MANHATTAN—Law enforcement authorities are investigating a Riley County man for alleged child sex ctimes.

Just after 11p.m. Saturday police arrested 67-year-old Floyd Davis Sr.,&nbsp; Ogden, on a warrant for aggravated indecent liberties with a child charges connected to separate incidents involving two juvenile female victims, according to a media release from the Riley County Police Department.

Davis is charged with three counts of aggravated indecent liberties connected to incidents involving one victim occurring between January 1 and December 31 of 2018.

He is also charged with an additional count of aggravated indecent liberties with a child connected to an incident involving the second victim occurring between July 1, 2016 and February 28, 2018.

Both victims were known to Davis. He remains confined in the Riley County Jail on a total bond of $250,000.

The slow, steady rain provided us assurance that it does, in fact, still rain on occasion.&nbsp; But it also provided our soil with enough moisture to ensure a good start for most of our wheat. The hard red winter wheat we place into the ground every fall has proven time and time again it can handle a lot of extreme weather conditions throughout the year. From arctic blasts in the winter, late freezes and hailstorms in the late spring, we know this crop is hardy.&nbsp; But one thing the wheat absolutely needs to ensure a good start is moisture in the ground. For many months we’ve waited for it to rain. We’ve looked really hard for signs that a rain could be coming.&nbsp; We’ve been teased with chances of precipitation all summer to only see those chances dissipate to nothing within 10-day forecasts. We’ve prayed for it to rain.&nbsp; And we breathed a sigh of relief and gave thanks when the small rain finally came. It’s amazing how something like a rain shower can completely alter our outlook. It’s as if a rain can wash away any doubt that might have settled in our minds.&nbsp; It’s cleansing and provides the rejuvenation of faith we all need to begin a new season. It encourages us to firmly believe many seeds can and will be produced from one tiny seed planted into the ground. As primarily dryland farmers, a rain shower is life-giving for our present and future crops alike. As we continue to sow the wheat into the soil this month, we know that we’ll need more rain to get to a successful harvest. And while the forecast doesn’t show any chance of precipitation in the near future, we’ll sow anyway.&nbsp; We’ll continue the tasks on the farm this fall and plan for a successful wheat crop this summer – all while patiently waiting on a rain.

Geary County Sheriff's Deputies responded to U.S. 77 Highway and E. Lyons Creek Road for a single vehicle accident at 3:40 p.m. Saturday. According to the Sheriff's Department, Cassandra Barlow, Junction City, was turning from south bound U.S. 77 onto east bound Lyons Creek Road when she lost control of her Saturn passenger vehicle and drove off the roadway into a tree. Both the driver and passengers were transported to Geary Community Hospital for minor injuries.

&nbsp;Sunday morning at 12:22 Deputies responded to I-70, mile marker 316 in eastern Geary County to the west bound on ramp for a report of a single vehicle accident. Christa Ryan, Manhattan, was traveling west bound in a Ford Explorer when the vehicle left the roadway and rolled several times before coming to rest on its side. No injuries were reported. The vehicle sustained major damage and was removed by a wrecker service.

This program will be held in the Library Auditorium and streamed online. Emily Smith taught journalism at Pittsburg High School in Pittsburg, Kansas, for almost 15 years. In April 2017, Pittsburg High School hired a new&nbsp;principal who resigned after student journalists investigated and reported on her falsified credentials. From Emily, "my students taught me what real leadership is as we survived an international news sensation amidst conflict and controversy at home in our school and community." On Monday, all Geary County Office Buildings will be closed in observance of Columbus Day. However, Geary County employees will be taking part in a Safety Day Training at the Convention Center. Different speakers and breakout session are planned during the event. Over the lunch hour, static displays will be available for the employees to view and learn more about.

There will be sessions on topics ranging from financial future and cybersecurity to shooter in the workplace and domestic violence awareness.&nbsp;

Trish Giordano and Brad Roether are seeking election to the 1st District seat on the Geary County Commission. They both touched on a number of topics during a candidate forum in Junction City Thursday night.

One topic involved their views on a proposed slaughterhouse.&nbsp;

--Brad Roether: "This is all we've heard, transparency. Now I realize city officials can't say what's going on but there again let's give the people, the voters a chance to say what they want in their community. We shouldn't do this stuff behind closed doors. " Roether added that he was aware that Colby, Hays and Abilene didn't want the project. "Why did they come to Junction City? Did we reach out to them or did they come to us?

--Trish Giordano: Giordano noted that when she first learned about the proposed project she was informed that there would not be any smell, there would be new technology, it would be all enclosed, and bring 300 jobs at $25 an hour. Giordano noted that she was excited. "Well, there have been many, many rumors out there and I've also heard that it's not going to be closed. They weren't using biodome technology. "Giordano added now until she sees something in writing, as an elected official she will not be for or against something until she sees all the information and can make an educated decision.

--Trish Giordano: She has pushed successfully for the hiring of a county finance director, and defended the decision. She pointed to the health of the $42 million budget. "Our budget has too many intricacies not to have someone dedicated to it fulltime." She also cited the cost effectiveness of having a single department to manage contracts and expenses.

--Brad Roether said he thought a finance director was great for the county. Accountability is needed for everyone's tax dollar. "Let's look at value. A quote from our commissioner. Aug. 2, 2021. I would like to hire an experienced person at a higher rate for two years on contract. See how they do, get things straightened out and after two years hire someone at a lower rate. Value a county employee. She'll set here and tell you she values our county employees. Is that really valuing an employee of the county."

--Brad Roether: He described himself as a leader who surrounds himself with leaders. I think I can lead this county in the right direction. I would love to see our county employees not walking on pins and needles wondering if they're going to do the wrong thing. "

Giordano also wants to help oversee implementation of a new software system designed to provided better efficiency and effectiveness. "Allowing department heads electronic access to their budgets, which they do not have at this time."

Office of the State Fire Marshal has awarded funds to 89 fire departments in Kansas through the Kansas Firefighter Recruitment and Safety Grant Program, totally $1.3 million. The OSFM made this grant possible through its budget passed by the State Legislature and signed by Governor Laura Kelly. 

This year, an additional $1.2 million was made available to OSFM for this grant by the American Rescue Plan Act (ARPA). Along with $100,000 provided through the agency's budget, the 2023 KFRSG had a total of $1.3 million to disburse.

Rural Fire Chief Garry Berges noted that the Rural Fire Department is receiving $15,000. The funds will be used to purchase five sets of bunker gear.&nbsp;

Grandview Plaza Volunteer Fire Department is also on the list to receive some funding.

Donations of more than five items must be in a bag or box and no more than five boxes or bags will be accepted per family.&nbsp;&nbsp;Bags and boxes will not be returned.&nbsp;&nbsp;Receipts can be provided upon request.&nbsp;

The next donation opportunity will be Saturday, October 22, also from 9:00 to 11:00.&nbsp;&nbsp;This will be the last donation event before the friends annual book sale scheduled for Friday, November 11 from Noon to 6:00 p.m. and Saturday, November 12 from 9:00 a.m. to 1:00 p.m.

Dorothy Bramlage library will accept used book donations

The Abilene and Smoky Valley Railroad has received a significant financial gift from a Kansas foundation that focuses on providing financial assistance to community projects in Kansas, Nebraska, and Missouri. The Hays-based Ross E. and Patricia A. Schmidt Foundation has awarded $30,000 to partially meet the cost of making much needed improvements for the train’s electrical, heating and cooling and audio systems.&nbsp;

The gift was announced today by A&amp;SV President and General Manager Ross Boelling, who added that the Schmidt grant is being matched by local fundraising efforts.&nbsp;

Boelling said the A&amp;SV organization has successfully completed a three-month local campaign to raise the other half of the $60,000 cost to cover a new generator, new HVAC systems for both passenger/dining cars and a new, more dependable audio system.&nbsp;&nbsp;

“These improvements are long overdue,” said Boelling, “and when this deal is finalized, we will immediately begin the process of installing the new equipment.”&nbsp;

Boelling added that the new equipment is being purchased from local vendors, and he hopes to have the new equipment installed in time for upcoming scheduled dinner trains and special holiday passenger excursions.&nbsp;

The Schmidt Foundation has awarded startup money to community projects across Kansas, Nebraska and Missouri in four broadly defined areas: economic development, education, the arts, and health care. The organization was founded by the late Bob and Patricia Schmidt of Hays. Schmidt was a successful Kansas broadcaster and cable operator, who founded Eagle Communications, a chain of employee-owned radio stations in the three states. In the Abilene area, Eagle owns KJCK AM/FM and KQLA-FM in Junction City and Manhattan, and KINA-AM and KSKG-FM in Salina.&nbsp;

“Bob Schmidt was a community broadcaster who spent his entire life working for the betterment of Kansas communities,” said Gary Shorman of Hays, president of the Schmidt Foundation. “We are happy to invest in organizations such as the Abilene and Smoky Valley Railroad that provide an educational focus and an economic spark for local communities.”&nbsp;

Boelling said the 2022 tourism season has been one of the railroad’s best in its 28 years of operation, as passengers from 34 Kansas counties, 40 states and 10 foreign countries have ridden A&amp;SV excursion and dinner trains so far this year. Since 1994, the railroad’s inaugural year, over 280,000 passengers have ridden on the A&amp;SV, including 13,000 elementary school children.&nbsp;

Schmidt Foundation has awarded $30,000 to partially meet the cost of making much needed improvements for the train’s electrical, heating and cooling and audio systems.&nbsp;The gift was announced today by A&amp;SV President and General Manager Ross Boelling, who added that the Schmidt grant is being matched by local fundraising efforts.&nbsp;Boelling said the A&amp;SV organization has successfully completed a three-month local campaign to raise the other half of the $60,000 cost to cover a new generator, new HVAC systems for both passenger/dining cars and a new, more dependable audio system.&nbsp;&nbsp;“These improvements are long overdue,” said Boelling, “and when this deal is finalized, we will immediately begin the process of installing the new equipment.”&nbsp;Boelling added that the new equipment is being purchased from local vendors, and he hopes to have the new equipment installed in time for upcoming scheduled dinner trains and special holiday passenger excursions.&nbsp;The Schmidt Foundation has awarded startup money to community projects across Kansas, Nebraska and Missouri in four broadly defined areas: economic development, education, the arts, and health care. The organization was founded by the late Bob and Patricia Schmidt of Hays. Schmidt was a successful Kansas broadcaster and cable operator, who founded Eagle Communications, a chain of employee-owned radio stations in the three states. In the Abilene area, Eagle owns KJCK AM/FM and KQLA-FM in Junction City and Manhattan, and KINA-AM and KSKG-FM in Salina.&nbsp;“Bob Schmidt was a community broadcaster who spent his entire life working for the betterment of Kansas communities,” said Gary Shorman of Hays, president of the Schmidt Foundation. “We are happy to invest in organizations such as the Abilene and Smoky Valley Railroad that provide an educational focus and an economic spark for local communities.”&nbsp;Boelling said the 2022 tourism season has been one of the railroad’s best in its 28 years of operation, as passengers from 34 Kansas counties, 40 states and 10 foreign countries have ridden A&amp;SV excursion and dinner trains so far this year. Since 1994, the railroad’s inaugural year, over 280,000 passengers have ridden on the A&amp;SV, including 13,000 elementary school children.&nbsp;

Public Works advises on the dangers of lithium batteries

Bond has been reduced for Joshua Sturgis, 34, Junction City, from $1,000,000 down to $750,000 despite an objection by the state.

Sturgis was arrested and charged in a Geary County District court warrant with Second Degree Murder and&nbsp; Aggravated Assault stemming from the Sunday morning shooting death of Justin Rose, 38, Junction City in the 900 block of North Washington.

During a first appearance in District Court on Wednesday, bond was reduced for Sturgis and a status check was scheduled for Oct. 13

Geary County Sheriff's authorities have reported that Deputies arrested Joshua J. Sturgis, Junction City, at 5:45 p.m. Wednesday at the County Detention Center. Sturgis was arrested on a Geary County District Court warrant charging him with 2nd Degree Murder and Aggravated Assault.&nbsp;

The allegations stem from the shooting death of Justin Rose, 38, Junction City, last Sunday morning in the 900 block of North Washington.

Following an extradition hearing Sturgis was returned to Geary County from St. Charles, MO.

Every year in September the Fall Classic golf tournament at Rolling Meadows Golf Course raises funds to support the projects of the Geary Community Healthcare Foundation.

During the Tuesday night city commission meeting one member of the governing body, Pat Landes, noted that the Fall Classic this year raised more than $50,000. The new pavilion at the course received praise. It also served as a location&nbsp; for golfers to take shelter when rain arrived.

Geary County CVB Advisory Committee will have new officers going&nbsp; forward. Executive Director Donna Price confirmed that Tyler Downing will serve as committee chair and Raquel Cinco as vice chair.

Downing moved from vice chair to chairman after Rick Dykstra stepped down and Cinco was then chosen to serve as vice chair.

The new officers were elected by the committee on Tuesday.

Junction City Commissioners have authorized Freedom Fest JC as the city's 4th of July celebration in 2023. Dates for the&nbsp; festival will be June 30 - July 4. It will be held in the Heritage Park area and on surrounding streets.

During year one of Freedom Fest JC this past summer there were five nights of activities ranging from a carnival and sideshows to carnivals and vendors. Average crowds for the concerts were in the 3,000 to 5,000 range.&nbsp;

Organizers are planning to make the event bigger in 2023. Nate Butler reported that the carnival will return for all five days, 13 vendors are confirmed and more will be recruited. Bob Storey noted that a larger concert stage will be brought in covering 24 by 36 feet.

Plans are to bring in bigger acts including if there is enough funding, a national level act.&nbsp;

All Freedom Fest JC will be hosted in Junction City including the parade, veterans ceremony and Freedom Run. It was noted that Sundown Salute leadership was contacted and they did not want to do those latter three events.

K-State’s Blakeslee suggests canning or freezing tomatoes this fall&nbsp;

MANHATTAN, Kan. — As the end of the growing season approaches, preserving tomatoes is at the top of many gardener’s to-do list. Kansas State University food scientist Karen Blakeslee, recommends canning or freezing tomatoes depending on ripeness and variety.&nbsp;&nbsp;

“The safety of canning tomatoes primarily rests on the pH, or acidity, of the tomatoes themselves,” Blakeslee said.&nbsp;

Acidification of tomatoes is the key to canning any variety of tomato and often is added in the form of citric acid, bottled lemon juice or vinegar.&nbsp;&nbsp;

“To be considered a high acid food, the pH needs to be below 4.6,” Blakeslee said. “Many (tomatoes) are above that pH level and into the 5.0 or above pH range.”&nbsp;

Acidification is essential to the canning process, and it is encouraged that all tomato varieties are acidified to a pH of 4.6 or below. Unripe, green tomatoes can be preserved in the same manner as ripe tomatoes. Blakeslee suggests:&nbsp;

Unripe tomatoes can be allowed to ripen off the vine or&nbsp; be frozen for later use.&nbsp;&nbsp;

Overripe tomatoes, or tomatoes that are on dead or frost killed vines, can pose issues if they are canned because they are less acidic. Blakeslee said the canning process is for tomatoes on healthy vines and at peak ripeness. Discard damaged or moldy tomatoes that could lead to the growth of pathogens when the tomato is canned.&nbsp;

Blakeslee, who also is coordinator of K-State’s&nbsp;<a href="https://www.rrc.k-state.edu/" target="_blank">Rapid Response Center for food science</a>, publishes a monthly newsletter called&nbsp;<a href="https://www.rrc.k-state.edu/newsletter" target="_blank">You Asked It!</a>&nbsp;that provides numerous tips on being safe and healthy. Canning Tomatoes? Acid levels are key, says food scientist

U.S. Senator Jerry Moran was in Salina this morning to help Kansas State University Salina Aerospace and Technology Campus announce the largest corporate gift to an academic program in K-State history.

The $10 million gift from General Atomics Aeronautical Systems will enable K-State Salina to create the General Atomics Aerospace Innovation Ramp, a first in the campus's aerospace history. 

Headquartered in San Diego, General Atomics is the world leader in unmanned aerial systems. The company invents and pioneers modern solutions in a variety of areas, including military, security, governance, and environmental operations, according to information on the company's website.

The announcement was the first of a number of announcements to occur over the next several years concerning changes to make K-State Salina one of the premier learning spaces in the country for aerospace education, according to K-State Salina Dean Alysia Starkey. 

"For the last three years, the campus has been conversing with industry partners to determine future workforce needs and working to adjust programmatic offerings for the aerospace needs of the future. The new campus master plan and planned developments will anchor the teaching and research activities of the new aerospace programs in the years to come," K-State Salina noted in a news release.

"There's always a huge challenge to attract talent into this very technically complex business," said Linden Blue, General Atomics CEO. "We're competing within the country. We're competing worldwide. So it's a great pleasure to be a part of Kansas State and what you're trying to do here for the aviation industry."

Since 2017, K-State Salina and General Atomics "have collaborated on projects focused on advancing the aerospace industry," the news release noted.

Moran said that the idea that came about several years ago had become much more significant.

"Significant for K-State Salina, significant for Kansas State, but most important to all of us, significant to this State of Kansas, and our nation," Moran said. "Kansas State University, when it is doing well, the State of Kansas does well. The good news here is today that Kansas State University, and particularly K-State Salina, is advancing a cause that will be significantly changing the nature of opportunities for people here at this institution."

The innovation ramp will encompass the southernmost portion of the K-State Salina campus and transform its footprint, revitalizing land that was home to the former Schilling Air Force Base, Starkey said. The innovation ramp will include the area west of Scanlan Avenue and north of Beechcraft Road. 

K-State Salina's campus master plan calls for this space to eventually also be home to the Kansas Advanced Simulation Center, the K-State Salina Advanced Air Mobility Center of Excellence, Aviation Maintenance Training Center, Advanced Composites Lab and a state-of-the-art engineering teaching facility and model factory, according to information from K-State Salina.

Just after 11a.m. Tuesday, a 2015 Toyota Rav4 driven by 38-year-old David Lingle II of Junction City was traveling in the 4500 Block of Skyway in Manhattan, according to the Riley County Police Department activity report. The SUV ramped off the road and flipped into the ditch. 

A reporting party advised police the driver ran away from the scene of the crash. 

Officers later located Lingle in the 2600 block of Eureka Terrace and arrested him on requested charges of interference with law enforcement officer, driving while suspended and leaving the scene of an accident. Lingle was issued a total bond of $1,000 and is no longer in custody, according to the RCPD.
