Geary County Emergency Management has announced that the 10” water main on Clarks Creek road was hit by an excavator. The crew is on their way out, but there is not yet an estimate on repair time. When Paula and I moved to Junction City a few years when I began here as City Manager, we naturally looked for a home to live in as my contract did require City Residency, but we also desire to live and be part of the community I work in. After looking at a numbers of houses that could meet to our desires and needs, we decided the best option for us was to build a home and choose a lot on the West side of town near Junction City Middle School.

Each day I have about a 2 1/2-mile trip to the office. Of course, sometimes I take the most direct and quickest route to the City Office, but often I attempt to take different routes to work so I can travel to more parts of the City. Often I just can’t get away from the office to drive around and see what is happening in the City. Junction City is large enough of a community that I don’t get to all parts of the City on a regular basis unless you make an effort to.

As I take the alternate routes to work I can see an area where I received a complaint about or where I know that certain work is being done. This morning, I drove through a neighborhood that is part of the City’s Street Improvement project for 2023. This year the contractor which submitted the low bid will do milling and asphalt overlay in portions of the City with the total project cost being about $1.6 million. I know when this work is done, there will be people who are inconvenienced, but I am sure they will appreciate the finished project. Sometimes we are asked how streets are chosen each year for the major street projects. It is not a just a “guess what is next” deal, but streets are evaluated and rated. We also attempt to have logical areas and not a street here and one there as moving around for a short stretch adds to the cost. Yes, we here of other areas that need to be addressed, but to do that something else has to be cut. Simply it does boil down to funds available, and that affects the property taxes we pay. We are already looking at the streets for 2024. One possible area includes 6th Street from Washington to Eisenhower. The only issue is that is a long and wide section of street and “eats” up the budget. Again, we are playing catchup from work not being done in the past.

Other days when I drive to the office I head up to what we know as the “Land Bank” area. The Land Bank was formed after a number of subdivisions with Special Benefit Districts were not built on and in essence came in default and went to the County Tax Sale. Most lots did not sell, and the Land Bank was formed to market these lots. This Land Bank was different than most as in many cities Land Banks are formed to “clean-up areas of a City, but here we had lots with need streets, curb and gutter, and water and sewer lines in place and these lots were spread of a large area. I am not going to rehash all of the “Special Assessment” issues today, but we all know that these assessments then were part of the laree City debt that has been dealt with. There has been a great deal of interest in these lots over the last couple of months and about 200 lots have been sold in the past couple of months. Since the Land Bank began in 2015, about 650 Land Bank lots have been sold. A number of houses have been built and there are about 15 houses under construction at this moment. The sale of Land Bank lots was a real experiment. 8 years ago, there were many ideas of how to market the lots, but after trial and error, a system has been found to get lots sold and now houses built. It was not perfect and there were some disgruntled citizens along the way, but we continue to move forward. There was no model to follow as our Land Bank was very unique.

Often when I drove to and from work I check out nuisances such as yards blighted with junk and debris or having tall grass and weeds. And yes there are the structures that need to be addressed. City staff works hard at addressing those issues, but there are many obstacles. On the blights, certified letters have to be sent and that process has become timely and sometimes

it is 2 months until the letter is returned. Then we have others that clean up a yard and just when you think the problem has been solved, more debris shows up. On the structures there is a process that also takes times. On any of these issues, the cost to the City can be great.

Yes we receive calls about Grant Avenue. This includes the streets and also blights and structures. I did not live here when Grant was a busy street but do remember driving through Fort Riley when I got mixed up by Ogden as I was traveling from Manhattan. I remember driving though the base and onto Grant Street. Of course, access to the base has changed and Grant Avenue simply does not have the traffic it once one had. Yes, it must be addressed, but there are cost factors and what would the City not do if more funds were spent on those projects.

So, some days when you see me driving all over the City on my way to and from work, I am not lost, but just traveling through the City we call “Home”. Ask Paula how often we have not just gone straight home after Church or being somewhere and instead we go look around town.

She started t with the local YMCA. The YMCA is not directly associated with the City, and receives no city funding. They are their own separate entity, and they generate their own funding. The other organization brought up has been the library. While the City does levy funds on the library’s behalf, they are a separate entity, and conduct their own annual audit. When the levied taxes are received, they are given directly to the library to spend at their discretion. City Finance Director clarifies funding for two organizations

RILEY COUNTY - Two people were injured in an accident Just before 8:30.m.&nbsp; on Saturday near the intersection of Pfeil Creek Circle and Tuttle Creek Boulevard in Riley County.

Riley County Police Department and Kansas Department of Wildlife and Parks were dispatched to the scene, along with Riley County EMS, Riley County Fire District #1 and Manhattan Fire Department.

According to the KHP crash log, 70-year-old, Edward Gifford of Manhattan was flying his 2006 Pegasus Powerchute when the engine failed, causing the aircraft to crash.

Gifford and his passenger, 88-year-old, Richard Miller of Wichita were both wearing safety restraints at the time of the crash.&nbsp;&nbsp;Riley County EMS transported the two men to Ascension Via Christi in Manhattan for treatment of suspected serious injuries.

No structures or other vehicles were involved in the crash.

Manhattan Wrecker removed the aircraft from the scene.

RILEY COUNTY&nbsp; —Three people were injured after a shooting in the 400 block of Bluemont in Manhattan early Saturday, acording to a media release from the Riley County Police Department.

Just before 3a.m., the Riley County Police Department Communication Center received several 911 calls. reporting gunfire. When officers arrived on scene, they found 2 male victims with gunshot wounds. 

A 3rd male victim arrived at the hospital with a gunshot wound from the incident. All injuries are believed to be non-life threatening. The victim ages are 16, 19, and 19.&nbsp;

Through further investigation officers determined a large house party in the same location occurred during the time of the shooting.&nbsp;

Bluemont was closed between 4th and 6th street for about 3 hours but has since reopened. You may see law enforcement presence continue in the area as the investigation is ongoing.

This is an increase from 2.7% in August and a decrease from 2.9% in September 2022.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 4,200 from August. Total nonfarm includes private sector and government employers.&nbsp;<a href="https://klic.dol.ks.gov/admin/gsipub/htmlarea/uploads/Press%20Release/LR%20Sep2023%20SA%20PrivateEmpl%20Chart%20File.pdf">Private sector jobs</a>&nbsp;increased by 4,000 over the month, while government increased by 200.

The unemployment rate in Geary County is down from 4.4 percent in August to 3.8 percent in September. The state reported similar numbers   across the region. Riley saw a decline from 3.1 to 2.6 percent.&nbsp;

The Junction City Blue Jays defeated the Emporia Spartans 57-14 on senior night at Blue Jay Stadium on Friday night in Junction City. Junction City improves to 5-3 on the year with the win.&nbsp;

The Blue Jay defense forced a quick three-and-out, and the offense wasted no time getting on the scoreboard. MC Taylor scored on a 18-yard touchdown run to begin the night for Junction City. The first of eight touchdowns on the night for the Blue Jay offense.&nbsp;

Senior quarterback Brock Bazan had a nice game in his last regular season game at Blue Jay Stadium. Bazan had two passing touchdowns on the night, one to Losiah Autry, and the other to Cooper Bogenhagen. Other touchdown scorers on the night for the Blue Jays included Griffon Bohanon, Malaki Daniels (twice), and sophomore Lance Norris.&nbsp;

"I am very pleased with our second half performance, and for the most part the first half as well," Junction City head football coach Randall Zimmerman said.&nbsp;

Playoffs begin next week all across the state of Kansas. Junction City is expected to have a home game in the first round.&nbsp;

WASHINGTON D.C. — 1st Infantry Division leaders and senior noncommissioned officers attended and participated in the Association of the United States Army annual meeting and exposition in Washington, D.C., Oct. 9-11, 2023.

“Be All You Can Be” was the theme of this year’s meeting, highlighting how the Army is innovating and adapting to operate in an evolving and complex world. From recruiting, retention, and talent management to training and equipping the force for a multidomain fight, the Army is focused on transforming for 2030 and beyond.

The meeting presented a dynamic conference which delivered the Army’s key messages, highlighted the capabilities of Army organizations, and presented a wide range of industry products and services.

Big Red One NCOs took the opportunity to listen and take notes at the Sergeant Major of the Army’s professional development forum, where topics such as leadership, training and modernization were discussed.

U.S. Army Command Sgt. Maj. TJ Holland, the 24th command sergeant major of U.S. Army Forces Command, expressed the importance of the NCO Corps within the Army, which the Big Red One Soldiers paid close attention to.

“Our NCO Corps is the backbone,” Holland said. “It's in our NCO creed. We have to live it. Our commanders trust us. That trust is earned every day, so remember that.

Every day is a lecture.” Col. Bryan M. Harris, the 2nd Armored Brigade Combat Team, 1st Inf. Div. commander, participated in the Warrior’s Corner event, where he gave insight on what the “Dagger” Brigade did in Europe during their nine-month rotation.

The brigade trained and operated in conjunction with NATO allies and partners in support of Operation Atlantic Resolve. With a warfighting focus area, Harris spoke about how they partook in the international efforts to train military allies.

The exposition presented a variety of displays showcasing new advanced technology, including aerial and ground military vehicles, weapons and communication systems.

“I was given the opportunity to attend briefings held by some of the Army’s most senior leaders, as well as explore the world of military advancement that so many of the vendors were displaying,” said Sgt. 1st Class Joshua Schuller, an M1 armor crewman assigned to Alpha Company, 2nd Battalion 70th Armor Regiment, 2nd ABCT, 1st Inf. Div.

The 1st Inf. Div. will continue to recognize NCOs throughout their Year of the NCO campaign, modernize to remain as the premier fighting force, and support the United States’ commitment to NATO allies and partners in Europe.

RILEY COUNTY —Two people were injured in an accident just before 4p.m. Thursday in Riley County.

According to the Riley County Police Department activity report,&nbsp; a 2012 Kia driven by Carla Figueroa, 33, Manhattan and a 1999 GMC Jimmy driven by Joyce Todd, 69, Manhattan, crashed&nbsp;near the intersection of North 4th Street and Vattier Street in Manhattan 

Figueroa was issued a citation for failure to yield the right of way. Two passengers in the Kia were transported to Via Christi for treatment of their injuries.&nbsp; &nbsp;The RCPD released no additional details.

U.S. Department of Transportation Assistant Secretary will speak at Lunch & Learn

Junction City senior Michael Boganowski is headed to the University of Oklahoma and will play college football for the Sooners next fall.

Boganowski, the number one ranked player in Kansas and a four-star recruit according to rivals.com, announced his decision on Thursday night at Junction City High School in front of a large crowd.

Boganowski said a big factor in his decision is because of Oklahoma head coach Brent Venables and the winning reputation that he has. "The first visit I took to Oklahoma coach Venables took me through his whole coaching journey and what he did at each school. He said, I did it at every other school and it's going to happen here at Oklahoma. Seeing how this season has played out, just that happened.  It is something that I want to be a part of. " 

Boganowski will finish his senior year at Junction City High School and then head to Oklahoma next summer.&nbsp;

The Junction City Blue Jay football team will return to Blue Jay Stadium on Friday night for their final home game of the regular season. The Blue Jays host the Emporia Spartans on Friday night, which is also senior night at Junction City High School.

Junction City is coming off their biggest victory of the season, defeating Topeka High 47-0 in a game where the Blue Jays did not punt the football. Both offense and defense played sharp against the Trojans last week. As for Emporia, they have struggled this season. The Spartans have not won a game this season. They are coming off a 46-0 loss to Washburn Rural.

Despite the record, these two teams always battle against each other. “This is a team we can never overlook,” Junction City head football coach Randall Zimmerman said. “They’ve got so much pride in that school and in the community, and their kids are very prideful too. They have always been an incredibly tough out for us.”

The seniors will be honored before kickoff on Friday night. When talking about the senior class, coach Zimmerman made it clear he is very proud of them. “We have great kids,” Zimmerman said. “ Our mission in this program to build champions for life.”

With playoffs beginning next week, Zimmerman hopes to have more time with this senior class. “It’s always hard watching them take their last snap. Luckily for us, we got playoffs coming up so we’ve still got some time and hopefully we can make a long run. Seniors are always a special group, and this group is just as special as  any other one.”

Blue Jays will host Emporia Spartans on Friday night 

MANHATTAN, Kan.&nbsp;–&nbsp;Fans heading to Manhattan on Saturday for K-State’s 6 p.m. contest against TCU are reminded to allow for additional travel time as road construction projects on Denison Avenue near Bill Snyder Family Stadium and I-70 in Junction City will impact traffic.

Since the Wildcats’ last home football game in September, construction on Denison has closed the road between the north entrance of the Manhattan Fire Department’s Headquarters Fire Station and the Agricultural Road intersection, affecting access for fans wishing to park in the Foundation and Equine lots.&nbsp;Please note, parking for the Foundation lot is now accessible only from the south off Kimball Avenue while the Equine lot is only accessible from the north off Marlatt Avenue.&nbsp;This closure is expected to remain in place through the remainder of the football season.

Kansas Department of Transportation officials are continuing to suggest that fans driving to Manhattan from the south or west who typically utilize I-70 through Junction City consider using an alternate route to avoid construction through a 5-mile stretch on I-70. A pavement replacement project is underway between Exit 295 on the west and mile marker 302 on the east of Junction City. Traffic is reduced to one lane in each direction and traffic has been moved to a head-to-head configuration between mile markers 299 and 301.

As an alternative to using I-70, fans traveling from the south on US-77 continue past the Junction City exit and stay on US-77 north through Riley, where US-77 merges into US-24. At the junction of Tuttle Creek Boulevard, turn south toward Manhattan, where fans can get to the stadium by either exiting at Seth Child Road on the west or staying on Tuttle Creek Boulevard to Marlatt or Kimball avenues on the east.

Fans driving from the west on I-70 could follow the same route by exiting at US-77 prior to reaching the construction in Junction City or exit at Abilene north onto K-15 to the junction of K-18, turning east to US-77 north of Junction City, then following US-77 north to Riley and into Manhattan.

To avoid potential traffic backups postgame on K-18 leaving Manhattan, officials encourage fans to use K-177 (Bill Snyder Highway) or McDowell Creek Road from the east side of the city to access I-70. Those utilizing K-18 should be prepared to reduce their speed and anticipate heavier than normal traffic.

Fans are encouraged to plan ahead and allow for additional travel time, as well as utilize a GPS system for seeking alternative routing.

 </figure>MANHATTAN, Kan.&nbsp;–&nbsp;Fans heading to Manhattan on Saturday for K-State’s 6 p.m. contest against TCU are reminded to allow for additional travel time as road construction projects on Denison Avenue near Bill Snyder Family Stadium and I-70 in Junction City will impact traffic.Since the Wildcats’ last home football game in September, construction on Denison has closed the road between the north entrance of the Manhattan Fire Department’s Headquarters Fire Station and the Agricultural Road intersection, affecting access for fans wishing to park in the Foundation and Equine lots.&nbsp;Please note, parking for the Foundation lot is now accessible only from the south off Kimball Avenue while the Equine lot is only accessible from the north off Marlatt Avenue.&nbsp;This closure is expected to remain in place through the remainder of the football season.Kansas Department of Transportation officials are continuing to suggest that fans driving to Manhattan from the south or west who typically utilize I-70 through Junction City consider using an alternate route to avoid construction through a 5-mile stretch on I-70. A pavement replacement project is underway between Exit 295 on the west and mile marker 302 on the east of Junction City. Traffic is reduced to one lane in each direction and traffic has been moved to a head-to-head configuration between mile markers 299 and 301.As an alternative to using I-70, fans traveling from the south on US-77 continue past the Junction City exit and stay on US-77 north through Riley, where US-77 merges into US-24. At the junction of Tuttle Creek Boulevard, turn south toward Manhattan, where fans can get to the stadium by either exiting at Seth Child Road on the west or staying on Tuttle Creek Boulevard to Marlatt or Kimball avenues on the east.Fans driving from the west on I-70 could follow the same route by exiting at US-77 prior to reaching the construction in Junction City or exit at Abilene north onto K-15 to the junction of K-18, turning east to US-77 north of Junction City, then following US-77 north to Riley and into Manhattan.To avoid potential traffic backups postgame on K-18 leaving Manhattan, officials encourage fans to use K-177 (Bill Snyder Highway) or McDowell Creek Road from the east side of the city to access I-70. Those utilizing K-18 should be prepared to reduce their speed and anticipate heavier than normal traffic.Fans are encouraged to plan ahead and allow for additional travel time, as well as utilize a GPS system for seeking alternative routing.RYAN LACKEY

WABAUNSEE CO. - According to the Kansas Bureau of Investigations(KBI), Communications Director, Melissa Underwood, an investigation is underway following allegations against an employee of the Wabaunsee County Sheriff's Office.

Underwood says on October 12th, the KBI initiated an investigation into an allegation made against an employee of the Wabaunsee County Sheriff's Office, following the request of the Wabaunsee County Undersheriff.

Underwood says the investigation is ongoing. No additional details are being released at this time.

After 40 years in business, Karen Eddy has decided it is time to retire and has closed the doors on her store, RC Hobbies. 

The store officially opened in May of 1983 in Junction City and has been a staple in the community for the past four decades. "This was my husbands dream," Eddy said. "He wanted to get the RC club going. We outgrew our first location in the first year and expanded to our current store and have been here for the last 39 years." 

Throughout the past couple of weeks many people haves stopped in and made their final purchases while sharing stories they will remember about the store. "It's been bittersweet," Eddy said. "There have been a lot of hugs and tears. It's been good." 

She enjoyed many parts of owning her own store and seeing the city expand. When asked about her favorite memories, several came to mind. Eddy said, "What always makes me feel good is when people come back and say they have to stop in and see us, that probably does me the biggest up."

RC Hobbies has closed their doors. Karen Eddy is now officially retired. She said she will miss seeing everyone but looks forward to getting things done around her house and visiting friends she hasn't been able to see for a long time.

Geary County employees were recently honored for years of service.

Emergency Management Director / Rural Fire Chief Garry Berges was recognized for 40 years of service, Linda Caraballo, Treasurer's Office 35 years, Attorney Janet Lockwood 25 years and from Finance Luisa White 20 years.

A total of 25 employees were recognized by the Geary County Commission.

Geary County Emergency Management posted a KDOT notice on social media advising motorists to drive alert, especially at dawn and dusk.&nbsp; Use bright lights when there is not any incoming traffic and always wear a seat belt.

In 2022 37% of all single-vehicle crashes with a deer.
