Saline County appraiser points to inconsistency in state law regarding trailer usage

TOPEKA — Saline County Appraiser Sean Robertson touted a bill exempting off-road vehicles as well as boats and trailers from personal property tax in Kansas by outlining the distinction in state law between usage of a trailer for hauling hay to a barn and junk to a landfill.

Robertson, who represents the Kansas County Appraiser’s Association, said the legislation endorsed by two-thirds of the Senate would address unfairness in application of property taxes in Kansas.

He offered an example involving three people who owned the same trailer. The first hauled hay with the trailer, and wasn’t subject to property taxes for that equipment. Same for the second purchaser, who relied on the trailer to haul mowers for a landscaping business. The third, who relied on the trailer for a variety of uses around the home, wasn’t as fortunate.

“If you use it to haul an old couch to the dump, you pay taxes,” Robertson said. “That’s some of the inconsistency.”

On Tuesday, the Senate Assessment and Taxation Committee gathered testimony on Senate Bill 10. It would slash state and local tax revenue by adding exemptions to the dreaded property tax. Exclusions would be for any off-road vehicle not operated on a highway, including motorcycles, snowmobiles, golf carts, all-terrain vehicles and electric-assisted bicycles. Qualifying trailers would need to have a gross weight of less than 15,000 pounds. Also exempted would be watercraft, including the trailers used to launch, transport and store boats.

If implemented as introduced, the bill would apply to the 2026 tax year. The measure would reduce general state property tax revenue by $190,000 and trim property taxes collected for K-12 public schools by $2.5 million annually.

The Kansas Department of Revenue didn’t offer an estimate of how much the change would lower tax collections among local government. The Kansas Association of Counties and League of Kansas Municipalities said local property tax collections would decline, but neither had data to make a precise estimate.

The schedule for the second week of the legislative session allowed the committee to begin consideration of amendments to the bill on Wednesday, said Sen. Caryn Tyson, a Parker Republican and chair of the Senate tax committee. She credited Robertson for bringing common-sense legislation on property taxes to the Capitol.

Hesston Sen. Stephen Owens, a Republican on the committee and owner of a powersports business, suggested lawmakers also delete property tax on leisure aircraft. Currently, Kansas aircraft was exempted from property tax if tied to a business purpose, was more than 30 years of age or built from a kit.

“Southcentral Kansas bills itself as the air capital of the world. Was there any discussion of exempting personal-use aircraft from property taxes as well?” he said.

Robertson said he wouldn’t object to a blanket exemption for aircraft based in Kansas, and the committee was likely to consider that as an amendment to the bill.

Sen. Mary Ware, D-Wichita, said the Senate committee ought to be focused on reducing the property tax burden for lower-income Kansans rather than coming to the aid of people financially comfortable enough to afford recreational vehicles.

“We have so many people living in poverty in our state,” Ware told Robertson. “Is there any room for that in your proposal?”

Robertson said there was potential for local governments to reduce property tax levies once they no longer had to expend resources to monitor taxation of off-road trailers, motorcycles, ATVs, golf carts and comparable vehicles.

Kari Sue Vosburgh, a Republican precinct committee member in Sedgwick County, echoed Ware’s sentiment. Vosburgh said she opposed the bill because the 2025 Legislature should make it a priority to provide substantial residential property tax relief.

She said it made sense to exempt essential equipment such as motorized wheelchairs, but including luxury or recreational&nbsp; items was misguided.

“It is concerning that this bill prioritizes tax exemptions for recreational property, effectively selecting winners and losers in tax relief efforts,” she said. “While my horse trailer might qualify for exemption under SB 10, I would rather see policies that address the broader issue of high real estate taxes that can threaten homeowners’ financial stability.”

Michael Kelly, who represented Kansas chapters of the Military Officers Association of America, requested the committee amend the bill so wheeled and seated mobility devices were on the list of property tax exemptions. The idea would be to diminish the tax applicable to veterans with medical conditions that compromised their mobility, he said.

RILEY COUNTY —Law enforcement investigating an vehicle crash have made an arrest.

Just before 9:30p.m. Monday, police arrested 53-year-old Teresa Garcia, of Manhattan in the 700 block of Crestwood Drive, according to the Riley County Police Department activity report.

 Garcia was arrested on requested charges of aggravated battery- DUI, failure to stop at an accident, interference with an LEO, and driving under the influence of drugs/alcohol. 

&nbsp;Garcia met the requirement of $6,750 bond and is no longer in custody, according to the RCPD.

For 40 years the Martin Luther King Jr. celebration has been held in Junction City. During the annual event Monday at the C.L. Hoover Opera House one keynote speaker, Ted Stevens, remembered that his mother, Ruby Stevens, who started the annual observance in the community, committed herself and this event to Junction City. "Greatest testament to what my mother founded 40 years ago still goes on."&nbsp;

Stevens told a large audience at the C.L. Hoover Opera House that Junction City is a remarkable multiethnic community, and that our rights and freedoms must be mutually agreed on. In addressing issues such as food insecurity and lack of housing he believed King would have expected a nonviolent course of action including participation, perseverance and peaceful protest for good. He read from a letter written by King. "We who engage in nonviolent direct action bring into the open tensions that are already there, and if equality fails to become reality we will miss one of the greatest opportunities bestowed upon a nation."

Another keynote speaker, Sabrina Ware, sister of the late educator and King Celebration leader, Lorraine Williams Walker, noted that Ruby Stevens was a true teacher and a great influence on Lorraine.

Ware said that her sister loved school and also pointed to Lorraine's efforts to keep the playground at Washington Elementary School open during non-school hours so that any children could use it. Lorraine had served as the principal at Washington Elementary School. "&nbsp;

The ceremony included musical performances of "Freedom" and "Lift Every Voice and Sing."

Coretta Scott King Courage Award&nbsp;

Every year during the celebration the Coretta Scott King Courage Award is presented to members of the community. This year's recipients included Barbara Wright and Mary Wilson-Snipes.

Cold weather advisory will be in effect

The Kansas Department of Agriculture and K-State Research and Extension (KSRE) will offer six regional Local Food Producer Workshops to assist farmers’ market vendors and managers, and for those wanting to sell food products directly to consumers.

Kansas farmers’ markets not only provide a fresh food source, but also stimulate the local economy. In 2024, more than 100 farmers’ markets were registered with KDA’s Central Registration of Farmers’ Markets.

“We strive to provide education to Kansas farmers’ markets and agricultural businesses to help them thrive,” said Sammy Gleason, KDA’s&nbsp;From the Land of Kansas&nbsp;manager. “These workshops will support local businesses by providing up-to-date food safety information and new marketing insights for direct consumers.”

Workshop topics will vary slightly by location. Highlighted topics include:

“Voice of the Wildcats.” That title belongs to the legendary sportscasters who have broadcast Kansas State University football and basketball games through the years.

Wyatt Thompson is the current and longtime Voice of the Cats, which he especially appreciates because of his roots in rural Kansas. Thompson became Voice of the Wildcats in 2002. He grew up in rural Kansas near Solomon.

Among his interests was livestock judging in high school FFA, which included two elements: One, placing a class of livestock in the desired order; and two, stating oral reasons to a judge to describe the reasons for that placing.

This process required him to make quick judgments and to state his observations articulately and accurately. In a sense, those skills also serve him well as a sportscaster.

Thompson continued livestock judging at Colby Community College but found himself drawn to sports broadcasting. He made the change. In 1976, he began his career, spending time at radio stations in Great Bend and Abilene. He was recognized with the Kansas Association of Broadcasters Play-by-Play Award in 1982.

From 1985 until 1989, Thompson worked at KAYS in Hays where he was the play-by-play voice at Fort Hays State. He won the Oscar Stauffer Sportscaster of the Year Award in 1989.

Then Thompson moved to Denver. He was the play-by-play voice for Colorado State's football and men's basketball teams for five years. In addition to his duties at CSU, Thompson was also a sports reporter on radio and host of the Countdown to Kickoff show for the Denver Broncos.

Thompson won the Colorado Broadcasting Association award for best play-by-play announcer in 2000.

In 2002, he moved to K-State to become the Voice of the Wildcat, a position he still holds today. In doing so, he followed in the footsteps of legendary broadcasters who have previously served as Voice of the Wildcats:&nbsp;Dev Nelson, Mitch Holthus, Steve Physioc and Greg Sharpe.

Today, Thompson is senior director of broadcasting for the K-State Athletic Department as well as Voice of the Wildcats. He&nbsp;serves as host of the Chris Klieman and Jerome Tang coaches’ shows on television and radio. In addition, he is heavily involved in various Catbacker Club, alumni and athletic department functions, frequently serving as a keynote speaker.

In an era of NIL -- Name, Image, Likeness -- and the transfer portal, it seems remarkable that he is observing local players from Kansas making an impact for their home state team. 

For example, in football, he sees Sam Hecht from Shawnee snap the ball to Avery Johnson, who went to Maize, who then might hand off the ball to Dylan Edwards from Wichita or D.J. Giddens from Junction City – and they just might be led by a block from Hadley Panzer of Lakin.

An estimated 55 Kansans are on the K-State football roster – far more than any other state.

It is especially exciting to see such in-state talent perform well. According to the K-State athletic department, since 1990 K-State’s all-conference selections have come from 37 cities in Kansas.

“I love broadcasting K-State sports for so many reasons,” Thompson said. “At the top of the list would be the amazing coaches and players that I get to work with daily.”

He also relishes the game day experience. “You can just feel the excitement for each game, and the love this fan base has for Kansas State University and the Cats,” Thompson said.

Thompson won the Hod Humiston Award for sports broadcasting from the Kansas Association of Broadcasters in 2011. Over the course of his career, Thompson has been named the Kansas Sportscaster of the Year six times. He ranks second all-time among K-State broadcasters in awards won, and fourth all-time among broadcasters in the state of Kansas.

In 2022 he was inducted into the Kansas Association of Broadcasters Hall of Fame.

It's an impressive record for a farm kid from the rural community of Solomon, population 993 people. Now, that’s rural.

GOP congressman’s agenda includes gun rights, sports and crime

TOPEKA — U.S. Rep. Tracey Mann stands as an absolutist on deporting immigrants in the U.S. illegally who engaged in criminal activity, but he prefers to temper enthusiasm for a federal crackdown that would unnecessarily weaken the state’s agriculture economy.

Mann, a Republican who easily won reelection in November to a third term in Congress, said the porous national border was a crisis that warranted aggressive action to stem the tide of millions of unauthorized immigrants. The quest to fortify the U.S. border was a fundamental issue in the 2024 election and results demonstrated voters’ eagerness to address longstanding problems of unauthorized immigration, he said.

He said rooting out people in the U.S. without authorization who are engaged in criminal activity, including drug and human trafficking, should be a priority in the administration of President-elect Donald Trump.

In addition, Mann said, Congress had to proceed with development of policies that protected the U.S. farm economy and other industries reliant on legally procured immigrant workers.

“We’ve got to have an immigration policy, instead of the current chaos we have, that’s orderly,” Mann said in an interview with Kansas Reflector. “We can declare and vet the people we want to come into the country, then legally allow them to do that.”

He said businesses in the massive 1st District of Kansas wanted less bureaucracy and more certainty in federal laws and regulations on issuance of permits to temporary immigrant workers. To ignore challenges of companies drawn to that supplemental labor force would be foolish, he said.

“It’s a slap in the face to people — the men and women — who have gone through the strung-out process. They do it the right way,” Mann said.

Mann said he was pleased a bipartisan majority in the U.S. House approved the Laken Riley Act, which honored a college student murdered by an immigrant from South America who had previously been cited for shoplifting in the United States.

The bill forwarded to the U.S. Senate would mandate federal detention of undocumented immigrants accused of theft and other lower-level offenses pending legal proceedings. The legislation raised due-process concerns regarding incarceration of more individuals accused rather than convicted of crime.

Immigrants lacking documentation to legally be in the United States who commited a criminal offense in this country should be deported, the congressman said.

Mann said he voted for a bill approved by the U.S. House that would prohibit people designated as male at birth from participating in athletic programs designated for girls or women. The measure would define gender under the Title IX federal civil rights law based on “genetics and biology” rather than “identity,” he said.

“The overwhelming majority of folks in the 1st District of Kansas would say that women should be in women’s sports. Boys should be in boys’ sports. Boys should not be playing girls’ sports,” Mann said.

In Kansas, officials in the past reported a few transgender students had taken part in cheerleading programs. In 2023, the Republican-led Legislature overrode Democratic Gov. Laura Kelly’s veto to place in state law a ban on transgender athletes joining girls’ and women’s sports programs from kindergarten through college.

Kelly said such legislation was about partisan politics rather than welfare of Kansans, and the statutory prohibitions would harm the mental health of her constituents.

However, Mann said Democrats in Washington, D.C., had “caved to radical activists under the false guises of ‘equity’ and ‘inclusion’ over fairness” to females who were “robbed of scholarships and accolades” that could be earned through athletics.

In the interview, Mann praised introduction of a House bill that would create a national reciprocity law for carriers of concealed weapons who maintained a state license. It would, for example, allow Kansas permit holders to travel across state lines without fear of running afoul of statutes on concealed firearms in conflict with Kansas’ law.

“A lot of people in my district are talking about this,” Mann said. “A lot of people are frustrated.”

Mann, a former lieutenant governor, represents the Big First district stretching from the Colorado border across the state to Douglas County in eastern Kansas.

The legislation raised due-process concerns regarding incarceration of more individuals accused rather than convicted of crime.Immigrants lacking documentation to legally be in the United States who commited a criminal offense in this country should be deported, the congressman said.Mann said he voted for a bill approved by the U.S. House that would prohibit people designated as male at birth from participating in athletic programs designated for girls or women. The measure would define gender under the Title IX federal civil rights law based on “genetics and biology” rather than “identity,” he said.“The overwhelming majority of folks in the 1st District of Kansas would say that women should be in women’s sports. Boys should be in boys’ sports. Boys should not be playing girls’ sports,” Mann said.In Kansas, officials in the past reported a few transgender students had taken part in cheerleading programs. In 2023, the Republican-led Legislature overrode Democratic Gov. Laura Kelly’s veto to place in state law a ban on transgender athletes joining girls’ and women’s sports programs from kindergarten through college.Kelly said such legislation was about partisan politics rather than welfare of Kansans, and the statutory prohibitions would harm the mental health of her constituents.However, Mann said Democrats in Washington, D.C., had “caved to radical activists under the false guises of ‘equity’ and ‘inclusion’ over fairness” to females who were “robbed of scholarships and accolades” that could be earned through athletics.In the interview, Mann praised introduction of a House bill that would create a national reciprocity law for carriers of concealed weapons who maintained a state license. It would, for example, allow Kansas permit holders to travel across state lines without fear of running afoul of statutes on concealed firearms in conflict with Kansas’ law.“A lot of people in my district are talking about this,” Mann said. “A lot of people are frustrated.”Mann, a former lieutenant governor, represents the Big First district stretching from the Colorado border across the state to Douglas County in eastern Kansas.

Mann eager for immigration reform tied to border security, deportation, work permits

The Junction City High School boys' and girls' basketball teams traveled to Topeka High School on Friday night. 

Topeka High won the opening tip, scored on the first possession of the game, and cruised to victory over the Junction City Lady Jays on Friday night. The Trojans beat the Lady Jays 80-33. 

Despite a tough first quarter for Junction City, which trailed 34-4 after one, the second quarter was much better. The team ended the half on a 12-0 run to cut the deficit down to a 41-20 halftime score.

In the second half, T-High was moving up and down the floor quickly, scoring in transition and turning defense into offense. The final score was 80-33, with the Lady Trojans picking up their fourth win of the season. 

Junction City was led in scoring by junior Morgan Nabus with eight points, and junior Kalia Riley added seven. 

With the loss, the Lady Jays fall to 1-5 on the season. The girls will host Shawnee Mission West on Tuesday night in Junction City. 

The Blue Jays entered Friday night undefeated at 6-0, coming off an overtime win over their rival Manhattan on Tuesday night. After a big win on Tuesday night, the Blue Jays handled business on Friday night, beating the Trojans of Topeka High 69-46. 

Junction City jumped out to a quick 9-0 lead thanks to stellar defense and a couple of three-pointers by senior Jackson Austin. The first quarter was all JC leading 24-8 after one. The second quarter featured a nice run by the Trojans, cutting the lead to 10 at one point, and trailed 34-20 at halftime. 

In the second half, the Blue Jays picked up their defensive intensity, and shots started falling and led 53-31 at the end of three. In the fourth quarter, Junction City had a continuously running clock and emptied their bench for the fourth time this season. The Blue Jays beat the Trojans by 23, 69-46. 

Three players scored in double-digits for JC. Seniors Larkin Turner and Jackson Austin had 15, and sophomore Brody Boeckman added 10 points. 

With the win, the Blue Jays go to 7-0 for the second straight season. Next up for the boys is a trip to Dodge City, to play in the Tournament of Champions next week.

Junction City Can Dance is the title of a fundraiser for the youth education program at the C.L. Hoover Opera House Gala Saturday night. The event begins from 5:30 to 6:30 p.m. with a reception that will also include an opportunity to make silent auction bids.

There will also be the unveiling of a new mural in a hallway of the building leading to the kitchen an green room. "It's really a huge artistic addition to the Opera House, said Co-Executive Director Joe Markley.&nbsp; There will also be live music and a photo exhibit of the Opera House for the last 10 years at the building. "

The main event will be performances by three dance groups with a live auction of items between the performances. The items range from a quarter of beef and processing to a plane ride over Junction City and the region.

Tickets can be obtained online at jcoperahouse.org. The price is 50. Efforts will be made to accommodate walk-ups Saturday night.

Geary County schools USD 475 will be closed on Monday, Jan. 20 in observance of Martin Luther King, Jr. Day. The District said that students will also have off Tuesday, Jan. 21 as the district is having a professional development day.

RILEY COUNTY —One person was injured in an accident just before 7p.m. Thursday in Riley County.

According to the Riley County Police Department activity report, a vehicle driven by 24-year-old&nbsp;&nbsp;Antonio Casillas-Ventura of Fort Riley struck 50-year-old Lonny Scott who was in a wheelchair crossing at the corner of Leavenworth Street and North 4th Street.&nbsp; The wheelchair had struck ice and tipped over just before the crash.

EMS transported Scott to Via Christi for treatment of non-life-threatening injuries.&nbsp;

United Way seeks volunteers for the VITA program

The Geary County Conservation District will host their 85th Annual Meeting on January 23, 2025 at the Senior Center on Spring Valley Road. The meeting will begin at 6:30 with a free meal sponsored by the Geary County Banker’s Association.

The agenda consists of a report of the District’s activities for 2024, the year-end financial accounting and the election of one member to the Board of Supervisors. The highlight of the event will be the awarding of the Conservation Award to the Geary County Rural Fire Department.

The volunteer members of the Rural Fire Department provide an invaluable service to landowners in our county by acting as a back-up to land managers as they conduct annual controlled burns to reduce woody encroachment into native prairies here in the Flint Hills. They are also a frontline defense to protect people and property when wildfires erupt as they did earlier this past year.

The Conservation District board wants to recognize the dedicated men and women who selflessly volunteer for this hazardous duty. As our climate changes with more intense wet spells followed by prolonged periods of drought, the need for good land stewardship and the controlled reduction of fire fuel loads will become evermore important. The role of the Rural Fire Department is critical in these continued efforts.

Everyone is invited to attend the meeting and learn more about the District’s efforts to partner with landowners, farmers and ranchers to protect, conserve, and restore Geary County’s invaluable natural resources.

Geary County Volunteer Firefighter Wayne Adams has retired from responding to fires in Geary County after 45 years of dedicated service.  Wayne responded out of the Clark Creek's Fire Station.

At Tuesday night's training, Wayne was presented a plaque from the department acknowledging his dedication over the past 45 years to the Rural Fire Department and the citizens of Geary County. He was also given the fire helmet that he wore to keep.

Junction City, KS – The Geary County Childcare Coalition (GC3C) has announced receipt of a Child Care Community Partnership grant from Child Care Aware of Kansas and Kansas Department of Children and Families. This grant provides funding for a part-time coordinator that will facilitate the initiatives of the committee in 2025.

Upon receipt of the grant in December 2024, the GC3C Steering Committee interviewed candidates and selected Amy Garner for this role. Garner has extensive experience working with boards and committees towards the completion of goals.

The 2025 initiatives support the mission of GC3C:

● Facilitate access to essential child care resources and education for providers, families and employers.

● Provide support to current child care providers.

Promote and foster community involvement and public awareness concerning child care issues.

● Foster collaboration among community organizations, government agencies, and employers
