MANHATTAN—Law enforcement authorities are investigating a man for alleged animal cruelty.

Just before 3 p.m. July 5, officers responded to a call of a dog left inside a vehicle in the 1000 Block of Westloop Place in Manhattan, according to the Riley County Police Department activity report.

Officers issued a citation&nbsp;to Austin Sadler, 21, of Ft. Riley for Cruelty to Animals. Temperatures were in the upper 80s to low 90s that afternoon, according to the National Weather Service. Police released no additional details.

Commissioners gave ordinance approval for a change in hours for retail liquor sales on Sunday. Instead of beginning at noon they can now begin at 9 a.m.

The governing body approved a bid totaling $58,000 for a new 50 x 70 foot pavilion at Rolling Meadows Golf Course. Final approval is pending approval of additional funds from the Friends of Rolling Meadows Golf Course for the project.&nbsp; &nbsp;Construction would begin in October.

City Commission addresses business items

Junction City Commissioners have adopted a resolution for a Raise Discretionary grant to try and draw a 300-employee industry to the community.&nbsp;

Allen Dinkel, City Manager told the governing body that there is an industry committed to being in Junction City but an interchange needs to be made at Taylor Road near the west side of town close to I-70. It would be a $31 million project including water and wastewater utilities, extending Strauss Boulevard to Taylor Road, with Taylor Road going from Old Highway 40 to the north end of Strauss Boulevard.&nbsp;

If the recruitment is successful Dinkel indicated that the company would probably invest more than $200 million dollars. The City would probably apply for $25 million.&nbsp;

This is an Economic Development Commission project. Local officials have also talked with the Kansas Department of Commerce about the project. The Taylor Road interchange is considered necessary for it to occur. The name of&nbsp; the company has not been released.

Earlier Tuesday the Geary County Commission approved a letter supporting the City application for a Raise grant through the U.S. Department of Transportation. Commissioner Keith Ascher also explained the grant, if received, would deal with enhancement of infrastructure including a possible interchange near Taylor Road near I-70 on the far west side of the city.&nbsp;

"Basically it would be for enhancement of economic development that far out, so the City would be looking at extending water, sewer and other infrastructure but only if we can get this grant, "said Ascher.&nbsp;

It's unknown at this time if the grant application will be approved.

Geary County health officials said Tuesday that there are 45 total active cases of COVID-19 in the county, up five from their last report. Three people are hospitalized.&nbsp;

On Tuesday there were 24 confirmed positive cases and 18 recovered cases.

COFFEY CO., Kan. (WIBW) - The National Weather Service will make changes to its Severe Thunderstorm Warning alerts.

Coffey Co. Emergency Management says the National Weather Service will make changes to its Severe Thunderstorm Warning alerts on July 28.

According to CCEM, any warning that includes expected winds of 80 miles-per-hour or greater or baseball size hail or larger will trigger the Weather Emergency Alert for the impacted area once.

For residents, CCEM said this means the warning area expected to be impacted by the severe weather will get an emergency alert on their cell phone, regardless of whether they signed up for the Coffey Co. Public Notification System. It said this would be similar to the flood messages that residents receive during flash floods.

According to CCEM, a WEA is a free text emergency message that agencies can broadcast from cell towers to any enabled mobile device in a local area. It said residents do not subscribe to receive these messages as they are automatically sent. It said there is an option to opt out of messages, but it is not recommended.

CLAY CO., Kan. (WIBW) - Three inmates have been diagnosed with COVID-19 in the Clay Co. Jail.

Clay County says three new cases of COVID-19 have been diagnosed among inmates in the Clay Co. Jail. It said all active cases have been put in isolation and those who meet the definition of a close contact to a positive case have been placed in quarantine.

According to the County, inmates in isolation will stay there until cleared by a doctor. It said those in quarantine will stay there following Kansas Department of Health and Environment guidelines.

Until further notice, the county said it will no longer allow visitors at the Clay Co. Jail. It said the Health Department is working with the Sheriff’s Office to contain the outbreak and prevent further spread. It said all employees have been offered free tests and vaccinations.

Clay Co. Jail sees three new cases of COVID-19

Adopt-A-Backpack will be occur once again as past of the Stuff the Bus effort for Junction City - Geary County United Way.

Families in need may visit&nbsp;t www.unitedwayjcgc.org to apply for the Adopt-A-Backpack for their children. Paper backpacks with the child’s shopping list will be available at the displays and at the United Way office. 

Backpacks are due back to United Way by July 30th. Backpacks can also be dropped off at KS State Bank. Families will be able to pick up their backpacks the week of August 2nd, in time for the 1st day of school.

There were also two false alarm activations, five outside fires involving trash or rubbish or dumpster fires, one elevator rescue and one motor vehicle collision.

Ribbon cutting is being postponed

ABILENE - The Lebold Mansion in Abilene has a new owner, a modern Renaissance man of sorts who has a number of ideas to bring the historic mansion and the public together once again.

"The lights are on again at the old Lebold Mansion. Screams will fill the night at Halloween and jingle bells will ring at Christmastime. Like the legendary Phoenix, the Lebold Mansion will rise once more," new owner Joseph Tatner noted in a news release.

Tatner became the owner of the nearly 150-year-old property on June 28.

The mansion’s long list of owners includes more than its share of colorful characters, and Tatner acknowledges that he is no exception. Tatner noted, however, that he may well be the most qualified person to take full advantage of this unique property, which bears a striking resemblance to the Addams Family home. Tatner explained that he has an affinity for the irrepressible Gomez Addams character, who is known as much for his love of life and charitable nature as for his offbeat sense of style. Although he has often been called “eccentric,” Tatner noted that he just likes to have fun. He also like to make people smile, and has earned wide recognition for doing so.

Tatner is a professional actor, producer, director, singer, dancer, marketeer, and writer. A former computer consultant, he currently writes business proposals from home to win government contracts for a cutting-edge technical company near Washington, D.C. He has also earned more than twenty certificates of appreciation or commendation from U.S. congressmen and senators, state governors, and city officials for producing events and ceremonies such as the Hansen Dam Fourth of July Spectacular (the largest fireworks display event in Los Angeles County), North Hollywood Theater and Arts Festival, and a fundraiser for St. Joseph’s Children’s Hospital. The last organization has special place in Tatner’s heart, since the hospital saved his life from a childhood illness.

As a published author, Tatner has written a wide range of books, from Autism: A New Hope (with Dr. Cheri L. Florance) and the Opus Americana (an epic tome on American history and symbology) to his award-winning comedy/action/romance trilogy, Floyd &amp; Mikki: Zombie Hunters. As an actor, he has played roles on The Partridge Family, The Brady Bunch, Fame, commercials, and several movies. He’s been seen around the world as Nostradamus in a special produced by The History Channel. Tatner has produced, directed and hosted numerous events in New York cabarets, a Cultural Concert Summer Series in Los Angeles, and performed countless times in hospitals and rest homes simply to cheer people up.

If all that wasn’t enough, Tatner studied to be a priest in Rome and was an Air Force officer, he indicated in the news release.

According to Tatner, he plans to open the mansion for tours, generally remaining faithful to the historic nature of the property, but with fully modern technology. Tours will be booked online through the <a href="http://leboldmansion.com">leboldmansion.com</a> website he is currently creating. The site will have links to other local attractions throughout the area, such as the Seeley Mansion, Abilene &amp; Smoky Valley Railroad, Great Plains Theater, and Eisenhower Museum. Tatner said he plans to promote the town of Abilene itself, as well as the people and businesses who help to support the mansion.

“I’ve got a lot of work to do,” Tatner admitted, “and it will all take time, but it all can be done. The mansion needs a lot of work, as well, so I’m starting a Go Fund Me page and will be asking donations for the tours and various events, but I won’t turn anyone away simply because they have no money. I’m not rich, and I was lucky to get this property for an amazing price, but I have the experience and determination to succeed in bringing the Lebold back to life.”

Indeed, there is a lot of work to do. The last owner sold everything in the mansion that wasn’t bolted down (and a lot that was), Tatner noted in the news release. The beautiful curtains and fine Victorian furniture are all gone. The wood needs treatment and restoration, and various repairs pose additional challenges, but the home is structurally sound.

No mansion is complete without a secret door, so Tatner is having one made. Details so far remain, well, secret, but it is no secret that Tatner plans to open his hospitality to the community. 

Planned events include Saturday Teas, Sunday Sundaes, Addams Family themed dinners, Get-A-Clue murder mystery nights (a game created by Joseph himself specifically for the mansion), and, of course, guided tours, he noted. One downstairs room is being converted into a small theater and movie room with popcorn and hot dogs for events. Any actors or craftsmen who have a talent to offer are encouraged to contact Tatner directly.

“This town and this home have an amazing history. Not to mention more than a few ghost stories. I thank God I was able to get this place, and I’m going to have a lot of fun in it. I hope everyone else does, too,” Tatner said.

This beautiful Victorian home was constructed on the original site of the home of Timothy and Elizabeth Hersey, founders of Abilene. Conrad H. Lebold had great success as an Abilene banker and land agent. He later became Mayor of Abilene, Treasurer for Dickinson County, and a member of the state legislature. The Lebold Mansion was built in 1880 for a cost of $18,000. At one time, it was said to be “the finest dwelling house west of Topeka.” After business failure, Lebold moved away from Abilene and the mansion saw a number of different owners and uses. In the late 1920s, the mansion became known as the Girls Club. The Girls Club was owned by C.L. Brown, and was a residence that offered female employees of the United Companies a place to live. The Lebold Mansion also saw life as an apartment building and a historic tour home.

The last owner sold everything in the mansion that wasn’t bolted down (and a lot that was), Tatner noted in the news release. The beautiful curtains and fine Victorian furniture are all gone. The wood needs treatment and restoration, and various repairs pose additional challenges, but the home is structurally sound.No mansion is complete without a secret door, so Tatner is having one made. Details so far remain, well, secret, but it is no secret that Tatner plans to open his hospitality to the community. Planned events include Saturday Teas, Sunday Sundaes, Addams Family themed dinners, Get-A-Clue murder mystery nights (a game created by Joseph himself specifically for the mansion), and, of course, guided tours, he noted. One downstairs room is being converted into a small theater and movie room with popcorn and hot dogs for events. The Lebold Mansion was built in 1880 for a cost of $18,000. At one time, it was said to be “the finest dwelling house west of Topeka.” After business failure, Lebold moved away from Abilene and the mansion saw a number of different owners and uses. In the late 1920s, the mansion became known as the Girls Club. The Girls Club was owned by C.L. Brown, and was a residence that offered female employees of the United Companies a place to live. The Lebold Mansion also saw life as an apartment building and a historic tour home.

Police responded to the CiCo Park area along Kimball Avenue as officers worked to safely collect a homemade firework that was found, according to a social media report from the Riley County Police Department.

This firework posed no threat to the public but officers needed to properly and safely dispose of the firework.&nbsp; They completed the process and cleared the area just before 2a.m. There were no injuries reported.

There are lots of headlines about how changing agricultural practices can remove carbon dioxide from the air and store it in the soil. While the science is sound, farming practices are just one component in the complex process of accumulation of carbon in the soil. Precipitation, soil type, carbon already present and other variables all factor into just how much of the element can be sequestered underground. What’s grabbing attention is there’s a nascent market blooming where private companies are paying real money to farmers and ranchers who can document increasing stores of carbon in their soils. The idea is the ag producers get some money for changing their practices while the private companies count the sequestered carbon against their own emissions. There’s a variety of reasons why companies are at the forefront of creating this market, but the primary driver is capitalism. Environmentally conscious customers and investors are demanding goods and services that have less impact on the land, air and water. Companies are responding to these signals by turning to the original conservationists — farmers and ranchers — to lessen the environmental impact of modern life. The public at large is just now discovering what crop and livestock growers have understood for decades — capitalism and conservation are complimentary and not mutually exclusive. Farmers and ranchers understand today’s investments in healthy soil, pristine air and crystal-clear water will pay dividends for generations to come. Farmers and ranchers today are using technology and innovative practices to produce more than ever while using fewer resources. U.S. agriculture would have needed nearly 100 million more acres 30 years ago to match today’s production levels. This is especially true of livestock, which receive a lot of attention for greenhouse gases expelled yet contribute just 4 percent — and falling — of overall emissions. The dairy industry is producing 48 percent more milk with per-unit emissions down 26 percent. Pork production has soared 80 percent while the per-unit emissions have declined by 20 percent. Beef production is up 18 percent and emissions down 8 percent. These efficiencies are driven by simple economics. Livestock emissions are falling because inputs like land and feed are expensive, so producers have a natural incentive to make the most of their resources. In short, market forces are working as they should, and U.S. agriculture is lessening its environmental footprint in addition to offsetting the carbon emissions from other industries. For the most part, this has happened in the absence of government mandates, but that’s not to say government policy doesn’t have a role in further reducing the greenhouse gas emissions from agriculture. No, the government shouldn’t tell farmers and ranchers how to do their jobs, but policy makers can certainly craft incentive-based programs to speed the adoption of practices that enhance production and profitability on farms and ranches. Legislators also can reduce regulatory barriers in state and federal programs and fund basic research that will help farmers and ranchers achieve greater efficiencies and further enhance the sustainability of their operations. While the government can help facilitate the pace of adoption on proven practices, it should also recognize what works in one field isn’t always the prescription for the next. We have to trust farmers and ranchers, with decades and generations of land management experience, know the capacity of their ground. They’re proven innovators and problem solvers in their own right. And they’re just as invested as the rest of us in successful and sustainable conservation all while continuing to provide a safe, affordable and ample supply of food for a growing population.

K-State's Upham explains reasons, offers solutions&nbsp;

MANHATTAN – For Kansas gardeners, watching vegetables bloom but not set fruit can be very frustrating.&nbsp;

Yet, for various reasons, that often happens this is the time of year, says Kansas State University horticulture expert Ward Upham.&nbsp;

“There are several possible reasons,” he said. “One condition that can affect several species is over-fertilization.”&nbsp;

Upham said that too much nitrogen in the soil causes the plant to emphasize vegetative growth, often to the detriment of fruit production. Over-fertilization can lead to a delay in flower production and a decrease in fruit set among the flowers that do produce.&nbsp;

“This is especially true of tomatoes,” Upham said. “Over-fertilized tomatoes will produce a large, apparently healthy plant with no flowers, or flowers that don’t set fruit.”&nbsp;

Tomatoes, a popular choice of many gardeners, also won’t set fruit if the night-time temperature falls below 50 degrees F, which leads to sparse pollen production, according to Upham.&nbsp;

“They also won’t set when night-time temperatures are above 75 degree and daytime temperatures are above 95 degrees with hot, dry winds,” he said. “Under such conditions, fertilization is not completed and no fruit develops. However, cherry tomatoes may be more forgiving of high temperatures than the larger slicers and will often set fruit in the heat.”&nbsp;

Upham said that many other crops – including squash, cucumbers, watermelon and muskmelon – can experience other problems.&nbsp;

“First, the early flowers on these plants are usually all male; the production of male and female flowers becomes more balanced as time passes,” he said. “You can easily tell the difference between the two because only the female flower has a tiny fruit behind the blossom.”&nbsp;

Upham said that if gardeners see both male and female flowers, have not fertilized, but still have a problem, it could be that the garden does not have enough pollinators.&nbsp;

“Look for the presence of bees visiting the plants,” Upham said. “If you don’t see any, try hand-pollinating several flowers. Use a painter’s brush to transfer pollen from the anther of the male flower to the stigma of the female flower. If you get fruit on any of those flowers you pollinated, you need more pollinators.”&nbsp;

Upham also cautioned against the over-use of insecticides, which can kill pollinators. He advises spraying near dusk when flowers have closed.&nbsp;

Junction City enjoys Sundown Salute

SALINA — Many pilot students have fellow aviators to look up to and seek advice and support from, but for women in the aviation industry, this kind of camaraderie can be harder to find.&nbsp;<a href="https://polytechnic.k-state.edu/" target="_blank">Kansas State University Polytechnic Campu</a>s is changing that. K-State Polytechnic's interim chief pilot Brandy Shaw and assistant chief pilot Karen Morrison are both accomplished female pilots and are in rare company. According to the Women in Aviation International, only 7.9% of pilots are female. It is because of this leadership, in part, that K-State Polytechnic has seen a rise in women joining its&nbsp;<a href="https://polytechnic.k-state.edu/academics/degree-options/professional-pilot/" target="_blank">professional pilot program</a>. From the start of the 2019 academic year, the professional pilot program has seen the number of female students nearly double. Twelve percent of all professional pilot students on the campus, located in Salina, are female. The number of women passing check rides — where students prove they understand and can perform specific maneuvers and pass a challenging written exam — has set a record for the campus and shows great promise for increasing the impact of women in the aviation industry as a whole.

"In spring semester completions alone, from February to June, we saw eight women complete successful check rides," Shaw said. "It's an incredible impact on our campus and I'm excited to see the future of the aviation industry." The uptick in the number of female pilot students, who come from around the world, at K-State Polytechnic can be attributed to a more diversified recruitment strategy and positive, supportive mentorship from other female pilots, according to Shaw and Morrison. She is excited to see both men and women passionate about the cause and becoming active chapter members. "It's been an exciting adventure advising Women in Aviation," Morrison said. "My favorite part is when we show younger kids all the different sides to the aviation industry and hopefully inspire them to dream big." Having women in leadership roles at K-State Polytechnic also is beneficial for students when looking at their future careers. Heather Thummel, sophomore in professional pilot from&nbsp;Topeka, said it paints a picture of the future. "It's inspirational to see women in leadership roles and it shows me that I can do that one day, too," Thummel said. Thummel wants to be part of the new Wildcat Mentor program, created by fellow professional pilot student Trey Varner, to let future female pilots know they are not alone and can pave their own way. "Being involved in the Wildcat Mentor program can show younger students that, as upperclassmen, we've been where you are and you can do this too," Thummel said. "There's a camaraderie that is shared among the female pilots to let each other know you support them." Morrison said a common desire of her students is to serve as mentors for incoming students. "All of our successful pilot students are driven and aspirational," Morrison said. "They have a desire to show younger kids interested in aviation that your dream is possible — we're doing it, so can you, and we're here to support you." &nbsp;

 </figure>SALINA — Many pilot students have fellow aviators to look up to and seek advice and support from, but for women in the aviation industry, this kind of camaraderie can be harder to find.&nbsp;<a href="https://polytechnic.k-state.edu/" target="_blank">Kansas State University Polytechnic Campu</a>s is changing that. K-State Polytechnic's interim chief pilot Brandy Shaw and assistant chief pilot Karen Morrison are both accomplished female pilots and are in rare company. According to the Women in Aviation International, only 7.9% of pilots are female. It is because of this leadership, in part, that K-State Polytechnic has seen a rise in women joining its&nbsp;<a href="https://polytechnic.k-state.edu/academics/degree-options/professional-pilot/" target="_blank">professional pilot program</a>. From the start of the 2019 academic year, the professional pilot program has seen the number of female students nearly double. Twelve percent of all professional pilot students on the campus, located in Salina, are female. The number of women passing check rides — where students prove they understand and can perform specific maneuvers and pass a challenging written exam — has set a record for the campus and shows great promise for increasing the impact of women in the aviation industry as a whole.<figure>

 </figure>"In spring semester completions alone, from February to June, we saw eight women complete successful check rides," Shaw said. "It's an incredible impact on our campus and I'm excited to see the future of the aviation industry." The uptick in the number of female pilot students, who come from around the world, at K-State Polytechnic can be attributed to a more diversified recruitment strategy and positive, supportive mentorship from other female pilots, according to Shaw and Morrison. Wild About Kansas photography contest going on now

More than 40 entries comprised the Salute to America Parade on Saturday in Junction City. The event was one of the highlights of Sundown Salute.

The 1st Infantry Division, Fort Riley Commanding General's Mounted Color Guard, JCHS band, J-Steppers and cheerleaders, Isis Shrine, motorcycle riders, many children on floats and candidates for elected office all were part of the parade.

The first place entry went to the Girl Scouts, second place to 2nd Cavalry Baptist Bible School and third place to CASA, Court Appointed Special Advocates.

This was the 45th year for the Sundown Salute parade.

Joe Moore, 37, Manhattan won the 10K portion of the Freedom Run in 32:42 in Junction City Saturday morning. Ian Salazar, 15, Lexington, Nebraska captured first place in the 5K in 16:46.

The event began Sundown Salute activities in Junction City.

This was the 45th year for the Freedom Run.

Freedom Run kicks off Sundown Salute

There was a good turnout for the Grub and Grooves event held Friday evening in Heritage Park in Junction City. The monthly event is designed to draw people to the downtown to enjoy food and live music.

This was the first Grub and Grooves event in Heritage Park. Craig Bender, Director of the Military Affairs Council for the Junction City Area Chamber of Commerce said attendance was good and moving it to the park was a good fit. He wants to come back there in the future. "I think we will. Talk to the community and see what everybody thinks is best but between the shade it's been nice to have some protection from the heat. Definitely fit well with Sundown Salute and the Fourth of July weekend. "

Denim and Lace performed music for the audience.

Grub and Grooves moves to Heritage Park

There will be no trash/garbage pick-up by the City of Junction City on Monday, July 5th due to the July 4th Holiday.

According to the Public Works Department trash/garbage removal will be picked up the next workday as follows:

Monday’s pickup day will be Tuesday, July 6th

Tuesday’s pickup day will be Wednesday, July 7th

Wednesday’s pickup day will be Thursday, July 8th

Thursday’s pickup day will be Friday, July 9th

Friday’s pickup day will be Saturday, July 10th

To ensure pick-up your trash should be set out by 6 AM, Tuesday morning.

Carts should be removed from the curb-alley by the following day of their scheduled pick up. Example: Monday’s pickup will need to be set out by 6 AM Tuesday morning and removed by 6 AM Wednesday morning.

Additional items that are set out may require making arrangements for a special pick up.
