announced that the Junction City Fire Department will continue hydrant testing starting April 1st during the hours of 8:00 AM to 5:00PM Monday through Friday. The City hydrants will be tested to ensure they're operable and able to produce the required water pressure when needed to supply water for firefighting purposes.

Because this testing must be done during normal operating hours, it is impossible to know in advance just where or when exactly the testing will take place in any specific area.

Opening hydrants can sometimes cause a temporary discoloration of water in nearby homes. The discoloration is not harmful in any way and can be cleared up by running the water for a few minutes.

This kind of testing not only ensures the protection of Junction City residents and is also an evaluation indicator used by the Insurance Services Organization which rates cities according to the fire protection they offer. The recent Insurance Services Organization rating resulted in the elevation of Junction City to a Class 3 protection rating.

The following areas is where this year’s testing of hydrants will be;

1st concentration – Zone 213 east of U.S. Highway 77 to Caroline Avenue and south of Saint Marys Road to Goldenbelt Boulevard

2nd concentration – Zone 215 south of I-70, and west of U.S. 77 Industrial Park Area

3rd Concentration – Zone 210 east of Eisenhower Dr. to Madison Street and north of 8th Street to Ash Street.

4th Concentration – Zone 207 east of Eisenhower Drive to Madison Street and from 8th street to the north

5th Concentration – Zone 203 east of 77 Hwy to Custer Rodd and everything north of North Park Drive.

RILEY COUNTY —Law enforcement authorities are investigating alleged fraud in Manhattan.

On Marh 29, officers filed a report of forgery, making false information, and theft by deception in the 200 block of S. Seth Child Road, according to the Riley County Police Department activity report

Community First National Bank, First National Bank, and Bayer Construction reported a 56-year-old man from Topeka fraudulently cashed checks and or paid for services with fraudulent checks. 

Total loss associated with this report is $10,099.78.

RCPD investigating $10,099.78 check fraud in Manhattan

An interchange on Interstate-70 at Taylor Road on the southwest edge of Junction City has been approved by the Kansas Department of Transportation (KDOT) , but the final decision to build the interchange is still pending. The topic will be on the city commission meeting agenda Tuesday night for discussion.

According to a City agenda packet one of the issues would involve&nbsp; development of the local infrastructure to make the area a vital economic resource. There is an estimate prepared for a previous grant application that includes all costs including those of KDOT and costs of long range improvements to the area. That combined total was approximately $41.2 million. City staff noted that a water tower at I-70 and Taylor Road estimated at about $3.1 million, may not be needed at the present but may be in the future.

The staff recommendation said that this is part of the discussion to pursue the project of an interchange if the community so desires. Though it is hard to say, the opportunity for an interchange may not be available for many years if not completed at this time. 

No final action has been taken on this project.

The city commission meeting begins at 7 p.m. Tuesday at 701 North Jefferson.

Taylor Road Interchange discussion will be on the City Commission agenda

Kansas lawmakers are set to receive a substantial pay raise next year. Some say that's key to recruiting more young and working class people to run for office.

At just 35 years old, Democratic Rep. Rui Xu is in his sixth session as a Kansas lawmaker. While it’s a role he’s happy to serve in, it does come with costs.

For example, instead of staying in Topeka during the session like many lawmakers, he drives two hours each day to and from his district in Johnson County. It’s so he can be home with his wife and a young daughter.

“I love this job. I think I’m pretty good at it,” Xu said, “but I don’t love it to the extent that it’s worth missing five-sevenths of my daughter’s life.”

Extra travel and time away from family are just a couple of the challenges that come with being a Kansas lawmaker, and they’re some of the motives behind a recent push to give legislators a substantial pay raise.

Currently, rank-and-file Kansas legislators make about $30,000 per year. That includes both a salary and a per diem, which covers daily expenses. Starting next year, that will nearly double to $58,000 – at the suggestion of an independent commission on lawmaker pay.

Legislators created the panel to study their pay and make a recommendation, partly to make it look less like they were giving themselves a raise.

Proponents of the raise, like Republican Rep. Tory Marie Blew, said the current pay often prevents average, working-aged people from running for the Legislature, especially younger people and those with a more modest income.

“Paying somebody not even $100 a day, you’re not going to have a true citizen legislature because only those independently wealthy can do it,” Blew said.

Blew is another one of the youngest members of the Kansas House. Now in her seventh year as a lawmaker, she was elected at just 23 years old.

To help make ends meet, she works another 20-hour job from Friday to Sunday back home in Great Bend. She said some other lawmakers work remote jobs during the session.

“It’s not uncommon to leave the capitol at 8 p.m., 10 p.m. and see that there’s people in their offices working up here still,” Blew said.

Blew is expecting her first child soon and has a vested interest in making the job more attractive to people her age.

She’s also spearheading an effort to develop a child care center at the Statehouse, not just for lawmakers but also state employees.

Blew said people at different stages of their lives can bring different perspectives.

“I want to make sure that we do have younger folks who are up here and bringing in that knowledge,” Blew said.

But not all lawmakers support the raise. Some argue being in the Legislature should be more about a passion for service than the money.

Republican Senator Rob Olson tried on the Senate floor to convince his colleagues to reject the raise entirely. He later pushed a much smaller pay increase as an alternative.

“This is not a place where you should get rich,” Olson said. “What you’ll have is senators and House members that will be here for a long period of time.”

The salary currently rests just below&nbsp;<a href="https://www.census.gov/quickfacts/fact/table/KS/INC910222#INC910222" target="_blank">the median income in Kansas</a>&nbsp;but will be securely above it after the raise. It will also be about $15,000 higher than the average state lawmaker’s compensation in the United States.

But raising lawmaker pay doesn’t always have the intended result.

Nicholas Carnes is a political scientist at Duke University who specializes in public policy. He co-authored a 2016 study that found higher pay doesn’t necessarily translate to more economic diversity in state legislatures.

Carnes said there are often bigger barriers to winning a seat. That could be a lack of time or knowledge, or simply raising the money it takes to run a campaign.

“If you’re living paycheck-to-paycheck, you can’t reduce your hours at work to run a campaign and still make ends meet,” he said.

But Carnes still believes improving legislator pay is worthwhile. He said research shows better pay can have other benefits, like encouraging lawmakers to put in more effort and take the job more seriously.

“You don’t want to cheap out on the people who make choices that affect you and everyone around you in your state,” he said.

Want more young Kansans to run for office? A coming pay raise might help

Junction City police report that in the last two weeks, ongoing investigations into fentanyl distribution have led to significant breakthroughs. JCPD Officers and Detectives have seized more than 2,300 fentanyl-laced pills, known as "Dirty 30s," along with 3 kilograms of pure fentanyl. This seizure has removed the equivalent of approximately 1.5 million potential lethal doses of fentanyl from the streets, considering both the pills and the pure fentanyl seized. 

Police said multiple arrests have been made. According to the Kansas Highway Patrol, on Friday, KHP Lieutenant Baquero discovered two Black and Gold Katana Type Samurai Swords just east of the Milford Lake Road exit on easbound Interstate 70.

Along with these swords, there was a third item found, which the KHP believe is helpful in determining the rightful owner.  After thorough investigation with local authorities, the KHP confirmed these items are not connected to any ongoing investigations. They’re now in KHP possession as Found Property, located at the KHP central evidence facility near Salina.

The Milford Lake day use areas will be changing this recreation season.• They include Curtis Creek Boat Ramp, Farnum Creek Boat Ramp, School Creek Boat Ramp, West Rolling hills Boat Ramp and East Rolling Hills Beach. Starting 1 April, 2024, there will be QR codes at the boat ramps and beach for payment, instead of the white cash envelopes or an electronic fee machine.

Day use passes are $5.00 per day and the permit expires at 11:59pm on the day of purchase. Annual day use passes are $40.00 and are valid for 12 months from the purchase month. There was an Intergenerational Activity in Junction City coordinated by I.C.A.R.E.

Jennifer Gilbert's Kindergarten Class from Sheridan&nbsp;Elementary and Valley View Senior LIfe Residents, enjoyed an Easter Activity.&nbsp;

There were 150 students from Spring Valley Elementary School that made and&nbsp; distributed additional Easter Cards to Valley View Senior Life Residents, Brookdale Senior Living, and to recipients who receive Meals On Wheels.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;

D. Karns JAG Middle School Students made special Easter Cards and wrote letters to their Pen Pals as well.

TOPEKA - On Monday, April 8, a total solar eclipse will cross North America. The Kansas Department of Transportation and the Kansas Highway Patrol advise travelers to plan ahead as traffic is expected to increase.

“Remember that the shoulders of highways and interstates are for emergencies only,” said KHP Capt. Candice Breshears. “Finding a safe and secure location to view the eclipse is a must for all travelers to make it to their destinations safely.”

Travelers should be patient, avoid distractions and practice safe driving habits.

“Pay attention to the roadway, not the sky,” said KDOT Director of Safety Troy Whitworth. “Be on the lookout for other drivers who may be distracted. Traffic will most likely be heavy before, during and after the event in the locations where the eclipse can be viewed. So, plan your travel accordingly.”

Kansas is not in the direct viewing area of the total solar eclipse. It will begin in Mexico and enter the U.S. in Texas, and parts of 14 additional states will experience the total solar eclipse as it travels northeast across the country. Then it will enter Canada.

According to the National Weather Service, a total solar eclipse occurs when the moon’s elliptical orbit is towards its minimum distance from Earth, making the moon appear larger than the sun. This allows the moon to completely obscure the sun, and a shadow is cast on the Earth’s surface.

Use specialized eye protection to view the sun during this time. Check the weather and plan accordingly – make sure to dress properly and be prepared for potential weather incidents when driving long distances. More than1 85% of the staff worked in Junction City while Konza had more than $8.8 million in salaries, wages and benefits.

Danielle Hallgren, CEO, explained that approximately 72% of their business involves dental treatment. Among some of the other services are virtual behavioral health and there is also a substance use disorder program.

Overall patient visits were up about 5% over 2022, and within the 10-county service area they come from 4o zip codes. Healthcare comes from Konza but they are also an economic engine. 

A total of 54% of patient revenue was received from Medicare and Medicaid. Grant funds were also utilized.&nbsp;

Hallgren provided the information in a recent annual report to the Junction City Commission.

Junction City, KS - Junction City Main Street bids farewell as Michaela Joyce steps down from her position as Executive Director, effective mid-May 2024. After two years of service, Joyce has stepped down to pursue a new opportunity in Austin, Texas with her husband.

Joyce’s leadership has been instrumental in the incredible growth that Downtown Junction City has seen over the past few years. Last year the downtown welcomed 13 new businesses and had over 8 million dollars invested throughout the district through building updates, grants, and donations.

“This community has impacted me in so many positive ways and this truly was one of the hardest decisions I have had to make. The people here are what make Junction City/Geary County what it is and that is what I am going to miss the most. However, our program has become a movement for this community, and I truly want that to continue full steam ahead.” Said Joyce.

“We have bittersweet feelings as we say goodbye to Michaela. She was our first full-time director and has worked very hard to get our organization established in the community. We have seen incredible success and have already become a high-achieving Main Street program which Michaela has had a tremendous hand in getting us there so quickly.” Said Sheila Markley, Junction City Main Street Chair.

The search for Joyce’s replacement is already underway, and officials are confident she will find a worthy successor to continue Junction City Main Street’s mission and vision. Interested applicants should apply on Indeed.

The Geary USD 475 Board of Education on Tuesday evening will discuss the start and dismissal times for secondary schools for the 2024-2025 school year.

Last month staff shared data to support the time changes for transportation reasons and academic time spent out of the classroom.

Junction City High School would begin at 7:40 a.m. and dismiss at 2:55 p.m.

City Middle and Fort Riley Middle Schools would begin at 8:30 a.m. and dismiss at 3:45 p.m.

Staff recommends that the Board approve the new secondary start and dismiss times for the 2024-2025 school year.&nbsp;

WASHINGTON, D.C. — Today, the Department of Veterans Affairs announced that it has enrolled 2,762 Kansas Veterans in VA health care over the past 365 days – 39.32% more than&nbsp;it enrolled the previous year. Nationally, VA&nbsp;enrolled 401,006 Veterans in VA health care over the past 365 days – 30% more than the&nbsp;307,831 it enrolled the previous year. This is the most yearly enrollees in at least five years at VA, and nearly a 50% increase over pandemic-level enrollment in 2020.

VA also&nbsp;<a href="https://news.va.gov/press-room/all-wwii-veterans-are-now-eligible-for-no-cost-va-health-care-and-nursing-home-services/" target="_blank">recently expanded health care to all World War II Veterans</a>.

VA is able to serve these new enrollees, in part, due to last year’s record hiring in VA’s Veterans Health Administration.&nbsp;Last year, we exceeded&nbsp;our hiring goals in the Veterans Health Administration – growing at the fastest rate in 15 years and bringing in more than 61,000 new hires – to prepare for an increase in VA health care enrollment among Veterans under the PACT Act. In total, VHA now has more employees than ever before in our history, and VA’s retention efforts also led to a 20% decrease in turnover rate among VHA employees from 2022 to 2023.

PACT Act has resulted in more Kansans in VA health care

RILEY COUNTY —A Kansas man with a long history of crime is under investigation on new allegaions.

Just after 3p.m. Thursday, police arrested 41-year-old Wendell Parrish, of Manhattan in the 1000 block of South Seth Child Road, according to the Riley County Police Department activity report.

Mendoza noted that big crowds were experienced at both locations with long lines of people waiting to get in.Geary County is hosting KCAC Conference events including the recent KCAC men's and women's Bowling Tournaments and the upcoming 2025 conference cross country meet at Milford State Park.&nbsp;There will also be a Kansas Kayak Anglers tournament at Milford Lake this year.
