Feel the squish of the grapes in the time-honored tradition of grape stomping as you help celebrate the grape and farm winery industries in Kansas. The Kansas Department of Agriculture will host the 17th annual Kansas Grape Stomp on Saturday, September 9, at 1:00 p.m. in Gottschalk Park at the Kansas State Fair in Hutchinson.

Gather around the grape tubs to watch state and local leaders and others stomp grapes to salute the Kansas grape and farm winery industries. The competitive stomp-off will lead the event and an open stomp for all Kansas State Fair attendees will follow.

As of August 2023, there are 50 farm wineries throughout Kansas.

KDA is committed to advocating for and promoting the agriculture industry, the state’s largest industry, employer and economic contributor, and encourages all fairgoers to attend the grape stomp to have fun while learning about the grape and farm winery industries in Kansas.

Otter Creek Bridge is temporarily open but it will be closed again for repair which could possibly start as early as tomorrow. Please allow for extra time in your commute and find an alternate route when the repairs are being made.

Geary County Emergency Management Director Garry Berges has announced the temporary closure of the Otter Creek Road bridge south of Junction City. The site is about three miles south of the city and just south of Lyons Creek Road. "Had a wooden plank that was partially missing. County shops responded out there, determined it was an unsafe bridge until that plank gets repaired and the other ones get checked, said Berges.

Berges added that barricades have been put out around the bridge and there'll be no traffic there until further notice.

RCPD: Suspect stole $4,100 on mobile payment service

HUTCHINSON, Kan. — Dan Murray with the Kansas chapter of the National Federation of Independent Business said good help remains hard to find for their members.

"Forty percent of small business owners reported job openings that they could not fill," Murray said. "That's down two points from last month, but it's still very, very high. It is the lowest level since February 2021."

When you know it's going to be a struggle to find a replacement, sometimes you have to open up the checkbook a little more to keep someone.

"More small business owners are planning to increase their compensation in the next three months," Murray said. "The unfilled job openings slipped again in August. Owners are actively working to retain current employees and attract qualified applicants. To do that, they've got to raise compensation."

Murray isn't optimistic about the rest of the year, either.

"Unless we see a significant change in our economy, I don't see the problem improving," Murray said. "We have a population problem in Kansas, as you likely well know. Our population has remained flat or decreased in some respects, depending on where you live in the state. Until we address that problem and attract more folks to come to the state of Kansas, I'm not sure that we're going to see much improvement."

Thirty-five percent of small business owners have job openings for skilled workers and 18% have openings for unskilled labor.

NFIB Kansas: Hiring still a struggle for members

RILEY COUNTY —One person died in an accident just before 5p.m. Monday in Riley County.

The Kansas Highway Patrol reported a 2017 Mazda 3 driven by Nathan Patrick&nbsp;Grindle, 47, Manhattan, was eastbound&nbsp;on Kansas 18 seven miles west of Manhattan.

The car traveled off the right edge of the roadway and struck a cement bridge pillar.

Grindle was pronounced dead at the scene. He was not wearing a seat belt, according to the KHP.

 August 2023 was hot, and it was dry. While the month itself was not record setting hot, there were several daily records that were broken or tied. According to weather consultant Chuck Otte the average daily high in August was 92.7, 4.7 degrees above normal. The average overnight low was 70.5, 4.2 degrees above normal. This gave us a monthly mean temperature of 81.6, 4.4 degrees above normal. 

The lowest temperature for the month was the morning reading of 59 on the 18. The highest temperature for the month came a day later, on the 19th, when the mercury hit 112 degrees. While temperatures of 100 or above are expected every summer, temperatures of 110 or above have only been reached five times since reliable Junction City records were kept starting in 1948. On July 12, 13 and 14, 1954, the daily high hit 114 degrees each day. This is the highest temperature ever recorded in Junction City. 

The high of 112 on August 19, 2023, is the second hottest temperature ever reached in the Junction City area. On July 14, 1980, the high for the day was 110 degrees. The high of 112 on the 19th broke the old record for that date of 103 set in 1962 and reached again in 2003. The high of 106 on the 22nd broke the old record of 106 first set in 1948 and reached again in 2000. The high of 105 on the 24th tied the record high for that date, set in 2003. 

Numerous overnight lows, during August, broke or tied old record high low temperatures. The low of 81 on the 2nd broke the old record of 80 set in 1964 and 1987. The low of 75 on the 19th broke the record of 74 set in 1972 and 1983. 78 on the 21st and 22nd broke the old records of 77 set in 2014, for the 21st and 1948/1962 for the 22nd. The low of 78 on the 24th broke the record of 76 set in 2021. The low of 79 on the 23rd tied the record set in 2000. The low of 78 on the 25th tied the record set in 2021. 

In spite of all of those daily records, the month was not a record setter. The hottest August on record was in 2000 with a monthly mean temperature of 85.0. The coolest August on record was in 1981 with a monthly mean temperature of 71.5 degrees. Total rainfall in August was 1.93 inches, 2.62 inches below normal. The last time that the area received a 24-hour rainfall total of 1.0 inches or more was on July 5th. Year to date precipitation is 19.36 inches, over a half foot below normal. 

The driest August on record was in 1971 when no rain was recorded. The wettest August on record was in 2013 when 10.33 inches deluged the region. This severe lack of rain and extreme temperatures means that vegetation across the area is tinder dry and local residents are urged to use great caution with outdoor fires and especially smoking materials. September should bring cooler temperatures, but, on average, drier conditions. Average daily highs range from 85 on the 1st to 75 by the 30th. Overnight lows begin the month at 64 and by the end of the month should be down to 51. Average rainfall for September is 2.85 inches. While the first frost of fall CAN occur in September, it is a very rare event only having happened 3 times in the past 72 years. The second half of October is far more common for the first frost of fall.&nbsp;&nbsp;

August 2023 Junction City Area Weather Summary

Late summer on our central Kansas farm has consisted of keeping our crops irrigated, checking cattle, working ground and the start of fall harvest. Since the kids are back in school, my main focus has been monopolizing large tracks of uninterrupted time during the day working in our office while my husband is out and about checking fields, switching water gates and running equipment.

In the mornings, my husband usually heads out in the side-by-side to check irrigation and switch water gates while I get the kids ready for school. During the summer mornings, he’d usually have one of the kids with him helping and keeping him company. Since school has started, my husband’s main helper is now our farm dog, Rosie. Rosie has a constant known presence on our farm. Whether she’s barking at mysterious creatures in the night, welcoming visitors to our home with dirty pawprints, dumping out trashcans or harassing the barn cats, we can’t help but love that dog. 

Rosie is truly a gem of a farm dog and definitely takes all of her jobs very seriously. When she was a puppy, we wired a plastic egg crate onto the front of the four-wheeler that she’d ride in while checking irrigation. She would trot with pride behind her humans and remind us that she was ready to go to work as we’d pick her up and place her in her little crate. With her two little paws propped up on the edge of her box, you’d see her nose pointed high sniffing the air and her ears blowing in the wind as my husband would zoom down irrigation roads. When she no longer fit in her crate, she’d ride behind the driver. Something she still does to this day. Rosie is a staple in the farm truck when my husband or I are driving. Wherever we go, Rosie generally goes as well. She’s claimed the front passenger seat as her own and will begrudgingly make allowances for others to sit in her seat by scooting over to the middle and sitting right next to the driver only if the passenger will give her scratches behind her ears. When we take the side-by-side out to check cattle, Rosie will only allow a passenger her seat if she can still either prop her front paws up onto the dashboard to get a full view of what’s ahead of her or if she can lay underneath the passenger’s legs and stick her head out the side of the UTV.

Rosie also rides in combines and tractors for hours with one of her humans. One might see her on the lookout for wildlife to bark at while properly sitting at attention in the buddy seat as the tractor makes a turn at the edge of the field.&nbsp;While sitting in the buddy seat, she’s also been known to place her paw on my husband’s leg while he drives a combine for hours keeping him company. When she needs a break, she’ll just jump down to the floor and take a nap while enjoying the cold air coming from the vent.&nbsp;She’s entertainment, protection, motivation and a companion all balled up into one large ball of fur. From checking the irrigation in the mornings to harvesting fall crops late into the night, our Rosie is living her best dog life this fall on the farm."

Wherever we go, Rosie generally goes as well. She’s claimed the front passenger seat as her own and will begrudgingly make allowances for others to sit in her seat by scooting over to the middle and sitting right next to the driver only if the passenger will give her scratches behind her ears. When we take the side-by-side out to check cattle, Rosie will only allow a passenger her seat if she can still either prop her front paws up onto the dashboard to get a full view of what’s ahead of her or if she can lay underneath the passenger’s legs and stick her head out the side of the UTV.Rosie also rides in combines and tractors for hours with one of her humans. One might see her on the lookout for wildlife to bark at while properly sitting at attention in the buddy seat as the tractor makes a turn at the edge of the field.&nbsp;While sitting in the buddy seat, she’s also been known to place her paw on my husband’s leg while he drives a combine for hours keeping him company. When she needs a break, she’ll just jump down to the floor and take a nap while enjoying the cold air coming from the vent.&nbsp;She’s entertainment, protection, motivation and a companion all balled up into one large ball of fur. RILEY COUNTY —One person was injured in an accident just after 10p.m. Saturday in Riley County.

The Kansas Highway Patrol reported a 2013 Ford Edge driven by Toby Jo&nbsp;Diringer, 43, Newton, was southbound on Kansas 18 one mile south of Ogden in the driving lane.

The Ford rear-ended a 2008 Nissan Rogue driven by Noelle Christine&nbsp;Doty, 28, Junction City, that was stopped due to heavy traffic. The impact pushed the Nissan over the center line into the passing lane.

The Ford then rear-ended a 2022 Buick Encore driven by Lyndy Maria&nbsp;Tischhauser, 25, Manhattan.&nbsp; The impact caused the Buick to rear-end a 2015 Ford F150 driven by Christopher James Unruh, 47, Lakin.

EMS transported&nbsp; a passenger in the Ford Edge identified as Victoria M.&nbsp;DiRinger, 47, Newton, to Via Christi in Manhattan. There were no other injuries.&nbsp; All five were properly restrained, according to the KHP.

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly announced that $750,000 in federal funding will go toward preserving historic properties in the downtown commercial cores of Kansas' rural communities with populations under 30,000. 

The Kansas Historical Society’s State Historic Preservation Office, which administers the Kansas Rural Main Street Grants, was among 13 subgrant programs in 12 states to receive the Paul Bruhn Historic Revitalization Grants.&nbsp;&nbsp;

“Kansas is home to many historical and cultural sites that tell the story of our state’s and our nation’s past,” Kelly said.&nbsp;“Thanks to the National Park Service and the Kansas Historical Society, we can protect our rural communities for future generations to learn from and enjoy.”&nbsp;&nbsp;

The National Park Service awarded nearly $9.7 million in 2023 to support the preservation of historic buildings in rural communities across America. The Paul Bruhn Historical Revitalization Grants are named for a former executive director of the Preservation Trust of Vermont.&nbsp;

Congress appropriates funding for various programs through the Historic Preservation Fund, including the Paul Bruhn Revitalization Grant. The fund, authorized through 2023, uses revenue from federal oil leases on the Outer Continental Shelf, assisting with a broad range of preservation projects without expending tax dollars.&nbsp;

The Kansas State Historical Society will be scheduling a grant workshop soon.

Historic preservation grants available for rural Kansas downtown areas

JACKSON COUNTY, Kan.—Law enforcement authorities are investigating a Kansas man on drug allegations.

On Aug. 29, the Jackson County Sheriff’s Office received a report of a suspicious driver in the area of 214th and R4 Road south of Holton, according to Sheriff Tim Morse.

 The report indicated that the driver may have struck a gate with a vehicle. A Jackson County Sheriff’s Office Deputy quickly located the Toyota Camry and made contact with the driver who was identified as William Casey Hill, 44, of Wamego. 

Deputies located illegal drug contraband allegedly in the possession of the driver. Hill was arrested on requested charges of possession of methamphetamine, possession of a hallucinogenic drug, possession of drug paraphernalia, felony interference with law enforcement and driving while suspended. Hill remains in the Jackson County Jail on a $15,000 bond, according to online jail records.

There will be no trash/garbage pick-up by the City of Junction City on Monday, September 4th due to the Labor Day Holiday. However, trash/garbage pick-up will be picked up the next workday as follows:

This week, I am covering a variety of topics regarding the City. Graffiti was found on a structure at a City water well this week. Yes, there is graffiti painted in City parks at times. In all cases it destroys the aesthetics of the property, but it also causes much work for City staff members as they have to remove these markings that sometimes are vulgar. This is a cost to all of us in the community. These actions put a “mark” on items that were an investment of time and money. In the case at the water well, this is considered a Federal offense as it is illegal to tamper with a public water system. Naturally, the Police Department is investigating.

We receive a number of questions about the Bridge on 6th Street that is being replaced. First of all, this is not a City project as this is part of Highway K-57 that goes through the City but is part of the Kansas Department of Transportation (KDOT) system. The City has zero input on the project or any control of what is being done. There has been some delays, but hopefully it will now move ahead. We don’t know the time table for the project, but I am guessing it will not be completed until next summer. We have all heard of the work that will be done on Interstate 70 over the next 2 years. I am sure there will be many inconveniences and delays, but the improvement is greatly needed. Basically, it will be a brand-new roadway. Also, at some time during this period the roundabout on Washington Street will be replaced. This project is being done by the same contract doing the I-70 project. This will allow for better coordination. Needless to say, let’s all be patient.

This week someone asked me about the City Land Bank. The Land Bank was begun in 2014 as a way to market the large number of residential lots that remained after the expansion a few years earlier. The Land Bank here is unlike any others. Most Land Banks were designed to redevelop areas of a City, where the one here was to market the lots that were not purchased at the County tax sale. Unfortunately, there was a very large number of Land Bank lots and learning how to market the lots was a challenge and a number of adjustments in how to market the lots were made.

Initially, there was thoughts that the City Land Bank could just sell the lots by itself. However, it became apparent that local realtors were needed. That was a great move as City staff did not have the time and certainly did not have the expertise to handle these transactions. The sale of Land Bank lots is a bit different than a more normal land transaction as some State rules apply. A Public notice has to be printed in the official City newspaper for 30 days after the offer is accepted by the Land Bank Board and closing of the sale. Not our choice but must be done.

Slowly the lots were sold a few at a time over the last few years. The gentleman noticed that recently a large number of lots have been sold. There has been an uptick in demand and hopefully there will be homes filling those lots. No doubt there has been some battles to get to this point, but maybe we are beginning to turn those “lemons into lemonade”.

And lastly, if you drive on 8th Street and then onto Highway 18 heading to the new High School you will notice the new walking trail being constructed from Spring Valley Road to Blue Jay Way. There will be a safe, lighted 10-foot walking and biking trail from Eisenhower Street all the way to the Middle and High Schools when this final project is completed. State funds were used with local funds to make it all happen. Walking trails and sidewalk improvements will continue to be a focus in the City.

FORT RILEY, Kansas – Christine Wormuth, the 25th Secretary of the Army, met with Soldiers and leadership of the 1st Infantry Division during her first visit to Fort Riley this past Wednesday.

Wormuth toured the installation alongside Maj. Gen. John V. Meyer III, commander of the 1st Inf. Div. and Fort Riley, and Senator Jerry Moran, U.S. Senator for Kansas. The group discussed ongoing installation developments and observed a training exercise with Estonian Defense Forces.

"I came out here because the Big Red One has been incredibly busy,” said Wormuth. “You all know that they have been deployed to Europe. We’ve got our combat aviation brigade going out to Europe in just a couple more months and I wanted to hear from our Soldiers and our [noncommissioned officers] about how they’re feeling and how those deployments have been.”

While touring a series of newly renovated barracks rooms, 1st Inf. Div. and Fort Riley leaders discussed the potential that Fort Riley has and the opportunities Soldiers might find should they be assigned to the Big Red One.

The rooms offer junior enlisted and noncommissioned officers modernized living spaces aimed at improving the overall quality of life for Soldiers living on post. “The appropriation bill that has passed the Senate and the House and was signed by the President provides $15.9 million for design and planning for new barracks, not a renovated barracks but a new barracks,” said Moran.

At several locations on the tour, Wormuth recognized a handful of Soldiers and civilians who were highlighted by their respective leadership for various accomplishments including their professionalism and their commitment to developing their craft.

For several weeks now, the 1st Inf. Div. and Fort Riley has hosted multinational forces, continuing the efforts that were further developed during Winter Strike 22, a training exercise held in Europe designed to improve communication efforts between NATO Allies and partners while building readiness of combat credible forces.

In addition to improving methods of communication, these efforts create trust and expose potential problem areas in a training environment. “Sometimes I think the thought is that we’re in the middle of nowhere but really we are in the middle of the country,” said Moran. “The challenges we face today are both on the east coast and the west coast. [Fort Riley] is positioned to be able to help the military meet the needs of a dangerous world.”

During their tour, Wormuth had the opportunity to observe the exercise as 1st Inf. Div. Soldiers worked alongside multinational personnel to solve battle problems in real-time.

“One of the things that really stands out are the incredible training opportunities that are available here at Fort Riley,” said Wormuth. “Because of the sheer space and the terrain that we have is perfect for our armored brigade combat teams to train. There just aren’t that many places in the United States outside of our big training centers like

Fort Irwin in California where we can have brigades and even a whole division go out and train.” This visit provided a first-hand look at the 1st Inf. Div. and Fort Riley’s resources and amenities that enhance the overall quality of life for Soldiers and families. The 1st Inf. Div. will continue conducting exercises over the next several months through deliberate training designed to hone warfighting capabilities.

Div. and Fort Riley has hosted multinational forces, continuing the efforts that were further developed during Winter Strike 22, a training exercise held in Europe designed to improve communication efforts between NATO Allies and partners while building readiness of combat credible forces.In addition to improving methods of communication, these efforts create trust and expose potential problem areas in a training environment. “Sometimes I think the thought is that we’re in the middle of nowhere but really we are in the middle of the country,” said Moran. “The challenges we face today are both on the east coast and the west coast. [Fort Riley] is positioned to be able to help the military meet the needs of a dangerous world.”During their tour, Wormuth had the opportunity to observe the exercise as 1st Inf. Div. Soldiers worked alongside multinational personnel to solve battle problems in real-time.“One of the things that really stands out are the incredible training opportunities that are available here at Fort Riley,” said Wormuth. “Because of the sheer space and the terrain that we have is perfect for our armored brigade combat teams to train. There just aren’t that many places in the United States outside of our big training centers likeFort Irwin in California where we can have brigades and even a whole division go out and train.” This visit provided a first-hand look at the 1st Inf. Div. and Fort Riley’s resources and amenities that enhance the overall quality of life for Soldiers and families. The 1st Inf. Div. will continue conducting exercises over the next several months through deliberate training designed to hone warfighting capabilities.

The availability of certified seed wheat is usually as reliable as&nbsp;bread&nbsp;on the shelves&nbsp;at&nbsp;the local grocery store. Following&nbsp;the short harvest, however, wheat farmers like Gary Millershaski near Lakin are finding sourcing the specific varieties of certified seed wheat more difficult and costly than taking a quick trip down to pick up the bags they need. Producers need to think creatively and use their available resources to secure quality seed wheat that will help make next year’s wheat harvest.&nbsp;

“I try to plant all certified seed because we invest a lot of money into seed production, Millershaski, who also serves as the chairman of the Kansas Wheat Commission, said. “This year, if you didn’t speak for it early, you don’t have the option of any particular variety you want. Now there is seed available, but it is going to cost more this year.”

It is no shock that certified seed wheat supplies are limited this year due to the drought and short production from the Kansas harvest. Many seed dealers across the state are either sold out of certified seed wheat or have limited supplies.

“It’s extremely tight and it’s getting tighter by the day,” said Dan Dall, Central Plains regional commercial manager for Limagrain Cereal Seeds. “Guys need to be getting stuff ordered and taken care of so they can get what they want. I think we’re already down to second or third choice in a lot of places.”

Seed dealers and the companies they represent are trying to offset these shortages and meet the demand of their local customers by securing sources of certified seed wheat from other parts of Kansas or other states, but it may not be cost-effective to do so considering the high cost of freight.&nbsp;

Add more varieties to shopping list for seed wheat

Given the shortage of certified seed wheat supplies, wheat producers should be prepared to expand their list of preferred varieties to purchase, if they have not already locked in seed wheat.&nbsp;

“Instead of one or two options, be prepared to be thinking through three, four or five different options of the varieties you want,” said Bryson Haverkamp, Kansas Wheat Alliance CEO. “Your first or second choice may not be available.”

Luckily, Kansas growers have a wealth of resources available for this research, including K-State’s Kansas Wheat Variety Guide or the “Wheat Varieties for Kansas and the Great Plains” best choices book.&nbsp;

When looking at this data, Andrew Blubaugh, wheat commercial manager for WestBred, cautioned producers not to just look at this year’s data, but to look back at two, three or four years of data to get a better picture of a variety’s performance and consistency.

“Don’t be upset that your pick for this year isn’t on the top of the list because this year’s data was skewed with the challenging harvest,” Blubaugh said. “Make sure to look at that multi-year history.”

In addition to these publications, seed dealers and company representatives can help growers walk through the list of available varieties to source ones that will work for their operations.&nbsp;

“There’s a lot of good advice out there,” Dall said. “Most company representatives can provide you with pretty good guidance on new varieties or different varieties to try. There are resources out there and we’re more than happy to help.”

Another option for growers is to try out a new or different variety. Instead of relying on a go-to variety, producers could branch out to something with similar agronomic characteristics.&nbsp;

“The marketplace is full of great varieties,” Dall said. “It might be a good time to try something new. We like to be set in our ways, but this does give us an opportunity to take&nbsp;a look at something else.”

Producers should also have confidence that the varieties for sale, even if they are not their go-to selections or the hot, new pick for the season, are the result of an extensive wheat breeding process and the varieties that make it to market are there because they were consistent top performers in their generations.

“There’s a lot of varieties in the marketplace today and they’re all very competitive,” said Dave Abel, key account lead for AgriPro wheat. “There are products that perform better than others in certain areas, but I have confidence that everything in my portfolio that’s out in the marketplace is out there because it performs.”

Select good quality seed for certified sources

One action producers should not take this planting season is to purchase seed wheat from unlicensed neighbors. Certified seed wheat is subject to plant variety protection (PVP) laws that govern the development and sale of certified seed wheat by public and private wheat breeders. While farmers can retain seed wheat from the certified seed they plant for use in their own operations, the sale of that “brown-bagged” wheat is illegal and could carry serious ramifications for not only the seller but also the buyer.&nbsp;In addition, bin-run wheat likely has not undergone the rigorous standards that certified seed producers are required to undergo to ensure that the seed they are selling is a quality product to put out to customers.&nbsp;

If&nbsp;producers are using their own retained seed wheat, they should send samples out for germination tests, especially following this year’s challenging growing season. Haverkamp emphasized the importance of germination testing specifically this year to ensure seed is up to acceptable standards, especially considering the amount of head scab present in the western part of Kansas.&nbsp;

If not a regular practice, producers should also strongly consider seed treatments this year as the extra fungicide and insecticide will offer additional protection against seed-transmitted fungal diseases and fall-season insects.

“It’s always a good idea to look at seed treatments, but especially in years like this when disease pressure was increased in the western part of the state, seed treatment is got insurance to help get your wheat crop off to a good start,” Blubaugh said.

Overall, while sourcing seed wheat will be a challenge this season, Kansas growers should be rest assured there are good wheat varieties available to make a crop next year.&nbsp;

September looks to stick with summer time weather for a little while, as hot and dry conditions are forecast for the first week of the month. A frontal system is expected next week. This may bring a chance for showers and storms along with slightly cooler temperatures.  Winds are forecast at this time to be over 25mph and possibly up to 30.

The Brandon Stroda Fishing Derby hosted by Geared Up Dads and Delivering Change has been scheduled on Sept. 9th at Homer's Pond. Admission to this kid's fishing event will be free.

The event is named after the late Brandon Stroda, who enjoyed fishing.&nbsp;

The spokesperson for the Derby, Alex Tyson, said that there will be prize raffles. " I believe we'll have a ton of prizes this year."" Food including hot dogs and drinks will be available. There will also be yard games.

"It's a centralized location for all families that attend, said Tyson.

Efforts are under way to raise funds to add names of fallen 1st Infantry Division soldiers to the Big Red One monument in Washington DC.

Phyllis Fitzgerald, Executive Director of the Society of the 1st Infantry Division, said the monument will be 100 years old in 2024. "Right now it does have the names of 12,947 of our fallen from the 1st Infantry Division from World War I to Desert Storm." 

Fundraising has been under way to add the names of 631 more soldiers. Approximately $250,000 more is needed. You can donate at www.1stid.org.
