HUTCHINSON, Kan. — John Wilson with Kansas Action for Children said that one of that group's priorities for the 2025 legislative session in Topeka as it starts this week is to continue the discussion of a Child Tax Credit at the state level.

"The federal child tax credit lifted you know hundreds of thousands of children out of poverty during that pandemic era," Wilson said. "The federal child tax credit still exists but it's in a different format and families are no longer receiving that monthly payment like they received or could have received during the pandemic. Kansas is one of the states that doesn't have a state level child tax credit and last year we proposed a state child tax credit. We're going to do that again this year and it's really straightforward. It provides a tax credit to any family with eligible children and the great thing about a child tax credit is that it could be used for any types of expenses related to raising children."

An important key is to make it refundable.

"One family might need it for child care expenses another family might just need to help support rent or pay for food," Wilson said. "It's a really flexible form of supporting families and the way that we would like to see it structured is that the lower the income the household the higher the benefit because they're the ones that need it the most and importantly a child tax credit needs to be what we call refundable meaning if they're very low income and they don't have a tax liability they can still receive that tax credit."

They would also like to see it phase out with increased income.

"There wouldn't necessarily be a cliff if you will based on income," Wilson said. "It might be that the credit is slightly smaller but as long as you file a simple tax return you would receive that credit at the time you file your taxes."

The federal EITC was initially enacted in 1975.

The program aims to provide support to all community types, including rural, suburban and urban communities with a special focus on the needs of those 50 and older.

&nbsp;AARP Kansas works in collaboration with communities across the state, bringing people together, and providing resources and expertise to help make Kansas counties, towns and cities great places to live for people of all ages. In 2024, AARP Kansas worked with organizations across to state to provide grant funding to improve recreational opportunities (new pickleball courts) and encourage safe walking in several communities.

The Community Challenge is open to eligible 501(c)(3), 501(c)(4), and 501(c)(6) nonprofit organizations and government entities. Other types of organizations are considered on a case-by-case basis. Grants can range from several hundred dollars for small, short-term activities to tens of thousands for larger projects.

&nbsp;The application deadline is 5:00 p.m. Eastern, March 5, 2025. All projects must be completed by December 15, 2025. In 2024, AARP Kansas worked with organizations across to state to provide grant funding to improve recreational opportunities (new pickleball courts) and encourage safe walking in several communities.The Community Challenge is open to eligible 501(c)(3), 501(c)(4), and 501(c)(6) nonprofit organizations and government entities. Other types of organizations are considered on a case-by-case basis. The most recent January 2025 blizzard and snow accumulations have paralyzed travel. A mist followed by freezing temperatures, snow amounts up to and possibly exceeding 16 to18 inches depending on location and below freezing temperatures have not been common for us in Geary County in recent years. Some previous snowstorms are highlighted in this article.

In February 1894 there was a reference in the Union newspaper that this section of the state as well as a large portion of the country had been visited with heavy snow and cold weather. The snowfall had largely protected the growing wheat crop, and the cold weather assured a good ice crop sufficient to supply all demand for the coming season. Horse drawn Cutters were continually on the go from early morning to late in the night. Sleighing was never better anywhere in the state than it was here. It was not realized that there were so many elegant one-horse sleighs in our city until people saw them on the streets because of the snowfall. These sleighs together with the little folks on the small sleds, made the streets of our city one vast scene of merriment and enjoyable sport.

On April 4,1920 a winter storm hit Junction City. Easter Sunday was on that day.

It was in1960 when 40 inches of snow fell during the period from February 20 through March 16. The heaviest single snow in that period was seven inches on February 21.

On February 22,1971 a foot of snow blanketed the Junction City area. It began snowing at 9:00 AM and continued until Sunday night causing streets and highways to be clogged with snow drifts and activities in the area were at a standstill. Reports of motorists being stranded when their cars were unable to move through the heavy snow were common. Businesses and schools were closed. (Many offices and stores would have been closed for President’s Day, which had been moved to the third Monday in February that year). Fort Riley was placed on a non-duty status, with all training suspended, and the only activity was for essential guard and similar duties with a decision to be made about any change in status to be made before Tuesday. It was reported that this was the heaviest snowfall in recent years.

Snowstorms like those mentioned above occurred on February 13, 1978. Prior to a decision to keep schools open, USD 475 officials drove the roads as a test before the decision was made by Superintendent Kenneth Hauge. This practice was in place many years later.

On November 27,1983 the high was 56 degrees, and the low was 33 degrees. Ten inches of snow fell that day.

These are some of the snowstorm highlights in our local history. The weather in Kansas can quickly change and become dangerous. Be safe and stay warm. We can be thankful for road crews, first responders, crews who keep our electricity on and community members who provide food and shelter for those in need. That is what our community does!

The following advisories identify types of fish, or other aquatic species, that should be eaten in limited quantities or, in some cases, avoided altogether because of contamination. General advice and internet resources are provided to aid the public in making informed decisions regarding the benefits and risks associated with eating locally caught fish from Kansas waters.&nbsp;

Bottom-feeding fish:&nbsp;buffalo, carp, catfish, sturgeon and suckers

Shellfish:&nbsp;mussels, clams and crayfish

There are many health benefits associated with going outside and catching and consuming fish; however, all fish contain some amount of mercury. Consumption of mercury-rich fish can harm the development of fetuses, nursing babies, and growing children. As a result, anyone who routinely eats fish or serves fish to children, including store-bought fish, should carefully consider the type and amount of fish eaten. Therefore, mercury-sensitive individuals (women who are pregnant, nursing, or may become pregnant, and children 17 or younger)&nbsp;should follow the guidelines presented below for eating Kansas-caught fish.&nbsp;

Kansas issues fish consumption advisories

MANHATTAN — The Kansas Farm Bureau (KFB) Foundation for Agriculture is now accepting applications for 2025 scholarship awards.

“Supporting education is one of the core missions of the Kansas Farm Bureau Foundation for Agriculture,” says KFB President Joe Newland. “We are so proud to support the next generation of leaders in agriculture as they continue their education at institutions across the state.”

The program offers up to 47 scholarships at universities, community and technical colleges in Kansas for students who demonstrate a commitment to agriculture, leadership and community involvement. To apply, students or their parents must have an active Kansas Farm Bureau membership.

RILEY COUNTY —Law enforcement are investigating a Junction City woman on multiple allegations after an arrest in Manhattan.

Just after 4p.m. Wednesday, police arrested 24-year-old Anastasia Kenyon, 24, of Junction City, in the 1000 block of S. Seth Child Road, according to the Riley County Police Department activity report.

Kenyon was arrested on a Riley County District Court warrant for failure to appear. The original charges in this matter are making false information, theft by deception value less than $1,500.

She is being held on a $20,000 bond.&nbsp;

Junction City woman accused of ID theft skipped court

WASHINGTON — The Internal Revenue Service announced today that the IRS Free File Guided Tax Software is now available for taxpayers ahead of the official start of tax season later this month.

Starting January 10, the IRS Free File will begin accepting individual tax returns. Millions of taxpayers nationwide can access free software tools offered by trusted IRS Free File partners by visiting IRS.gov.

“The IRS remains committed to its partnership with Free File Inc. to ensure taxpayers have free and secure options for filing their taxes electronically,” said IRS Commissioner Danny Werfel. “Taxpayers have multiple filing choices, including trusted tax professionals, tax software, Free File, Direct File or free preparation services through IRS partners. Over the years, Free File has helped millions of taxpayers, providing a fast and simple way to file their returns. This program continues to be a valuable resource for eligible individuals looking to file their taxes for free through this unique program.”

Entering its 23rd&nbsp;filing season, IRS Free File is just one of many free options available to taxpayers for filing their tax returns, whether online or in person. This service is made possible through a public-private partnership between the IRS and Free File Inc. (formerly the Free File Alliance). As part of this partnership, tax preparation and filing software partners offer their online products to eligible taxpayers for free. To access these free tools, taxpayers must start from the&nbsp;<a target="_blank" href="https://links-1.govdelivery.com/CL0/https:%2F%2Fwww.irs.gov%2Ffiling%2Firs-free-file-do-your-taxes-for-free/1/0100019442eeb298-2f6ecb1e-4ac9-4bfb-802c-15a77fd59972-000000/zi4Nriy0VyWHJqLFKKwjhwckS8oaxq70HcDH6r5tlAM=387">IRS Free File</a>&nbsp;page on IRS.gov.

This year, eight private-sector partners will provide online guided tax software products for taxpayers with an Adjusted Gross Income (AGI) of $84,000 or less in 2024. Additionally, one partner will offer a product in Spanish.

Although the IRS official tax filing season begins later this month, IRS Free File providers will allow taxpayers to prepare and file returns now and hold them until they can be electronically filed on that date. Many other software companies offer a similar option.

Taxpayers with an AGI above $84,000 can use the Free File Fillable Forms (FFFF) starting January 27. These electronic versions of IRS paper forms are ideal for individuals who are comfortable preparing their own taxes using IRS instructions and publications.

Each IRS Free File trusted partner establishes its own eligibility criteria based on age, income, state residency and military status.

Taxpayers with an AGI of $84,000 or less in 2024 can find an IRS Free File product; some providers include free state tax return preparation and filing. All partners offer active-duty military personnel with an AGI of $84,000 or less in 2024, free tax preparation and filing using IRS Free File.
