TOPEKA — Spending on Kansas’ cash assistance program for low-income families has dwindled by nearly 40% in the past 14 years while lawmakers limited eligibility and inflation surged, according to a new audit.

State auditors presented findings to legislators Tuesday that show spending on cash assistance decreased from about $15.2 million in 2009 to $9.4 million in 2023. Spending on foster care and preventative services increased by an estimated $25 million over the same timespan, according to the audit, which involved reviewing five financial reports created between fiscal years 2009 and 2023.

Kansas families with children or an expectant mother who make an insufficient income qualify for cash assistance, which is accessed through electronic benefit transfer cards, or EBT. The state’s cash assistance program is funded by the federal Temporary Assistance for Needy Families, or TANF, program, which also funds other state initiatives including employment support and child care assistance. The Kansas Department for Children and Families administers TANF funds and the cash assistance program.

Legislative involvement in regulating cash assistance has been limited since the 2015 Hope, Opportunity and Prosperity for Everyone, or HOPE, Act, which restricted access to Kansas’ program. The federal government allows people to receive cash assistance for up to 60 months in their lifetime. Kansas’ maximum was 48 months, but the HOPE Act reduced it to 36 months. The Legislature reduced the maximum again in 2016 to 24 months.

As of 2023, DCF handled 2,900 cash assistance cases per month. In 2009, average monthly caseloads totaled around 12,600 cases, according to the audit.

The decrease could be attributed to eligibility changes under the HOPE Act and a general increase in wages and inflation, said Sam Dadds, a senior auditor with the Kansas Legislative Division of Post Audit, at the meeting with lawmakers Tuesday. Kansas’ standards for eligibility requirements and benefit amounts have not been changed since 1997. With that, comes the diminished purchasing power of cash assistance, which could be a deterrent for families considering applying, Dadds said.

“What this means is that it’s harder to qualify for TANF in 2023 because families are being measured against what was considered in-need in 1997,” Dadds said.

Since the inception of Kansas’ cash assistance program in 1996, the purchasing power of EBT has decreased by nearly 50%, he said.

Rep. Jason Probst, D-Hutchinson, said Kansas lacks a functional system.

“We do have a system, also, that has a very hard line once people hit a certain income level, as they’re working their way through poverty, where we then pull the rug right out from underneath them,” he said.

He called it “<a href="https://kansasreflector.com/2021/06/27/hutchinson-working-with-mit-to-break-poverty-shackles-of-the-cliff-effect/">the cliff effect</a>,” a term for when low-income individuals get a modest increase in income but end up with fewer resources because they no longer qualify for government aid. Probst, Sen. Mary Ware, D-Wichita, and Sen. Caryn Tyson, R-Parker, among others, expressed an interest in combating the cliff effect through legislation.

Tyson, who voted for the HOPE Act&nbsp;<a href="https://kslegislature.gov/li_2016/b2015_16/measures/vote_view/je_20150402145556_312693/" target="_blank">in 2015</a>&nbsp;and further restrictions&nbsp;<a href="https://www.kslegislature.gov/li_2016/b2015_16/measures/vote_view/je_20160502013756_548975/" target="_blank">in 2016</a>, was dismayed by data limitations and omissions within the audit. Some data was completely unavailable for the audit because of new staff at DCF and a lack of cohesion between old and new computer systems.

“I don’t even know what to say to that,” she said at the meeting.

Carla Whiteside-Hicks, the DCF’s director of economic services, said the agency is actively working to address inefficiencies throughout the agency and make it easier for families to meet the federal and state requirements needed to receive cash assistance. Whiteside-Hicks is scheduled to return to the post-audit committee at its next meeting to provide additional data and information.

The Junction City Blue Jay football team will host the Lawrence High School Lions on Thursday night.

Both teams are 1-0 on the season and shut out their opponents last week. Junction City beat Campus High School 55-0, while Lawrence beat Shawnee Mission South 43-0.

The Blue Jays scored in all three phases in week one—two punt returns for a touchdown, a fumble recovery in the endzone, and several offensive touchdowns.

For Lawrence, the Lions are led by senior quarterback Banks Bowen. He is a University of Tulsa commit. In week one, Bowen threw for over 300 pass yards and five touchdowns. The Lions are ranked in the top five for class 6A.

Thursday Night Lights for Blue Jay Football 

Never forget or become complacent was a key message from Lt. Gen. ( Ret.) Perry Wiggins during the 9/11 Memorial Ceremony in Junction City on Wednesday.&nbsp;

Wiggins told an audience in front of the Municipal Building 2,977 people lost their lives at three sites during the attacks by terrorists on Sept. 11, 2001. They included the World Trade Center, Pentagon and in a plane crash in a farm field near Shanksville, PA. He added that as a nation we should never forget what happened on 9/11.

Wiggins pointed out we were blessed to have heroes including firemen, police in uniform and EMT's. They gave the ultimate sacrifice and brought calm. He urged responsibility," especially future generations to never forget or become complacent."

Grandview Plaza Fire Chief Jeremy Brantwell remembered where he was when the attacks occurred and how that event set his life and career.

Geary County Sheriff Eric Coffman noted authorities are committed to helping others in need and following the attacks feelings changed from sorrow to anger and hope.

USD 475 schools participate in Freedom Walks

Susan Kamphaus is a former Educator and Principal in USD 475, having served in the district for 41 years. While working with students, she had the opportunity to work with I.C.A.R.E. to help connect youth with older individuals in the community. 

After retiring, Susan has become involved in several organizations and activities in the community including St. Xavier Catholic Church and the Konza Prairie as a docent for student activities and tours. She has been a member of the I.C.A.R.E. Board for 6 years and helped introduce the "I.C.A.R.E. That U Read Project."

The Junction City Police Department said that they were made aware on Wednesday afternoon&nbsp; of threats circulating on TikTok against Junction City Middle School. The threats originated from an apparent list of schools identified as targets for a potential school shooting.

After a thorough investigation conducted by School Resource Officers and USD 475 officials, it has been determined that the threat is unfounded, meaning there is no credible evidence to suggest any immediate danger to the students. The list appears to include Title 1 schools from across the state, which are schools receiving federal funding to support educational programs.

Authorities said regardless of the nature of these threats, the Junction City Police Department, Geary County Sheriff’s Office, and USD 475 are fully committed to the safety and well-being of all students.

As a precaution, there will be an increased officer presence at USD 475 schools over the coming days to ensure a safe learning environment.

Police said that these threats appear to be part of a concerning online trend not unique to USD 475. Similar threats have been reported in other districts across Kansas, as well as in states such as Pennsylvania, Georgia, Texas, Tennessee, and Florida. JCPD is actively working with the Kansas Bureau of Investigation (KBI) to fully investigate the origins of this post and to ensure the safety of the schools.

They encouraged all community members to remain vigilant and report any suspicious activity or concerns to the Junction City Police Department immediately. Our priority is always the safety of our students and staff, and they will continue to work diligently to maintain that safety. MARSHALL COUNTY—One person died in an accident just before noon Wednesday in Marshall County.

The Kansas Highway Patrol reported a 1999 Jeep Cherokee driven by&nbsp; Emily Jay Larson, 23, Breman, was westbound on U.S. 36 just east of West River Road.

The jeep crossed the center line and struck an eastbound 2020 Buick Enclave driven by Bernice Marie&nbsp;Nietfeld, 89, Marysville.

&nbsp;Larson was pronounced dead at the scene and was transported to&nbsp;Kinsley Mortuary. EMS transported&nbsp;Nietfeld to&nbsp;Bryan West Medical Center, Lincoln, Nebraska. Both drivers were not wearing seat belts, according to the KHP.

UPDATE: Due to unforeseen circumstances, United Way Executive Director Nicole Mader announced the Kickoff Campaign will be postponed to Friday, Oct. 4.&nbsp;

United Way of Junction City / Geary County will host its 2024-2025 “Kickoff Campaign” on Thursday night at the Junction City High School varsity football game. The Kickoff Campaign will be from 5:30-7:30 p.m. featuring a tailgate and raffles.

Nicole Mader, the executive director of United Way for Junction City / Geary County, said the tailgate will be near the entrance to Blue Jay Stadium and will feature a $8 meal. The meal will be smoked sausage, a bag of chips, and water. There will be a 50/50 raffle, along with another raffle, for a chance to win a camping package or a package filled with Junction City Blue Jay gear. Tickets for the raffle are $1 each. United Way will also have their new bright yellow United Way shirts to purchase for the year, which are $10.

The money raised from the kickoff campaign will help fund United Ways direct services and help with their partner agencies.

MANHATTAN — The College of Business Administration at Kansas State University recently hosted two sessions of its Summer Institute for high school students, held on June 2-5 and June 23-26.More than 75 high school students, grades 10-12, from seven states across the region, participated in this immersive program. 

Each day, students experienced life as a K-State College of Business Administration student, exploring key areas such as marketing, management, accounting and finance. Through interactive sessions, students were encouraged to challenge their creativity and leadership skills while gaining insights into the world of business. The program culminated in an entrepreneurial pitch challenge, where students applied their newly acquired knowledge to compete for K-State scholarships. In addition to their academic experiences, participants stayed on campus, dined in university facilities, and engaged with local business owners throughout their time at K-State. Faculty and staff from across the college, along with support from the&nbsp;<a target="_blank" href="https://cba.k-state.edu/academics/departments/center-for-principled-business/">Center for Principled Business</a>, made the institute a success.

The program was supported by donors, including lead corporate partners Koch Industries and Deloitte, whose contributions made the scholarship opportunities possible. Thirty students earned top three placements in the entrepreneurial pitch competition over the two sessions, with each winner receiving scholarships ranging from $1,500 to $2,500.

Through interactive sessions, students were encouraged to challenge their creativity and leadership skills while gaining insights into the world of business. The program culminated in an entrepreneurial pitch challenge, where students applied their newly acquired knowledge to compete for K-State scholarships. In addition to their academic experiences, participants stayed on campus, dined in university facilities, and engaged with local business owners throughout their time at K-State. Faculty and staff from across the college, along with support from the&nbsp;<a target="_blank" href="https://cba.k-state.edu/academics/departments/center-for-principled-business/">Center for Principled Business</a>, made the institute a success. The program was supported by donors, including lead corporate partners Koch Industries and Deloitte, whose contributions made the scholarship opportunities possible. Just before 2:30p.m. Tuesday, police arrested 34-year-old&nbsp;Destiny Milam of Manhattan on a Riley County District Court warrant for probation violation, according to the Riley County Police Department activity report.

The original charge in this matter was for interference with an LEO.&nbsp; Milam has previous convictions for Interference with Law Enforcement; falsely accusing LEO of crime in felony case, according to the Kansas Department of Corrections.

She is being held on a $20,000 bond.&nbsp;

Kansas felon jailed on new alleged crime in Riley County

While the 2024 presidential election may be more than a month and half away, it is time for Kansans to make a voting plan and check their voter registration status. This is because Kansas has chosen not to implement same-day voter registration.

For the most part, election law is state law. States decide the process and requirements for voter registration. In Kansas, voters hoping to participate in this year’s presidential election must register by October 15, which is 21 days prior to Election Day. Comparatively, nearly half of U.S. states allow citizens to register and vote on the same day.

Same-day voter registration is a policy that allows eligible citizens to both register and vote on the same day, typically during early voting periods or on Election Day itself.

Advocates for same-day voter registration argue that it has several benefits. First, it can lead to higher voter turnout. Same-day registration is convenient. It streamlines the process and removes bureaucratic barriers that dissuade some from participating.

Same-day registration also allows people to register and vote at a time when their interest in the election is most immediate. Not all potential voters are thinking about the actual process and requirements of voting weeks prior to the election. By allowing them to legally register and cast a ballot on Election Day, you encourage more people to engage in the democratic process.

Same-day registration also addresses the issue of voter disenfranchisement due to outdated or inaccurate voter rolls. Voters that discover that they have been purged from voter lists or that their registration information is incorrect on Election Day can correct their registration status and still participate if the state allows same-day registration. This flexibility is particularly important for younger voters, minorities, and people who move frequently, as they are more likely to encounter registration issues.

Finally, same-day registration strengthens democracy by making it more inclusive. Roll out with a library card

The new Military Affairs Director (MAC), CSM (Ret.) Rob Wilson was the guest speaker at the September 11 JC Breakfast Optimist Club meeting at Jim Clark’s Chevrolet showroom. He retired after 29 years in the Army having concluded his career in the 1/5 Field Artillery at Fort Riley. Rob grew up in a military family in California. He told the Optimists that “I needed discipline, but didn’t want to be on a ship and so I chose the Army”. He and his wife have two adult children. Both children went through the Junction City High School JROTC program and now one serves in the Army and the other in the Navy.

Rob stated that as the MAC Director he serves as a liaison between the community and Fort Riley. Some of those duties include scheduling, coordinating and leading the Military Affairs Council Breakfasts once per month at the Courtyard by Marriott in Junction City; attending ceremonies at Fort Riley and scheduling static military displays and working with retired or retiring soldiers and their families to encourage them to stay in Junction City and become a part of the community, and other appropriate duties required in his position. “There are 2,000 soldiers that leave the Army every year and we want as many as possible who retire from Fort Riley to stay here,” he said.

Having served in locations other than Fort Riley during his 29 years of active duty, CSM (Ret.) Wilson shared that “there are often small towns around military installations and this is one of the most welcoming communities near of all the Army Posts” where he has served.

A man arrested in Hays on Aug. 25 on a charge of rape and kidnapping was released on bond with an ankle monitor.

According to court records, 20-year-old Tucker James Eisenhauer was arrested and booked into the Ellis County Jail on charges of alleged rape, kidnapping, aggravated burglary and criminal deprivation of property.

According to court records,&nbsp;Eisenhauer was a Manhattan Area Technical College student.

The incident on Aug. 25 allegedly involved Eisenhauer forcing the victim into his truck, locking the doors and driving away to prevent escape, according to court records. The victim has since obtained a restraining order against Eisenhauer.

Eisenhauer was released on bond by the Ellis County District Court and placed under house arrest in Pratt County after the bond was reduced from $250,000 to $25,000.

According to court records, he is being supervised by his parents and the Pratt County Court Services Office through electronic monitoring.

Eisenhauer's next court appearance is scheduled for Oct. 8.

Geary County officials conducted a pair of public hearings Monday on the county's 2025 budget. The spending plan for next year would require 16,623, 893 in tax funds with a property&nbsp; tax levy of 54.657 mills. That's a decrease of $10,000 less in tax revenue than the amount budgeted in 2024.

The 2025 general fund budget has been approved by the county commission. Library, sewer district four, water district two and rural fire district budgets will be considered for approval next Monday.

The County does not plan a tax increase in 2025

The Geary Community Schools Foundation, along with&nbsp; help from elementary school students of USD 475, is offering the MAJOR SAVER restaurant/entertainment/ shopping card.&nbsp; Spokesperson Margie Pinaire said that the program is a quick and easy campaign that involves selling the card for $15. The funds earned are divided based on sales between the schools and the Foundation.&nbsp; Sales are currently underway and will run through September 17th.

The following local businesses are participating on the card for this year - Billy Sim’s, Bl­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­u Restaurant, Dominoes, D’z Lounge, Frost and Flour Bakery and Ice Cream, HighWind Brewing Co., IHop, JC Nutrition, Junction City Bowl, Magnolia’s, Marco’s Pizza,&nbsp; Mary’s Floral, Paradox Coffee &amp; Bistro, Putt Around Golf, Sonic and Subway. Fort Riley will host a&nbsp; &nbsp;9/11 Commemoration Ceremony, including a wreath laying, three-volley salute, and the playing of “Taps” on Wednesday, Sept. 11 at 10a.m.at the Global War on Terrorism Monument.

The monument is a small replica of the World Trade Center Towers on a Pentagon-shaped base. It bears the names of 1st Infantry Division and Fort Riley Soldiers who gave their lives in Afghanistan and Iraq.

Col. Gerald Nunziato, Fort Riley Garrison Commander will provide remarks. 1st Infantry Division Soldiers and first responders from police and fire departments will be represented.

The purpose of the ceremony is to remember those who perished on September 11, 2001, including the first responders, as well as the military men and women who gave their lives in service to this country during the Global War on Terrorism. It also honors those who serve today in the military and as first responders in our communities.

Extension officials have confirmed that Renae Riedy will begin serving as the Geary County family and consumer sciences extension agent, effective Sept 16.&nbsp;

Riedy earned her bachelor’s degree in human ecology from Kansas State University. She has most recently been employed as a family resource management extension agent for K-State Research and Extension Chisholm Trail District in Abilene.

Family and consumer sciences agents develop and deliver educational programming related to family, finance, and health. Programs may include, but are not limited to, family life, nutrition, food safety, parenting, communication, financial management, leadership, and health.

Local extension faculty are jointly employed in a partnership between K-State Research and Extension, headquartered on the Kansas State University campus in Manhattan, and the local extension board.
