The Executive Director of the Historical Society, Heather Hagedorn, said tickets will be $50 per person and $270 for a table of six. There will be a diner dinner, prizes for best costume, a cash bar and retro ice cream treats.&nbsp;

Historical Society will host a murder mystery event

This week will be one of those where we will meander through a number of different topics and see where we will go.

There has been much discussion about the streets and the condition of them. Of course, we had tough weather conditions that beat the streets up a bit and yes we had our share of potholes. I know many other cities had them as well, but we have to address what is here in Junction City.

Public Works crews have been filling the potholes. This week much was done on Grant as well in other places across the City. They will continue to address. They will continue to do so. I wish we had more staff to address this issue, but the City, like many other employers, have had a difficult time finding employees. At the same time, other crew members have been tied up taking care of water line issues. There has been more water main breaks than anyone would like, but maybe a good reason to continue the investment in replacing water lines that may be nearly 100 years old. Again, this is just not happening here in Junction City, but in others as well.

The 2024 Street Maintenance Project will soon go to “bid”. We will see where the bids come in, but my guess right now it will be nearly $1.5 Million. The majority of this project will be a mill and overlay as has been done across town the last few years. Some ask how those streets are picked each year. Street condition has been rated and a mixture of both residential streets and higher traffic areas are addressed. Granted the percentages vary from year to year, but there is an effort to keep areas of a size, so we just don’t bounce around town as it costs more for the contractor to have smaller stretchers of streets spread around town in any given year.

Then there are streets that are old but are constructed of concrete. Just like the interstate running by Junction City, at some point the best solution will be to remove and replace. The roundabout at Washington Street and I-70 will be done this year, along with KDOT’s Interstate project. The same contractor that is doing the interstate will do the roundabout so work can be coordinated. The City received a grant from KDOT for $700,000 of the cost with the City covering the remaining $250K or so.

One question I here, is why did the City concrete 3 blocks of alleys? These are all in business areas and the concrete alley will be an asset to commerce. That funding is a bit different than the dollars used for streets and I will go into that sometime.

Last week, I wrote about the Animal Shelter and the need to have a shelter that can handle the increased numbers in the most humane manner possible. Shelter Manager Vanessa Gray made a presentation to the City Commission, and they agreed to move forward. Yes, we will consider a new facility as it can be built to fit the needs, but yes remodeling a building may have merit, but you have to consider drainage, ventilation, and a way to isolate diseased or sick animals. Employee safety is a top issue along with a place where people and families can come to select and rescue a pet from the Shelter.

I have read comments about a business that sells pets here in Junction City. This is not a situation of whether or not they should be here as it is in a proper zoned area. The City does not have the right to decide what businesses are located here, but if it is allowed in a given zone it can be there. Ultimately the customers make the decision.

The Parks and Recreation Department will have skating at Spin City on a couple days during Spring Break this week. The Department’s staff operates the rink so there is no need to hire additional staff. Yes, we hear of the need to go back to full operation as was done before Covid, but we will see where

it goes in the future. Josh and his staff, however, have a desire to be open on limited hours to serve the community.

Speaking of Parks, improvements continue to being made at the Playground Park west of the Swimming Pool. The partnership with the Quality Play for All group has been outstanding and the park is “First Class.” We continue to plan for improvements at Helland Park and work with the South Kiwanis group to make improvements in Coranado Park. There are also plans being made to build a new neighborhood park in a residential area in the NW corner of the City. Presently there are no City playgrounds west of Highway 77.

Animal shelter and potholes receive attention in the 515 Report

The Kansas Department of Transportation announces the launch of a three-month pilot study exploring whether a pay-per-mile road usage charge (RUC) could potentially replace the current state fuel tax as a new way to fund roads and bridges. The study, part of the Kansas Midwest RUC Study, asks Kansans to try out mileage reporting options and provide feedback about their experience.&nbsp;

Today, gasoline-powered vehicles pay 24 cents per gallon for state gas tax, and diesel-powered vehicles pay 26 cents per gallon for state diesel tax. As vehicles transition to being more fuel efficient or not use gas or diesel at all, state transportation funding may fall short.

KDOT is proactively exploring whether a RUC could be a sustainable, long-term funding source for transportation in the state. KDOT, in partnership with Minnesota Department of Transportation, is utilizing federal grant money available to states to study potential alternative approaches to transportation funding. To date, most states exploring RUC are on the East and West coasts — and Kansas is adding a Midwest perspective to this national conversation.

KDOT is actively recruiting pilot participants to take part in the study, which is scheduled to begin in April. Drivers across the state are asked to take part, especially rural Kansans who drive passenger vehicles or medium-duty trucks, people working in the agriculture industry and owners or operators of large trucks. Participants who fully complete the pilot can earn a $100 incentive.

Potential refunds to taxpayers was a major topic of discussion at the Junction City Area Chamber of Commerce Legislative Coffee Saturday at the Municipal Building.

Geary County Commissioner Keith Ascher was in attendance and felt that there was a consensus on the tax issue from state legislators who were present. Tax revenues mentioned ranged from property tax and sales tax on food to individual income tax and social security tax.&nbsp; The state has more than $3 billion in revenue those legislators would like to return to the general public. They are trying to figure out how it can be accomplished.

"I personally think they're trying to work to solidify some relief for the taxpayer, said Ascher. He noted it's a matter of an avenue or mechanism that can be used to accomplish it between the legislature and governor, and what the governor will sign.

This was the only Legislative Coffee hosted by the Chamber of Commerce during the current session.

Sen. Moran Secures Investments for New Facilities, Training Programs at Fort Riley

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted

unemployment rate of 2.6% in January. This is unchanged from 2.6% in December and a decrease from 2.8% in January 2023.

“The average unemployment rate for Kansas was 2.7% in 2023,” said Secretary Amber Shultz. “January 2024 shows continually low unemployment, with an unemployment rate of 2.6%.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,200 from December. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 1,800 over the month, while government increased by 600.

The unemployment rate in Geary County jumped from 2.8 percent in December to 3.5 percent. Riley, Pottawatomie and Wabaunsee county also saw an increase from the most recent KDOL report.

Since January 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 8,500. This change is due to an increase of 7,000 private sector jobs and an increase of 1,500 government jobs.

“Total nonfarm jobs showed little change over the month in January,” said labor economist, Nathan Kessler. “Since January 2023, Kansas has added 8,500 nonfarm jobs, with 7,000 of those in the private sector.”

Sherri Childs has filed for reelection to the Geary County Treasurer's post and Courtney Gilbert for election to the Geary County Clerk's position.

Gilbert was appointed to fill an unexpired term and will now be seeking election to a&nbsp; four-year term in office.

Childs was first appointed to fill an unexpired term and then elected to a two year term. She will now be seeking a four-year stint in office.

Geary USD 475 elementary and middle school students (third through eighth grade) have been making big gains in math since 2019. In a recent New York Times article, USD 475 was shown to not only rank significantly higher than its Kansas counterparts in mathematics, but also better than the United States average. Each year since 2019, USD 475’s math testing scores have improved, which also included an increase during the COVID-19 pandemic while most schools across the United States dropped significantly below the U.S. average. 

In the fall of 2020, USD 475 made the decision to return to school while also offering a virtual opportunity for any health compromised families. During that time, 83 percent of the district’s students opted to return to schools, while 17 percent continued a virtual platform.“ At that time, we truly felt the best learning environment for our students was to have direct contact with our teachers,” said Dr. Deb Gustafson, USD 475 Associate Superintendent. “Our teachers stayed the course and provided quality math instruction to our students while most of the nation was continuing to figure out a virtual learning environment.&nbsp;

The decision in 2020 to return to the classroom has paid off as USD 475 is now seeing the benefits throughout its schools, daily. “The availability of the COVID-19 emergency relief funds helped us focus on adopting a comprehensive curriculum based on mathematics best practices for core instruction while also supporting acceleration and remediation of learning through small group instruction, progress monitoring and individual intervention,” said Gustafson.&nbsp;She went on to explain that purposeful and recurring professional development has truly allowed for USD 475’s gains to continue.&nbsp;“Ultimately COVID-19 allowed us to completely revamp our math curriculum to specifically match the needs of our students, while also aligning with the adopted math standards. Our decisions have paid off and our students have continued to outperform their peers in math since COVID-19. We are working hard to maintain this upward trend,” said Gustafson.&nbsp;

According to KDOT the eastbound Exit 296/Washington St. on ramp at Junction City is closed due to road construction work until about March 18. The left lane of eastbound I-70 is closed from mm 294 to 301 until about March 18. 

Beginning March 18, weather permitting one lane in each direction will at reduced speed. Median crossovers will carry one lane of westbound traffic through construction on EB I-70 while deteriorated pavement is replaced. "It's not just a daylight saving time issue," said Shawn Steward with AAA Kansas. "We do highlight it when the time change happens, because that typically does throw people off for a while in terms of their sleep patterns."&nbsp;

"The numbers are actually far higher than official government statistics," Steward said. "We analyzed the data in different ways and found that 18% of all traffic fatalities over a five year period from 2017 to 2021 were estimated to involve a drowsy driver."

The Foundation says that drowsy driving is a factor in roughly ten times as many traffic fatalities as traditional crash data indicates.

"One of the symptoms that we cite of drowsy driving is that you just, you may not remember a portion of your drive," Steward said. "You know you got there, but you just can't recall passing that landmark or going through that intersection that you know you did. That's definitely a symptom of drowsy driving."

Get enough sleep before driving. Aim for at least seven hours of sleep per night.

Operation Clean Sweep will be April 27th

RILEY COUNTY —Law enforcement authorities are investigating the death of 1-year-old girl and have arrested her parents.

On Thursday, officers with the Riley County Police arrested 24-year-old Matthew Paul Wesley Miller of Junction City and 26-year-old Sonya Simone Monae Lark Williams of Ogden in connection with the death of their one-year-old daughter, Ziya Miller, according to a media release from the RCPD.

In April of 2023, officers with the Junction City Police Department responded to a call for a report of a child not breathing. &nbsp;Upon arrival, they discovered the child had died in Manhattan but had been transported to Junction City by Miller. 

As a result of the investigation into the circumstances surrounding the death, both parents of the deceased child have been charged with first-degree murder, among other charges.

Miller has been charged with murder in the first degree, aggravated endangering a child, and distribution of opiates while Williams is charged with murder in the first degree and aggravated endangering a child. &nbsp;

Miller who has previous felony convictions for aggravated battery and burglary is being held on a total bond of $1,250,000 and is currently confined at Riley County Jail (RCJ). The total bond set for Williams is $1,100,00 and she too is currently confined in Riley County.

A 72-year-old woman reported that her credit card was stolen and then used without her permission at several businesses in town. The estimated total loss associated with this case is $4,668.26.&nbsp;

Just before 4:30p.m. Thursday, officers filed a report of theft in the 300 block of Thurston Street in Manhattan. A 60-year-old woman reported that a check was used without her permission to withdraw cash. The estimated total loss associated with this case is $5,121.00&nbsp;

The Junction City Area Chamber of Commerce presented a number of awards during their annual dinner Thursday evening at the Geary County Convention Center.

The Chamber includes 320 member businesses.

Michelin was presented with the Eldon L. Hoyle Economic Development Award. The company has made a contribution to the Geary County Food Pantry, sponsored the Junction City Brigade and purchased banners for display on Main Street. Chris Uhler, Plant Manager, noted that over five years an investment of $5 million will create 200 new jobs. A total of 290 people already work for Michelin in Junction City, where they manufacture rubber agricultural tracks.&nbsp;

The Outstanding Citizenship Award was presented to Henry Petty, a 1977 Junction City High School graduate. He stressed how great it was to grow up in Junction City and added that he had a wonderful childhood. He thanked the audience, calling the award a humbling experience.

Anthony Gibson received the Seitz Military Community Award and recognition for helping local veterans. He noted although retired there is still much work to do building relationships, and urged dedication to helping find solutions to difficult situations around the community.

The Business Excellence Award went to Konza Prairie Community Health Center. Konza employs more than 125 employees on staff. CEO Danielle Hallgren indicated that access to quality and affordable healthcare is a fundamental right.

The Tourism Advocate Award went to Oktoberfest, the annual early fall celebration in Junction City. The event attendance grew to 16,000 this past year. Oktoberfest Founder Justin Hoover accepted the award.

Past Chamber of Commerce Chairman Graham Foust received recognition during the event.

Appropriations package would provide federal funding

Nathan Butler has filed for reelection to the 68th District seat in the Kansas House of Representatives. A portion of Junction City is included in his district.

Nathan Butler will seek another term

HUTCHINSON, Kan. — Kansas State University President Richard Linton and Connected 'Cats Students visited Reno County this week. This is the second year of regional&nbsp; community visits for the college. More specifically, t<a href="https://www.k-state.edu/105/">he K-State 105.</a>

"K-State 105 is about taking the advantage of the networks we have and the relationships that we have with the extension and every single county and community in the state," Linton said. "And it's about business development, it's about economic growth and its about job creation and it's also about how do we build partnerships to able to make it attractive for industry and companies to want to build more in Kansas or want to come to Kansas to be able to build out their businesses."&nbsp;

Linton also emphasized the importance of visiting Kansas&nbsp; due to Kansas State's status as a land grant university. <a href="https://www.aplu.org/about-us/history-of-aplu/what-is-a-land-grant-university/">A land grant university</a> has been designated by its state's legislature or Congress to receive the benefits of the Morrill Acts of 1862 and 1890 or the Equity in Educational Land-Grant Status Act of 1994.&nbsp; The purpose of the Morrill Act is to teach tactics of a practical education which include agriculture, military tactics and mechanical arts.&nbsp;

<a href="https://k-state.com/about/kstatehistory.php#:~:text=On%20July%202%2C%201862%2C%20President,colleges%20in%20eligible%20U.S.%20territories.">Kansas State</a> became the first operational school created under the Morrill Act on Feb. 16 of 1863.

"The next generation land grant university is about really how can we create a land grant university as if we were doing it from scratch," Linton said. "Taking into account what we have done over the last 160 years, but thinking forward about what's going to be important for communities in the future."

The Connected 'Cats students for the Reno County tour were senior animal science and industry major Taylor Hedrick&nbsp; and senior biology student Kyser Meninger. Hedrick is a graduate of Pretty Prairie High School and Meninger graduated from Hutchinson High School.&nbsp; Hedrick and Meninger made a visit to StartUp Hutch on Tuesday, March 5. Linton joined the students on Tuesday, March 6 at Hutchinson Correctional Facility.&nbsp;

Linton said he learned about Hutch Correctional's master gardening program. More specifically, the program is called Garden for Good. Inmates are taught by Reno County Extension Master Gardener volunteers from K-State Research Extension office.

Linton said his visit to Hutchinson Correctional is one of the most inspiring visits he's had in the last two years of K-State 105. He said the master gardening program is more than just learning how to teach and be successful in gardening. It's about teaching life skills.

&nbsp;"I had an opportunity at the end of the program to be able to say I've now been to all 105 counties and communities and I don't know of a program that's more life changing than what I saw today," Linton said.&nbsp;

The community visit ended with an open forum on Wednesday, March 6 at the Kansas Cosmosphere where Hedrick and Meninger got to share about the impact Kansas State has had on their education and personal life. Hedrick and Meninger also had the opportunity to present the Connected Cats Spirit Award. The award recognizes teachers who made a positive impact on their lives. The recipients of the spirit award receive a $1,000 scholarship.

Hedrick chose to present Jon Johnson, Social Studies teacher at Pretty Prairie with the Connected Cats Spirit Award.&nbsp; Hedrick, whose dad is the principal at Pretty Prairie High School, said it was special to go back. Hedrick said Johnson plans to retire from teaching this year.&nbsp;

"So to be able to give back, to a teacher who had a big impact on me and encouraged me to go to K-State when none of my other classmates were going to a big four-year university," Hedrick said.&nbsp;&nbsp;

Meninger chose to present the Connected Cats Spirit Award to Judy Goetz, an English teacher at Hutchinson High School.&nbsp;

"I picked her because I was a senior when COVID hit, so school had been canceled and she just did a really amazing job at trying to keep the students and her connected," Meninger said. "She reached out. Told us all what we needed to do homework wise. How to graduate on time still so she just really did an amazing job at that."&nbsp;&nbsp;

This is the second year of regional&nbsp; community visits for the college. More specifically, t<a href="https://www.k-state.edu/105/">he K-State 105.</a>"K-State 105 is about taking the advantage of the networks we have and the relationships that we have with the extension and every single county and community in the state," Linton said. "And it's about business development, it's about economic growth and its about job creation and it's also about how do we build partnerships to able to make it attractive for industry and companies to want to build more in Kansas or want to come to Kansas to be able to build out their businesses."&nbsp;Linton also emphasized the importance of visiting Kansas&nbsp; due to Kansas State's status as a land grant university. <a href="https://www.aplu.org/about-us/history-of-aplu/what-is-a-land-grant-university/">A land grant university</a> has been designated by its state's legislature or Congress to receive the benefits of the Morrill Acts of 1862 and 1890 or the Equity in Educational Land-Grant Status Act of 1994.&nbsp; The purpose of the Morrill Act is to teach tactics of a practical education which include agriculture, military tactics and mechanical arts.&nbsp;<a href="https://k-state.com/about/kstatehistory.php#:~:text=On%20July%202%2C%201862%2C%20President,colleges%20in%20eligible%20U.S.%20territories.">Kansas State</a> became the first operational school created under the Morrill Act on Feb. 16 of 1863."The next generation land grant university is about really how can we create a land grant university as if we were doing it from scratch," Linton said. "Taking into account what we have done over the last 160 years, but thinking forward about what's going to be important for communities in the future."The Connected 'Cats students for the Reno County tour were senior animal science and industry major Taylor Hedrick&nbsp; and senior biology student Kyser Meninger. Hedrick is a graduate of Pretty Prairie High School and Meninger graduated from Hutchinson High School.&nbsp; Hedrick and Meninger made a visit to StartUp Hutch on Tuesday, March 5. Linton joined the students on Tuesday, March 6 at Hutchinson Correctional Facility.&nbsp;Linton said he learned about Hutch Correctional's master gardening program. More specifically, the program is called Garden for Good. Inmates are taught by Reno County Extension Master Gardener volunteers from K-State Research Extension office. Linton said his visit to Hutchinson Correctional is one of the most inspiring visits he's had in the last two years of K-State 105. He said the master gardening program is more than just learning how to teach and be successful in gardening. It's about teaching life skills.&nbsp;"I had an opportunity at the end of the program to be able to say I've now been to all 105 counties and communities and I don't know of a program that's more life changing than what I saw today," Linton said.&nbsp;The community visit ended with an open forum on Wednesday, March 6 at the Kansas Cosmosphere where Hedrick and Meninger got to share about the impact Kansas State has had on their education and personal life. Hedrick and Meninger also had the opportunity to present the Connected Cats Spirit Award. The award recognizes teachers who made a positive impact on their lives. The recipients of the spirit award receive a $1,000 scholarship.Hedrick chose to present Jon Johnson, Social Studies teacher at Pretty Prairie with the Connected Cats Spirit Award.&nbsp; Hedrick, whose dad is the principal at Pretty Prairie High School, said it was special to go back. Hedrick said Johnson plans to retire from teaching this year.&nbsp;"So to be able to give back, to a teacher who had a big impact on me and encouraged me to go to K-State when none of my other classmates were going to a big four-year university," Hedrick said.&nbsp;&nbsp;Meninger chose to present the Connected Cats Spirit Award to Judy Goetz, an English teacher at Hutchinson High School.&nbsp;"I picked her because I was a senior when COVID hit, so school had been canceled and she just did a really amazing job at trying to keep the students and her connected," Meninger said. "She reached out. Told us all what we needed to do homework wise. The Junction City Area Chamber of Commerce will host a legislative coffee Saturday from 9-11 a.m. at the Municipal Building.

Legislators expected to be in attendance include state Sens. Usha Reddi and Jeff Longbine plus state Reps. Jeff Underhill and Nate Butler.&nbsp;

There will be reports on Kansas legislative happenings in Topeka. It will also be an opportunity for the general public to ask questions about topics and issues in the legislature.

RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged fraud.

Just after 3p.m. Wednesday, police arrested 26-year-old Autson Korszeniewski of Manhattan, in the 1000 block of South Seth Child Road in Manhattan, according to the Riley County Police Department activity report.

Korszeniewski was arrested on a Riley County District Court warrant for an alleged probation violation. The original charges in this matter was identity theft, unlawful possession of a controlled substance, flee and elude, possession of drug paraphernalia, and theft. Korszeniewski is being held on a bond of $150,000.
