Last Thursday, the Riley County Board of Commissioners were notified that Flint Hills Regional Council was increasing membership dues&nbsp;for 2022. FHRC asked the Board&nbsp;to name a&nbsp;representative&nbsp;and decide whether or not the county would pay the increased dues by January 15.&nbsp;

During its regularly scheduled meeting, the Board voted 2-0 against the increased dues and withdrew from the FHRC.&nbsp;Commissioners John Ford and Greg McKinley voted to leave the group.&nbsp;Commissioner Kathryn Focke abstained.&nbsp;

Last week, commissioners&nbsp;asked Clancy Coleman,&nbsp;director of Administrative Services, to&nbsp;provide Commissioners&nbsp;with&nbsp;information on&nbsp;the Council&nbsp;and try to&nbsp;identify&nbsp;benefits of remaining a member.&nbsp;

Commissioners John Ford and Greg McKinley&nbsp;took exception to the requested increase, and indicated the Council’s increase is&nbsp;due to&nbsp;self-imposed financial woes&nbsp;and&nbsp;has not demonstrated real value&nbsp;in the past.&nbsp;

“I have&nbsp;problem&nbsp;with that,” Ford said. “I don't believe&nbsp;their loans&nbsp;should be placed on the backs of taxpayers.&nbsp;That's something that should be taken care of internally.&nbsp;I'm a point&nbsp;with&nbsp;this where I'm honestly ready to move on.”&nbsp;

McKinley said much of what he has seen from FHRC “was not useful” and that he&nbsp;hasn’t seen any value in the Council for years.” He noted discrepancies in&nbsp;claims made by&nbsp;FHRC leadership&nbsp;regarding&nbsp;population, and&nbsp;ineffective, generic results.&nbsp;

Police seek applicants for the Citizens Police Academy

Junction City Main Street has cancelled their meeting that was scheduled at 5:15 p.m. Thursday due to the increase in COVID-19 cases in the community. The information was provided by Terry Butler of Main Street.

Junction City officials continue their discussions with Veolia concerning what occurred at the water plant that led to the recent loss of water for multiple days in the community. Allen Dinkel, City Manager, said they think they know what happened. "It was operator error on behalf of the employee of Veolia Water. We're digging through who's going to pay for it and we have had a lot of discussion with Veolia. "

Dinkel noted that some repair work is still being done but the plant is operational. He added that he was not sure if all of the HVAC system was up yet. "Changes are also being considered in Phase Two remodeling of the plant.

Dinkel confirmed that there are discussions with Veolia on that company making some sort of compensation to the city but the city manager was not able to release more information at this time.

RILEY COUNTY—Law enforcement authorities are investigating an accidental shooting in Manhattan.

Just after 11:45p.m. Wednesday, police responded to the report of a medical call in the 300 block of N. 5th Street in Manhattan, according to the Riley County Police Department activity report.

First responders found a 29-year-old man at the residence suffering from a gunshot wound to the hand. 

It was determined he accidentally shot his gun while cleaning it in his home. He was transported to Via Christi for treatment of his hand injury.

Police released no additional details early Thursday.

When we review the weather for 2021 we come up with a mixed bag. To summarize the entire year, it was hot and dry. But within that summary we find a lot of extremes and perhaps a few surprises. The average daily high during 2021 was 67.3, 1.5 degrees above normal. The average overnight low was 47.1, 3.1 degrees above normal. This gave us an annual mean temperature of 57.2, 2.3 degrees above normal. This did not place 2021 into the top 5 hottest months but it did land as the 9th hottest year since the 1940s.

There were extremes through the year and some occurred very close to each other. February was the 4th coldest February on record and March was the 5th hottest March on record. We went from being 11.4 degrees below average to 4.7 degrees above average. But three of the last four months of the year really told the tale. September was the 4th hottest September on record, November was the 6th hottest November on record and December was the hottest December on record. The last four months of the year were all 4 degrees or more above average, June and September were 3 degrees or more above average. In the end, only February, April and May had below average temperatures.

The lowest temperature for the year was -18 on February 16th. On that date we would reach a high of 7 degrees which was the first above 0 temperature we’d recorded for 4 days. February 15th had a high of -2 and the three days prior to that had highs of 0. The highest temperature during 2021 was 101 reached on June 17 and 18. All told there were five days in 2021 with daytime highs of 100 degrees or higher. We continue to see overnight lows trending higher than long term averages. This trend is being seen around the globe and is an indication of a warming climate.

2021 was drier than average. Officially we were nearly 8 3/4 of an inch below the average annual precipitation of 33.57 inches. We tended to get just enough rain, just in time, though, to keep crops growing well which resulted in above average yields for many crop producers. The lack of rain became very obvious in the last half of the year. Farm ponds, springs and smaller streams are all showing the effects of low rainfall. This also raises concerns for wild fire hazard with tinder dry grass along roadways as we move into the normally driest time of the year. 

Five of the twelve months in 2021 had average or above average precipitation. November and December were extremely dry with the area going 52 consecutive days without rain at the end of the year. The Climate Prediction Center is currently forecasting that drier and warmer than average temperatures could continue well into and through 2022. That doesn’t mean we can’t have cold temperatures, as we saw in February last year. It just means that average temperatures will likely trend above average for much of the year.

Dorothy Bramlage Public Library in Junction City will be closed Monday, Jan. 17th,&nbsp; for Martin Luther King Jr. Day.

Library officials also have announced that Martin Luther King Jr. storytime "I Have a Dream" will be held Jan. 13th at 11 a.m. They will celebrate King with a story, song and craft project. The program is designed for children under the age of eight, however, anyone is welcome to attend. Children must be accompanied by an adult.

POTTAWATOMIE COUNTY—Law enforcement authorities are investigating a shooting that critically injured a woman in Wamego.

Just before 8:30. a.m. Wednesday, the Pottawatomie County Sheriff’s Department received a 911 from the residence at 105 East Valley lot 8 in Wamego reference to a woman being shot, according to Police Chief Michael D. Baker, Sr.

Officers from the Wamego Police Department and Pottawatomie County Sheriff’s Office responded to the residence.

First responders found a 31 year-old woman suffering from a gunshot to the upper chest area. Pottawatomie County EMS transported her to Stormont-Vail Hospital in Topeka Kansas in critical condition.

At this time the incident is in the preliminary stages of the investigation. Evidence indicates a juvenile child residing in the home discharged a handgun, accidentally striking the adult.

Results of the investigation will be sent to the Pottawatomie County Attorney’s office for review, according to Baker.&nbsp; Police have not released the name of the victim.

Geary County Rural Fire responded to 151 calls in 2021, up from 120 in 2020. Rural Fire Chief Garry Berges noted that there were 307 truck responses compared to 244 a year earlier, and volunteer responses were 614 compared to 485 in 2020.

The total loss amount in 2021 was calculated at $708,125, up from $204,130 in 2020 and $282,150 in 2019. Berges confirmed factors in the increase for 2021 were a combine fire, semi fire and there were five additional structure fires.

A 22-year-old man reported an unknown suspect stole his unlocked white 2006 Chevrolet Cobalt with a set of Slazenger golf clubs inside. 

The estimated total loss associated with this case is approximately $6,500. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Junction City Commissioners have voted to elect Jeff Underhill to serve as mayor for the coming year. It will be his third consecutive term as mayor. He first assumed that office in 2020. "It was the COVID year so I think I kind of missed out on the experience or the leadership portion of it. Last year and this upcoming year I'm really excited on the direction that the City's moving and want to keep that going."

Pat Landes was elected to serve as vice mayor.

There were appointments of commissioners to different boards.

--Jeff Underhill was appointed to the Chamber of Commerce Board.

Fort Riley officials have announced that due to the rising COVID-19 transmission rates, their personnel returning from leave around the country, and 1st Infantry Division’s mission requirements, they have implemented a temporary increase in COVID mitigation measures on Fort Riley.

In accordance with DoD policy and CDC guidance, the 1st Infantry Division and Fort Riley instituted increased mask-wearing requirements in addition to those already present on Fort Riley, including:

1. Indoors: Regardless of vaccination status, all individuals on the Fort Riley military installation must wear masks continuously in all indoor spaces on the installation, with the following limited exceptions: (1) when alone in an office with floor-to-ceiling walls and the door closed; (2) for brief periods of time when eating and drinking while maintaining distancing; (3) when the mask is required to be lowered briefly for identification/security purposes; (4) when necessary to reasonably accommodate an individual with a disability.

2. Outdoors: Regardless of vaccination status, all individuals must wear a mask while in an outdoor setting when they cannot maintain six-foot separation from others. This includes physical training, motor pools, field training, and formations.

3. Vehicles: Regardless of vaccination status, all individuals must wear a mask when traveling in cars with individuals not from their immediate households or family.

4. Fitness Centers: All individuals regardless of vaccination status are required to wear a mask in all fitness centers, to include fitness centers that are open to vaccinated personnel only.

K-State kicks off 2022 Living Well Wednesday webinars on Jan. 12&nbsp;

MANHATTAN, Kan. – It may seem like saying ‘thank you’ for a good deed, or pausing to appreciate a child’s hug, are very simple moments in life.&nbsp;

But done routinely – and intentionally – they make a difference. Jennifer LaSalle calls it cultivating an attitude of gratitude.&nbsp;

“It’s a relatively new area of study in psychology, but what researchers have found is that having an attitude of gratitude reaps great benefits,” said LaSalle, a family and consumer sciences wellness agent with K-State’s Research and Extension’s West Plains District.&nbsp;

LaSalle will present the webinar, Cultivate an Attitude of Gratitude, on Jan. 26 as part of the online series Living Well Wednesday, which is provided free from 12:15 p.m. to 1 p.m. (CST).&nbsp;<a href="https://www.ksre.k-state.edu/fcs/livingwellwed/" target="_blank">Registration is available online</a>.&nbsp;

“Part of practicing the art of gratitude is being thankful; when you practice that, it becomes more of a habit,” LaSalle said. “But it’s not just being thankful. It’s also appreciating the little things you have in life. What the research shows is that having an attitude of gratitude benefits you physically and interpersonally.”&nbsp;

LaSalle noted studies indicating that people who practice gratitude are more healthy, have more motivation to exercise, sleep better at night and even are more productive – and happy – at work.&nbsp;

“One of the benefits is happiness,” she said, “and isn’t that what we all want in life: to be happy? The two correlate together.”&nbsp;

K-State Research and Extension’s Living Well Wednesday kicks off its 2022 series on Jan. 12 with the webinar, “Parent’s Guide to Social Media,” moderated by Mirna Bonilla, a family and consumer sciences agent for community health and wellness in K-State’s Chisholm Trail District.&nbsp;

The session’s featured speaker is John Calvert, the director of the Kansas Department of Education’s Safe and Secure Schools unit.&nbsp;

“We had a similar program with (Calvert) last year,” Bonilla said. “This year, he will give us an update on the social media apps to be aware of as parents, and tips to keep our children safe.”&nbsp;

Statistics indicate that 90% of children ages 13-17 have access to and use social media apps.&nbsp;

“John does a really good job of providing tips and examples of how we can set limits with our teenagers and young adults,” Bonilla said. “He can help us make sure we are able to keep them safe in a world that we really have no control over what is put out there.”&nbsp;

Part of Calvert’s mission as director of KSDE’s Safe and Secure Schools unit is to keep track of what apps are trending among school-aged kids.&nbsp;

“There are apps out there now that I had no clue existed,” Bonilla said. “So much is evolving. If we, as parents, are not on top of what we should be looking out for, there are a lot of things that can fall into the cracks. It’s nice to have someone we can trust to provide us with that information.”&nbsp;

‘Attitude of Gratitude,’ social media apps highlight wellness series

Members of the Geary Community Hospital Trustees on Monday discussed their decision to close the Intensive Care Unit at the hospital by Feb. 1. Trustees Chair Theresa Bramlage noted that they had been advised to that action as far back as 2019 by Community Hospital Corporation when an assessment was done because GCH had been losing money with the ICU. "The path that we're on financially, we just can't afford to keep it open."

If there are patients that need intensive care there will be an attempt to transfer them to other hospitals. "We're also coming up with a game plan on how we keep them in house when we can't find another hospital that will take them which right now with COVID that's a situation that we've been dealing with, with our ICU open," said Bramlage.&nbsp;

Bramlage does not anticipate any more closure of operations or services at the hospital right now. All services are being assessed. "What we want to be is a hospital that serves this community, quality top excellence of service, but also make money. So that's what we're struggling with."

Trustee Vice Chair Cecil Aska commented that unfortunately that they needed to look at when considering the long term of keeping GH open. It's a step that needs to be taken now. Aska added that if things get better the ICU could be redefined, but at this point the closure is something that is necessary.

Paving of a one-half mile stretch of Munson Road on the west side of the new Junction City High School is complete. The road and new entrances to the west side of the high school property opened for traffic on Monday.

Corey Trumpp, Geary County Public Works Director, said the south half of Munson road going north from K-18 Highway was converted from gravel to pavement. "Bayer Construction was the prime contractor, said Trumpp. "That portion of Munson Road was built to KDOT specifications so it should last a long time."
