Geary County Commissioners will conduct a series of budget work sessions from 10 a.m. until 4 p.m. Thursday at the County Office Building.

Representatives from Pawnee Mental Health, Geary County Extension, the County Human Resource Department, County Treasurer, Dorothy Bramlage Public Library, Main Street, the Flint Hills Regional Leadership Program, and County Appraiser's Office will make 2023 budget presentations to the commission between 10:30 a.m. and noon.

County sets budget work sessions

GEARY COUNTY&nbsp;-&nbsp;The Kansas Bureau of Investigation (KBI), along with the Topeka Police Department and the Geary County Sheriff’s Office, arrested a man connected to an officer-involved shooting on May 21, according to a media release from the KBI.

Just after 9p.m. Tuesday, police arrested Carlton W. Solton Jr., 36, of Junction City,&nbsp; after he was discharged from Stormont Vail Hospital in Topeka. Solton was arrested on requested charges of two counts of aggravated assault, three counts of aggravated assault of a law enforcement officer, and for criminal use of weapons.

At approximately 5:15 p.m. on May 21, a female subject called 911 to report that a man was outside her home, waving a handgun and threatening her and another female subject with it. She lived in the 700 block of West 11th&nbsp;St. in Junction City.&nbsp;

Minutes later, several officers from the Junction City Police Department responded to the area. As they arrived, officers spotted a man matching the suspect’s description fleeing the area. They chased the man on foot. During the chase, officers saw that the man had a gun, heard gunshots coming from his direction, and observed him pointing the gun at them.

As one officer caught up to the suspect, between two houses in the 600 block of West 11th&nbsp;St., a confrontation occurred and the officer fired at the man striking him multiple times.

Officers then rendered aid to the man. EMS responded and took over life-saving measures. The man was identified as Carlton Solton, Jr., 36, of Junction City. No law enforcement officers were injured during the incident.

EMS transported Solton to the Geary Community Hospital. He was later flown to Stormont Vail Hospital in Topeka. Solton underwent surgery and received further treatment in the intensive care unit.

Following Tuesday's arrest Solton was transported to the Geary County Detention Center. Bond was set at $50,000.

&nbsp;Once the investigation concludes, case findings will be submitted to the Geary County Attorney for review.

Suspect in Junction City officer-involved shooting moved from hospital to jail

Lonnie Clark, 65th District Representative in the Kansas Legislature, was the guest speaker at the June 8 “Celebration of Optimism” at the Hampton Inn in Junction City. Lone shared that he was the first child born in the current Geary Community Hospital in 1944. He is a graduate of Junction City High School and served in the Marine Corps for five years. Lonnie’s Bachelors and Masters degrees are from Emporia State University.

Lonnie served as this area’s Representative in Topeka for eight years and is not seeking re-election. “I was conscious of bills that would positively affect Geary County and the District when I voted. There were 146 bills voted on this session and I feel like we accomplished a lot”, he told the Optimist Club members.

A couple of bills he cited were in which there were steps taken to make it easier for military spouses to get licensed in Kansas after having come to another state and establishing a free toll on the Kansas Turnpike for military veterans above the age of 65. Lonnie also said that he “worked on getting a veteran’s home in Geary County for retired military. That bill was tabled after push-back from Leavenworth and Manhattan. You can only satisfy half of the people half of the time.”

Lonnie shared that it is “challenging to work with the divisions in the House when it came to the differences in thinking between urban and rural communities.” Their needs and wants are different. “The goal is to work with people and not be so concerned about personalities.” However, he also said he “enjoyed the positive relationship with Governor Kelly, his fellow Marine veterans, and others from across the state.”

When asked what he will do with more time now? Lonnie responded that he and his wife Beth “have a small farm on which they will not farm but enjoy fishing in the pond, relaxing and spending more time together.”

In other business, Ryan Norton, the new Geary County Schools Athletic Director, has become a member and the club has been nominated for the One Degree More Award at the Optimist International Convention in Las Vegas. This award is for clubs who have gone above the expectations of Optimist International and for reflecting The Optimist Creed in the work they do as a Friend of Youth and for Making A Difference For Youth

Cheney Construction will be planning to begin phase two of the Geary County Courthouse security project on June 13. Phase two consists of the construction of new 740 square feet that will be located directly west of the Courthouse. While this phase is ongoing, pedestrian foot traffic into the courthouse will be rerouted to the south of the courthouse for ingress / egress into the building. ADA access will be available and routed to the north employee entrance and escorted in and out of the building by security. 

Other construction during this phase will also include replacing deteriorated concrete landings / steps and interior renovation repairs to the east and west entries of the building.

RILEY COUNTY—Law enforcement authorities are investigating another gun theft in Manhattan.

Just after 8:30a.m. Tuesday, officers a filed report for theft in the 1700 block of Laramie St. in Manhattan, according to the Riley County Police Department activity report.

A 44-year-old man reported his black Ruger LCR .38 Special revolver was stolen out of his unlocked car. 

The estimated total loss associated with this case is approximately $450. 

Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

EMS transported Tepe to Via Christi for treatment of hip and back injuries.&nbsp; The RCPD released no additional details.

The possibility of using up to $3 million in American Recovery Program Act funding exists for that purpose as the hospital works through this year and toward a potential agreement with Stormont Vail Regional Health on Jan. 1.

City Manager Allen Dinkel confirmed no funding was committed Tuesday night but there was a resolution of support and commitment of staff to help the hospital during the transition. "The commission wants everyone to look at their planning."

ATCHISON COUNTY —Law enforcement authorities are investigating a man on felony charges.

On Monday, police arrested 37-year-old Matthew G. Bryan, 37,&nbsp; of St. Marys, on a Wabaunsee County warrant for bond revocation, according to Police Chief Mike Wilson.

He was tranfered from in Atchison County on Tuesday.

The board of directors for the Flint Hills Regional Leadership Program has announced that the application period for the 2022-23 class offering, which will be open through July 16. The cooperative effort among Geary, Riley, Pottawatomie &amp; Wabaunsee Counties, identifies and motivates leaders in the area to ensure growth in the northern Flint Hills region.

Jack Lindquist, Program Executive Director, said sessions for the selected class members are held throughout the region with Orientation beginning in early September at Rock Springs and Junction City focusing on Team Engagement.

In late September, Pottawatomie County’s theme is Community Collaboration to Adapt to Opportunities and Challenges. Immediately following is Wabaunsee County with the objective of Advocacy and Awareness. The Wabaunsee County addition, new for our 2022-23 class, will add a deeper dive into the regions natural environment, specifically prairie utilization and preservation. It will also greatly increase engagement in rural community entrepreneurship and the agricultural / beef production economy, all critical to the future of the Flint Hills.

Kansas State University’s session, focusing on Visioning, is in October with a two day session at Fort Riley in mid November. That experience underscores Servant Leadership. The Manhattan/Riley County session theme is on Entrepreneurship and Topeka is the capstone in January with a day at the Statehouse to reinforce the importance of Economic Literacy, Collaboration &amp; Compromise. The class graduation, Celebration, is a reflection of the experience and challenge for a refocused lifetime of servant leadership. Executive Director Jack Lindquist says, “The Flint Hills Regional Leadership Program’s primary focus is to create a ‘Pathway to Purpose’. We help create a more engaged Citizen that is morally grounded in Servant Leadership.”

Following a board evaluation of applications a tuition fee of $600 is charged to applicants selected for participation. The Ailleen Cray Memorial Scholarship Fund is available for those selected who need financial assistance. Participants are responsible for their own transportation to the sessions. Transportation and meals during the sessions are provided thanks to session Underwriters and sponsors.

FHRLP Class of 2022-23 Opens Soon

(RILEY COUNTY—At 5:41 a.m. Tuesday morning, Riley County Fire District #1 and the Manhattan Fire Department were dispatched to a structure fire located at 530 Pine Alley in Ogden. Upon arrival, crews found an unoccupied trailer home fully involved with fire. A total of 10 volunteer firefighters and RCFD#1 personnel from stations 103, 104, 115, and 116 responded along with personnel from the Manhattan Fire Department. The City of Ogden assisted with heavy equipment to pull the roof off the collapsed structure and allow firefighters to saturate remaining embers. The trailer home was a complete loss and neighboring structures received some exterior damage to siding. No injuries have been&nbsp;reported. The cause of the fire is undetermined at this time, but lighting strikes have been confirmed in the area. The owner is listed as the Maplewind Community mobile home park. According to a property management representative on scene, the trailer home was unoccupied and scheduled to be removed from the site.&nbsp;

TOPEKA - It’s a sign of the season – political campaigning and the posting of campaign signs. The Kansas Department of Transportation reminds the public that all political campaign signs or billboards are prohibited from being placed on state right of way.

By law, all right of way on state highways is exclusively for public highway purposes. Only regulatory, guide signs and warning signs placed by KDOT are allowed on the 9,500-mile state highway system. KDOT has jurisdiction over all interstate, Kansas and U.S. routes.

When KDOT maintenance crews find political or business advertising on state right of way, the signs will be removed immediately and without notice. All such signs will then be taken to the closest KDOT Subarea office. Political campaign signs not retrieved from the Subarea offices will be disposed of after the election.

Political campaign advertising is allowed on private property bordering state right of way. However, people placing or erecting signs on private property must first obtain permission from the property owner.

A state law passed in 2015 related to placement of campaign signs on city- or county-owned right of way does not apply to state highway right of way. Persons placing signs on city street or county road right of way should consult the local jurisdiction on any rules.

Geary County Emergency Management has provided information from the National Weather Service on the possibility of storms today and tonight.

Confidence for severe storms moving into the area tonight from south central and southeastern Nebraska is medium to high. What is low to medium confidence is IF storms form in advance of this activity by mid to late afternoon directly over the forecast area then storms may tend to slow and weaken later as they move into the area from Nebraska.

Either scenario is expected to pose a threat of severe storms over area by this afternoon into this evening.

Geary County Emergency Management has provided information from the National Weather Service on the possibility of storms today and tonight.Confidence for severe storms moving into the area tonight from south central and southeastern Nebraska is medium to high. What is low to medium confidence is IF storms form in advance of this activity by mid to late afternoon directly over the forecast area then storms may tend to slow and weaken later as they move into the area from Nebraska.Either scenario is expected to pose a threat of severe storms over area by this afternoon into this evening.

Junction City Manager Allen Dinkel will be the guest speaker at the Geary County Landlords Association meeting June 14 at the JC BBQ &amp; Grill, 812 East Chestnut. The meting will run from 11:30 a.m. until 1 p.m.

The President of the Landlords Association, Gary Olds, said Dinkel will present information on city government operations such as sources of revenue, expenses, personnel, condemnations and updates on city projects. Potential property taxes for 2023 will also be discussed since 2022 valuations have increased.

MANHATTAN—Law enforcement authorities are investigating another reported gun theft in Manhattan.

Just before 7a.m. Monday, officers a filed report for burglary in the 1000 block of Thurston St. in Manhattan, according to the Riley County Police Department activity report. 

A 24-year-old man reported his truck was broken into and his black Smith &amp; Wesson AR-22 rifle and Apple iPad were stolen.

The estimated total loss associated with this case is approximately $1,800.

The RCPD reported there have been around 80 car burglaries since the beginning of the year in Manhattan.

Junction City Commissioners are scheduled to receive a presentation Tuesday night from the Chair of the Geary Community Hospital Board of Trustees, Theresa Bramlage, about the pending transition of the hospital to Stormont Vail Regional Health on Jan.1.

Geary Community officials are trying to raise money for GCH until the transition is complete. The amount requested from the City could be up to $3 million with the money coming from American Recovery Program Act funding provided to the City.

City Manager Allen Dinkel informed commissioners in a memo that there is no doubt that a hospital in the community is vital to the growth and future of Junction City. The City does have the ARPA funds but has not spent any of it. Some local governmental entities such as Geary County have already spent a portion of their ARPA funds. The City has some concern about use of their ARPA funding in this manner but will continue to explore that option.

Dinkel feels more information is needed from the County since there will be a number of financial matters they must consider during the transition, and since the county will continue to own the hospital building, and be liable for certain expenses.

Dinkel added that he feels that it must be remembered that Junction City is in Geary County, and has about 67% of the population living there. Approximately 70% of the property tax dollars received by the County are paid by owners of property within the City.

According to the memo the ARPA funds are not part of&nbsp; the City's traditional budget, but how they are spent will have a major impact on the City's budget for this year and subsequent years.

The staff recommendation going to the Commission is that no financial support be committed by the City until more research is done by Geary County to identify issues and the financial impact of doing so is discovered.

Members of the Kansas National Guard engineer unit will spend two weeks for their annual training moving a section of the Riverwalk Trail located east of U.S. 77 near the Republican River back about 50 feet. The combination of water runoff and the river have caused some of&nbsp; the trail to erode to where it's not safe at the present time, said Craig Bender, Chamber of Commerce Military Affairs Council Director. "If you're riding a bike down there late at night you literally could probably end up being in the river and no one could find you for awhile."

The work will include tearing down trees and moving the trail bac. Bender added that David Walker is providing rock for the project. The effort was coordinated with KDOT, Junction City Parks and Fort Riley.&nbsp;

MANHATTAN, Kan. — The old saying “an ounce of prevention is worth a pound of cure,” coined by Benjamin Franklin in 1736 still holds true today when talking about men’s health and cancer prevention. &nbsp;

Speaking about three of the most common cancers in men — prostate, testicular and colorectal — K-State Research and Extension family and consumer sciences agent Holly Miner said the key to reducing risk is early detection though screening.&nbsp;

“Early detection increases the treatment options and may decrease the spread of cancer to other areas of the body,” Miner said. &nbsp;

Of the three common cancers in men, Miner said prostate cancer is the most common in American men, after skin cancer. &nbsp;

“If your father or brother had prostate cancer, you are more likely to develop it,” Miner said. “A diet high in fat also increases the risk.”&nbsp;

She said screening is recommended for men ages 55-69 and can be done with a blood test.&nbsp;

“Research has also shown that men over the age of 70 should consult with their healthcare professional for screening recommendations,” Miner said. &nbsp;

Testicular cancer is another uniquely male problem. Miner said this disease typically occurs in men 20-35 years old, but has a low chance of occurrence, approximately .0004%.&nbsp;

“A family history of testicular cancer, men with HIV and white men have a great risk for this cancer compared to other ethnicities,” Miner said. She added that men who did not have a testicle drop down at birth or within the first year of life, as well as men who have had cancer in one testicle, are also at a greater risk.&nbsp;

Screening for this can be done at home monthly by feeling for a lump in the testicle. Any changes in the scrotum should be reported to a medical professional, Miner said.&nbsp;

A cancer that afflicts men and women alike is colorectal cancer, which Miner said is the third most frequently diagnosed cancer in the U.S. and accounts for 9% of all cancer-related deaths.&nbsp;

“If detected early, colorectal cancer can be prevented or treated without death occurring,” Miner said. &nbsp;

Risk factors for colorectal cancer include age, personal or family history of this cancer, being obese, excessive alcohol or tobacco use or being of African American decent, according to Miner. &nbsp;

There are several screening options to include annual fecal occult blood test, coloscopy, virtual colonoscopy via X-Rays, and DNA stool test. &nbsp;

“Because there are so many different types of screenings for colon cancer, the best thing to do is consult with your health care professional to figure out which one is the best for you,” Miner said. &nbsp;

With all cancers, a healthy diet is key in risk reduction. Miner offered these tips:

“Your health is important. Taking steps to prevent, detect and care for yourself now will lead to a healthier and more fulfilling life,” Miner said. &nbsp;

Just after 10:30p.m. Saturday, officers filed a report for aggravated burglary in the 1000 block of N. Juliette Ave. in Manhattan.

A 25-year-old man and 25-year-old woman reported a 24-year-old man and an additional unknown suspect broke into the victims' apartment while the male victim was home and stole an LG tablet, a white iPhone SE, an Xbox 360 controller, a Momentum Cori HD smart camera, and $500 cash. 

The estimated total loss associated with this case is approximately $1,100.&nbsp;

At abound the same time Saturday, officers filed a report for aggravated burglary and violation of protection order at an apartment in Manhattan.

A 20-year-old woman reported a 21-year-old male suspect entered her apartment while she was home and stole a bulldog, violating a protection order while doing so. 

The estimated total loss associated with this case is approximately $300.&nbsp;

Just before 1a.m. Sunday, officers filed a report for aggravated burglary in the 2500 block of Farm Bureau Rd. in Manhattan. A 21-year-old woman reported an unknown male broke into her house while she was home and stole a crystal and a hair brush. The estimated total loss associated with this case is less than $10.
