MANHATTAN— The Kansas Department of Health and Environment has announced that the Kansas Senior Farmers Market Nutrition Program (KSFMNP) is increasing the value of coupons for low-income seniors from $35 to $50 this year. 

The coupons are given out on a first-come, first-serve basis. Seniors can apply at the County Agency on Aging between Thursday, June 1 and Friday, September 15, 2023, or until benefits are gone.

Eligible foods to purchase with the KSFMNP coupons from authorized farmers at participating farmers markets are defined as fresh, nutritious, unprepared, locally grown fruits, vegetables, locally produced honey and cut herbs produced in Kansas under normal growing conditions.

The coupons can only be used at vendors that accept those vouchers.

The coupons will be sent at once and available in $5 increments. Seniors are eligible if they complete an application and are 60 years or older or at least 55 years old and a member of an Indian Tribal Organization. Eligible seniors must also have an annual gross household income (before taxes are withheld) at or below 185% of the federal poverty level.&nbsp;

"Each vendor in the program has a sign that will say that they accept senior nutrition vouchers," Faidley said. "The customer will have to sign the bottom of the check. It's just like a normal check. You don't have to make it out to anybody. They are government issued checks. The vendor handles the cashing process of it."

Not all the same vendors will be taking checks.

"We'll have it listed on our Facebook page," Faidley said. "I don't know how they are doing that process this year. They've completely changed it."

State farmers market program for seniors increases benefits

Of course, in the meantime, what we saw the last time this happened, that would be in 2011, we saw gold prices rise significantly as individuals sought safe havens for their funds. They just didn't want to be in corporate bonds, for example, that's a risky place to be right now."

<a href="https://home.treasury.gov/system/files/136/Debt-Limit-Letter-to-Congress-Members-20230522-McCarthy.pdf">In a Monday letter, Treasury Secretary Janet Yellen told House Speaker Kevin McCarthy</a> that it is 'highly likely' that the country could run out of ability to pay its bills in early June, possibly as early as June 1. Goss said the debt has grown by about $53,000 per individual since the pandemic.

"That's putting real pressure on the individual," Goss said. "We've handed off the debt to our children, our grandchildren, now our great-grandchildren. It's time we faced up to it. Now, we've reached the ceiling, now the question is what will happen on the first week of June? We'll have to wait and see, but I think it will be settled, but at a cost."

Yellen wrote that the cost of this brinksmanship can "cause serious harm to business and consumer confidence, raise short-term borrowing costs for taxpayers and negatively impact the credit rating of the United States."

The problem with only raising the debt ceiling by a trillion dollars or a little more is that the can won't be kicked very far down the road.

"We'll have to face this again next year," Goss said. "That's one of the proposals in the Republicans plan is you have to face up to the debt ceiling next year, that's, of course an election year. Neither the Republicans or the Democrats want to do that, but that's in there. On the positive side, this brings sensitivity to the voters, the individuals, the workers, to the debt problem."

The House is only supposed to be in session until Thursday and then Representatives would go home to their districts for the Memorial Day holiday.

Goss: A lot of volatility until debt ceiling is done

Abilene, Kan.- The annual Symphony at Sunset D-Day Commemoration Concert will be held June 3, 2023, on the grounds of the <a href="https://www.eisenhowerlibrary.gov/">Eisenhower Presidential Library and Museum</a> in Abilene, Kan. This outdoor event will feature live music from the Salina Symphony, the <a href="https://home.army.mil/riley/index.php/tenants/1st-ID/1st-inf-div-headquarters-and-headquarters-battalion/1st-infantry-division-band">Fort Riley 1st Infantry Division Band</a>, and local band Everyday Lights.

Free entry into the museum will begin at 10 a.m., food vendors and educational activities will begin at 4 p.m., and music will start at 5:30 p.m. The second-annual Thank a World War II Veteran reception will start at 5 p.m. in the Visitors Center.&nbsp;<a href="https://www.1id.army.mil/About-Us/Units/1st-Infantry-Division-Artillery-DIVARTY/Commanding-Generals-Mounted-Color-Guard-CGMCG/">The Commanding General's Mounted Color Guard </a>will perform their cavalry tactics demonstrations at 6:30 and 8 p.m.

This free event is open to all ages and pays tribute to the Greatest Generation and their sacrifices during World War II. Seating is not provided, so please bring your lawn chairs and blankets.

POTTAWATOMIE COUNTY—Law enforcement authorities are investigating phone scam in Pottawatomie County.

On Monday evening, a citizen filed a fraud report that included a thief who spoofed the incoming caller ID to the victim using Wamego Police Department's main number (785) 456-9553 and identified himself as a Wamego police officer.

As the Wamego Police department reminded the public, "an officer will never ask for payment over the telephone. If someone calls and claims to be a police officer, ask to meet them at the police department if you are unsure of their identity."

RILEY COUNTY—Law enforcement authorities are investigating alleged fraud.

Just after 12:30a.m. Tuesday, police arrested 30-year-old Joseph Eustice of Junction City on a Riley County District Court warrant for two counts of forgery and one count of theft, according to the Riley County Police Department activity report.

The warrant stems from a January 12, 2023, report that Eustice fraudulently charged Appletech Design and Construction for gas worth approximately $1,000. 

Eustice was issued a total bond of $13,000 and is no longer confined at the time of this report.

JUNCTION CITY - The 2023 Junction City Law Enforcement Torch Run to benefit Special Olympics athletes in Junction City and Geary County will be held on June 1st, 2023.

The run begins at 2:00 pm at the Grant Avenue Gate, runners are asked to arrive by 1:45 pm to allow time for a group picture and get ready to run.

Runners not prepared to run the full route can meet the group at the halfway point at Washington Elementary School by 2:15 pm on the Jefferson Street side of the school.

For those wishing to support runners by cheering them on at the finish line, gather at Heritage Park at the corner of 6th and Jefferson Street.

For those suffering with depression, finding the right treatment to resolve or mitigate their symptoms can seem like a never ending struggle. According to the National Institute of Health, at least 30% of those seeking treatment for their depression are resistant to medicine or treatment.&nbsp;

On this episode of "King in the Community" I sit down with Dr. Kristie Clark, owner and founder of the <a href="https://victoryclinics.com/">Victory Clinic,</a> to hear how she and her husband are bringing life changing mental health treatments to those who thought there was no other option left to treat their depression.

"It's a desert for mental health care," Clark said. "When I was in western Kansas there were patients, who if they needed a therapist would have to sometimes drive one or two hours to a community mental health center in a larger town such as Hays, Salina, Garden City, Liberal or Dodge City. And many people, because there's unfortunately still a stigma with mental health care, would not want to drive to a Community Mental Health Care Center, and suicide as a cause of death is a Top 10 cause of death in people aged five to 64. We must do more and we must destigmatize it and we must increase access."&nbsp;

Located in Junction City, Victory Clinic is the first center of its kind in the Flint Hills region to offer both TMS and SPRAVATO. In the episode, Dr. Clark explains the different services provided at the clinic, the need for more therapists, her plans to expand her practice and the importance of increasing mental health care access in rural Kansas.&nbsp;

According to the Pottawatomie County Sheriff, Parker&nbsp;is contacting people over Facebook messenger claiming to be an attorney and he was "given their information by a person that they know." He says he is working with an organization that helps veterans, elderly, and the downtrodden with financial assistance. He asks them to Fed-Ex a check for $200.00 to him and to open a bank account, saying that once he receives the money he will deposit either $100,000 or $200,000 into the account to assist them. 

The sheriff's office reported a local citizen was almost the victim of this scam but realized it before any money was sent. A search of Larry R. Parker on Facebook shows an attorney claiming to be an attorney who specializes in government grant money. The posts all appear from September 2022 and uses older photos.

Kansas State University has recognized Kenneth Harkin for distinguished veterinary teaching for the fifth time in his career. Harkin, Steve and Colleen Hodes Professor of Veterinary Medicine in the&nbsp;<a href="https://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a>&nbsp;and board-certified small animal internist in the Veterinary Health Center, was recognized with the Zoetis Distinguished Veterinary Teacher Award, which was presented during the college's honors banquet. Since 1963, the Zoetis Distinguished Veterinary Teaching Award has been presented at each of the U.S. veterinary colleges to an outstanding teacher who advances the veterinary profession by inspiring students to their highest levels of achievement and professionalism. "It's safe to say everyone in our college has been touched by Dr. Harkin's passioned contributions in clinics, in lecture and as a valued colleague," said James Roush, associate dean for academic programs and student success. "As a five-time Zoetis Distinguished Teacher — in 2001, 2008, 2013, 2017 and 2023 — he has achieved the veterinary college equivalent of NFL quarterback Tom Brady's five-time Super Bowl MVP record." Harkin instructs fourth-year veterinary students in clinical rotations through the internal medicine service and gives didactic lectures to third-year veterinary students in gastroenterology, hepatology, neurology and clinical hematology. He leads weekly case discussions for students in their pre-clinical years and serves as the faculty advisor for the American Animal Hospital Association student leadership team, the feline club and the cycling club. "I'm honored and humbled to be selected by the students for this award," said Harkin. "There is so much history and meaning behind the Zoetis Distinguished Teaching Award, and every year when I hear the winner announced I'm reminded of the importance of teaching and the impact that all of us in the College of Veterinary Medicine can have on future veterinarians." Harkin, Steve and Colleen Hodes Professor of Veterinary Medicine in the&nbsp;<a href="https://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a>&nbsp;and board-certified small animal internist in the Veterinary Health Center, was recognized with the Zoetis Distinguished Veterinary Teacher Award, which was presented during the college's honors banquet. Since 1963, the Zoetis Distinguished Veterinary Teaching Award has been presented at each of the U.S. veterinary colleges to an outstanding teacher who advances the veterinary profession by inspiring students to their highest levels of achievement and professionalism. "It's safe to say everyone in our college has been touched by Dr. Harkin's passioned contributions in clinics, in lecture and as a valued colleague," said James Roush, associate dean for academic programs and student success. "As a five-time Zoetis Distinguished Teacher — in 2001, 2008, 2013, 2017 and 2023 — he has achieved the veterinary college equivalent of NFL quarterback Tom Brady's five-time Super Bowl MVP record." Harkin instructs fourth-year veterinary students in clinical rotations through the internal medicine service and gives didactic lectures to third-year veterinary students in gastroenterology, hepatology, neurology and clinical hematology. He leads weekly case discussions for students in their pre-clinical years and serves as the faculty advisor for the American Animal Hospital Association student leadership team, the feline club and the cycling club. Harkin receives fifth Zoetis Distinguished Veterinary Teacher Award from K-State

MANHATTAN, Kan. – Depending on the time of year, army cutworms and armyworms can be a nemesis to farmers.&nbsp;

But in late spring, they’d much rather be dealing with the army cutworm.&nbsp;

“In the last week or two, the army cutworm is becoming an adult moth,” said Kansas State University entomologist Jeff Whitworth. “By Memorial Day weekend, those moths get together and head to the Rocky Mountains for the summer.”&nbsp;

Up to this point, Whitworth says, “they’re really just more of a nuisance. The moths don’t hurt (farmer’s crops) right now. They’re a nuisance, and they’re very quick. They’ll hide in your window sill or behind doors and fly through the house.”&nbsp;

The army cutworm is more problematic when it lays its eggs in the fall on anything green, which is usually wheat or alfalfa that time of year. Once the eggs hatch, the larvae feeds on the plants through the winter, hoping to survive and become meddlesome adults by spring.&nbsp;

Armyworms, on the other hand, can’t survive through the winter, and thus will lay their eggs on just about anything green, but prefer such grasses as wheat, brome, lawns, corn, sorghum and others. That leaves those plants particularly susceptible to feeding larvae.&nbsp;

“I have probably received more calls or pictures of armyworms this early in the season than I have for the last 10 years combined,” Whitworth said. “They prefer grasses, and that can be a real problem right now because we’ve had problems with our pastures the last 2-3 years. They have been laying their eggs and I suspect that those eggs will be hatching in the next couple weeks.”&nbsp;

Whitworth said farmers should be scouting their fields for young larvae in wheat, early planted corn, sorghum or any other crop they may have in the field right now. If they suspect an infestation, he suggests&nbsp;<a href="https://www.ksre.k-state.edu/about/statewide-locations.html" target="_blank">contacting the local extension agent</a>&nbsp;to help in identification and treatment.&nbsp;

Whitworth is also keeping watch for weevils showing up in farmer’s alfalfa fields.&nbsp;

“They are the number one pest in alfalfa year after year,” Whitworth said of the approximately quarter-inch-long adult beetle. “Generally speaking, you have to spray for them every year, otherwise you’re donating a portion of your first cutting to the alfalfa weevils.”&nbsp;

He said many growers may have sprayed “once or twice already.”&nbsp;

“The questions I’m getting,” he said, “is should I spray a third time? Generally the treatment threshold for alfalfa weevils is 30-50%, and what that means is that if you have one of every two or three stems infested, you probably should treat again.”&nbsp;

Whitworth said reports of alfalfa weevils hatching in Kansas fields were coming in by early April. “I recommend that if you are within 7-10 days of swathing or cutting the field, don’t spray it. If we get temperatures up around 85 to 90 degrees Fahrenheit, the adults should take off and not come back until fall, and even if they’re there, they won’t be doing much damage.”&nbsp;

KANSAS CITY - On Thursday, May 18, 2023, the Agricultural Business Council recognized Marty Vanier, director of the National Agricultural Biosecurity Center at Kansas State University along with Blake Hurst, of Hurst Farms.

JUNCTION CITY - More than 200 motorcycle riders were welcomed to Junction City on Sunday afternoon, as riders with the 33rd '<a href="https://www.facebook.com/RunForTheWall">Run for the Wall</a>' ride arrived at Heritage Park.

The 'Run for the Wall' riders travel from across the US to California to start the trek to Washington, D.C. for Memorial Day weekend.

On Sunday morning, the Central Route left Limon, Colorado and travelled across Kansas stopping overnight in Junction City.

On Monday morning, the group left Junction City and continued their trek eastward.

Michelin announces multi million dollar investment in Kansas agriculture plant

RILEY COUNTY —Law enforcement authorities are investigating a burglary.

Just after 11a.m. Friday, officers filed a report for burglary and theft in the 500 block of Pillsbury Dr. in Manhattan, according to the Riley County Police Department activity report.

Energy Center Manhattan Pool, 528, Pillsbury Drive was reported multiple miscellaneous pool items including pumps, filters, valves, a ladder deck, a spa vacuum, and more were stolen totaling approximately $13,700. 

It was also reported the catalytic converters from five vehicles on the property were cut off and stolen along with one diesel particulate filter for an approximate total loss of $6,000. 

It is unknown at this time if the two crimes are related. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000

RILEY COUNTY —One person was injured in an accident just after noon Friday in Manhattan.

According to the Riley County Police Department activity report,&nbsp;a 2010 Toyota Corolla driven by Danae Cartright, 20, of Manhattan rear-ended a 2007 Chevrolet Tahoe driven by Miranda Idleman, 38, Manhattan who was stopped on Bluemont Ave. waiting to turn north onto N. 9th Street.

EMS transported Cartright to Via Christi for treatment of a head contusion and was released. Police also issued Cartright a citation for inattentive driving.&nbsp; Idleman was not injured.

ABILENE - The relationship between President Dwight D. Eisenhower and Senator Joseph McCarthy will be the focus of the next Lunch &amp; Learn at the Eisenhower Presidential Library.

The program is scheduled for noon Thursday either in person or online. The Lunch &amp; Learn will be in the library indoor courtyard and will begin promptly at noon. Those participating are encouraged to arrive by 11:45 a.m. A light box lunch will be served on a first-come, first-served basis.

Guest speaker Larry Tye is scheduled to discuss the complicated relationship of the president and McCarthy, according to information from the Eisenhower Presidential Library. Eisenhower Presidential Library Director Dawn Hammatt will moderate the conversation with Tye.

According to information from the Eisenhower Presidential Library, Tye, author of Demagogue: The Life and Long Shadow of Senator Joe McCarthy, got first and exclusive access to all of McCarthy's personal and professional papers, which were closed to researchers for more than 60 years due to donor restrictions.

"Based on his extensive research, Tye surmises President Eisenhower waited longer to bring down McCarthy than many of his advisors thought he should. This resulted in McCarthy ruining even more lives and further disrupting the operations of the Senate and the nation," the library noted in a news release.

For the past few weeks, we have taken a tour of the various utilities in the City. However, we know there are other utilities that are not operated by the City. &nbsp;This includes electric, natural gas, and communications which would include telephone services. &nbsp; &nbsp;There are about 125 cities in Kansas that have municipal electric utilities including cities near here such as Clay Center, Herington, Chapman, Enterprise, and Wamego that have an electric system that is operated by the City. &nbsp;Some of these cities do have electric generation plants, but they don’t use these for day-to-day generation as they purchase power elsewhere and &nbsp;it is transported &nbsp;on the electric grid. Those with generating plants do have the ability to generate in the summer time to “shave” peak loads or when the power company that brings electric energy has transmission issues such as an outage. &nbsp;The City can operate their generation and “separate” themselves temporarily from the interconnect and keeps the “lights” on in that community. There are about 70 cities in Kansas that operate natural gas. &nbsp;A majority of these cities are in south central and southeast Kansas. These cities, like the ones with municipal electric owns and operate the distribution system in their communities.

In Junction City electricity is brought two this city by two different companies. &nbsp;A large portion of the City is served by Evergy, however the far northwest portion of the City receives electric energy from DS&amp;O Electric Cooperative. It is not a matter of choice, but where you are located. I live in the DS&amp;O territory, but less than 500 feet south of my home is the Evergy&nbsp;territory. The Junction City Middle School and new High School are also in the DS&amp;O territory. We could make comparisons between the 2, but it doesn’t matter as you can’t change anything. On the natural gas side, the entire city is served by Kansas Gas Service.&nbsp;

Okay, so what does the City of Junction City have to do with these utilities and services? &nbsp;All of these utilize &nbsp;City Right-of-Ways and easements to deliver their services throughout the City. In all cases these companies enter into a “Franchise” agreement with the City so they can have their infrastructure in those areas. &nbsp;

All of the franchises the City have include a “franchise fee” of 5%. &nbsp;That is fairly common among all cities in the State and yes serves as a revenue source to the City. &nbsp;Again 5% is common, but there are some cities that have a higher percentage. &nbsp;

Let’s just “Cut to the Chase”. &nbsp;The City receives franchise fees from these firms, but these are passed on to the customer. &nbsp;If you take a look at your electric bill, you will see a franchise fee that is 5% of your bill. &nbsp;As a customer, we all pay this to the company &nbsp;and then the funds go to the City and are placed in the General Fund. The General Fund is where the dollars come from for Police, Fire, EMS, Parks, and Streets expenses.&nbsp;

This is not a small amount. &nbsp;Even though franchise fees are received from all of the companies that have an agreement, I will just focus on the 2 largest today. &nbsp;Electric and Natural Gas. In 2022, the City received $1,403,074.94 from the 2 electric companies in franchise fees and $475,642.00 from natural gas sales. &nbsp; Of course, this amount varies each year, but the 2022 revenues were an “All-time” high for both. Add the other franchise fees in and the total hits near the $2 million mark on an annual basis. If the City did not have the franchise fee revenue, the property taxes would have to be increased by about 10 mills or 25%. Or yes, we could make a cut in the City budget, but what would that be?&nbsp;

Yes, I hear you saying, “Allen, I pay property taxes, but I also pay the franchise fees you are writing about?” &nbsp;Yes, you are correct, but there is more to this story. &nbsp;Naturally, only owners of property pay property taxes. &nbsp;Yes, if someone pays&nbsp;rent, part of that revenue for the landlord then goes for property taxes but that will vary, and I am sure owners just call it another expense. &nbsp;Also, there are properties in any community that are exempt from property taxes either on a temporary or permanent basis, but they are not exempt from franchise fees. &nbsp;Bottom line, the franchise fees are spread across a larger base than property taxes are.&nbsp;

Naturally the more electric and natural gas that is used, the higher the revenue in franchise fees. Pretty simple fact. I can’t exactly break it down, but our industries contribute greatly in franchise fees and are a major generator of this revenue for the City.

In the early days of “Covid” in the spring or 2020, we received a letter from Evergy regarding concerns about a drop in fees. &nbsp;Since revenue effects the franchise fees, there was a major concern that the shutting down of businesses could have a major effect on this revenue stream. And yes, we had that concern at the office as well.

We however got a surprise as the franchise fee revenue held steady and did not drop. &nbsp;A big reason is that a couple of our industries did not shut down and in fact one had a major increase in production during that time. This emphasizes the fact that these businesses not only provide jobs but add revenue to the community in doing so.&nbsp;Again, just another “cog in the wheel” to make the&nbsp;City&nbsp;run.

Five Fifteen Report, Allen Dinkel

&nbsp;Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.9% in April. This is unchanged from 2.9% in March and an increase from 2.4% in April 2022, according to a release from the KDOL.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 200 from March. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 500 over the month, while government increased by 300.

The Geary County jobless rate fell slightly from 4.3 percent in March to 4.1 percent in April. The rate in Riley and Wabaunsee County also saw a similar drop. The rate in Pottawatomie County saw a a drop from 2.8 in March to 2.2 percent in April.&nbsp;In western Kansas, Trego County saw a the most significant drop in the state. Unemployment is down from 4 percent in March to 3.1 percent in April.

“April 2023 estimates indicate average nominal hourly earnings for the private sector increased 3.8% over the year,” said Labor Economist Nathan Kessler. “Although inflation continues to grow faster than hourly earnings in the private sector, several industries have experienced growth in real wages, most notably manufacturing and leisure and hospitality.”

Since April 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 32,100. This change is due to an increase of 27,800 private sector jobs and an increase of 4,300 government jobs.

JACKSON COUNTY—Law enforcement authorities are investigating a suspect on drug allegations.

Just before 3:30 p.m Tuesday., a Jackson County Sheriff’s Deputy conducted a traffic stop on a Volkswagen Passat near 4th and Nebraska Street in Holton for an alleged traffic infraction, according to Sheriff Tim Morse.

The traffic stop led to the discovery of illegal narcotics.  The driver, Amber Dawn Grace, 40, of Blaine, was booked into the Jackson County Jail on requested charges that include possession of methamphetamine, possession of a hallucinogenic drug and drug paraphernalia
