On Thursday, January 19th the Junction City Police Department Community Involvement Unit started the 2023 Citizens Police Academy. Police announced that this is a 12-week class to give citizens a better understanding about law enforcement procedures, how police officers work within the community, and how other departments work within the police department. 

Last week they had Chief John Lamb welcoming them on board and he discussed the goals and visions for the department. Total members in the class came to 16.

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly invites jobseekers to participate in the first Virtual Job Fair of 2023, hosted by&nbsp;KANSASWORKS. This virtual fair will take place from 8:00 a.m. to 5:00 p.m. Wednesday, January 25, and&nbsp;will highlight employment opportunities within many of the state’s 98 government agencies. There are close to 900 job openings in state government across Kansas.&nbsp;

The Virtual Job Fair portal features a Job Seeker Training video, a list of participating employers, and channels for attendees to register and log in. Jobseekers are encouraged to dress professionally, as employers might request to engage in a video interview that day.&nbsp;

Virtual job fair for state openings takes place Wednesday

Consistent with conservative wishes when it comes to K-12 education, the 2023 “A Better Way” legislative agenda Kansas Republicans released a few days ago leans toward support for school choice Education Savings Accounts (ESAs).

Any significant upside here is that the legislative process provides plenty of time for the public to voice their own goals for public school improvement.&nbsp;

ESA legislation likely to be introduced in 2023 would allow parents to draw down individual per student state funding to use at a private school or for other educational expenses such as tutoring, transportation or extra-curricular services.&nbsp;

Can providing Kansas taxpayer dollars to parents to spend on their child’s learning be the magic bullet for education or do ESAs drain the Kansas school system of needed resources and nullify the intent of state and federal law?

Kansas already offers a wide array of school choice options for parents—traditional public schools, public charter schools, public magnet schools, private schools, online academies and homeschooling.&nbsp;

Open enrollment, which will go into effect in the 2024-25 school year,&nbsp;will permit any Kansas student to transfer schools based on the receiving school’s capacity.

An ESA is not a 529 education savings account plan, in Kansas called Learning Quest, where parents/anyone can invest their own dollars toward a child’s education.&nbsp; Funds accrued in a 529&nbsp;account can be withdrawn tax-free if used to pay for college or other qualified education expenses including private schools.

The proposed ESA program is similar to voucher programs which originally allowed states to convert the amount of tax dollars going to support a child in public school to vouchers handed directly to parents for use at approved private schools.&nbsp;&nbsp;

The first voucher programs emerged in Southern states, during the 1950s shortly after American schools were desegregated. These vouchers were found unconstitutional by the U. S. Supreme Court in part because of selective-admission private school policies. &nbsp;&nbsp;&nbsp;

A resurgence in conservatism and voucher popularity began around 2000 and 15 states now have some form of revised voucher plans often called ESAs. These states’ laws are not uniform. Some limit recipients to high need students.&nbsp; Others allow funds for select learning services beyond private school tuition.&nbsp;&nbsp;

Recent successful lawsuits&nbsp;in&nbsp;Tennessee, South Carolina and&nbsp;Kentucky&nbsp;blocked the diversion of millions of taxpayer dollars from public schools to private school vouchers.

The Education Law Center Public Funds Public Schools tracks challenges to ESAs and found a recently filed New Hampshirelawsuit revealed Amazon as the largest ESA beneficiary in 2021, receiving 18% of funds released to parents.

ESA supporters point to West Virginia, Florida and Arizona as examples where ESAs contribute to student success, but verification is difficult to determine because it is often based on short-term, non-scientific data collection.

There is an enormous difference between parents’ right to choose education for their own children and parents having power to decide where distribution of taxpayer dollars will go.

In Kansas, ESAs may be less about the opportunity for school choice than about shifting taxpayer education dollars to corporate entities and selective-admission private schools.

There are other, better ways to fix problem schools.&nbsp;

Whether it’s rural, suburban or city schools, anytime taxpayer money goes out-the-door to private enterprise, schools lose resources and the American ideal of free public education for all is diminished. &nbsp;

The Kansas Department of Transportation has reopened both the eastbound and westbound lanes of I-70 between Hays and the Colorado border.&nbsp;

The Kansas Department of Transportation has closed both the eastbound and westbound lanes of I-70 between WaKeeney and the Colorado border. The closure is due to adverse weather conditions, vehicle crashes blocking the roadway, and limited accommodations and truck parking.

Snow and ice are also affecting many secondary roadways in northwest Kansas. Motorists are advised not to use secondary roads to avoid interstate closures.

I-70 is open in both directions to the Colorado border

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.9% in December. This is an increase from 2.8% in November and an increase from 2.8% in December 2021.

Geary County jobless numbers remained steady over the past two months at 3.8 percent. Riley County's unemployment rate remains low but jumped from 2.3 percent in November to 2.7 in December.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 500 from November. Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,100 over the month, while government decreased by 600.

“Kansas experienced strong job growth over the year, with the private sector adding 37,900 jobs,” said Labor Economist Nathan Kessler. “Industries that saw robust growth include manufacturing and education and health services, collectively adding 15,900 jobs over the year.”

Since December 2021 Kansas' seasonally adjusted total nonfarm jobs have increased by 42,300. This change is due to an increase of 37,900 private sector jobs and an increase of 4,400 government jobs.

MANHATTAN - According to the Riley County Police Department, a Manhattan man has been arrested in connection with shots fired overnight in Manhattan.

RCPD officers responded to the 2500 block of Brook Lane in Manhattan around 3:15 am on Friday, January 20th.

Upon arrival, officers spoke with a 26-year-old woman and 27-year old man, who reported a known 48-year-old man attempted to enter the front door of their home.

The man then allegedly shot multiple rounds from a pistol into unoccupied parked cars in the area. No injuries were reported.

Forty-eight year old, Bradley Smith of Manhattan was arrested in connection with the incident. Charges and bond were still pending as of 9:30 am.

RILEY COUNTY —Law enforcement authorities are investigating an incident involving an inmate at the Riley County Correctional Facility.

Just after 11a.m. Thursday, officers filed a report for battery on LEO in the 1000 block of S. Seth Child Rd. in Manhattan on January 19, 2023, around 11:15 a.m. 

A 25-year-old male Corrections Officer reported an already confined 61-year-old male inmate identified as Russell Spring of Manhattan spit in his face.

Springer now faces a new charge of battery on law enforcement officer. This arrest holds a bond of $25,000 bringing his total bond to $44,500. He was jailed in December for alleged battery on a law enforcement officer, according to RCPD arrest records.

 Springer has two previous felony convictions for battery of corrections employee, theft and a violation of protective order issued from abuse, according to the Kansas Dept. of Corrections.

This arrest holds a bond of $25,000 bringing his total bond to $44,500. He was jailed in December for alleged battery on a law enforcement officer, according to RCPD arrest records. Springer has two previous felony convictions for battery of corrections employee, theft and a violation of protective order issued from abuse, according to the Kansas Dept. of Corrections.

FORT RILEY - On January 10th, 2023,&nbsp; the US Army named Fort Riley, one of seven installations, as a 2022 Army Community Partnership Award winner.

USD 475 Geary County and Fort Riley were recognized for the partnership between the installation and school district for a first Design-build Capital Improvement, Repair and Maintenance Intergovernmental Support Agreement(IGSA).

"While Fort Riley and USD 475 have always considered each other to be partners, this marks the second time the two organizations are partnering through an intergovernmental support agreement. This is a testament that we truly are an integrated team.”&nbsp;U.S. Army Garrison Fort Riley commander, Col. Michael Foote said.

The IGSA expands mission capability and improves training capabilities through a cost-effective modernization of facilities required to train and prepare units to conduct mutli-domain operations. The agreement creates a 49% cost savings for the Army and stabilized the contract workforce supporting USD 475. This resulted in an 83% procurement time savings that expands operational capabilities and improves community relations.

&nbsp;“Working together on projects like this demonstrates a unity of effort toward supporting our families and students. Additionally, it also demonstrates good stewardship of resources.” USD 475 superintendent, Dr. Reginald Eggleston said.

The Army Community Partnership Awards Program seeks to highlight examples of exceptional cooperation and diligence that will encourage continued collaboration to achieve the full potential of community partnerships.

USD 475 Geary County, Fort Riley earn Army Community Partnership Award

SALINE COUNTY —Law enforcement authorities are investigating a Kansas man for suspected distribution of methamphetamine.

Just after 1p.m. Thursday, Kansas Bureau of Investigation agents arrested Gregory “Bo” Westfall, 55, of Salina, at a hotel at 3932 S. 9th&nbsp;St. in Salina, according to a media release from the KBI.

 Westfall was arrested for alleged distribution, or possession with the intent to distribute methamphetamine. The crime is suspected to have occurred in November 2022 in Dickinson County. The arrest was the result of a joint investigation by the KBI and the Dickinson County Sheriff’s Office.

After KBI agents arrested Westfall, they received consent to search a hotel room that was rented by an associate of Westfall. Agents observed drug paraphernalia in the room. They obtained a warrant to search the hotel room. The Kansas Highway Patrol (KHP) and the Salina Police Department assisted by offering K-9 officers to aid in the search.

During the search they uncovered methamphetamine, counterfeit oxycodone pills believed to be laced with fentanyl, and an illegal firearm. A female subject was also detained for questioning.

Westfall was booked into the Dickinson County Jail. Additional charges are pending, according to the KBI.

Firefighters had the small fire in the front room of the home contained within 10 minutes, according to a media release from the Manhattan Fire Department.&nbsp;

The one-story single-family home was estimated to have sustained $10,000 in damages. There were no injuries.&nbsp;

One dog escaped the fire after firefighters opened a back door.&nbsp; No injuries were reported. The building is a one-story, single-family dwelling. Loss is estimated at $10,000. The owner is listed as Charles and Glenda Fletcher of the same address. The fire cause is under investigation at this time.

Storm Large to entertain audiences as part of McCain Performance Series

The Flint Hills Regional Council (FHRC) has launched a project to produce a 5-year sustainability plan to expand the organization and more efficiently achieve its mission to increase the quality of life in the Flint Hills. The process includes a stakeholder survey to understand the perspectives of those who live and work in the area.

The Flint Hills Regional Council, which administrates the Flint Hills Economic Development District, is a non-profit voluntary service association of local Kansas governments with the goal of enhancing economic vitality and improving quality of life throughout the Flint Hills.

The Sustainability Plan and Roadmap planning project will run through early 2023 and has been funded by the Dept. of Defense (DoD) Office of Local Defense Community Cooperation (OLDCC).

Jerry Lonergan, FHRC director, said this planning work will strengthen and enhance the FHRC ability to support the Ft. Riley US Army Base’s military mission, the soldiers, their families and the surrounding communities.

“The FHRC 5-year Sustainability Plan will assess the operation and administration of FHRC and prioritize services that the organization should retain and add for an ongoing and effective partnership with Ft. Riley and to promote the quality of life and economic progress of the communities, businesses and citizens of the Flint Hills in Kansas,” Lonergan said.

FHRC has contracted with the consulting and research company Future iQ to facilitate the Sustainability Plan and Roadmap process.

The process has been launched with a stakeholder survey to understand stakeholders’ perspectives about the future of the Flint Hills region. Lonergan said the organization is asking that everyone who lives or works in the Flint Hills area provide their insight by completing the survey. The survey will be followed by focus groups and interviews with key stakeholders, he said, with the process concluding in April with the final FHRC Sustainability Plan and Roadmap.

MANHATTAN —A man was injured in an accident just after 7:30a.m. Wednesday in Manhattan.

The Kansas Highway Patrol reported a 2008 Pontiac Grand Prix driven by&nbsp; Kara Catherine Ray, 47, Manhattan, was westbound in the&nbsp;1600 block Claflin Road just west of Mid-Kansas Drive.&nbsp;

Geary County Conservation District prepares for annual event

The JC Breakfast Optimist Club has recognized Bridget Vonspreckelsen for her work with the Momentum Volleyball program and her commitment to youth of various ages. Bridget is originally from Nebraska and played collegiate volleyball at the University of Alabama. She and her husband Eric, who is the Associate Pastor at First Christian Church in Junction City, have three daughters.

Her work includes coaching JC YMCA volleyball, being a co-founder of Momentum Volleyball with Kayla Ragan, helping to develop the JCHS Parent Support Group, and is involved with the work at her church. Momentum is a competitive volleyball organization that involves youth from Kindergarten through high school.

On Tuesday, <a href="https://championteamwear.com/">Champion Teamwear,</a> 520 McCall Road in Manhattan,&nbsp; reported unknown suspects fraudulently claimed to be employees of New York Presbyterian Hospital, according to the Riley County Police Department activity report. The suspects ordered over $100,000 in merchandise that was shipped to them but never paid for.

$100K project will target mental health, well-being&nbsp;

MANHATTAN, Kan. – Officials with the&nbsp;<a href="https://www.kansas4hfoundation.org/" target="_blank">Kansas 4-H Foundation</a>&nbsp;and&nbsp;<a href="https://www.healthybluekansas.com/" target="_blank">Healthy Blue</a>&nbsp;have announced a partnership to invest in the mental health and well-being of Kansas youth.&nbsp;

According to information from the 4-H Foundation, Healthy Blue – a&nbsp;collaboration of Blue Cross and Blue Shield of Kansas, Blue Cross and Blue Shield of Kansas City (Blue KC) and Anthem Partnership Holding Company&nbsp;– has pledged $100,000 to the initiative. &nbsp;

As part of the program, Kansas 4-H agents and youth will cover such topics as healthy coping skills, interventions, fitness, nutrition, life skills, healthy peer-to-peer interactions, and the prevention of substance abuse/addiction at a local level through community conversations. &nbsp;

“Creating a culture of learning where youth and adults are involved in a collective effort is crucial to addressing mental health concerns in Kansas,” said Sarah Maass, state leader for the Kansas 4-H program. “Addressing the health and wellness of youth in a safe and inclusive environment is a top priority for Kansas 4-H professionals.&nbsp;We want to put Kansas 4-H youth in the position to facilitate the conversation and take the lead on addressing the issues.”&nbsp;

Kansas 4-H officials said that through the immersive learning experiences that 4-H offers, kids can create meaningful relationships, learn coping skills, and discover independence.&nbsp;

“Kansas 4-H delivers these experiences through 4-H clubs, which become a learning community for positive youth development,” Maass said. “These experiences expand into schools and after school programs.”&nbsp;

Kansas 4-H, she adds, is committed to meeting the essential needs of youth, including belonging, independence, mastery and generosity.&nbsp;

Charmekia Martin, director of growth and engagement for Healthy Blue, said the initiative aims to create and deliver solutions that respond to the needs of individuals while removing unnecessary processes, closing gaps in care, and making measurable impacts in improving the health of entire communities.&nbsp;

“We are pleased to be able to support (the effort to better) mental health for youth in Kansas while partnering with Kansas 4-H in the creation of this new and innovative program,” she said.&nbsp;

Mindy Weixelman, the interim president and CEO of the Kansas 4-H Foundation notes the organization’s commitment to empower young people with the skills to lead for a lifetime, saying “we believe in the power of young people.”&nbsp;

“We value partners who invest in the well-being of Kansas youth,” Weixelman said. “In 4-H, we see that every child has valuable strengths and real influence to improve the world around us.
