Junction City Commissioners will consider a proposed ordinance Tuesday night that would amend the sale, storage, or discharge of fireworks.

The Commission by consensus recently favored allowing discharge of fireworks in the future from 11 a.m. to 11 p.m. July 1-4.

The governing body will be in session at 7 p.m. Tuesday at 701 North Jefferson.

GEARY COUNTY —&nbsp; Two people were injured in an accident just before 10p.m. Saturday in Geary County.

The Kansas Highway Patrol reported a 2002 Chevy Monte Carlo driven by Samuel A&nbsp;Mertens, 40, Kearney, Nebraska, was westbound on Interstate 70 and entered the construction zone between mileposts 295-U.S. 77 exit and 300-Kansas 57 exit.

&nbsp;Traffic began to slow in the construction zone. The Chevy rear-ended a 2016 Nissan Altima driven by Michael W Catt, 27, Wichita.&nbsp; After impact the Chevy&nbsp; drove around the Nissan and continued driving until he stopped near the Ohio Street exit in Saline County.

Mertens was not injured. Catt complained of pain and drove himself to the hospital. EMS transported a passenger in Nissan Wendy R. Catt, 54, Wichita, to&nbsp;Salina Regional Health Center. All three were properly restrained, according to the KHP.

The 115th annual Labor Day Celebration is set for this weekend in Chapman. The theme of the parade at 2 p.m. Monday will be "To the Stars - Remembering Joe Engle." The family of Joe Engle will serve as grand marshals for the parade.

Chapman will celebrate Labor Day

Rob Wilson serves as the Military Affairs Council Director for the Junction City Area Chamber of Commerce. He noted that his goals include continuing to build relationships between the Soldiers, their families on Fort Riley and the community members. He is trying to find ways to interact with the military. "So they get to know me as a person, but they also get to understand what we're doing for the Soldiers and families."

Wilson served in the military for 29 years including two stints at Fort Riley. He served the last five years as a Sgt. Major at the installation.

On Friday, police in Salina arrested 38-year-old&nbsp;Jasmine Rochell Lee Tipton of Manhattan, on requested charges that include&nbsp;Distribute marijuana; 450 grams - &lt; 30 kilograms, Use/poss drug paraphernalian/human body, Interf w/LEO; obstr/resist/oppose felony warrant, Poss of substance in KSA 65-4105(h) and Taxation; Drugs; No drug tax stamp for marijuana or cont substance, according to online jail records.

WASHINGTON – As educators gear up for the new school year, the IRS reminds schoolteachers that the maximum deduction for classroom expenses in 2024 remains at $300.&nbsp;

This deduction allows educators to offset the cost of supplies, materials and other classroom essentials, providing some financial relief for those who spend their own money to improve their students' learning experience.&nbsp;

Under federal law, this $300 cap is unchanged from 2023, continuing the adjustment for inflation that began in 2022 when the limit was raised from $250.&nbsp;

Who qualifies for educator expense deductions?

This deduction is available for teachers, instructors, counselors, principals and aides who work at least 900 hours a school year in a school providing elementary or secondary education. Educators filing jointly can claim up to $600 if both spouses are eligible, but no more than $300 per person. Educators can claim this deduction even if they take the standard deduction, and both public and private school educators qualify.&nbsp;

Educators can claim deductions for out-of-pocket expenses on classroom items like books, supplies, equipment (including computers and software) and COVID-19 safety measures such as masks, disinfectants and air purifiers. Junction City Animal Shelter Director Vanessa Gray has confirmed via a social media announcement that unfortunately, starting on Friday, our shelter will be CLOSED at a minimum of 2 weeks. Thursday, we had a dog test positive for Parvovirus. He had been in and around our shelter, therefore, we will have to monitor all other dogs for the next 2 weeks for symptoms. 

While we are unsure of contact time and where it originated our staff will be working diligently to ensure our other pets are safe and all protocols are followed. The dog in question unfortunately passed away during life-saving measures. He started to exhibit signs only Thursday. We are all devastated.

 What does this mean? - Our shelter will not be able to adopt any dogs out until after the incubation period. No dogs can leave. We will also be closed to cat viewing to limit transmission. Can we take strays? - We are urging pet parents to ensure their pets are safe at home. IF a stray dog comes to the shelter, we can temporary house them in our front area no longer than 20 minutes. We will then have no choice but to place them in the dog room- thus potentially subjected them to this virus if it remains in our shelter. PLEASE keep your pets home.

What about Clear The Shelters?- We will add 10 days to Clear The Shelters for after we are able to open again to ensure the event had ample time for those coming to look. Hands on History is back at Geary County Historical Society on Wednesday, September 4th. This is an interactive program for homeschooling families held the first Wednesday of every month through the school year at the Geary County Historical Society. Geary County Booking Photos Aug. 30

On Thursday at 2:01 p.m. Deputies responded to the 5300 block of Old Hwy 40 for a motor vehicle accident. Nathan Bates of Chapman was traveling west in his 2005 Chevrolet Colorado when a semi large rock fell from a moving tractor truck and rock trailer and collided with Nathan's driver side front window. 

Bates stated the truck was unaware and continued. Nathan was unable to provide adequate information for the truck. He reported the windshield was totaled and removed his vehicle from scene.

On Friday at 12:15 a.m. Deputies took a hit and run accident report at the 310 mile marker I-70 eastbound rest area. Bryan Atse of Manhattan alleged he was traveling westbound on I-70 when his white in color 2022 Dodge Charger was struck by a semi-truck and trailer.

Geary County S.O. reports two accidents

RILEY COUNTY —Law enforcement are investigating a burglary and identity theft.

Just before 10a.m. Thursday, officers filed a report of vehicular burglary in the 2800 block of Allison Avenue in Manhattan, according to the Riley County Police Department activity report.

A 45-year-old woman reported her car was broken into and her Chase Bank card was taken by an unknown subject. &nbsp;

The card was then used at Walmart in Topeka. Total loss associated with this report is approximately $3,000. 

Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

RCPD: Suspect charged $3,000 on credit card taken in burglary

More than 75 businesses or organizations were represented in the annual Junction City Expo Thursday night in Heritage Park.

The Expo is a time to show and tell potential customers about potential&nbsp; products and services. Chamber of Commerce President / CEO Mickey Fornaro-Dean noted that the event may have been a little slow starting during the early heat but later it seemed to pick up with people having a good time. "We're getting a lot of good questions and feedback."

Participating businesses ranged from Michelin and Konza Prairie Community Health Center to Honor Screen Printing, Kaw Valley Engineering and City services.

The Kansas Department of Transportation is alerting motorists to anticipate delays on I-70 through Junction City in Geary County during periods of heavy travel, especially on weekends of Kansas State University home football games in nearby Manhattan.

These traffic delays should be expected in Geary County as a pavement replacement project continues along a four-mile stretch of I-70 in Junction City between Washington Street (Exit 296) and K-57 (Exit 300). Through this work zone, westbound I-70 is carrying both directions of traffic. Traffic is reduced to one lane in each direction, with lower work zone speed limits in place.

The two-lane configuration on this stretch of I-70 will remain throughout Phase Two of the construction project, which is scheduled for completion in November. The entire I-70 project is expected to be completed by December 2025, weather permitting.

Geary County Finance Director Tami Robison has announced that on September 9, 2024, at the Geary County Office building-Commission Chambers, the Fire District #1 Revenue Neutral Rate and Budget Hearing is scheduled for 11:15 a.m. The Dorothy Bramlage Library RNR and Budget Hearing is scheduled for 11:25 a.m. The Sewer District #4 Budget Hearing is scheduled for 11:30 a.m. and the Water District #2 Budget Hearing is scheduled for 11:35 a.m. 

These hearings are for the purpose of hearing and answering objections of taxpayers relating to the proposed use of all funds and the amount of ad valorem tax and Revenue Neutral Rate. Geary County Commissioner Alex Tyson noted at some point there needs to be a community vision&nbsp; plan for all three entities, including the county, city and school district. USD 475&nbsp; Board of Education member Ron Johnson observed that perhaps this is a retreat kind of thing that would take a lot of time take a lot of time.

County Commission Chair Trish Giordano pointed out it was time for the governing bodies to get on the same page and work together.

Tyson will look for retreat dates and areas.

Johnson added participation will be needed from all three of the entities. The topic surfaced during a joint meeting at the C.L. Hoover Opera House.

Elected officials talk about strategic planning

I recently read the manuscript of a soon-to-be-published scholarly book looking at one of Kansas’s major cities. It was filled with sharp observations and smart ideas; when it’s published, I’ll buy copies of it for all my local representatives, in hopes that they’ll read it and learn something. But there’s one point in the manuscript that I can’t get out of my head.

When the author–who, like me, is not a Kansas native–arrived in the Sunflower state, they were struck by how the city they were moving to seemed to sprout out of the ground without warning. Flying into a Kansas airport, the book suggests, you look around, seeing nothing but farmland, and then suddenly a city is there, seemingly at random. The point being that Kansas’s urban areas--with Kansas City’s agglomeration of Overland Park and Olathe, Leavenworth and Lenexa, being the sole exception–are stand-alone entities, the product of geographic happenstance or boundary-line-drawing rooted decades, or even centuries, in the past.

Cities everywhere are both products and providers of connectivity; making connections and pursuing opportunities is why people congregate together, why businesses and investment capital flow to urban areas. So when you see a solitary city or town standing in an otherwise entirely rural space, there is the temptation to wonder how “real” a place it actually is.

Given that global trade and internet communication means that no city or town, no matter how small, is truly disconnected any longer, this kind of wondering is more a matter of perception than reality. Unless, of course, the perception becomes a self-imposed trap, and thus accidentally, or perhaps preemptively, sets the terms for the real-world decisions that follow.

That kind of self-referential trapping is not unusual in Kansas, I fear. There are positive aspects to it, of course; it can encourage people to focus on their local resources, adding to the culture of our state by supporting and celebrating the creativity that can be found in local places. But too often this dynamic takes a negative tone, whether it be a defiant pride in disconnection, or a hopelessness that dismisses new connections and possibilities before they’ve even been tried.

Look at Kansas politics through this frame, and you can see examples everywhere. State policies that could be easily adapted to Kansas’s population–like Medicaid expansion, legal medical marijuana, and more–face opposition from political interests that mostly offer a simple “it won’t work here” rather than any serious policy argument. Counties with farmers looking to bring in additional income and companies happy to pay them to install solar arrays face onerous regulations instead, because otherwise “people will complain.” Cities trying to manage their slow growth by establishing more reliable revenue streams, reconsidering the costs of an overbuilt infrastructure, free parking, and mill levies that haven’t been touched in decades, shy away from moving forward, fearing that Kansans are “too cheap” to ever pay for improving public goods.

Obviously such perceptions don’t explain everything about these disputes; political disagreements, backed by powerful partisan interests, are real, and simple boosterism won’t change that. But pushing back against the idea that certain things just “can’t happen in Kansas” is nonetheless important, I think, because that’s a perception rooted in an assumption based on Kansas’s spatiality, its supposed disconnectedness, and not on our common resources and will.

The fact that there are, and always have been, many throughout Kansas’s cities and towns willing to do that kind of pushing back is evidence enough that the political powers that be aren’t the whole story. That’s my hopeful perception, at least.
