Just before noon Friday, officers filed a report for burglary in the 700 block of Fremont Street in Manhattan, according to the Riley County Police Department activity report.

RCPD: Another handgun stolen from vehicle in Manhattan

RILEY COUNTY —Law enforcement authorities are investigating a 2-vehicle crash in Manhattan.

Just after 10:30p.mm. August 4, officers filed a report for aggravated battery near the intersection of N. 8th Street and Poyntz Avenue in Manhattan, according to the Riley County Police Department activity report.

A 2020 Chevrolet Silverado driven by James Smith, 42, of Manhattan was chasing a car northbound on 8th Street before running a stop sign and&nbsp; colliding with an eastbound 2003 Dodge Ram driven by Logan Goetzinger, 20, of Manhattan. The impact caused the Silverado to flip on its roof. 

No significant injuries were reported. This crash remains under investigation, according to the RCPD.

At a time when the number of early childhood care and education professionals does not meet demand, Kansas State University researchers and professional staff are working to rebuild the state's workforce. The Kansas Department for Children and Families has awarded more than $5 million in initial funding for a collaborative project involving K-State. The project will implement a multi-level career pathway, which serves as a tool and aspirational plan to guide current and interested members of the early childhood workforce to advancement opportunities. The career pathway is a primary component of the workforce development goal of the state's&nbsp;<a href="https://kschildrenscabinet.org/all-in-for-kansas-kids/strategic-plan/goal-6-workforce/">All In For Kansas Kids</a>strategic plan. The plan was developed with funding through the Preschool Development Grant to Kansas to the Kansas Children's Cabinet and Trust Fund. Bronwyn Fees, K-State professor of applied human sciences, serves as the principal investigator for Kansas Child Care Training Opportunities, or KCCTO, which is the organization that received the funding. KCCTO is&nbsp;a K-State-sponsored project that provides professional development and technical assistance to early childhood professionals across Kansas. The multiphase, multiyear plan coordinates with partnering agencies, organizations, associations, and secondary and post-secondary institutions to implement the competency-based career pathway. The project's first phase included assembling a steering committee representing a breadth and depth of expertise in early childhood care and education systems to develop an implementation plan for the career pathway. K-State's Office of Educational Innovation and Evaluation will evaluate the full implementation. "The early childhood career pathways initiative ensures the state expands the workforce needed to provide quality child care and education," said Fees, who also serves as associate dean for academic and faculty affairs in K-State's College of Health and Human Sciences. She is also a member of the state's Early Childhood Recommendations Panel. The project's second phase is underway and includes gathering industry and partner feedback, launching an awareness campaign, conducting a comprehensive workforce survey, developing a coaching/mentoring system, and engaging our secondary and post-secondary institutions in partnership with the non-credit-bearing professional development partners across the state. "It is essential to support well-trained professionals in early care and education for children and their families to thrive," said Fees. "Our state's economy relies on parents who are confident their children are experiencing the best possible care and education while they are at work or school." The lack of available child care spaces is a national issue that is affecting Kansas families, businesses and local economies. According to&nbsp;<a href="https://ks.childcareaware.org/data-research/">Child Care Aware of Kansas</a>, Kansas has lost 1,952 child care openings since 2021. Additionally, available openings only meet demand 42% of the time. One of the primary barriers to filling these openings, however, is the lack of educators.&nbsp; "By working together with professional organizations and all higher education institutions in the state, individuals entering or already in the early childhood care and education workforce can easily identify how they are progressing," said Fees. "The coordinated training systems ensures a quality, well-trained workforce to meet demand." According to Fees, Kansas is developing an early childhood care and education registry system. The career pathway implementation plan will be coordinated with the development of a registry. Once live, it will allow early childhood care and education professionals to track the professional development courses, college credits earned and identify where they are and opportunities to advance on the career pathway. Patty Peschel, director of Kansas Child Care Training Opportunities, says this program has the potential for significant, positive effects on individuals in early child care careers and the children and families they support. "Whether an individual is new to the workforce, has several years of experience or is degree-seeking, the intent of the career pathway is to respect and acknowledge experience and education while ensuring access to advancement and success," said Peschel. This grant project aligns with the K-State 105 initiative,&nbsp;the university's answer to the call for a comprehensive economic growth and advancement solution for Kansas. The initiative leverages the statewide K-State Research and Extension network to deliver the full breadth of the university's collective knowledge and solution-driven innovation to every Kansan where they live and work. K-State 105 also forges the connections and partnerships that create access to additional expertise within other state institutions and agencies, nonprofits and corporations — all part of an effort to build additional capacities and strengths in each of Kansas' 105 counties.&nbsp;

MORRIS COUNTY—A Kansas teen died in an accident just before 11a.m. Sunday in Morris County.

According to the sheriff's department, the&nbsp;Life Alert 360 mobile phone app, notified the sheriff's office of a possible car crash near 1800 Road and Z Ave. in Morris County.

A Sheriff’s Deputy responded to the accident location and found a 2003 Chevy S10 pickup driven by Kolter L. Litke, 15, of Council Grove had been involved in an accident.

The Deputy immediately started CPR. EMS transported Kolter to the Morris County Hospital with life threatening injuries. He was later pronounced deceased.

&nbsp;The preliminary investigation indicated the truck was traveling eastbound on Z Avenue near 1800 Road when it left the roadway and struck a concrete bridge rail.

Sheriff: 15-year-old Kan. boy dies after crash into bridge rail

HUTCHINSON, Kan. — Creighton University economist Ernie Goss sees some softness in the economy in his Mid-America Business Conditions survey, but that doesn't mean that the Federal Reserve will try to stimulate the economy at this point.

"We've got a whole generation of Americans that have lived on low interest rates," Goss said. "Now, you've got higher interest rates on the long end, mortgage rates and also on the short end in terms of credit card balances. This is new to a lot of folks and it's going to continue. We're going to continue to see higher interest rates. Those who are betting that the Fed's going to reduce interest rates, I would say, you're betting too heavily. You probably need to pull that bet back."

The interest rate hit that current homeowners would take to move up is keeping many of them from making that move.

"That's one of the big factors slowing down the sale of existing houses," Goss said. "On the flip side, it has encouraged, or incentivized new home sales. New home sales have been doing very well there, even despite the higher mortgage rates. You're going to see an end to that. I think that will slow down in the weeks and months ahead. Existing home sales, you're probably going to see an increase there, as some Americans get new jobs, they are going to have to put their house on the market and buy a new house."

The struggles in the large banking sector are of more concern to Washington than the mergers of community banks in this part of the country, according to Goss.

"The Fed is committed to juicing the economy, whatever it takes," Goss said. "Like I said, they are not going to reduce interest rates on the short end. They are going to increase liquidity in case we have a downturn. They did that back when the Silicon Valley Bank failed and the other two banks, Signature Bank and First Republic. They juiced the economy back then. They will juice it again when they need to in the fall. It's not going to be a real hard, hard landing, it's going to be a bumpy landing."

Goss doesn't believe there will be a full-blown recession, but he does see a downturn on the horizon, just maybe not for long enough to technically qualify as a recession.

Goss: Don't expect relief interest wise for awhile

CLAY COUNTY—Law enforcement authorities are investigating an alleged burglary and asking the public for help identifying suspects.

On Friday, police received a report of an aggravated burglary and attempted robbery in the 700 block of Liberty Street. in Clay Center, according to a media release. The suspects fled before officers arrived. They are described as&nbsp;two black males between the ages of 15 and 20 years old. They 5-foot-8 and 5-foot-10 and&nbsp; had shoulder-length dreadlocks.

One suspect was wearing an orange hoodie, camouflaged pants, one black shoe and one white shoe.

The other suspect was wearing a white or light gray zip-up jacket with a hood, blue jeans with two medium-sized holes on both pant legs and black shoes. He also had some of the ends of his dreadlocks dyed white. 

No weapons were reported to have been used.&nbsp; Anyone has knowledge or knows the identity of either suspect, please notify the Clay Center Police Department at 785-632-2121, and do not contact either of the suspects.

The highest temperature for the month was 106 on the 28th. This reading tied the record high for the date. 106 was first reached in 1956 and again in 2012. That was the only temperature record set or tied during July. Being only 0.8 of a degree above normal indicates it wasn’t a record hot month, fortunately. The hottest July on record was in 1954 when a blistering monthly mean temperature of 87.0 was reached. The second hottest July was more recent, 2012, with a monthly mean temperature of 86.1. 

The coldest July on record is a tie between 1950 and 1967 when the region only managed a monthly mean temperature of 73.8.Average July rainfall is 4.14 inches. Thanks to big rains on July 1st and 5th the region totaled 4.34 inches of rain. After the rain on the 5th, however, the area saw less than a half inch of rain the rest of the month. Year to date precipitation has been 17.43 inches, well below the year to date normal of 21.10 inches. Much to many local residents' surprise, the wettest July was NOT in 1951 or 1993, but in 1950 when 13.65 inches of rain flooded the area. (For the record, 12.43 inches of rain fell in July 1951 and 11.53 inches in July 1993. In an interesting twist, July 1992 was actually wetter than July 1993 with 12.32 inches recorded.) 

The driest July on record was in 1983 when a mere 0.04 inches barely disturbed the dust in the gauges!August normally gives us slightly cooler temperatures and slightly more rainfall. Most Veterans and survivors who&nbsp;<a href="https://www.va.gov/resources/the-pact-act-and-your-va-benefits/" target="_blank">apply</a>&nbsp;for benefits or submit an “<a href="https://www.va.gov/resources/your-intent-to-file-a-va-claim/" target="_blank">Intent to File</a>” by August 9, if granted, will have their benefits backdated to August 10th of last year – the day President Biden signed the PACT Act into law.

According to VA’s&nbsp;<a href="https://www.va.gov/vetdata/veteran_population.asp" target="_blank">National Center for Veterans Analysis and Statistics</a>, there are roughly 186,000 Veterans living in the state of Kansas. Currently, 52,080 Veterans are receiving service-connected compensation from the federal government, leaving 134,000 who may be eligible for similar benefits.

"Along with outreach assets from the Eastern Kansas VA Health Care System, the Veterans Benefits Administration (VBA), and our state-level partners from the Kansas Commission on Veterans Affairs (KCVAO), we have trekked across Kansas educating Veterans and survivors on potential eligibility for new health care and benefits,” said Michael Payne, CEO and Medical Center Director of Wichita’s Robert J. Dole VA Medical Center. “The time for Veterans to act is now, and we will not rest until every one of them gets what they’ve earned.”

The economic impact of service-connected compensation cannot be understated.

“Our statistics indicate yearly compensation brings an estimated $1.05 billion into the state of Kansas,” said Donna Meyer-Hickel, Director of VBA’s Wichita Regional Office.

Just after 9:30a.m. Thursday, officers filed a report for burglary and criminal damage to property in the 2100 block of Poyntz Avenue in Manhattan, according to the Riley County Police Department activity report.

The Friends of the Dorothy Bramlage Public Library has identified four dates when they will offer the acceptance of curbside donations of items for the annual fall book sale. All dates are Saturdays and include: August 12, September 2, September 23 and October 14. This service will take place at the north entrance from 9:00 to 11:00 a.m. each morning.

The friends prefer receiving gently used hardback and paperback books, audiobooks and DVDs for these donation dates. Donations can also be accepted anytime during regular library hours which include Mondays-Thursdays from 9:00 a.m. to 7:00 p.m., Fridays from 9:00 a.m. to 6:00 p.m., Saturdays from 9:00 a.m. to 5:00 p.m. and Sundays from 1:00 to 5:00 p.m.

Donations of more than five items must be in a bag or box and no more than five boxes or bags will be accepted per family. Bags and boxes will not be returned. Receipts can be provided upon request.

The fall book sale will be held in November and will feature the best-of-the-best donated items. Current friends members can get first pick on Thursday, November 2nd from 5:00 to 7:00 p.m. The sale will open to the public on Friday, November 3rd from Noon to 6:00 p.m. and continue on Saturday, November 4 from 9:00 a.m. to 2:00 p.m. A bag sale will be held from 1:00 to 2:00 on November 4.

Junction City police said Stanley Edward Schultz has been arrested on requested charges including five counts of Vehicle Burglary, two counts of Theft and one count of Damage to Property.&nbsp;

Police reported that the alleged vehicle burglaries occurred at different locations including 912 Kramer Court, 2617 Deerfield Boulevard, 906 Jackalope Court, 2614 Deerfield Boulevard and 364 Grant Avenue Lot 258.

CVB unveils their event mascot

The Sundown Salute committee would like to reach out to the community of Junction City and Geary County to update each of you that have supported the organization over the last 5 decades on past events as well as those upcoming. To honor the late Ben Bennett and Mick Wunder, Sundown Salute celebrated the 50th year in Milford, Kansas as a tribute to where it began, this move brought about a great deal of controversy and upheaval which was not the intention of the current Sundown Salute board. Each of the board members would like to express our hope that these fences can one day be mended.

As the summer has progressed there have been many speculations and rumors that surround the Sundown Salute and any future events this group may intend to hold. The board members for the Sundown Salute have been equally surprised with the different stories put out in the news and in the community, mostly because decisions for future events have simply not been determined. It has been the hope of the Sundown Salute board members that Sundown Salute would be able to return to Junction City and serve the population as it has for 20 years. We do acknowledge that things will likely never return to the previous state therefore we plan to provide the community with a Labor Day event that can be enjoyed by the entire family while bringing business and traffic to Junction City and Geary County.

Over the last couple years different organizations within our community have publicly been at odds with one another; we would like to move past this and bring the community back together. Fences need to be mended and we all hope that this is the first step to that process. It is the hope of the Sundown Salute board to have cohesiveness with other organizations within our community and work together to provide entertainment, opportunities, and unity to the citizens of Junction City and Geary County. We live in a truly amazing city and county.

It is with deepest regret that the Sundown Salute board has made the difficult decision to cancel the Labor Day weekend event for 2023 due to unforeseen circumstances. We have decided to focus on the 2024 Labor Day weekend and will start with a fundraising event this fall. The Sundown Salute board spoke to the Junction City Commission at the 1 August meeting requesting to bring the 2024 event back to the Heritage Park location to allow the citizens of Junction City and Geary County to fully participate in all the events that we have begun to plan. It is with extreme happiness that we can announce that the City Commission voted unanimously in favor of Sundown Salute hosting the 2024 Labor Day Weekend event in Heritage Park. We look forward to working together with all organizations and agencies of our great community to provide the same level of entertainment and fun that the Sundown Salute has worked so hard to provide for the past Fifty-one years.

 </figure>The Sundown Salute committee would like to reach out to the community of Junction City and Geary County to update each of you that have supported the organization over the last 5 decades on past events as well as those upcoming. To honor the late Ben Bennett and Mick Wunder, Sundown Salute celebrated the 50th year in Milford, Kansas as a tribute to where it began, this move brought about a great deal of controversy and upheaval which was not the intention of the current Sundown Salute board. Each of the board members would like to express our hope that these fences can one day be mended.As the summer has progressed there have been many speculations and rumors that surround the Sundown Salute and any future events this group may intend to hold. The board members for the Sundown Salute have been equally surprised with the different stories put out in the news and in the community, mostly because decisions for future events have simply not been determined. It has been the hope of the Sundown Salute board members that Sundown Salute would be able to return to Junction City and serve the population as it has for 20 years. We do acknowledge that things will likely never return to the previous state therefore we plan to provide the community with a Labor Day event that can be enjoyed by the entire family while bringing business and traffic to Junction City and Geary County.Over the last couple years different organizations within our community have publicly been at odds with one another; we would like to move past this and bring the community back together. Fences need to be mended and we all hope that this is the first step to that process. It is the hope of the Sundown Salute board to have cohesiveness with other organizations within our community and work together to provide entertainment, opportunities, and unity to the citizens of Junction City and Geary County. We live in a truly amazing city and county.It is with deepest regret that the Sundown Salute board has made the difficult decision to cancel the Labor Day weekend event for 2023 due to unforeseen circumstances. We have decided to focus on the 2024 Labor Day weekend and will start with a fundraising event this fall. The City of Alta Vista was awarded a grant of $71,250 from the Kansas Department of Commerce’s Community Development Block Grant program to revitalize the city’s community park.

Alta Vista Mayor Ryan Armbrust said the city worked with Flint Hills Regional Council to plan the project and submit the grant application. The city is contributing a match of $23,750, adding to the grant for a total project cost of $95,000.

The grant will fund replacing old, worn equipment with new, larger playground equipment and resurfacing the playground to make it safer and more accessible. The improvements will revitalize the west playground at the park, solving the issues caused by the current aging, deteriorating and non-inclusive equipment.

Armbrust said he appreciated the role FHRC, the region’s planning commission, had in capturing CDBG funds for a project that will have a big impact on the community and its quality of life.

“Grant writing is a unique skill,” Armbrust said. “Having access to experienced and successful grant writers through our membership in the Council is a huge benefit to us.”

Armbrust said the project will start soon, with completion expected in time for “Old Settlers Day” in August 2024.

“The new playground will enhance the park as a gathering place for Alta Vista residents of all ages and visitors from throughout the region,” he said. “We are thankful to the Kansas Department of Commerce and the Flint Hills Regional Council for helping Alta Vista make this possible.”

HUTCHINSON, Kan. — First District Congressman Tracey Mann is back in Kansas doing town halls this week, but with less than two months left in the federal fiscal year, he said work is continuing on the federal budget.

"Republicans won a majority in the House," Mann said. "When that happened, some new rules went into effect for the House. All 12 appropriations bills have to come forward individually. The last 10 to 15 years, they have come together, collectively, this huge massive funding bill called an omnibus, omni meaning many. All 12 bills have to come out individually, which provides more scrutiny. That's how the process should work. I'm all for that. One of those has come out so far. Last week, we voted on the appropriations bill that funds our military construction and our veterans."

Will they all get done before an extension would have to be made? That remains to be seen.&nbsp;

"The other eleven have to get handled here in September," Mann said. "Time is ticking. There is time to do it, but we're going to have to hit the ground running come September."

This year is also the reauthorization year for the Farm Bill, so that is also due by September 30.

"We've done a lot of listening sessions, a lot of hearings, a lot of work to get the text right," Mann said. "The final text of the House version will come out late this month or early next. Then, when Congress reconvenes after Labor Day, it looks like it will be taken up right away by the House Ag Committee, is what the current schedule is. The same thing has to happen in the Senate. That's where it sits right now."

Mann's annual listening tour to all 60 counties in the Big First wrapped up Thursday.

Mann: House getting back to regular order on budget process

RILEY COUNTY—Law enforcement authorities are investigating alleged child sex crimes and have a suspect in custody.

Just after 7:30p.m. Wednesday, police arrested 34-year-old Corneal Johnson of Manhattan in the 400 block of Fremont Street, according to the Riley County Police Department activity report.

Johnson was arrested on a Riley County District Court warrant for 4 counts of sexual exploitation of a child; possess media of a child &lt;18. The crime was originally reported to RCPD on April 27, 2023. Johnson was issued a total bond of $50,000 and was confined at the time of this report.&nbsp;

Milford Lake flooding in 2019 caused damage problems. The topic arose Wednesday evening during a discussion between Milford Mayor Brad Roether and the Corps of Engineers. "Erosion at our city dock. 2019 just killed us." Silt has taken its toll.

Roether noted that federal funds are being sought to save the City boat ramp. He is hopeful assistance on the project can be obtained from the Corps.

Local community members in attendance at the Geary County 4-H / Senior Center, heard from Corps officials on the need to upgrade the water control manual for the lake. Corps personnel are making a series of presentations on the manuals for different reservoirs in the Kansas City district.

A variety of topics ranging from lake downstream releases and water management to functions of the lake were covered during the session Wednesday. The next meeting is scheduled from 5:30 to 7:30 p.m. Thursday night in Manhattan on Tuttle Creek Reservoir.
